Tapulao (Palauig, Zambales) Page 3 Chapter 1 Introduction 1.1 Mt. Tapulao Ecotourism Development Palauig is home to the mountain climbing resort of Mount Tapulao. Because of cold climate on its summit similar to Baguio City, it has become an attraction to many local and foreign mountaineering groups and tourists. The Municipal Tourism Authority of the Palauig Municipal Government also promotes the Magalawa Island Resort and Famous Beach Resorts along the coastal Barangay of Locloc. Due to the municipal government's aggressive tourism campaign, local and foreign tourist arrivals in the municipality is on the rise and bringing Palauig as another Tourist destination in Zambales Province. Source: Google Wikipedia Mount Tapulao, also known as High Peak, is the tallest mountain in Central Luzon at 6,683 feet (2,037 meters) above sea level and is located in the Municipality of Palauig in Zambales. Its name is derived from the abundance of Sumatran Pine trees in the area, known in the local Zambal dialect as tapulao. Its temperate climate here allowed for the abundant growth of these pine trees. Mt. Tapulao's summit offers a breath-taking panoramic view of the Zambales mountains on the east, Lingayen Gulf to the North, and the South China Sea to the West. Hikers can take an old mining trail of undulating and rolling mountains from Barangay Dampay in Palauig to reach the summit, about 18 kilometers away. DENR Region III has entered into a Memorandum of Agreement with the Local Government of Palauig for the protection and conservation of unique biodiversity found inside the 5,000 hectare Mt. Tapulao area. The Giant Cloud Rat, scientific Phloeomys pallidus, and the newly discovered Rhynchomys tapulao, another species of rodent, are just two of the 85 faunal species found in the area. The Sangguniang Bayan (SB) of Palauig has passed an ordinance declaring Mt. Tapulao as an ecotourism destination and a protected area. Tapulao (Palauig, Zambales) Page 4 Through Provincial Board Resolution No. 96-577, the Provincial Government of Zambales has declared the whole area of Mt. Tapulao as Forest Reservation of the said province for ecotourism development, in the same vein, the Municipality of Paluig had requested the DENR thru the Regional Executive Director for an authority/legal instrument to jointly protect, maintain, and develop the same as a tourist spot of the said municipality due to its beauty and biodiversity. The Sangguniang Bayan of the Municipality of Palauig has approved Resolution No. 2011-38 Supporting the Department of Environment and Natural Resources (DENR) thru the Protected Areas and Wildlife Bureau (PAWB) and Endorsing the “Expanding and Diversifying the National System of Terrestrial Protected Areas in the Philippines (EDNSTPAP) Project” within the Zambales Mountain Range (ZMR) Particularly Mt. Source: Sangguniang Bayan Resolution No. 2011-38 1.1.1 Study Area The proposed camping site is six kilometres (better known as Kilometre 6) from Dampay resettlement area in Baranggay Salaza in Palauig. The area has a flat surface with a beautiful sunset overlooking Masinloc Bay and a forest backdrop on the left side. 1.2 Purpose of the Study In 2014 a joint team of the New Conservation Areas in the Philippines Project (New CAPP) of the Biodiversity Management Bureau and the Planning and Product Development Division of the Department of Tourism conducted a site assessment on the proposed development for Mt. Tapulao. Based on their evaluation, the existing eco-tourism activity does not result in higher economic value for the community based on the market that the site attracts. Further, there are no existing programs to attract other tourist markets. 1.3 General and Specific Objectives The preparation of a Pre-Feasibility Study for Mt. Tapulao generally aims to identify a viable conceptual design for the area and to come up with a rational analysis that will lead to the preparation of a full blown Project Feasibility Study. Specifically, the study shall pursue the following objectives: To develop new eco-tourism products for Mt. Tapulao Pre-Feasibility Study for Mt. Tapulao (Palauig, Zambales) Page 5 1.4 To provide direction for the Municipal Government of Paluig in developing Mt. Tapulao as a major ecotourism destination in Central Luzon; To determine the viability of Mt. Tapulao as a major ecotourism area for the region; Scope and Limitations of the Study The project is confined to the preparation of a Pre-Feasibility Study, and the conduct of capability-building seminars and trainings for local planners. Tapulao (Palauig, Zambales) Page 6 Chapter 2 Technical Description of the Project 2.1 Ecotourism – An Industry Overview Ecotourism is defined as a form of sustainable tourism within a natural and cultural heritage area where community participation, protection and management of natural resources, culture and indigenous knowledge and practices, environmental education and ethics, as well as economic benefits are fostered and pursued for the enrichment of host communities and satisfaction of visitors. Tapulao Climbers showed a predominance of Filipino hikers with a steady increase of 119.13% from 2010 to 2014. TABLE 1. Visitor Arrivals in Mt. Tapulao Market Profile Except for the data on the climbers of Mt. Tapulao, data on specific market profile was not provided during the preparation of the study. However, it was mentioned in the report of the NewCAPP that visitors to the mountain are mostly college students and backpackers. 2.2.2 Strength, Weakness, Opportunities and Threats (SWOT) A SWOT Analysis was conducted on 17 to 19 July 2013 during the Ecotourism Strategic Action Plan Workshop for Mt. Tapulao. Despite conflicting views on strengths and weaknesses, the province has significant internal strengths which can be the focus of tourism growth for Mt. Tapulao. Strengths On-going Ecotour; shortest trekking route to Mt. Tapulao Existence of natural wonders (rare mangrove species) and potential tourist destination in Palauig (Magalawa Island, Bagsit River, Coastal Beach Resort) Availability of four site on Ridge Section (Mountain ridges) Church as National Cultural Treasure Established/potential visitor activities include Trekking, Mangrove Planting, Ecotour, Snorkeling, Scuba Diving, Skim Boarding, Surfing, Kayaking, Water Tubing and Suiseki (stone art, etc.) Availability of overnight facilities for large groups and homestay; better accommodation compared to adjacent municipalities Celebration of two Summer Festivals Mt. Pulag) More legislative measures to be passed and implemented Some residents take advantage of tourists, visitors 2.2.3 Target Market Segment The project hopes to retain its present market and also to attract other tourists to generate more income for the community. Comprehensive marketing efforts should be exerted in conjunction with developing attractive and revenue generating activities. An attempt should also be made to establish a separate and distinct market while preserving the present. Aside from college students and backpackers, other potential market segments to be tapped are birdwatchers, researchers and excursionists. 2.2.4 Site Analysis and Design Site Profile The municipality of Palauig is the nearest mainland to the Philippine-claimed EEZ Panatag Shoal, or Scarborough Shoal, and by virtue of proximity, the latter is a designated part of the municipality. Mount Tapulao, also known as High Peak, is the tallest mountain in Central Luzon at 6,683 feet (2,037 meters) above sea level. Tapulao (Palauig, Zambales) Page 13 2.2.5 Conceptual Design As depicted in figure 1, the conceptual perspective of Mt. Tapulao includes two service buildings, four activity areas, an educational facility and two utility service facilities situated in a 3.3 hectares at KM 6 of the hiking trail towards the summit of the mountain. Except for treking activities, high density activities shall be limited to KM 6. Tent platforms with toilet and shower stalls are to be built in the area where the pitching of tents will only be allowed. Elevated walkways shall likewise be installed in critical areas. These set up shall minimize the effect of development to the area. Other facilities to be developed in the future are a restaurant/adminisitrative building, a team building area, an arboretum, a nature walk/mini forest, a research center, a parking area and water tanks. It shall be composed of two (2) Park collectors, three (3) utility men, two (2) security guards and will be headed by a Park Administrator. The total maintaining cost for eight (8) personnel shall have a 5% escalation every two years. This shall include the personnel’s 13th month pay. The Camp’s revenue/income shall be computed based on Mt. Tapulao’s four year tourist arrival, multiplied by the following costings. The initial project investment of Php19M for the development of GlamCamping in Mt. Tapulao was computed to have its return in two years time. However, should it be based on the Projected Day Tour Cash Flow, the total investment has not come close to reaching a viable return of investment in 10 years. The following are likewise being recommended: Prioritization of the Development of Mt. Tapulao Camping Area as initial venture Creation of an administration who will manage and operate the camp Close coordination with DENR Region 3 for management/maintenance of trails Inasmuch as the project is envisioned to already be self sustaining after two years assuming the 3D/2N package, with vigorous promotion, infusion of additional investments would be practicable through the development of other proposed destinations in the area.
