BY DARWIN BENNETT

WEST MICHIGAN-What does the f u t u r e
hold in 1981 for the economy in W e s t
Michigan?
There are mixed signals, but just to be on
the safe side, you'd better prepare for a long,
cold winter.
National, state and local
economic forecasters are predicting things
gyill g e t " b e t t e r over the next five y e a r s . " but
Tne first six months of 1981 will f e a t u r e a
" v e r y slow r e c o v e r y . "
Unemployment is especially high in W e s t
Michigan (third highest in the nation) and
taxes continue to rise unchecked. Presidentelect Ronald Reagan has promised a 10
percent tax cut but even fellow Republicans
concede that h e may b e hard-pressed to fulfill
that campaign promise and still increase
d e f e n s e spending. Critics say it's impossible.
National and state legislators are asking
Jor money and will probably get it, even
P l o u g h the common man is being asked to
^ e n the b e l t . "
^ ^ _ ^dly there are encouraging signs In
iC"' W e f » M i c h i g i i n . For example the continued
: g w w t h of Howmet Turbine Components
•-iio"poration (HTCC) through the manufact u r e of the titanium ingot for aerospace at its
Whitehall plant; the double shifts experienced at Dearborn Machine Products in
M o n t a g u e caused by the manufacture of new
parts for the K-Car; Cordova Chemical
) m p a n y ' s plans to expand and hire locally;
e expansion plans of General Telephone in
W e s t Michigan; and the continued growth of
f a r m i n g and tourism are all major stimulants
to a healthy local economy. Farm product
sales w e r e up 17 percent in Oceana for
example.
But there are distressing signs also.
Small a n d large firms tottering and finally
going out of business; local governmental
units coming dangerously close to payless
paydays; h i g h e r a n d higher a s s e s s m e n t s and
tlfte resultant b u r d e n of staggering taxes; a
shortage of cash and high inflation; a n d the
d e m a n d s by labor u n i o n s for higher and
higher w a g e s in spite of this.
Silver Mills Frozey Foods Inc., in Hart, is
apparently going through the last throes of
the slow death of bankruptcy and liquidation
in the f a c e of a h u g e $1.7 million debt it
can not pay. H u r t the most will be more than
600 creditors, some of them local growers
who were never paid for crops processed by
«*ae firm. Demise of the firm and the loss of
jobs looks inevitable. Loss of taxes to the
community will b e immediately felt.
Teacher talks are due to begin in
Pentwater this spring, the proposed addition
of s t u d e n t s in the W e a r e area undoubtedly
will affect those money talks. The loss of
revenue from the Hart District in state aid
will b e difficult to make up for local school
officials appealing the move.
Then there's the matter of taxes. Take
Oceana County.
^
Last week Oceana Equalization Director
D o u g l a s Darling released figures on the
proposed tax increased for 1981. Businessmen and industry, are already reacting to the
figures. And when homeowners get the final
figures, they are bound to be unhappy also.
Muskegon County figures have risen also
over the past 10 years, but not so steeply.
O c e a n a ' s increase last year were up so
t
THE ECONOMY % News Analysis
sharply that the county commissioners dem a n d e d a n d got the Michigan Tax Commission to hold a special meeting in Hart to
review many of the figures. Despite the
protest, the figures remained the same; taxes
for this year are u p again and it couldn't come
at a worse time.
Kurdziel Iron Industries, Inc., of Rothbury, has been especially hit hard say
officials; local Rothbury businessmen are
likewise concerned over the increases and
have talked of taking some combined action
in protest.
The overall true cash value of the county
now stands at $429,442,744, up 15.5 percent
from 1979, says Darling.
Darling a p p e a r e d at the Dec. 30 Commissioners' meeting to present the 1980 Equalization Study which is the b a s e for Oceana
County's 1981 Equalization Report to Commissioners. The report by the Equalization
Department will be sent to the State Tax
Commission for their approval.
Darling told Commissioners 280 Agricultural parcels were studied with a ratio range
of 20.44 percent in Ferry Township to 48.26
percent in Greenwood Township. Two hundred and eight timber-cutover parcels were
studied with a ratio r a n g e of 27.61 percent in
Ferry Township to 46.19 percent in Claybanks Township. The agricultural true cash
value is $105,019,531. This r e p r e s e n t s 15.1
percent increase. The timber-cutover true
cash value is $27,398,643. This r e p r e s e n t s
14.4 percent increase.
More than 833 residential parcels were
studied with a ratio r a n g e of 23.66 percent in
Ferry Township to 46.35 percent in Leavitt
Township. The residential t r u e cash value is
$267,259,409. This represents 16.7 percent
Increase.
Darling said 160 commercial parcels were
studied with a ratio range of 28.32 percent in
Ferry Township to 52.49 percent in Benona
Township. The commercial true cash value is
$22,341,024. This represents an 8.5 percent
increase. One h u n d r e d thirty-two industrial
parcels were studied with a ratio r a n g e of
18.66 percent in Otto Township to 51.13
percent in Weare Township. The industrial
true cash value is $7,424,137. This r e p r e s e n t s
a 6.1 percent increase. Three h u n d r e d eight
personal property parcels were studied.
(Some as high as 58 percent.
None of t h e s e increases will b e accepted
with pleasure by a public already suffering
through a major recession. This only complicates the already difficult days that lay a h e a d
for county commissioners who are sincerely
searching for a way to avoid the fiscal
problems the county experienced last year
that almost led to payless paydays. It was
touch and go most of the year, apparently.
Oceana officials, like others in W e s t
Michigan, are seeking additional help a n d
expertise in the battle.
The Oceana commissioners have appointed two new men and reappointed three
others to the Economic Development Commission (EDC) in an effort to seek new ways
to improve things in the area and encourage
growth. James Gwinnup, and Sam Bucher,
Sr, both of Shelby, have been named to
six-year terms on the EDC while John Curtis,
of Hart, Wallace Houg, of Pentwater, and
Jerry Prick, of Walkerville, were reappointed
for six-year terms.
Whatever the solutions, the remedy for a
sagging economy will not be easily found, but
old-fashioned American ingenuity and persistence will have to be called on in the decade
of the Eighties if we expect Prosperity to
return.

The Michigan Department of Transportation (MDOT) r e c o m m e n d e d commission approval for construction of a five-lane structure

A n unforgettable
idea
for the New Year
If I was going to make any new resolutions
I would try to b e on time more often. I'm the
original a b s e n t minded editor. I forget
everything. Sometimes I show up for a
meeting a week early...at the wrong building.
And when I finally try to go to the same
meeting later, I show up a week late in the
wrong town. I can't s e e m to win for losing.
^ ''
I've b e e n m e a n i n g to jot down a few
resolutions for the new year, but I forgot.
Everyone m a k e s New Year's resolutions.
Some ancient philosopher facetiously sugg e s t e d that M a n makes New Year's resolutions because it is f u n to forget t h e m . But
forget about that.
People will see m e in a coffee house a n d
say, " D a r w i n , b e s u r e a n d come over to our
party next W e d n e s d a y . " I tell them to
remind m e about it " n e x t w e e k . " In a weekly
n e w s p a p e r you are always working a week in
advance and you tend to lose track of time. It
can be very embarassing.
I tried to call a client last week; I dialed
the phone and heard my own office phone
ring. I picked up the other phone. You
guessed i t - I h a d dialed my own phone
n u m b e r . Mental health never h a d such a
good candidate.
Now comes William K. Sturley, an
enterprising man with a great new idea for
d u m m i e s like m e . W h a t is it?
A sure-fire, g u a r a n t e e d personal " r e minder s e r v i c e " . He charges five dollars for
eight postcard reminders, with additional
reminders costing fifty cents apiece. Sturley
g u a r a n t e e s to remind clients 10 to 14 days in
advance of important personal or business
occasions such as birthdays, anniversaries
on!

Subscriptions can be p u r c h a s e d for both

important dates they don't want to forget.
Okay you say, I've convinced you. Why
didn't I tell you about this BEFORE
Christmas and the New Year? Frankly, I
forgot to.
^
But all is not lost. You can still write to
Sturley and use his service in time for this
coming year. Now if I can just r e m e m b e r

I personally know of at least one gal h e r e
in this a r e a that would gladly subscribe to the

its advantages.
" I ' v e been very good all year long (she

what really m a d e m e mad was t h e fact that
my birthday is on Christmas Eve and he
didn't g e t m e anything for that either. Boy is
he going to b e s o r r y . "
Personally I think h e ' s in big trouble.
But back to M r . Sturley a n d his sure-fire,

Santa's visit we all went to the new "McDonalds" where
we were welcomed by the manager and assisted by the
girls with serving. I am always extremely pleased with the
response of this community to our "People" so we would
like once more to say "Thank You" White Lake area.

one of the lowest requirements to be found anywhere. What's
more, with safekeeping, your checks are stored with us, while
you retain a duplicate copy for your records.

checking account. Come to Muskegon Federal Savings and
open a Money Plus 2 Interest-on-Checking Account. Choosing this account will make the day one to remember!

In Brief
T h e beginning of the second half of the
basketball season b e g a n Tuesday night, with
one of the oldest rivalries around. Whitehall
Vikings hosted M o n t a g u e ' s Wildcats. In a
near capacity crowd Whitehall took control in
the third quarter, then held off a late
M o n t a g u e surge to win 71-62.
The hot hand of Raymond Coleman
sparked Whitehall to an early lead, which
M o n t a g u e m a n a g e d to whittle down by the

continued his assualt in the second quarter,
combining with Scott Aiward for 14 points
between t h e m to pull Whitehall a h e a d , 32-37.
M o n t a g u e h u n g in t h e r e , behind Dean Bates
10 first half points and nine of their 13 second
quarter points coming from the charity line.
Fouls played a key role in the second half.
Bates d e p a r t e d late in a third quarter that
saw M o n t a g u e score only nine points.

W H I T E L A K E - T h e Vikings showed
I more signs of thier two week lay-off Friday
[than on Tuesday. Playing a tight first quarter
'neither t e a m could m u s t e r much offense. T h e
result was a 12-12 tie at the end of one.
Reeths Puffer d e f e n s e tightened a bit in the
second q u a r t e r . •
Enabling them to fastbreak a bit, coupled
[with Whitehall's inability to convert from the
f r e e throw line (seven-20 in the first half).
| Reeths Puffer g r a b b e d a 29-27 half time lead.
Reeths P u f f e r . c a m e out strong behind
Todd Sims and built a five point lead 32-27 at
: one point. Whitehall struggled back to tie it
at 39-39 at the q u a r t e r ' s end. Reeths P u f f e r
! again took the lead only to have the Vikes
| come back behind a strong man to man
d e f e n s e to tie, then pull ahead 57-55 on
| James Coleman's lay-up with 2:02 left.
Down the stretch it was turnovers and
I fouls that did the Vikes in. Reeths Puffer
I converging on five straight f r e e throws at the
end. Two by Isaac Hilliard a n d the final
I three by Bruce Rudewald, making the score
160-58. Whitehall got the ball with four
seconds left, but threw away their i n b o u n d s
pass as time expired.
Puffer was led in scoring by Todd Sims
| with 16, followed by Bruce Rudewald with 11.
Hilliard and J o h n Vochmanski with 10 each.
The Vikes were led by James Coleman with
13 followed by Scott Aiward with 12 a n d a
4 fine p e r f o r m a n c e by sub Alvin Sargeant with
