This publication aims at introducing the "Nicolae Balcescu" Land Forces Academy to foreign students.
At present, "Nicolae Balcescu" Land Forces Academy is one of the outstanding institutions within the National
Military Higher Education system.
Conscious of the need to develop and endorse outstanding leaders, capable to fulfill the requirements of an ever
changing world, the "Nicolae Balcescu" Land Forces Academy aims at building up, by means of the university
studies, command officers with exceptional moral, civilian and professional qualities.
The recent classification of the Romanian Universities has placed our institution within Education and Research based universities, which highly certifies a well defined and delineated management, a normative and a functional
frame, meant to continue the developing of the present economic and social tendencies and requirements.
The "Nicolae Balcescu" Land Forces Academy is highly involved in carrying on the building up process for the well
trained graduates in order to bravely face the challenges in the military field and to register excellence in the field of
education and scientific research.

1 July 1920 – after the Unification, the second military school training Infantry officers, was founded in Sibiu;

Index
The student's general military training is a continuous process
that is carried out throughout the entire period of the university
studies by studying the subjects established in the curricula,
grouped into distinct modules of military training as well as within
the limits of a military training day per week throughout the
academic year.
Structure:
a) Individual Basic Training - has a universal character and
ensures the basis of the military construction, irrespective of the
chosen branch or specialization;
b) Specialized Individual Training - aims at initiating the
students in the chosen branch/ specialization. It represents the
basis in the process of forming the military specialist and in
fulfilling the specific requirements of the first function
c) Military Physical Training.

a. Requirements before your departure
Visa requirements
Before you depart for Romania certain documents will be necessary. You need a valid passport or ID for entry into
Romania. In some cases a visa is also required. However, citizens of EU countries and some of the countries of the
EEA need only an ID card provided that their citizenship is stated on the card. For further information, in order to clarify
if you need visa or not , please contact the Romanian Embassy or Consulate in your country. Please consult
http://mae.ro/en/romanian-missions for addresses and office hours of Romanian embassies and consulates.
For stays in Romania longer than three months, it is compulsory to obtain a RESIDENCE PERMIT, which will be
issued to the students by Romanian authorities upon their arrival.
Application process for international students:
Foreign citizens could apply for studies in “Nicolae Bălcescu” Land Forces Academy only with approval of the
Romanian Ministry of National Defence, based on bilateral agreements between our university and student’s home
university.
The following application papers are requested:
• Application form (filled in 2 copies);
• Certified copy of the Baccalaureate Diploma or equivalent - for undergraduate studies;
• Certified copy of the graduation certificate - for postgraduate applicants;
• Academic record translated into Romanian, English;
• Language certificate;
• Certified copy of the Birth Certificate;
• Certified copy of the passport;
• Medical certificate.
Application process for Erasmus students - the following application papers are requested:

Make sure that all your forms are SIGNED by you and the responsible of your university. Send the scanned documents

If you cannot send the forms by e-mail, you can also use post or fax.
When we receive all the forms, they will be checked and signed by the Erasmus Coordinator from our academy.
We will send the Letter of Acceptance by e-mail and by post. The procedure will take 4 – 6 weeks. During the holidays it
can take longer

Our recommendation for students is to arrive at LFA

TRANSPORT IN SIBIU
a. Public transportation
The local public transportation in Sibiu is ensured by Tursib, a company under the guidance of the Local Council of
Sibiu.
There are 20 bus routes inside the city and 2 bus routes connecting the city with the adjoining villages. The fee for a
ticket is 1.5 lei and it can be purchased from the ticket vending machines, ticket booths or Tursib Agencies.

TELEPHONES
Index
Public telephones are orange and use a prepaid phone card (“cartela de telefon – ROMTELECOM”). These can be
used for all kinds of calls, including the direct international calls. Telephone cards can be purchased at the post offices,
hotels, and kiosks at prices 10 Lei and 50 Lei. Prepaid cards from other phone companies, can also be used, including
Voice over IP and cell phones (ORANGE, VODAFONE, ZAPP and COSMOTE).

MONEY & BANKING
The Romanian currency is the Leu (plural: Lei), (1 Leu = 4.5 EURO) and its subdivision is „Bani”( singular „ban”).
There are 4 coins and 7 notes:
- Coins: coins of 1 ban, 5 bani, 10 bani and 50 bani.
- Notes: notes of 1 leu, 5 lei, 10 lei, 50 lei, 100 lei, 200 lei 500 lei.
All prices in Romania include VAT. The general value of the VAT is 24 %.
Different banks have several branches in Sibiu. Most banks are open on weekdays from 09h00-12h00 and from 14h0016h00. During the weekend, you can use the numerous ATMs to withdraw money. It will not be easy to open a bank
account, as most banks will not allow you to open a bank account when you're only staying for a few months. To open a
bank account, you will need your passport or identity card and an address in Sibiu. It can also be useful to take your
Sibiu student card with you.
Money can be exchanged at banks, hotels, and private exchange offices (“Casa de schimb valutar”). There can be
major differences in rates, especially between banks and private exchange offices. So it is advisable to shop around. It
is both illegal and not advisable to change money in the street as the chance to be cheated is very high.

CUSTOMS REGULATIONS
Romania enforces the international rules of the Convention related to customs facilities for travellers. Any traveller may
enter or leave Romania with a maximum of USD 10,000 in cash or traveller's cheques.

ASTRA is the second largest open-air museum in the
world (250 acres)
Located in the middle of a dense forest and surrounded
by a beautiful lake, ASTRA features
more than 300 buildings as well as watermills and
windmills, gigantic presses for wine, fruit and
oil, hydraulic forges and structures representing village
architectural styles from many parts of
Romania. The museum illustrates the technological
legacy of the Romanian people. There is a
wonderful collection of wooden farmhouses, a cherhana
(a traditional collecting and storage
point for fish) and sheepfolds, as well as a wooden church
and two traditional inns. Guided tours
are available. Another option is a visit by horse-drawn
carriages (ladies, the driver will kiss your
hand in greeting, an old Romanian custom).
