INTERCONNECTION REQUIREMENTS/PROCESS 31 Standardized Interconnection Requirements (SIR) steps Steps outlined below are based on Public Service Commission's Standardized Interconnection Requirements (SIR) document www.dps.ny.gov/distgen.htm • Application Process Steps – – 50 kW & Less (Con Ed 25kW) 50 kW up to 2 MW (Con Ed 25kW – 300kW, 300kW – 2MW) • Interconnection Requirements – Design & Operation • Standardized Contract (Appendix A) • Standardized Application (Appendix B or C) 32 Standardized Interconnection Requirements (SIR) steps Recommended: Get familiar with SIR first! Application Process • STEP 1 & 2: – Initial contact from Applicant & review by Utility • STEP 3: Application – Applicant creates a service request on Project Center 33 Application Process • Launch Project Center from http://www.coned.com/es 34 Enter Project on Project Center Select Service Area (B,M,Q,S,X,W) Select Building Type Continue to enter Customer and Project information… 35 Application Process • Note about customers: – – Must be the account holder. Customer’s Project Center login e-mail must match case e-mail. • Note about addresses: – Service address • Location where the system is being installed. • Account number or Meter number for this location. • Always in NY. – Customer address • Where the customer’s bills are sent. • Not necessarily same as the Service address. • Not always in NY. 36 Application Package (NYS PSC SIR) Complete Application Package consists of: 1. Letter of Authorization 2. Signed Standardized Contract (Appendix A) 3. Signed Standardized Application (Appendix B or C) 4. $350 Application fee – (N/A for ≤ 50kW, >50kW returned unless applied to other costs) 5. Three line diagram for the system 6. Copy of the manufacturer’s data sheet for the equipment 7. Copy of the verification test procedure 8. Completed Application Form G – Net Metering, Standby Service and/or Buy-Back Service – Remote Net Metering (host & satellites) 37 Signatures Con Edison will accept the following documents: • • • • Documents signed electronically on Project Center PREFERRED Documents scanned and uploaded to Project Center Documents that were scanned and attached to e-mail Certain other electronic signature methods on case-by-case basis. NOTE: For all documents not signed electronically, the name of the customer signing the documents must be printed on the form. Documents that require actual hand written signatures: • • • Standardized Contract for > 50 kW systems First Amendment to the Standardized Contract (> 50 kW) Any non-standard Letter of Authorization or 3rd Party Agreement (letterhead) 38 Application Form G: Application for Net Metering or Standby Service and/or Buy-Back Service • Section 1 Customer Information • Section 2 Distributed Generation Equipment Information • Section 3 Type of Service Requested • Section 4 Net Metering • Section 8 Application Submission www.coned.com/dg/applications/applications.asp look for Application for Net Metering or Standby Service and/or Buy-Back Service 39 3 line diagrams should include: – – – – – – – – – – AC kW (sum of inverter ratings) Meter Number/Account Number Utility Voltage Size & number of conductors including grounds New vs. Existing Location of the equipment (e.g. basement, roof, etc.) Inverter Connection on load side of the Meter Disconnect and/or dedicated circuit breaker labeled (89L or 52IT) Each piece of equipment must be shown according to ANSI standards Drawing block: • • • • Installer Company Customer Name and Address Drawing Number & Issue Date Revision Number & Revision Date 40 Sample 3-line diagram Generator Disconnect Switch 89-L Show where PV will Connect to existing equipment Show existing equipment (must be on load side of meter) 41 Next Steps in Con Ed SIR Process Under 25 kW • STEP 3: (continued) – – – Application and Feasibility Review Approval to Build Letter Typically 10-15 business days • STEP 4: System Installation – Due to volume of work, we do not issue Net Meter until system is built. • STEP 5: Testing and Self-Certification – – Fill out verification testing form you submitted with Application. Standard Self-Certification form available from Energy Services representative. • STEP 6: Final Acceptance – Final Acceptance letter typically within 10 business days of self-certification receipt. 42 Next Steps in Con Ed SIR Process Under 25 kW • Contractor Self-Certification • Upload to Project Center or scan and attach to e-mail. • Tells Con Ed you are ready for net meter & final acceptance review. 43 Next Steps in Con Ed SIR Process 25 kW to 2 MW • STEP 3: (continued) – – Application and Feasibility Review Application complete notification. • STEP 4: Preliminary Review – – – – – – – – Technical review of application Three-line in-depth review Review of PV output vs. load Historical Usage Transformer loading Meets/does not meet NYS SIR CESIR Required or not. Typically 20 business days. 44 Next Steps in Con Ed SIR Process 25 kW to 2 MW • For Larger more complex Projects – STEP 5: Applicant Commits to Completion of the Coordinated Electric System Interconnection Review (CESIR) ($ for study) – – STEP 6: Utility Completes the CESIR – 60 business days STEP 7: Applicant Commits to Utility Construction of Utility’s System Modification ($ for solution) • STEP 8: Project Construction • STEP 9: Applicant’s Facility is Tested in Accordance with SIR – On-site verification testing, no self-certification allowed. • STEP 10: Interconnection • STEP 11: Final Acceptance and Cost Reconciliation ($ beyond costs) 45 Note on Meter work: • If you need a Meter Pan unlocked, indicate why . • A DOB Electrical Permit with the correct information will be required for net meter installation. • Existing (1) + New (1) – Removed (1) = Total (1).
