Page 9 Page 14 Page 20 President’s Special Project Art Wins Third Place Terrence Sund Laid to Rest NEWS 2015 Vol. 33 no. 2 flying high for veterans september / october, 2015 A New Era for the Auxiliary It’s official – as it begins its 102nd year of service to Veterans, the Ladies Auxiliary VFW is now chartered as the Veterans of Foreign Wars Auxiliary. Effective August 21, 2015, 30 days following the adoption of the By-Law change by the VFW membership at the 116th National Convention in Pittsburgh, PA, the change extends Auxiliary membership opportunities to the spouse, fathers, grandfathers, sons, grandsons and brothers of Veterans eligible for the VFW. With women comprising nearly 20 percent of our nation’s military, this change solidifies the VFW’s commitment to membership equality for all military and Veteran families. This transition has certainly been a lengthy and rigorous process, with careful consideration by both the VFW and Auxiliary, working together for the best of all possible outcomes. Much thought has been given to the details, including a timetable for the replacing of Auxiliary seals, logos, insignia, etc. Currently chartered Auxiliaries have up to 5 years to replace their materials, with the VFW Store offering discounted pricing on select items during the transition period. It is important to note that this is NOT a merger with or elimination of, existing Men’s Auxiliaries. Current members of the Men’s Auxiliary are welcome to make application for membership in the VFW Auxiliary according to the new eligibility requirements. Additionally, the Charters of existing Men’s Auxiliaries continue to be in force until such time that changes are made to Article XIII of the VFW National By-laws and Manual of Procedure. One other item of note is that of dual membership in the VFW and its Auxiliary. VFW members who obtained dual membership prior to August 20, 2015 and continue to maintain that Auxiliary membership in good standing are able to maintain dual membership. From this point forward, those eligible for membership in the VFW are ineligible for membership in the Auxiliary if they are not already members. It is an exciting new era for the VFW and its “Partner in Service”. There may be some bumps in the road ahead and maybe even some growing pains as the Auxiliary welcomes its new eligible members. But building on more than a century of service to the Veterans of Foreign Wars, there is a great sense of confidence and pride as the Auxiliary moves forward with its “Unwavering Support for Uncommon Heroes”. Uhlig of Manitowoc, entered eternal life on Friday, July 24, 2015 at Aurora Medical Center, in Two Rivers. Annette served as the 81st State President of the Department of Wisconsin Ladies Auxiliary to the Veterans of Foreign Wars in 2005 – 2006. Born August 31, 1929 in the town of Meeme, Manitowoc County, to the late George and Leona (Ohse) Hemb, Annette was employed as a waitress at Stock’s Supper Club for 17 years and was also a seamstress at Johnson Hills Department Store. On May 1, 1948 she married Elmer E. Uhlig at Immanuel Annette Uhlig PDP, 2005-2006 Ev. Lutheran Church in Manitowoc. Annette was a member of Immanuel Ev. Lutheran Church and sang in the church’s mixed choir. She was a member of the Ladies Auxiliary to Veterans of Foreign Wars Post #10402 in Amberg where she held the offices of Secretary and Treasurer. She later transferred to the Auxiliary to Otto-Oas VFW Post 659 in Manitowoc, holding the office of Auxiliary Treasurer. She also served as District 8 President for seven years, both before and after her term as Department President. Serving under the theme, “Lighting the Way for Veterans”, Annette chose a lighthouse as the symbol of her term. Earl D. Banks, Jr. served as State VFW Commander, and Sandy Germany of Alabama was National President, with the theme of “From Sea to Shining Sea, Freedom is not Free”. Notable during Annette’s term were donations: nearly $87,000 for Cancer Aid and Research; over $54,000 for Hospital Projects and $49,000+ in Auxiliary Raffle Calendar sales. Also, a new home was built and dedicated on the grounds of the VFW National Home for Children in Eaton Rapids, Michigan. A very noteworthy achievement followed three years after Annette’s year as President when she organized a new Auxiliary to Crivitz Memorial VFW Post 2063 in District 8, an Auxiliary still going strong today. The Institution of the Crivitz Auxiliary was a highlight of the 20082009 State Presidency of VFW News Editor Marla J. Morgan, PDP. A gentle, loving person by nature, Annette is fondly remembered by PDP Marian Furgal (1996-1997): “Annette was my 8th District President, her first time. She was terrified of being District President – thought she would ‘mess it up’. But of course, she did a beautiful job – just like every job she ever did. She was so loving.” Annette continued to serve at all levels of the organization following her term as State President, most recently as Department Awards Chairman in 2014-2015. She was also active in the Auxiliary to the Grand of Wisconsin Military Order of the Cootie, as a member of MOCA Pup Tent #23 in Green Bay. On the home front, Annette enjoyed crocheting and sewing for her grandchildren and great-grandchildren, along with quilting which was enjoyed by all of her family. She was also an avid dartball player for over 50 years. Annette is survived by her husband of 67 years, Elmer; and four children: Maynard (Carolyn) Uhlig, Sierra Vista, AZ; Sharon (James) Wondrash, Two Rivers; Jelane (Gary) Stone, Two Rivers and Jeffrey (Debbie) Uhlig, Sparta. Who cares, or more appropriately stated by Mark C. Russell, PH. D., ABPP, a retired Mike Borg U.S. Navy Commander, Military Clinical Psychologist, “does the ruling elite and national State Commander media honestly give a damn about whether 920-739-5730 the warrior class receives the highest quality of treatment for war stress injuries available? cdr@wi.vfwwebmail.com Better yet, why should the 95.5 percent of the American public that has never deployed to a war zone, be the least bit concerned?” He further states: “Aside from the obvious moral and ethical obligation to keep a sacred promise to care for those that we send to war, each year the number of veterans receiving mental health care has increased, from about 900,000 in fiscal year 2006 to about 1.2 million in fiscal year 2010.” 1. “Research has consistently shown that after accounting for the intensity and duration of exposure to combat stress, the next best predictor of developing chronic war stress injuries such as PTSD, is the level of perceived social support”. 2. “Factor in the exorbitant individual and societal costs of untreated and inadequately treated war stress injuries, including the escalating rates of rage and despair directed inward (e.g., suicide), and outward (e.g., interpersonal violence), the hard truth after every war, is that one way or another, we all pay a very high cost, often decades after the war comes home”. Comrades, I was looking into the many reasons why all our combat veterans from wars should have such shell shock, combat fatigue, Agent Orange, PTSD, high explosive injuries, stress fatigue and head trauma injuries. So many of our younger combat veterans such as Iraq, Kosovo, Afghanistan, and Global War on Terrorism have major head trauma injuries from high explosives and have been rated at a high percentage of disability by our DVA system, and yet may be capable of holding down a job. Has our government once more thrown money at our combat veterans through our VA system and not accepted responsibilities to properly treat our veterans? Our veterans deserve access to all of the best available treatments, complete PTSD treatment, and other bodily treatments, as promised by DVA, DoD, and government leaders. I have found more questions than answers in my resource articles!! Remember always, that our mission as a member of the Veterans of Foreign Wars is to our veterans and their needs. n n state officers Hello Comrades, Everyone should be in full swing of our Mike year and working on the different programs Eggleston within our Posts. I would like to take this opportunity to talk about the one program, State Sr. Vice or as I would say, the biggest opportunity Commander we have: Membership. Yes, I know it’s talked about, even preached, at every VFW 414-651-0875 function and for a lot of you, you do a great srvicecdr@wi.vfwwebmail.com job of recruiting and I am not asking you to change a thing - the organization is grateful for your contribution to membership. As I travel to different Posts and Districts though, the one question that comes up the most when it comes to getting new members is “what do I say to the potential new member?” I think the first thing you need to do is ask yourself: “Why did I join?” In a lot of cases that could be the same reason your fellow Veteran will join. Let’s also look at what we do in our Post. Prospective members like to know that they are joining an organization that is active in the community and with Veterans’ programs. Be careful with this: all you want to do is show that you are active; don’t start asking for help or try to get them involved as a Chairperson - they will need to make that decision on their own over time. One thing that I suggest you do at your Post meeting is have the members make a list of some of the positive things that they like about the Post and mention the things you do when talking to prospective members. Another thing you can do is put an ad in your local paper letting the community know you are looking for new members. That brings up another point: how many of us join the VFW, but did not get involved for several years later? We need to separate joining from participating. Once the veteran has agreed to join or considers joining, ask them to come to one meeting and only one. This can be to observe or to have them take the oath of membership. Remember that there are brochures that you can get from Department that list all the other benefits for members and their families - use these to hand out. Lastly, it is going to be up to the VFW organization from National to State levels to help the Posts and Districts to find prospective members. We need to do more informational seminars at public functions, local fairs, along with National Guard and Reserve Unit functions. At our next State Mid-Winter Conference (Feb. 19-20, 2016), I will start showing how your State VFW can help Posts do more recruiting for new members. If we want to get more new members it MUST be a team effort. Thanks for all you do! n What You Missed at the National VFW Convention in Pittsburgh I was very proud to be there, and to meet a hall full of veterans of all generations, going back to World War II, Korea, Vietnam, Iraq, Kosovo, Afghanistan, Global War on Terrorism and other eligible veterans. What was also exciting to see was a larger number of female veterans present at this convention. They are now a major part of the Veterans of Foreign Wars at all levels. During my year as your State Commander I am looking forward to working with them. But, what I was so proud of was the number of Wisconsin Convention delegates in attendance. Our comrade’s average attendance during these business sessions was 19 to 35 members daily. Our Comrades including our Ladies Auxiliary members were well over seventy (70) members. They took the opportunities to attend their business sessions as well as the many workshops and committee meetings scheduled throughout the convention period. Look forward to these delegates bringing back new and different ideas to our department. I set my priority to attend the National Veterans and Military Support Committee meetings. Our Past Commander-in-Chief Thomas Tradewell and Mike De Rosa of Burger King had concerns with how the National’s Unmet Needs Program funds weren’t being approved and dispersed at a faster rate. I explained our state’s concerns with feedback from area veterans required to fill out National’s Unmet Needs application to be considered for funds. Veterans felt the application to be too long and difficult to fill out. There were some additional changes to the program which seem to satisfy their concerns. In the afternoon session of the National Veterans and Military Support Committee meeting, I had the pleasure to present our department donation check of $1,000.00 to the Unmet Needs Program. President Obama spoke Tuesday at the VFW’s 116th National Convention in Pittsburgh. It was his third appearance as President and fifth overall. There was an estimated 5,000 VFW and Auxiliary delegates in the audience. He spoke of caring for veterans, service members and their families, and that more work still needs to be done at the VA. He stated that the VFW’s top legislative priority should be working with Congress to end sequestration. He explained why it was his priority to sign a tentative nuclear deal with Iran, as well as the need to continue training and supporting Iraqi forces to fight against ISIS. He generally spoke to the needs of our organizational members. Finally, at the VFW National Convention in Pittsburgh, the post delegates present passed on the floor of the convention a Bylaw change that changes the name of the former Ladies Auxiliary to the Veterans of Foreign Wars, to the Veterans of Foreign Wars of the United States Auxiliary. Many of our female comrades who have and continue to serve in the military wanted their spouses and other male members of their families to be eligible to join the Auxiliary. The Veterans of Foreign Wars Auxiliary’s effective date was August 21, 2015. Hats off to our delegation for what they achieved at the Pittsburgh National Convention and the knowledge obtained through the workshops and assigned committee meetings. Special thanks go out to Gundel Metz, our State Surgeon, for being our official photographer for the delegation during the convention. She forwards many of the pictures directly to Marla Morgan, our newspaper editor. I hope you will enjoy them as much as we enjoyed being a part of them. We are very proud of what we achieved! National Council I had the opportunity to attend a National Representative Council meeting and training session held 262-723-3073 in Kansas City in August. The training was excellent and Council members were jsgiese@charter.net brought up to date on the latest changes happening in our great organization. As your National Rep and your Past State Commander, I will be attending at least one District meeting in each of our Districts in the coming year. Ways and Means Committee Report Mike All Comrades and Sisters, Eggleston As I reported at this summer’s Council of Adminstration meeting in Wisconsin Ways and Means Rapids, the Ways & Means Committee is Chairman meeting once a month. Our goal is to be 414-651-0875 Pro-active instead of Re-active when it comes to generating funds to operate the srvicecdr@wi.vfwwebmail.com VFW Department of Wisconsin. We are looking at different ideas and also considering doing more than one Fundraising program each year. What I am asking for is members’ imput on any ideas or programs that your Post is doing to generate funds, that might be useful at the State level as well. Every day we hear of a military member or veteran that is in need of help. Due to unforeseen circumstances these individuals may Joe Hines need some type of financial assistance. I am State Adjutant certain that we all know a veteran or military member in our community that fits in this 608-221-5276 category. We are lucky enough to have a vast array of organizations including government, adj@wi.vfwwebmail.com non-profit and private sector groups that have great programs available to help veterans in need. I am grateful for the opportunity to work with these organizations almost every day. Through your hard work and effort the VFW has been able to help many of these veterans’ needs by matching them up with an organization that can best address their situation. Our Veterans Service Office in Milwaukee has done a great job filing disability claims for many veterans across the state. Countless posts across the State have donated money to needy veterans or have held fundraisers that help out these comrades. Unfortunately, there may have also been times when we have missed opportunities to partner with organizations wishing to donate items and services to our members. A group may have money, a car or even a house to donate and we have difficulty finding an appropriate veteran or military member to nominate for the donation. In many cases we get a late notification of these programs at headquarters and have very little time available to recommend a veteran or military member that may qualify. We recently had a major magazine solicit nominations for a veteran for whom they wanted to build a house. We were given less than 24 hours to submit an information packet. I was able to get the word out and contacted a number of districts and posts. One of our posts put forth great effort and in remarkably short order was able to pull together the information – unfortunately the veteran was not selected. This is not the first time an organization has given short notice regarding a donation, and will likely not be the last. I would like to propose these responses to the problem. First I am contacting organizations that support veteran causes and letting them know that we have 274 posts scattered across Wisconsin with volunteer leadership that may not be immediately available to respond to these requests. I explain that the vast majority of our members are not full time employees and we cannot always reach them on short notice. I have been asking that they provide more time when asking us for nominations for donations. I am also expanding my email distribution list so that I can reach more posts across the state in a much timelier fashion. I am also asking for your help. Please maintain a list of veterans and/or military service members in your communities that need assistance. Talk to these veterans to make sure they have the following items readily available: DD214, valid driver’s license or some other form of picture ID, monthly income statement and valid up-to-date contact information. Keep in mind this list may not be all-inclusive but is a good start. If you can have all of this information ready to go when we have an entity that wishes to donate funds, items or some other form of assistance to our veterans and service members, we can be much more effective in accessing these great opportunities for our comrades. state officers “What got us Here, won’t get us There.” So goes the old adage, along with the John Schultz one I use: “If we kept on doing the same State Jr. Vice old things, we would have been using Commander flintlocks in Viet Nam.” We need to look at change and embrace some of 715-344-7453 these new methods. We need to go out jrvicecdr@wi.vfwwebmail.com and ask the new veterans to join our organization and help us preserve their benefits and the benefits of our upcoming Veterans and their families. We need to embrace and join with our Auxiliary and talk to our Veterans and have their family get involved with our Auxiliary. I did not say Ladies Auxiliary, I said Auxiliary. There is no more Ladies Auxiliary. Our Auxiliary is now accepting male members. This will increase the efforts of the VFW and the Auxiliary together. Together we can grow and achieve so much more. Embrace it. It is here and will be here after we are gone. When you are at the local fair, and a young couple walks up to your booth, do not assume that the male is the Veteran. Many of the younger households are joint veterans. Treat both as veterans until you find out who is who. Maybe Mom is eligible for the VFW and then Dad can join the Auxiliary. This idea of a male and female Auxiliary will take time for the world to accept. After all, remember when we did not accept the M-16 over the M-14? They both were better than a flintlock. Now the free world is using many versions of our antique M-16. Then get the younger members involved. It might be asking them to help with a road side clean up, or helping to do a project at the local war memorial, or to help come down and help clean the Posts Ceremonial Weapons. They don’t have time to serve as officers yet. After all, look how old you were when you stepped up to the plate. Oh, you haven’t yet? There is room and the rest of the Post is waiting on you too. Once these younger veterans find out that your post is not just a bunch of old guys sitting around and telling war stories, but they are really the mechanic at the local garage, or the guy who owns the local rental store, or the guy who did the roofing job on Tim’s roof, they will be more receptive to retuning. Our members are just local community people, with real lives and careers wanting to help Veterans and their families. After they find out about the post and the members, they will come to meetings, if the meetings have a purpose and someone greets them at the door, and explains what and why we do things. What is this mid meeting prayer to some “children’s” home and what is it about? Why do a lot of Posts turn and face the east during this prayer. Why does everyone always salute? Do I have to buy a VFW hat to be a member? Why do so some members have yellow piping on their hat, and some red? What is that white part on their hat for? That first impression is important. Do you remember your first meeting? What stuck out and why did you come back? What did not work, and what did you see that needed changing? After their first meeting, have their mentor/greeter ask these new members these questions and see what their answer is, compared to what you think their answer might be. Let them voice their opinion. And listen to it. Your post does not want to do that chicken feed again, because it did not work last time. Well, why didn’t it work? New faces, new ideas, new methods of communications and advertisement and word of mouth via Facebook, Twitter, etc. are what these new Veterans have. Use them. Encourage them. Remember when the old Veterans did not want the Viet Nam rabble rousers, those hippies to join? Don’t be one of those old members now. Get out and get the younger ones to replace us, and take us from “here” to “there”, where we want to “go” and “grow” together, with them, males and females, just like the newer Combat Armed Services. Thank you to the 7th District and all our Posts and Auxiliaries for all the support and training, and confidence, and pushing me to run and be elected as the Dept Jr Vice. A great way to help Veterans is to make State sure your Post is participating in all of the Quartermaster programs laid out in the Commander’s Manual that was sent out at the end of 608-221-5276 July. (Pages 61 to 155) Programs such as qm@wi.vfwwebmail.com Military Assistance Program, Operation Uplink, Unmet Needs and Sports Clips Help a Hero Scholarship are great veterans support programs. The good news is you can use your poppy money (Relief Fund) on all of these programs. All Posts: if you run fiscal years July through June then your 990’s are due. Make sure you send my office a copy. Please write your Post number on the 990 filing form. If you haven’t sent in for your Quartermaster Bond, now is the time. You current bond expired August 31, 2015. If you bond through a different company make sure you send me a copy and mark it “Bond”. Please be sure you order your Buddy Poppies at least two months before you need them. And finally, all new membership fees for last year are due. You can send this in with your next audit. As we move forward though this year, let’s focus on our local communities, veterans in need and the Post responsibilities. Let us become a do generation instead of a talk about it generation. Every individual has their own way they can contribute. Don’t dismiss them because they don’t do what you do or how you do it. Every contribution helps. Female veterans can face a multitude of issues when returning to civilian life. Renee L. Some of these issues are not different from Simpson those that confront our male counterparts, yet some are unique to an ever increasing Women Veterans female population in our armed forces. Advocate Chairman Here are five of the most pressing issues 608-343-3906 that were found in a Newsmax article from July of 2015 focusing on female veterans vfw10911@yahoo.com during reintegration. 1. Invisibility — Many returning female vets have felt isolated, unacknowledged and invisible in a civilian society that either can’t fathom what they’ve been through, or discounts their military experience as somehow less challenging than that of male veterans. Experiences in each of our time of service are different and should not be narrowed down to gender. War does not care who you are or what your “job” was. We are the ones who have “been there and done that” and for that alone we should always support one another. We need to care for our comrades in arms so that no veteran is left behind. 2. Falling through cracks — Women say that sense of female invisibility can persist even in the institutions created to help the military population. Benefits and service programs operated by the departments of Defense and Veterans Affairs “tend to lag behind in serving women,” the Wall Street Journal reported, citing the 2014 DAV study and other sources. While we agree that the VA system needs to improve on services for female veterans across the board, we must push for those changes. Under-utilizing the VA system will not push for better services for anyone using the VA for healthcare. 3. Self isolation — Women veterans will sometimes place themselves beyond the reach of help. “We have found that women veterans under-utilize VA care, largely because of a lack of knowledge about VA benefits and available services,” the agency’s Chief Consultant for women’s health services wrote in 2013. There are a multitude of services available for female veterans within the VA and outsourced services. Each VA facility has a Woman Veterans Coordinator who is able to help guide you in utilizing the VA benefits and to talk with to do so. And it never hurts to use the buddy system to help ease any discomfort a female veteran may have on visits to the VA. 4. Unemployment — The DAV report found unemployment among recently discharged female veterans running more than a point above jobless rate for male service members in 2013. This in turn can cause a great deal of mental anguish for anyone returning to civilian life. It adds more stress to each task of the day and not knowing what tomorrow is going to hold for you and or your family. The fear of the unknown is a powerful demon. 5. Homelessness — Female veterans are the fastest-growing segment of the veteran homeless population, the U.S. Department of Housing and Urban Development (HUD) reported in 2011. Female veterans were also more likely than male veterans to be single parents, the VA found, a potentially complicating factor in the search for stable and secure housing, CNN reported in 2013. As you can see these issues are not necessarily unique to female veterans, yet how others influence these items are. We must continue to educate those around us about what we can do to make the transition from combat boots to business suits easier. “If not us, who? If not now, when?” — President John F. If you are already enrolled in VA health care, the 414-902-5748 Choice Program allows you to get health daniel.driscoll2@ care from non-VA doctors. Wisconsin’s va.gov Veterans are asked to comment on the Choice Program by participating in an online survey hosted by the VFW. Please take the survey and encourage others to do the same by visiting: https://www.research.net/r/VFWChoiceSurvey3. Using the Choice Program does NOT impact your existing VA health care, or any other VA benefit. Call 1-866 606-8198 if you did not receive a Choice Card or if you cannot find your card, or to learn more about eligibility for the Veterans Choice Program. In all cases, approval from your VA physician is required before using a non-VA doctor for your care. Entitlement to Basic VA Medical Care. More and more Veterans contact the Department Service Office seeking medical care at Wisconsin’s VA hospitals and clinics. In order to receive medical care, Veterans must enroll into the VA Health Care System by submitting VA Form 10-10EZ, Application for Health Benefits. If accepted, the Veteran will be assigned to one of eight Priority Group categories. The Veteran will also be assigned to a health care team to help coordinate and personalize his or her care. Acceptance for VA Medical Care is determined by an assessment of the Veterans finances (Means Testing). While most Veterans qualify for cost-free health services due to compensable service-connected conditions or other qualifying factors, certain Veterans will be asked to complete a financial assessment at the time of enrollment to determine eligibility for cost-free medical care, medications and/or travel benefits. Veterans whose income exceeds established national income limits that are treated for nonservice connected conditions may be required to share in the expense of their care by paying co-payments. The current threshold amount for cost free medical care is approximately $38,375. Veterans exceeding the threshold amount may be eligible for reduced inpatient and outpatient co-pays. The VA Health Benefits Explorer hbexplorer.vacloud.us includes a financial calculator that can be used to determine whether your income would be considered in determining your eligibility for cost-free VA health care, your co-pay responsibilities and eligibility for mileage reimbursement or special mode transportation. If you are denied enrollment because your household income exceeds the income limit, you could qualify for enrollment if you have had a recent change in your income such as a loss of employment. Whether you are 80 or 8, your oral surgeon@wi.vfwwebmail.com health is important. Oral health touches every aspect of your lives but unfortunately we do not regularly go to our dentist. We usually only go when we have a toothache or maybe for a cleaning every so often. With health care we have insurance and not all individuals have dental insurance. Yet quite often one or two dental cleanings a year are written into health insurance policies. It is recommended that you have your teeth cleaned at least once if not twice a year. Your mouth is a window into the health of your body. Here are the top ten topics that the American Dental Association (ADA) has listed on their web site: 1. Baby Teeth - A child’s primary teeth, sometimes called “baby teeth,” are as important as the permanent adult teeth. The ADA recommends that a dentist examine a child within six months after the first tooth comes in and no later than the first birthday. 2. Sensitive teeth - Is the taste of ice cream or a sip of hot coffee sometimes a painful experience for you? Does brushing or flossing make you wince occasionally? If so, you may have sensitive teeth. 3. Dentures - If you’ve lost all of your natural teeth, whether from gum disease, tooth decay or injury, replacing missing teeth will benefit your appearance and your health. Dentures make it easier to eat and speak. 4. Root canal - Most of the time, a root canal is a relatively simple procedure with little or no discomfort involving one to three visits. Best of all, it can save your tooth and your smile. 5. Wisdom teeth - Wisdom teeth, also referred to as third molars, get their name by being the last teeth to come in during young adulthood. Your dentist or specialist may recommend removal to prevent problems or for others reasons. 6. Thumbsucking - Thumbsucking is a natural reflex for children. It may make babies feel secure and happy and help them learn about their world. However, after the permanent teeth come in, sucking may cause problems. 7. Baby bottle decay - Tooth decay in infants and toddlers is often referred to as Baby Bottle Tooth Decay. Tooth decay can occur when the baby is put to bed with a bottle, or when a bottle is used as a pacifier for a fussy baby. 8. Gum disease - Gum disease is caused by plaque, the sticky film of bacteria that is constantly forming on our teeth. It is an infection of the tissues that surround and support your teeth, and is a major cause of tooth loss in adults. 9. Dental sealants - Sealants are a plastic material usually applied to the chewing surfaces of the back teeth (premolars and molars) where decay occurs most often. They act as a barrier to prevent cavities. 10. Antibiotic Prophylaxis or Premedication - For some people, the use of preventive antibiotics before certain dental procedures, including teeth cleaning and extractions is recommended if they have specific heart problems. Check with your cardiologist if you’re not sure whether or not you fall into one of these categories. If you have had joint replacement, you will also need to premedicate. As the general stood behind her in his dress uniform, the senior advisor asked him to get her a beverage. She then realized her mistake, and the general graciously eased her embarrassment by cheerfully refilling her glass and even inviting her to join his family sometime for dinner. The word gracious comes from the word grace, and it can mean an act of kindness or courtesy, like the general’s. But it has an even deeper meaning to followers of Christ. We are recipients of the incredible free and unmerited favor -grace- that God has provided through His Son, Jesus. (EPH. 2:8) Because we have received grace, we are to show it in the way we treat others - for example, in the way we speak to them: “the words of a wise man’s mouth are gracious”. (ECCL. 10:12) “Grace in our hearts pours out in our words and deeds”. (COL. 3:16-17) Learning to extend the grace in our hearts toward others is a by-product of the life of a Spirit-filled follower of Christ Jesus- the greatest of grace givers. God’s grace in the heart brings out good deeds in life. We need to treat one another with grace and respect so we all may be productive in our goals ahead of us. Dear heavenly Father, help me today to season my words with grace. May all that I do be gracious to others and pleasing to You, O Lord, my strength and my redeemer. Some of us seem to always get behind and this is 715-687-4797 not good for your Post. About half that are norbertlee2008@gmail.com coming in are in good shape but there are a few that seem to have some trouble transferring numbers from the end of the previous audit to the opening of the current one. When this happens it makes a bad report and it seems as though the Trustees are not reviewing these audits before they sign them. As the blind person says, “It is not my fault!” Justice may be blind, but the bookkeeper needs to keep an eye on everything! Audit problems just make a Post look bad. Audits also need to be signed correctly too, and while we make some exceptions, the rule is still: Three Trustees and the Commander should be signing. I hope by year end that every Post can get their audits in within the 30 or 40 day mark. A little more effort on Posts’ part will make things easier all the way though the VFW. It wasn’t that we were not welcome, as the seats had been placed 715-384-2500 on the floor for us. A bird’s eye view of the judge@wi.vfwwebmail.com crowd would make you think we had not fought a war in 40 years.” The quote above is taken from an online article by Adrian Cole, a member of the Bath, ME, VFW Post. It was an incisive and comprehensive account of his experience attending this year’s VFW National Convention in Pittsburgh, where his Post was one of only 50 worldwide to receive a National Community Service Award. Cole is a former Army Captain and Veteran of two combat tours as an artillery officer in Iraq with the 101st Airborne Division. In the July edition of this newspaper my column addressed the need for those on my side of the generational divide to recognize the needs, interests and motivations of Veterans on Capt. Cole’s side of that age gap. His article, which appeared shortly after we published ours, speaks eloquently to the same issue but from the opposite perspective. I was heartened by the number of points on which we earnestly agreed. There have been differences between each generation of Veterans throughout the history of our VFW. And each time those differences appear, we have struggled to overcome them. Through it all the VFW has stayed focused on the needs of one, and one only, constituent: The Veteran. With greater and lesser effect, each congressional battle has been waged, and bit by bit the VFW has made progress. At this year’s convention we took a huge step in opening up our Auxiliary to both men and women. Our ByLaws, Manual of Procedure, Charter and Ritual have all been updated to eliminate gender stereotyping. These are big and important issues, and the VFW again is leading the way among the established VSOs in setting a new standard. So where does that take us as Post Members? Reread my July column. Then read Captain Cole’s article on the Task & Purpose website (http://taskandpurpose.com). (A convenient link to the story is found on our Wisconsin VFW website (http://vfwofwi. com) under the “Latest News” link at the top.) And then, after doing your homework, go back to your Post and start the conversation among your key members, resolving to make the attitude changes necessary to keep your Post, and the greater VFW, relevant and productive going into the future. I’ll close with the summary that Cole uses at the end of his story, which follows a respectful account of what we saw during the debate and passage of the amendment reforming the Ladies Auxiliary into its new and exciting incarnation as a full-fledged Auxiliary partner to the VFW: “There are so many things I hear modern veterans demanding from service organizations. But these demands require our participation in order to shape the culture; issues that we want addressed or negotiated. However, the VFW remains a representative body, only acting on the interests and urgency of its active members. I stared at the empty chairs and thought how hard it is to change the organization when the majority of my generation would rather complain than show up.” See what I mean? We all need to grow up, speak up and show up so, together, we can build for the generations that will follow us all. The Veterans of Foreign Wars (VFW) and Student Veterans of America (SVA) Michael L. have announced the 2016 VFW-SVA ‘Gunner’ Furgal Legislative Fellowship Program. The State Legislative fellowship will offer 10 Student Veterans Chairman the opportunity to meet face-to-face with their state’s legislators as part of the VFW’s 608-325-2670 National Legislative Conference. This opportunity is open to currently enrolled gunner@wekz.com Student Veterans at colleges and universities with active SVA Chapters. Earlier this year, Robert Thoen, a Marine Corps Veteran and a student at UW-LaCrosse, was a part of the Wisconsin delegation at the VFW’s National Legislative Conference. He is now a member of the Department of Wisconsin’s Legislative Committee. Fellowship applicants must complete a package of information that includes an essay on one of four specific legislative issues. The student Veterans must discuss why the issue is important to the Veterans community and how they would address the issue through community-based advocacy. Selected fellows will be flown to Washington, D.C., to storm Capitol Hill as part of the 2016 VFW National Legislative Conference, scheduled for February 28-March 3, 2016. Wisconsin Veterans of Foreign Wars News Page 5 sept./oct. 2015 Post 1904, Timber Rattlers Mark V-J Day Anniversary Wednesday, September 2, 2015 marked the 70th Anniversary of the signing of the formal surrender of Japan, officially ending World War II in 1945. How fitting then, for WWII Veteran Kenneth H. Berg to throw the ceremonial first pitch at the Timber Rattlers baseball game in Appleton that evening. Berg was part of the Ceremonial Honor Guard/Security in Tokyo Bay, Japan, stationed on the William J. Patterson APD104, which was along side of the USS Missouri where the surrender was signed. While some Allied countries mark August 15 as V-J (Victory over Japan) Day, September 2 was declared the official day in the United States by President Truman. In addition to Mr. Berg’s participation, VFW Post 1904 of Fond du Lac provided a color guard for the evening’s opening ceremonies. Thank you all for your service, then and now. VFW Post 7308 Past Commander Paul Fredericksen (at right) received the award on behalf of the Post. It is his second consecutive award as All-American Post Commander. The All American Award is the pinnacle award in the life of a VFW Post. In order to be recommended for this award, a Post must have first been recognized by its Department as an All State Post. This requires a lot of hard work, meeting all the requirements of the Department, including the required membership percentage; completion of all of the required VFW procedures and record-keeping and participation in a variety of Programs. The Camp provides friendship, fun and healing for the children of fallen U.S. Service members during week-long summer camps for children ages 7-17. Donations make it possible for the campers to attend totally free of charge. During their visit to camp, the children have the opportunity to openly discuss their feelings and experiences. Through the support of pediatric grief counselors and participation in art and music therapy programs, the campers learn how to deal with the loss they have suffered. What a whirlwind of a start to our year Judy Borg as we “Fly High for Veterans!” A large group from Wisconsin attended Department the National Convention in Pittsburgh this President year and a good time was had by all attend920-739-5750 ing. New this year was one workshop in which each Program Ambassador was given judyborg@new.rr.com 15 minutes to promote her program. This enabled all to attend one workshop rather than picking and choosing (and missing!) separate workshops. It was very informative and we came away with lots of new ideas. Those of us who attended the President’s Dinner were very proud to congratulate President Vicki for her award as Runner-Up President in Division 8. Kathy Dahl received awards for the Best Legislative Promotion and Outstanding Performance, winning a “Patriotism Begins at Home Plate” and $200 for the Department. Youth Activities Chairman Margarete Dahlke also won Best Promotion and Outstanding Performance with a Plate and $200 for the Department. Extension Chairman Diane Hogan, won Outstanding Performance Runner-Up and $100 for the Department, as did Hospital Chairman Inez Semingson and Membership Chairman Karen Johnson. It was a very profitable Convention for Wisconsin! Thank you and congratulations to President Vicki and her team of award-winning chairmen for the hard work all year. Your Wisconsin sisters are so proud of all of you! As most of you are now aware, following a vote on the VFW Convention floor, males are now being accepted into the Auxiliary and the name has been changed to the Veterans of Foreign Wars of the United States Auxiliary, effective August 21, 2015. Please see the more detailed article about these changes elsewhere in this paper. Our next membership goal is 80% by September 30th. That will be a challenge for our Department, but I know we can do it! Please be sure to read Membership Chairman Helen Stearns’ column elsewhere on this page for more recruiting ideas and info. Those of you who participated in any way know what a fantastic time we had visiting with our wonderful National President Francisca Guilford here in Wisconsin. Even though it turned out to be the hottest 3 days of the summer, we made the best of it. A special highlight was sharing King Day with our National President. Although many of the Veterans at the Wisconsin Veterans Home were advised to stay inside due to the heat, they loved the brats and corn on the cob and a good time was had by all. What more can I say than “Thank you from the bottom of my heart” to all who came and made it such a fun 3 days for Francisca! Be sure to look for some pictures of King Day and Francisca’s visit elsewhere in this paper. It has been a very productive late summer, filled with Hospital visits and the Celebrating America’s Freedom Event at Historic Ft. Snelling in St. Paul, MN. We had a good representation from Wisconsin. Again, there are photos of these many travels and events elsewhere in this paper, so be sure to see those items. As we move into fall and District meetings, I wish safe travels to all. Keep up the good work selling our Raffle Ticket Calendars and my Butterfly Special Project pins. Remember, checks for the pins should be made payable to VFWA-WI, earmarked “Special Project” and sent to Department Treasurer Lenore Otto as soon as they are sold. Raffle ticket stubs and checks made payable to VFWA-WI (earmarked “Raffle”) should be turned in at your District meetings so they can be returned to the Department. Anyone still sitting on our Anniversary cookbooks needs to turn in either the money or unsold cookbooks now. Page 9 Wisconsin Veterans of Foreign Wars News sept./oct. 2015 Remembering 9/11 John A. Scocos Although it’s been 14 years, most everyone remembers where Secretary, they were when they heard the news of the terrorist attacks of Wisconsin September 11. Department of America was shocked by the Veteran Affairs surprise terrorist attacks that hit New York and Washington, D.C, and killed more than 3,000 people. The attacks were carried out by Osama bin Laden and his terrorist network, al Qaeda, and came by air, using hijacked passenger aircraft that crashed into the twin towers of the World Trade Center in Manhattan, the Pentagon, and a field in Shanksville, PA after passengers on that flight overcame their hijackers and averted even more casualties. The attacks of 9/11 thrust us immediately into a war in Afghanistan, seeking out bin Laden and al Qaeda, as well as the Taliban who harbored them. That war has now spanned 14 years. After the initial shock of the attacks, America responded with unity and resolve to support each other and answer the call to defend America. Since September 11, 2001, more than 32,000 Wisconsin soldiers, sailors, airmen, Marines, and Coast Guardsman have served the Global War on Terror in combat, security, support, and logistical roles. 9/11 changed America. We are more vigilant and alert. Our resolve is still strong. Our young men and women still proudly serve and sacrifice. As we remember the horror of September 11, 2001, we should remember those who stood afterward in support of their country, whether it was at home or abroad providing essential support to see America through a dark time. Those who served after 9/11 know what sacrifice means and what their country needed of them – they met the task at hand and served honorably – knowing in most cases that when they signed up to serve they would be going to war. As we mark this solemn anniversary, let us remember what happened that morning, but also remember what happened after, when America pulled together as one, unified nation. John A. Reilly of Robert Cornelius VFW Post 7784 in Oneida. This is a story about a flag dedication. My name is Steven D. Reilly from Appleton, WI. I am State Sergeant-at-Arms for the Veterans of Foreign Wars for the State of Wisconsin. On August 23rd, I went to the property [where] I grew up in Wautoma, WI which is in Waushara county. My father recently sold his land and home to my oldest brother David Reilly and his wife Cindy. I was honored to make a presentation on behalf of the Veterans of Foreign Wars. My brother and his wife wanted to honor and respect with patriotism for our family and guests by doing a special flag dedication of our National Flag, State Flag, and Army Flag. With patriotism and service running through our family dating back to WWI. Also, his wife Cindy’s father Raymond S. Jarvis [who] served in WWII in the Pacific Theater and also occupied Japan. My brother’s mission after he first bought the land from my father was to honor my father who was a Cold War Veteran who had to uproot his family and go from Wisconsin to Washington State for one full year with over 10,0000 troops from the state of Wisconsin, [as well as] honor and dedicate the flags [in memory of] Cindy’s father who recently passed at age 91 on November 7, 2014. A special highlight of the dedication was the presence of my nephew, Capt. Caleb Reilly, a West Point graduate, newly promoted to rank of Captain in the United Stated Army, home on leave. Caleb has a beautiful wife and two kids, Raymond (Ray-Ray) and Cadence. My brother Dave wanted his son to know the land was ‘marked with patriotism’ and that they are proud of the family history and proud of him and the whole family. My brother Dave had over 65 people at his new home and property. My father a Staff Sergeant stood proudly next to his Platoon Sergeant and best friend he served with for 12 years in the 32nd, also my unit by the way. My cousin who is still serving and was promoted to Colonel a year ago was there. She could have left that Army a long time ago, but she is committed [and] hasn’t left yet. I spoke on Raymond S. Jarvis’ legacy and my brother made his presentation on our national flag, our state flag and the Army flag. I am so proud of my family, friends, and all the people of Wautoma, Pictured from left to right are: Col. WI that showed up that day in August. More importantly…I am proud to be a veteran and to live in the land of the free and the brave. It’s people like Ray S. Jarvis that made it through to the end. And showed the world that you can live a successful life after a horrible war. Succeed. Get your hands dirty and farm the land. Have a beautiful wife named Arlene (Arlene left this world just before Ray) and a family of 7 kids, 17 grandkids and 13 great grandkids at the time he passed. That shows he won in the end. He didn’t let any war beat him. The best thing he did was after the war, he succeeded. He gave back to society. He flourished. May he rest in peace. He will always be a hero. Had you walked up to Ray later in his life while he was alive and said, “Sir, you are a hero….” He would have looked at you and given you a half smile and maybe shook your hand, taking it lightly, but as a veteran maybe having that survivor’s guilt inside thinking a real hero are the ones that didn’t make it home. Wrong answer. They – all who served – are heroes. They all sacrificed in great and many ways. Raymond S. Jarvis was one of those people. I count myself lucky to have known him. He gave so much in so many ways. I know his family is so very proud of his service to our great nation and his sacrifice he made. Stratford Art Student Wins 3rd Place at National Level Stratford High School Senior (Class of 2015) Jessica Schwabe has won 3rd place at the National level in the Young American Creative Patriotic Art Contest. Her $2,500 prize is in addition to her $100 and $1,000 awards at the local and Department levels. Jessica’s charcoal and pastel drawing entitled, “Remember the Soldiers”, was one of 47 Department finalists sent on for national judging. A total of eight awards were given at the national level. Each entry is judged on the originality of concept, presentation, and patriotism expressed; the content of how it relates to patriotism and clarity of ideas; the design technique; total impact of work; and uniqueness. The daughter of John and Judy Schwabe, Jessica was sponsored by The Operation Badge Base Event scheduled for August of 2015 has been postponed until August 2016. We were unable to raise sufficient funding to make the event happen this year. We appreciate your interest and participation in welcoming home Vietnam Veterans. We will continue working hard throughout this year to raise funds for next year’s event. Dan Newbauer of Tomahawk joined under the eligibility of his father, Robert N. Barlow, who received 5 Bronze Stars and the Purple Heart while serving as a heavy equipment mechanic in the Philippines during World War II. Page 16 Wisconsin Veterans of Foreign Wars News sept./oct. 2015 post 7591 wins again Post 7591 ‘Wins’ Again As the winners of a 2013 beautifying makeover sponsored by Madison’s Classic Hits 94.9 WOLX Radio station and TriState Stonemakers and Basement Repair, Madison-Day VFW Post 7591 has really enjoyed the clean, fresh look of their beautiful building front. As of this past spring though, they REALLY like the look, thanks to a New York artist who is spending most of the year painting a huge mural of the American Flag on one VFW or American Legion Post in each of the 50 states. Post 7591 was chosen by the artist, Scott LoBaido, to represent Wisconsin on his trek across the country. They are the 23rd recipient of the artist’s talent, with the last one scheduled for Hawaii on December 7th. This is LoBaido’s third tour painting flags across the U.S. His first was in 2006, when he painted a flag on a rooftop in every state, and then two years later he revisited all 50 of them to touch up the paintings. LoBaido is funded by some corporate and nonprofit sponsors, including Home Depot and Behr Paint, which provides the paint and supplies for the artists’ huge renderings of the flag. LoBaido is not a veteran, but wants to thank veterans for preserving his and all Americans’ rights to their freedom. “I just have a special place in my heart for veterans,” he said. “They’ve done so much for all of us.” And Scott LoBaido has a special place in the hearts of the Veterans of Post 7591. State Honor Guard Report Hello Comrades and Sisters, As the Major and Quartermaster of the State Honor Guard, along with all the members of the Honor Guard we want to thank everyone who has supported our fund raisers each year at State Convention. As you may recall, this past June we did a 50/50 drawing Thursday, Friday, and Saturday with a different color ticket each day. On Thursday’s drawing, no one claimed their winnings, so it was voted by the Honor Guard members to donate the money back to the VFW and Auxiliary. We split the money 50/50 to the Frank Brown Scholarship Fund and the Lillian Campbell Medical Scholarship Fund. On behalf of Col. Terrence and Magdalene Sund Laid to Rest at Last Editor’s note: State Historian Steve Conto of Appleton reported on Terrence Sund, KIA in Viet Nam in 1967, in the July/August WI VFW NEWS (page 18), and a fund was started to raise the necessary monies to provide a proper burial for his remains and those of his mother, Magdalene. The goal was reached in just a few weeks and they were interred at Wisconsin Memorial Park on August 8, 2015. Enough was raised in additional funds to also give Terrence’s father, Byron, a final resting place at the Southern Wisconsin Veterans Memorial Cemetery. That ceremony will take place in Union Grove on September 23rd. Here in Steve’s words are some thoughts from August 8th: “It was a wonderful ceremony attended by VFW, American Legion, and Vietnam Veterans of America Color Guards, and classmates of Terrence, his sister Sue and childhood neighbors. The Madison National Guard were the Flag Bearers with General Koon also in attendance. Looking at these pictures once more it is hard to describe the emotions I felt. Terry’s sister (Sue Ward) was most grateful for everyone coming. It is beyond words to describe. About 75 people attended the service. The Chaplain was Chaplain Stubbe who served with the Marines in Vietnam. It was truly an honor that I could do this for the family, to make it right for Terrence and his mother. They’re finally home.
