Fernandez, discussed three agenda concerning faculty/employee’s rights and welfare: Collective Negotiation Agreement (CNA) incentive; CSC Memorandum Circular No. 40, Series of 1998; and faculty promotion. President De Guzman explained that while the PUP Administration and the Unyon ng Nagkakaisang Kawani ng PUP (UNAKA-PUP) concluded and signed a new CNA, the administration cannot provide an incentive to employees because savings from last year’s Maintenance and Other Operating Expenses (MOOE) fund amounted only to P14, 055.46. Budget Circular No. 2013-4 of the Department of Budget and Management (DBM) states that CNA incentives can only be sourced out from MOOE savings. Meanwhile, Atty. Fernandez cleared the issue on rank-and-file union membership. He clarified that under Civil Service Commission (CSC) Memorandum Circular No. 40, Series of 1998 part timers and retired professors are not qualified to become union members or officers. The Board Secretary cited Section 1, Rule XV, which states that “Contract of Services/Job Orders, as distinguished from those covered under Sec. 2 (e) and (f), Rule III of these Rules, need not be submitted to the Commission. Services rendered thereunder are not considered government services.” He also reiterated that “Special lecturers are not considered employees of the University because they render service under the contract of service which expresses the terms and conditions of their relations with 4 | The Observer PUP Faculty and Students the University. The special lecturers who are part timers (PTs) are merely hired for 4 months or per semester. The services rendered by PT as special lecturers under a contract of service are not considered government service as provided for by law.” Meanwhile, President De Guzman tackled CSC Memorandum Circular No. 10, Series of 2012 or Education Requirement for Faculty Positions in State Colleges and Universities (SUCs) and Local Universities and Colleges (LUCs). He said that the memorandum circular requires Instructors I to III in SUCs/LUCS, Assistant Professors I to IV in SUCs and Assistant Professors I in LUCs to have a Master’s Degree in their area of specialization. The stated qualification standard shall be the basis of CSC in attesting appointments for the said positions. The President also bared that NBC Cycles 4 and 5 evaluations are being pursued in line with the promotion process for faculty members in the University. Meanwhile, President De Guzman and other University officials also discussed with Sentral na Konseho ng Mag-aaral (SKM) officials last January 28 at the PUP Gymnasium. The dialogue focused on students’ concerns regarding Physical Education uniforms, the Student Information System (SIS), The Catalyst and SKM fees. Mighty Maroons athletes also aired their issues on allowances and uniforms. President De Guzman assured the SKM and the Mighty Maroons that the administration is doing its best to address all student-related concerns. The President promised to expedite the release of the allowances of student-athletes. As of this writing, the PE uniforms have been delivered and distributed to students. (Prestoline S. Castolo served as resource speaker during the January 20 Technical Working Group (TWG) meeting of the Philippine House of Representatives higher and technical education committee. She was with Dr. Anna Ruby P. Gapasin, PUP OU Communication Programs chair and PUP Communication Management Office director. COC Students Dominate PODCAST 2014 PUP College of Communication students won 3 of the 10 awards in the PODCAST 2014 competition organized by the Kapisanan ng mga Brodkaster ng Pilipinas and the University of Santo Tomas. The awarding ceremony was held last January 31 at the Civil Law Auditorium of UST in Sampaloc, Manila. The DZMC-Young Communicators’ Guild brought home the 2nd Best Radio Drama plum for their entry dubbed as “Tutor”. Mulat Documentary Guild scored a double victory after it garnered the 3rd Best Radio Documentary award for “Natatangi” and 3rd Best Radio Drama for “Workbook”. These winning entries from PUP deal with educationrelated issues. Committee chair Rep. Roman T. Romulo invited Dr. Castolo to sit as member of the TWG which was formed to conduct intensive discussions on the proposed Open Learning and Distance Education Act and the provisions of the draft substitute bills. The proposed Act seeks to expand access to educational services by strengthening open learning and distance education in higher and technical education. It was introduced by Reps. Romulo (Pasig), Neptali M. Gonzales II (Mandaluyong), Rufus B. Rodriguez (Cagayan de Oro), Maximo B. Rodriguez (Abante Mindanao), Bellaflor J. Angara-Castillo (Aurora), Mariano U. Piamonte Jr. (A Teacher), Julieta R. Cortuna (A Teacher), Mark A. Villar (Las Piñas), Czarina D. Umali (Nueva Ecija), Harlin C. Abayon (Northern Samar) and Anthony G. PUP Graduate School Research Plan Presented to DAP PUP Intellectual Property and Support Office (IPSO) head Prof. Elmer De Jose presented the PUP Graduate School research plan before the participants of the Flagship Course on the Management of Research in SUCs, a joint initiative of the Commission on Higher Education and Development Academy of the Philippines held last January 5-9. “Tutor” was produced by PM Faye Forteo, Kenneth Pascua, Aimee Avanceña, Cristal Mae Golocino and Harold Gutierrez of DZMC-YCG. “Natatangi,” had for its producers Justin Beneraba, Jathniel Casimpoy, Hazel Revilla and Flordeliza Martinez while “Workbook” came from the group of Mark William Ompoc, Kevin Buenaventura, Walter Bongar, Lyrics Malate, Louise Dolores, Marx Halili, Mariel Nicdao and Jessica Morales. (ZANDRO ESTELLA) Volume 3, Issue 2 | 9 College Highlights College Highlights Former SFAS Chief is New LHS Principal LHS Administers Entrance Examination Former PUP Scholarship and Financial Assistance Services head Prof. Cristalina Ramos-Piers is now at the helm of the PUP Laboratory High School. Piers, a long-time secondary school teacher, assumed office as Principal last February 10 by virtue of Special Order No. 0087, Series of 2014. The new principal envisions LHS to continually produce quality graduates. “The students should enjoy their freedom but being mindful of their moral responsibilities. I want our students to become integrated individuals equipped with a high degree of Prof. Cristalina Ramos-Piers social competence. They should also be self-reliant and critical thinkers. These I believe would be a good contribution for nation building,” she exclaimed. “This vision won’t be possible also without the help of our support system. There should be collaboration with staff, parents and the community to ensure that each student is engaged in diverse academic and social opportunities to reach their higher potentials,” she added. “Our role as educators is to make these things possible… we should give the best opportunities to our students,” she said. Piers previously served as Faculty Assistant at the Office of Student Services. Dumrique) CoEd Fetes Institutional Partners The PUP College of Education tendered last February 14 a tea party for its partners in various public and private institutions. Office administrators, personnel officers, supervisors and trainers from Philam Life, Philhealth, Brand Ambassadors Corporation, Ateneo de Manila University, Department of the Interior and Local Government, Sword and Flame Trading, Bureau of Immigration, DepEd Antipolo, DepEd Makati, Quezon City Hall (OSCA), Manila Health Department, Manila City Hall, Office of Senator Ramon Revilla Jr., Design and Function, Accord Aces Inc. and Chinese General Hospital attended the gathering. Ambag) 10 | The Observer The PUP Laboratory High School conducted last February 8 its entrance examination for incoming Grade 8 students with the assistance of the PUP Guidance, Counseling and Testing Services. A total of 1,351 elementary school pupils took the test. Only 200 of these applicants will be chosen to undergo psychological examination and interview. The number will be further trimmed down to 30 in keeping with the school’s high academic standards. The list of passers will be announced on March 10, 2014. (D.O.D.) COED Holds “Portrait of a Global Teacher” Seminar Meanwhile, almost 600 PUP CoEd students and faculty members joined a seminar entitled “Portrait of a Global Teacher” last January 23. UST faculty member Dr. Allan de Guzman provided the participants pointers on how students and teachers could achieve global competitiveness through efficiency, calculability, predictability and control. CoC Convenes 3rd Young Communicators’ Congress, Bestows 1st PUP Mabini Media Awards The PUP College of Communication (CoC), the country’s biggest provider of communication professionals, convened on February 12 the 3rd Young Communicators’ Congress and bestowed the 1st PUP Mabini Media Awards. The 3rd YCC had for its theme “Responsible Transformation of the Philippine Media Landscape: The Young Communicators’ Call” which was tackled by Atty. Regie Tongol who represented UNTV Chief Executive Officer and PUP alumnus Dr. Daniel Razon. The day-long event chaired by Dr. Anna Ruby P. Gapasin, director of the PUP Communication Management Office (CMO), featured four plenary lectures on mass media transformation. Mr. Anthony Taberna (DZMM) discussed the topic Radio as Legacy Media vs. New Media; Mr. Art Samaniego (Manila Bulletin), Print vs. Online News Publication; Ms. Rochelle Gamboa Hilario (Philex Mining Corporation), Digital and Legacy Media Integration in Advertising and Public Relations; and Mr. Ted Failon (ABSCBN), Television as Legacy Media vs. the Social TV. The winners of the 1st PUP Mabini Media Awards (PMMA) were recognized at the 3rd YCC. PMMA has 42 categories in 5 media platforms. It was launched last year by CoC Dean Dr. Edna T. Bernabe and was chaired by Dr. Racidon P. Bernarte. The winners were identified based on the results of an online voting for best media practices and personalities which involved 12,134 PUP students. Among those who graced the 3rd YCC and 1st PMMA were PUP President Dr. Emanuel C. Around 800 students from the PUP Journalism, Broadcast Communication, Communication Research, and Advertising/Public Relations departments attended the twin events which were held at Bulwagang Balagtas, NALLRC, A. Mabini Campus, Sta. Mesa, Manila. The 1st Young Communicators’ Congress – a brainchild of Dr. Borican, former PUP CoC dean and Dr. Gapasin, former PUP Broadcast Communication department chair – was held in September 2011. Last year’s YCC was chaired by Dr. Racidon P. Bernarte with Prof. Cherry C. Pebre of the PUP Journalism department as co-chair. CMO Creative Media Services head Prof. Kriztine R. Viray directed the program. PMMA derived its concept from a simple project of a group of selected 4th year Broadcast Communication students in late 2009 in the course Media Relations under Dr. Pasumbal. The College of Tourism, Hotel and Transportation Management marked its 14th anniversary last February 3-8 with the theme “Making a Difference, Breakthrough to Excellence”. CTHTM has two academic departments, Hospitality Management and Tourism and Transportation Management. Its current head is Dean Sheila M. Sison-Ganchero who is being assisted by Chairpersons Jesusa T. Castillo and Lizbette R. Vergara. This M. H. del Pilar Campus-based college has a student population of 2,050. Last February 10-14, the one-year-old College of Political Science and Public Administration commemorated its anniversary under the theme “CPSPA@1: Celebrating the Gains from a Promising Future”. CPSPA is under the leadership of Dean Sanjay P. Claudio and its Political Economy, Political Science and Public Administration departments are presently headed by Chairpersons Henry V. Volume 3, Issue 2 | 17 News Bits News Bits PUPCET Examinees Donate 17,325 Pencils through CMO, CREDO Thousands of concerned Polytechnic University of the Philippines College Entrance Test (PUPCET) 2014 takers supported the “Donate Your Pencils to Less Fortunate Children” campaign launched by the PUP Communication Management Office (CMO) and the Community Relations and Extension for Development Office (CREDO). Conceptualized by CMO staff Roy Mark B. Gerez and implemented by CMO campus journalists, the campaign yielded 4,165 pencil donations from the first batch of PUPCET hopefuls and 5,400 more from the second batch of examinees. CREDO Launches Rehab Drive for Schoolchildren in Eastern Visayas The PUP Community Relations and Extension for Development Office (CREDO) formally launched on February 3 a project called “Notebook Mo, Sagot ng PUP ‘yan!” which is aimed at helping Yolandaaffected schoolchildren in Eastern Visayas. A component of the PUP Operation Damayan, the “Notebook Mo, Sagot ng PUP ‘yan!” rehabilitation project intends to gather 24,000 notebooks that will be distributed to elementary pupils in Guiuan, Eastern Samar before the start of school year 2014-2015. De Guzman and other University officials symbolically turned-over several bundles of composition notebooks to some student-transferees from Eastern Visayas during the monthly flag-raising ceremony at the Prudente Freedom Park, A. CED Reveals 2014 Best Business Plan Contest Winners The Center for Entrepreneurial Development under the Research and Extension Management Office of the Office of the Vice President for Research, Extension, Planning and Development recently announced the winners of the 2014 Best Business Plan Contest which was co-sponsored by the Small Business Corporation. VICTORIA G. RED) 20 | The Observer Volume 3, Issue 1 | 21 Activist, artist and entrepreneur Arvin “Tado” Impuesto Jimenez died on February 7, 2014 in a vehicular mishap. Jimenez and 13 other passengers were killed when a bus of GV Florida Transport, Inc. fell into a 500-meter-deep ravine in Sitio Pagang, Barangay Talubin, Bontoc, Mountain Province. PUP Registrar Dr. Zenaida R. Sarmiento said Jimenez was an Industrial Psychology student at the former College of Arts and Sciences from the first semester of academic year 1991-1992 up to the first semester of academic year 1995-1996. He finished his elementary education at Baybay North Central School in Baybay, Leyte and his secondary education at Southeastern College in Pasay City. Jimenez was a familiar face at the then activist-dominated Charlie del Rosario Hall and Ma. Teresa de Leon Park. He joined the progressive group Pandayan ng Kulturang Pilipino or Panday Pira before the local student movement witnessed the schism that rocked the traditional Left in the 1990s. He was also a member of the Scouts Royale Brotherhood International Service Fraternity. The activist painter, photographer and actor who co-founded the advocacy group Dakila and who once worked at Mowelfund Institute involved himself in several social issues. He was identified with Sanlakas which, along with rival Siglaya, split from the multisectoral formation Bagong Alyansang Makabayan or BAYAN in the early ‘90s. He was often seen in State of the Nation Address and Labor Day protests, he being a longtime advocate of labor, environmental awareness and road safety causes. Arvin “Tado” Jimenez (1974-2014) (DAN ESPONILLA DALAC) A local Red Cross and Greenpeace volunteer, the now deceased creator and owner of “LimiTado” clothing brand was backed by the “SuporTADO Ka Movement” when he vied for a seat in the city council of Marikina last May 2013. Among his recent involvements was his participation in the relief operations for the “Yolanda” survivors in Eastern Visayas, the land of his origin. Music has played an important role in the life of Dr. Apolonio A. Duque, known to his dear friends as Pol. During the last few days of his life, he spent hours singing “Amazing Grace” although he found it difficult to utter the words. He found consolation in humming songs when he was trying to recover. In a telephone conversation with him before he died, he was cheerfully joking with friends and requested his wife Marlyn to relay to us that he is at peace and does not blame himself nor others for his situation. Indeed, Pol was a good friend to everybody, not only to people with high positions but even to those who are lowly. He loved talking to people and entertaining them. His friends from the College of Engineering would often visit him for a few rounds of talk. His faculty members from the Department of Sociology spent time in his office not only because of academic concerns but also to find consolation from his kind words of advice. To his officemates at the OVPRED, he was a blessing for there were never dull moments with him. During the visit of his friends to Batangas, Pol saw to it that they were treated well even if he was in bed. Pol was a good husband who checked on his wife and children throughout the day and saw to it that their birthdays were really special and meaningful. His time really revolved around work, family and friends. His friends at PUP are amazed at how he celebrated his past birthdays. He always had a grand feast for officemates and friends who never failed to join him. They realized now why he had so much joy during those days, because those were his last few birthdays. He may have not known it but he probably felt it. Dr. Duque joined PUP as a part-time instructor in 1981 and got his permanent appointment in 1984. At the time of his death, he was Chief of the Center for Entrepreneurial Development of the Research and Extension Management Department under the Office of the Vice-President for Research, Extension, Planning and Development. He was also the Chair of the Department of Sociology. He played the role of Sabas in the zarzuela “Dalagang Bukid”, a PUP precentennial presentation and was a singer performer in the College of Arts’ Musikang Lahi in 2004. He was a regular guest in different television segments for his sociological insights and perspectives. He was director of the PUP Faculty and Employees Association, Inc. from 1989 to 1990 and was also a member of the PUP Faculty Academic Staff and Promotion Committee from 1992 to 1994. As president of the “PUP Kilos Laya Laban saDroga, Inc.” (KILLDROGA), he organized and represented PUP in the national meetings of the Philippine Drug Enforcement Agency. He was also actively involved in the PUP ADFA Chorale where he was an original member. Indeed his life was a good one, filled with music, songs, laughter and love. Goodbye Sir Pol. Dr. Apolonio A. Duque “With Music in His Heart” (MA. VICTORIA G. RED) The University Center for Culture and the Arts has taken the lead in celebrating National Arts Month (NAM) 2014 this February. UCCA crafted the theme “madiskARTe” to put emphasis on the ability of PUPians to perform and produce even with limited resources. PUP President Dr. Emanuel C. De Guzman formally opened last February 3 this year’s local NAM festivities in a ceremony held at the Prudente Freedom Park. It featured performances from the world-renowned PUP Banda Kawayan, PUP BagongHimig/Serenata, PUP Polysound, PUP Maharlika Contemporary Dimensions, PUP Ramp Models, and College of Arts and Letters’ Tulos Baybay and Pep Squad.
