WHY YOU MATTER
Thousands of newcomers move to Texas every year who don’t know that Don’t mess with Texas®
means don’t litter. By spreading the litter prevention message, you help keep trash off our roads
and share the strong sense of pride and responsibility that Texans have for their environment. If
everyone took the time to put their trash in a trash can, we could eliminate litter on Texas roads.
With your help, we can make this dream a reality.
ADOPT-A-HIGHWAY
In 1984, James R. “Bobby” Evans, an engineer for TxDOT’s Tyler District, was driving through Tyler
one day when he observed debris blowing out of the bed of the pickup truck he was following.
Alarmed by the incident and concerned that the cost of picking up litter was increasing at an
annual rate of 15 to 20 percent, Evans began appealing to local groups to “adopt” a section of
highway. His initial challenge went unanswered.
It wasn’t long before Billy Black, Public Information Officer for TxDOT’s Tyler District, became
involved in developing the Adopt-a-Highway program. Black was responsible not only for
creating a quarterly cleanup cycle for adopting organizations, but also for implementing the initial
concept, which included furnishing volunteer safety training, reflective vests and equipment—
and for erecting the well-known Adopt-a-Highway roadside signs that recognize adopters.
The Tyler Civitan Club soon became the first group to volunteer, adopting a two-mile stretch
of Highway 69. From there, the program continued to grow. Today you can find Adopt-aHighway programs in 49 states, Puerto Rico, Canada, New Zealand, Australia, Great Britain,

TxDOT’s litter prevention programs include Don’t mess with Texas®, Adopt-a-Highway and
a grassroots partnership with Keep Texas Beautiful.
DON’T MESS WITH TEXAS®
Back in 1985, Texas had a big problem with litter on the side of the highways. To battle this
expensive roadside mess, the Texas Highway Commission launched an extensive public education
campaign. Using research, Don’t mess with Texas® identified the state’s worst litterers and how
best to reach them, and with that—the legend was born. Don’t mess with Texas® and the Texas
Department of Transportation (TxDOT) have been encouraging Texans to keep litter off the roads
ever since.
From the beginning, Don’t mess with Texas® has been a great success, using iconic Texas
celebrities to help spread our message. We’ve enlisted the help of actors such as Matthew
McConaughey, Owen Wilson and Chuck Norris; singers like Willie Nelson and George Strait;
athletes like George Foreman and Randy White and even a stealthy World War II-era B-17
bomber to remind Texans what Don’t mess with Texas® really means.
KEEP TEXAS BEAUTIFUL
Keep Texas Beautiful and TxDOT first began working together in the late 1960s, sharing the
common goal of making Texas roadways attractive and safe for motorists and encouraging
tourism, goals which have remained for more than 40 years. Since 1985, Keep Texas Beautiful
has partnered with TxDOT to support TxDOT’s anti-litter and beautification programs and the
Governor’s Community Achievement Awards.
Keep Texas Beautiful, Inc. (KTB), which is affiliated with Keep America Beautiful, is a non-profit
organization consisting of private citizens, communities, industries, civic groups, schools and
government agencies— a network of volunteers that lend support to TxDOT’s litter prevention
efforts. By promoting enforcement of litter laws, recruiting Adopt-a-Highway volunteers,
conducting clean-ups, educating communities about litter prevention, and adding the Litter
Force to the Waste in Place curriculum, KTB helps spread the word about TxDOT’s programs. The
organization also administers an affiliate program, creating a set of standards for communities
to earn litter prevention and beautification certification. More than 390 Texas cities are affiliates
and display signs indicating their involvement in the program at major city entrances.
Not only has it successfully captured the Texan spirit and garnered lots of attention and exposure
for the campaign, it’s also helped keep tons of litter off Texas roads.
