Before June 1 and after October 1, boats may be left unattended in slips and at the bulkheads without charge at the discretion of the Club Manager. 10 The time allowed at the slips and bulkhead may be subject to limitation. At all other times VIOLATORS are subject to the applicable daily dockage. Between June 1 and the end of the season, members may leave boats on the docks for a total of four nights, without charge, subject to availability of space and the Club Manager's permission. b.Small boat storage is offered on a first-come, first served basis, subject to space available in the designated areas. All dinghies, small boats and trailers stored on Essex Yacht Club property must be identified and registered with the Club Manager. (5) If boat is left unattended, the owner must be in the general vicinity. f. Members who desire to rent a Club slip, bulkhead, dock, mooring or dinghy dock space must: (1) Notify the Club Manager in writing as to their specific request, including the type of space desired, length, beam and draft of boat. This letter must be dated. Upon receipt by the Club Manager, the member’s account will be immediately billed $100 de- 11 posit against the first year cost of the space once cleared from the list. This deposit will be collected for each wait list that the Member asks to be placed on. To remain on the waiting list, the Member must submit a renewal form (issued by the Club September 1) every year no later than September 30. No additional fees are required to remain on the waiting list. (2) The Club will maintain a waiting list based on the order in which the letters are received and will offer space in that order. (3) The Club may offer a slip in lieu of a bulkhead space and vice versa. (4) A Member may refuse a space if it is not what was specifically requested in writing (i.e., slip versus bulkhead) and still maintain their position on the waiting list. (5) If a Member is offered a space as requested and refuses, the Member will be removed from the waiting list and the space then offered to the next eligible Member on the waiting list. Once removed from the wait list, a Member must submit a new letter to be placed back on the waiting list. Removal from the list will not apply if space becomes available in mid-season and the next person on the list is already committed elsewhere for the season. However, this “pass” may only be used once; should the space become available the following year - at any time during the year - the Member must accept the space or be removed from the waiting list. If a “pass” is used, this space will be assigned to the next Member on the wait list. (6) Once a slip, bulkhead, mooring or dinghy dock space has been assigned to that Member, that Member may continue to rent the space each year. Unless the Member informs the Club in writing by September 30 of their desire to abandon the space, their account will be charged the $250 non-refundable deposit on the September 30 bill and will be responsible for the entire cost of the space for the year unless the Club is able to assign the space to another Member. A $250 deposit is required to reserve mooring or dockage. The Club will issue renewal notices to Members holding these spaces. Rates and payment schedules will be listed on the renewal notices. If a Member sells his/her boat, the Member can hold the slip or mooring for one year by paying for it at the beginning of the season. If the Member is without a boat for more than one year, the Member must begin the waiting-list process again for a slip or mooring assignment. (7) Non-resident Members may follow the above procedures to put themselves on Club waiting lists. However, clearing for a space will automatically cause the Non-resident’s class of membership to change to Resident Member with all associated fees and privileges. Maloney, which has always been considered “the yachtsman’s bible”. When a yacht is in commission and manned the following routine and etiquette shall be observed. SECTION I – FLAGS AND SIGNALS 5. Officer Flags A flag officer may display his flag day and/or night in place of, and instead of, his private signal or, in the case of a single masted yacht, instead of the burgee, but never while racing or displaying the burgee of another yacht club or the Race Committee flag. 6. Fleet Captain’s Flag The fleet captain displays his flag between morning and evening colors at the bow staff in small boats while performing the duties of his office. 1. United States Ensign 7. Union Jack The U. S. Ensign is proper for all U. S. Yachts, without reservation. This is “Old Glory”, with 50 stars and 13 stripes. All boats, when at anchor, fly it from the stern staff. It is flown from the stern staff of power boats underway on inland waters; except on a sportsfisherman where it may be flown from a halyard rigged just behind the tuna tower. On a sailboat the U. S. Ensign may be flown on the stern staff under sail or power but never while racing. This is a rectangular flag with 50 stars (the upper right quadrant of the National Ensign nearest the hoist). It may be flown on Sundays and national holidays, or when “dressing ship”, only at the jack staff on sailing yachts or the jack staff of motor yachts, only during the day, and only while not under way. On modern craft, the normal bow staff is used as the jack staff. 2. United States Yacht Ensign This is the 13 star “Betsey Ross”, with a folded anchor in the union. It is flown on recreational boats of all types and sizes instead of the U. S. Ensign. Whenever a boat is taken into foreign water, however, the U. S. Ensign is the proper flag to display. 3. Yacht Club Burgee The yacht club burgee is flown only by club members. It may be flown from the bow staff of mastless boats and from the foremost mast of all sailboats but never while racing. When flown from the masthead of a sailboat, the burgee is generally attached to a small staff called a “pig stick”, which is then attached to a halyard. This lifts the burgee above the sails and the gear on the masthead. It is permissable to substitute the owner’s private signal for the yacht club burgee on single masted yachts without a bowstaff when underway. The staff of a yacht club burgee may be crossed with the staff of an owner’s private signal for decoration purposes. It is never proper to cross a yacht club burgee with another yacht club burgee. 4. Owner’s Private Signal A private signal (sometimes known a “house flag”) is a flag designed by the owner of the vessel. Many private signals, especially those designed in recent years, show symbols which are particularly related to the owner’s life; such as a shotgun for a duck hunter or a golf ball for a golfer. Sometimes a variation of the first letter of the owner’s name is used. 82 8. Courtesy Flags As a matter of courtesy, it is proper to fly the flag of a foreign nation on your boat when you enter and operate in its waters. It is usually flown from the starboard spreader. The U. S. Ensign is flown rather than the U. S. Yacht Ensign. 9. Quarantine Flag The international code letter “Q”, a solid yellow square flag, should be flown (usually on the port spreader) when entering a foreign port, or returning to the U. S. from a foreign port ,until the vessel has cleared Customs & Immigration. This is not necessary when arriving in or returning from Canada. 10. Flag Size The size of a flag should be in proportion to the size of the vessel on which it is displayed: The U. S. Ensign and U. S. Yacht Ensign: Length (fly) of the flag should be 1 inch for every foot of overall boat length. The hoist should be 2/3 of the length. Burgees, private signals and officers’ flags: Sailboats: the length(fly) of the flag should be 1/2 inch for every foot of the highest mast (truck) above the water. 83 Power boats: The length (fly) of the flag should be approximately 5/8 inch for each foot of overall boat length. The hoist of the flag in both cases should be 2/3 the size of its length. If it is not possible to obtain the exact size needed, then the next size larger should be flown. 11. Raising Flags hoisted smartly but lowered ceremoniously. Flag officers’ flags though normally displayed day and night may be lowered and hoisted at colors. 14. Racing While racing, yachts shall comply with pertinent sections of the Racing Rules, and any specific instructions of race committees, where these conflict with any provisions of this Yacht Routine. SECTION II – COLORS AND TIME “Colors are made” each morning at 0800. The National Ensign or National Yacht Ensign is hoisted at the stern (or set in place on its staff). Then comes the club burgee at the bow of mast less and single masted power boats or at the foremost masthead of sailing vessels. 1. Daily Routine 12. Dressing Ship Yachts and shore stations shall make colors at 0800 and at sunset. Time shall be taken from the senior officer present. On Memorial Day, the Fourth of July, Labor Day and when ordered on all other occasions, a yacht in commission shall, when at anchor (or at the dock) and the weather permits, dress ship from morning to evening colors. Rectangular flags should, as far as possible, alternate with pennants from the waterline forward to the waterline aft. Ensigns, burgees, private signals and flag officers’ flags shall not be included among code flags and pennants in the hoist when dressing ship. Chapman’s (the yachtman’s bible) says: “In dressiing ship, the yacht ensign is hoisted at the peak or staff aft, and the jack at the jack staff. Then a rainbow of flags of the International Code is arranged, reaching from the waterline forward, to the bowsprit end to the fortop masthead, then across to the main topmast, and down to the main boom end, allowing several flags to touch the waterline from both the bowsprit end and the main boom end to the waterline aft. To keep the flags in position, a weight should be attached to the end of each line. Where there is no bowsprit, flags will start at the stemhead. Flags and pennants should be bent on alternately, rather than in any indiscriminate manner. Since there are twice as many letter flags as numeral pennants , it is good practice, as in the Navy, to follow a sequence of two flags, one pennant, etc. throughout. In order to effect a degree of uniformity in yacht procedure, the following arrangement has been proposed: Starting from forward. AB2, UJ1, KE3, GH6, IV5, Fl4, DM7, PO, Third Repeater, RN First Repeater, STo(zero), CX9, WQ8, ZY Second Repeater. The arrangement here proposed is designed to effect a harmonious color pattern throughout.” 2. Entering Port Before or After Colors On entering or leaving port before or after the time for making colors, a yacht shall display her flags provided there is sufficient light for them to be recognized. Colors shall be lowered promptly after anchoring or after leaving port. 3. Half-Masting Flags The ensign is half-masted only on occasions of national mourning. On Memorial Day the ensign is half-masted from 0800 to 1200. On the death of a yacht owner, the burgee and private signal are half-masted on his yacht. When mourning is ordered for the death of a member, other members’ yachts at anchor, the clubhouse and stations shall half-mast the burgee only. If not previously hoisted, flags shall be first mast-headed and then lowered to half-mast. 4. Shore Stations The mast is considered the mast of a ship standing out to sea. a. The United States Yacht Ensign may be displayed between morning and evening colors: 1. On a mast with gaff and yard, at the gaff. 2. On a mast with gaff, at the gaff. 3. On a mast with yard, at the masthead. 4. On a bare mast, at the masthead. 13. Order of Colors In the case of a mast without a gaff, the United States Yacht Ensign may be displayed on a separate mast. When making colors shorthanded, the ensign shall be hoisted first, followed as rapidly as possible by the club burgee and the private signal. Flags are lowered in inverse order. Colors are b.The burgee is displayed between morning and evening colors: 1. On a mast with gaff and yard, at the masthead. 84 85 2. On a mast with gaff, at the masthead. 3. On a mast with a yard, at the masthead in place of the United States yacht ensign. 4. On a bare mast, at the masthead in place of the United States Yacht Ensign. c. Honors are paid a foreign visitor by displaying his national ensign simultaneously with the United States Yacht Ensign, between morning and evening colors. In the case of: 1. A mast with gaff and yard, at the starboard yardarm with the United StatesYacht Ensign at the gaff. 2. A mast with gaff, on a separate mast at the level of the United States Yacht Ensign. 3. A mast with yard, at the port yardarm with the United States Yacht Ensign at the starboard yardarm and the burgee at the masthead. 4. A bare mast, at the head of one or two separate staffs of equal height, the United States Yacht Ensign being displayed at the head of the staff on the right facing the sea. d.The flag of the senior flag officer present may be displayed at the starboard yardarm, be- tween morning and evening colors, during his presence on the grounds. 5. Harbor Starts When the Flagship signals “Harbor Start,” the precedence leaving port shall be yachts of Flag Officers in order of rank, except for the Race Committee vessel when proceeding to station. 86 FOUNDERS OF THE ESSEX YACHT CLUB (1933) J. Flores, Jr. 88 FOUNDING AND HISTORY T he genesis of the Essex Yacht Club can be found in the Inaugural Eastern Frostbite Dinghy Regatta held on March 4 and 5, 1933 with racing off the old Steamboat Dock. Frostbiting had begun a year earlier on Manhasset Bay, Long Island, giving dinghy sailing a tremendous boost. When a neutral meeting ground was required for rival frostbite fleets, Walter Rowe organized a regatta at Essex. On March 4, 1933 a fleet of 23 Class A and B boats, assembled from the New England and New York frostbiting ports, sailed in the competition off the old Steamboat Dock. The dinghies were manned by some of the most illustrious yachtsmen of the Great Depression including George Ratsey, Corny Shields, Alan and Ted Clark, Arthur Knapp, Sherry Fahnestock, Sam Wetherill, Lorna Whittlesey, John Alden, Eleanor Wood, Bob Bavier, and Bill Dyer. The town of Essex enthusiastically supported this first regatta and superb still pictures of the event by Lank Ford hang in the Clubhouse. Interest in dinghy sailing continued to grow and by the time spring arrived a cruising headquarters in Essex was needed. Walter Rowe called organizational meetings on May 20 and 27, 1933 where a constitution, bylaws and burgee were adopted. Rowe was elected Commodore, Hervey Stockder was chosen Rear Commodore, Dyke Wetmore was made Treasurer and the Reverend Bert Chandler, Secretary. The Club leased the Steamboat Dock and was officially commissioned on June 17, 1933. Active membership stood at 60 and annual dues were $10 for residents. In November, the second Frostbite Regatta was held, this time under the Essex Yacht Club burgee; 46 boats attended, a record for those times, with Sam Wetherill the winner of the Roosevelt Trophy. The Essex Yacht Club was undoubtedly the first, if not the only, yacht club inspired and founded on frostbite dinghy sailing. During the mid-thirties, membership in the Club continued to grow, as did interest in dinghy racing on the river, and the number of cruising yachts. By 1935, the Club had outgrown its space at The Steamboat Dock, which had few amenities and opened only on weekends. That year an arrangement was made to construct and rent from E. Van Dyke Wetmore, Club Treasurer, a two-story building immediately adjacent to the south side of the Chandlery. In March of 1936 before the new building was complete, a spring flood put the first floor under eight feet of water. Luckily little damage was done to the building and it was commissioned later that year. 89 In the years after WWII the sport of yachting began to change from mostly a men’s sport to a family affair; the Club saw the make-up and interests of the membership change. In the 60s cruising boats came into the limelight and the Essex Yacht Club was well represented in the cruise-racing arena. Throughout the seventies dinghy racing remained active on Blue Jays and Inter Clubs. Membership continued to increase in the seventies and the Club was becoming over crowded. In 1978, a search committee appointed by Commodore Cornwall Miller aggressively sought a permanent clubhouse and dock site. William Boyd offered to sell his handsome riverfront parcel south of the rented quarters. In 1979, the membership voted to purchase his two-acre property and marine lab building. On May 10, 1980, after extensive remodeling the new clubhouse was dedicated and commissioned. Essex Yacht Club finally had its own quarters on the riverfront. Through the 80s and 90s, sailing and racing activities remained an active part of the Club. In 1997, the Club was chosen to host the Rum Challenge, an ECSA racing event that promoted the Essex Yacht Club to a prestigious level among yacht clubs. The Rum Challenge is held each summer and is open to Club and non-Club racers. In 2004, the Club purchased a fleet of Ideal 18s and enthusiasm quickly built for the one-design races on the river. A Ladies Sailing program was started on the Ideal 18s in 2007 and over 50 women participated in the sailing instruction and racing. IN MEMORIAM Mrs. Philip C. (Gloria) Gould Mr. Howland Jones Mr. A. Richard Metzger Mr. John Moran Mr. William (Sandy) Sanderson Mr. Henry Deen Towers On May 16, 2008 the Essex Yacht Club began its 75th anniversary with a boat parade on the river. The next day at 1700 the formal commissioning of the Club and the 75th Anniversary Celebration was held. After the opening ceremonies, members celebrated on the lawn before moving to the tent for dinner and dancing. In honor of the 75th a special commemorative book with the history of the club was published for members to enjoy. As the Club moves forward it remains committed to its heritage of promoting excellence in yachting activities, the Corinthian spirit and camaraderie among its members. 90 91
