MEMORIAL DESCRITIVO

1.1 QUANTIDADE
a) Serão fornecidos 580 (quinhentos e oitenta) Microcomputadores All-in-One
novos, idênticos e sem uso anterior. O modelo ofertado está em linha de
produção, sem previsão de encerramento, na data de entrega da proposta.
1.2 PROCESSADOR
a) 01 (um) processador – Intel Pentium G3220T, padrão de arquitetura do
processador x86 de 32 bits com suporte à extensão 64 bits, com tecnologia de
fabricação de 22 nanômetros e memória cache integrada ao processador.
b) Cache L2 e/ou L3 de 3MBytes.
c) A velocidade do barramento de comunicação do processador com o restante do
sistema de 5 GT/s (Gigatranfers por segundo).

d) O Desktop é fornecido com drivers para a interface de rede, controladora de
vídeo, controladora de disco, unidade DVD-RW e demais componentes.

AGENTE PARA GERENCIAMENTO E INVENTÁRIO
a) Para o gerenciamento e inventário do computador, será disponibilizado um
agente DMI ou WMI, o qual deverá informar no mínimo o número de série,
fabricante e número do ativo fixo do equipamento em campo editável; modelo e
freqüência de clock do microprocessador; quantidade de memória RAM instalada;
tamanho total do disco rígido; versão da BIOS e do sistema operacional instalado.

QUALIDADE DO EQUIPAMENTO
a) Será entregue Certificado ou Relatório de Avaliação de Conformidade emitido por
um órgão credenciado pelo INMETRO ou Certificado similar, comprovando que o
COMPUTADOR está em conformidade com a norma IEC 60950 (Safety of
Information Technology Equipment Including Eletrical Business Equipment), para
segurança do usuário contra incidentes elétricos e combustão dos materiais
elétricos.
b) Possui identificação impressa com o nome do fabricante, modelo e número de
série, estas identificações não poderão ser feitas com etiquetas auto-adesivas de
fácil remoção ou danificação.

RESPONSABILIDADES COM O MEIO AMBIENTE
a) O modelo do equipamento ofertado está registrado no EPEAT (Electronic Product
Environmental Assessment Tool) da Agência de Proteção Ambiental (EPA), na
categoria Silver ou Gold, no site: http://www.epeat.net, comprovando que o
equipamento atinge as exigências para controle do impacto ambiental em seu
processo de fabricação.
b) O modelo ofertado está em conformidade com o padrão RoHS (Restriction of
Hazardous Substances), isto é, ser construído com substâncias que não agridem
o meio ambiente tais como: cádmio (Cd), mercúrio (Hg), cromo hexavalente
(Cr(VI)), bifenilos polibromados (PBBs), éteres difenilpolibromados (PBDEs) e
chumbo (Pb).

2. CONDIÇÕES CONTRATUAIS
2.1. LOCAIS DE ENTREGA
a) Os equipamentos e manuais técnicos especificados neste documento deverão ser
entregues, de forma descentralizada, nas dependências do CONTRATANTE nas

b) A Contratada deverá observar os seguintes procedimentos:
 As entregas deverão ser agendadas previamente com o funcionário responsável da
CIRETRAN informado na respectiva Ordem de Fornecimento;
 A nota fiscal de entrega só será aceita para pagamento se, no respectivo canhoto,
contiver o nome legível do funcionário da CIRETRAN autorizado a recebê-la, seu respectivo
registro e sua assinatura.
e) 2.2. PRAZOS DE ENTREGA
a) Deverá ser observado Cronograma Mensal definido pela Administração do
DETRAN.SP, contemplando as UNIDADES / CIRETRANs aptas a receber os equipamentos
nos 30 dias ulteriores à emissão da respectiva Ordem de Fornecimento (OF).
f) 2.3 INSTALAÇÃO

a) É de responsabilidade do CONTRATANTE a instalação dos produtos especificados
neste memorial;
b) A CONTRATADA obriga-se, caso solicitado pelo CONTRATANTE, a prestar suporte
técnico na instalação dos produtos especificados neste documento.
g) 2.4 ACEITE
a) O CONTRATANTE emitirá o termo de aceite após a constatação de que os nomes e
modelos dos produtos fornecidos correspondem aos propostos e que estes atendem às
especificações técnicas básicas requeridas na aquisição;
b) O prazo máximo para emissão do termo de aceite dos produtos especificados neste
documento é de 15 (quinze) dias a contar da data de entrega dos mesmos. Caso os
produtos apresentem defeito ou não atendam às especificações técnicas básicas
requeridas, o prazo de aceite será reiniciado após a solução dos problemas detectados;
c) O prazo máximo para a CONTRATADA solucionar os problemas reportados é de 05
(cinco) dias a contar do comunicado do CONTRATANTE;
d) Caso haja reincidência dos problemas reportados o aceite será novamente interrompido
e a CONTRATADA será comunicada para substituir os produtos com defeito por outros
novos, no prazo máximo de 05 (cinco) dias.
h) 2.5 GARANTIA E ASSISTÊNCIA TÉCNICA
a) O prazo mínimo de garantia dos equipamentos especificados neste memorial é de 36
(trinta e seis) meses a contar da data de aceite dos mesmos;
b) Durante o prazo de garantia deverá ser substituída sem ônus para o CONTRATANTE, a
parte ou peça defeituosa, exceto quando o defeito for provocado por uso inadequado dos
equipamentos;
c) Os serviços de reparo dos equipamentos aqui especificados deverão ser executados no
local de uso dos equipamentos (ON-SITE) ou na impossibilidade, no centro de manutenção
da CONTRATADA;
d) O período de disponibilidade para serviços de manutenção dos equipamentos aqui
especificados é de segunda a sexta-feira, das 8h00 às 18h00, exceto feriados;
e) O prazo máximo para atendimento e reparo/solução do(s) problema(s) que
ocasionou(aram) o chamado dos equipamentos especificados neste documento é de 16

horas contadas a partir da abertura do chamado e dentro do período de disponibilidade
especificado na alínea “d” deste subitem;

Caso o reparo/solução dos equipamentos especificados no(s) item(ns) não
solucionados no prazo máximo estipulado, a CONTRATADA deverá colocar à
disposição um equipamento idêntico ou no mínimo equivalente. Se o problema não for
solucionado no prazo máximo de 30 (trinta) dias corridos, o EQUIPAMENTO deverá ser
substituído definitivamente por um novo, abrindo-se, para isso, novo período de garantia, a
partir da data do seu recebimento definitivo;
g) A empresa fabricante do equipamento deverá dispor de um número telefônico para
suporte técnico e abertura de chamados técnicos;
h) Todos os drivers para os sistemas operacionais suportados devem estar disponíveis
para download na web-site do fabricante do equipamento.

2. Informações Complementares
Validade da Proposta
Conforme ítem 3 do edital. O prazo de validade da proposta será de 60 (sessenta) dias.
Prazo de Pagamento
Conforme ítem X. DA FORMA DE PAGAMENTO do edital. 1. Os pagamentos serão
efetuados em 30 (trinta) dias (artigo 2º do Decreto nº 32.117, de 10/08/1990, com redação
dada pelo Decreto nº 43.914, de 26/03/1999), contados da apresentação da nota
fiscal/fatura nas respectivas CIRETRANS, conforme especificações do Memorial Descritivo,
que integra o Anexo I deste Edital, à vista do respectivo Termo de Recebimento Definitivo
do objeto ou Recibo, na forma prevista no subitem 4 do item IX.

System Management BIOS, previously known as DMI BIOS, is used to store system management information.

Key features of the HP BIOS include:
Deployment and manageability - HP BIOS provides several technologies that help integrate the HP ProOne 400 Business PC into
the enterprise, such as PXE, and F10 Setup support for 12 languages.
Support UEFI specification 2.3.1
Thermal and power management - The HP BIOS provides and enables thermal and power management technologies so
component temperatures are managed for high reliability and to assist in operating the HP Business Desktop computer in any
enterprise environment.
Thermal Controlled Fans - Automatic or manual controlled fan speeds for cooling and acoustic performance Serviceability - HP
BIOS provides diagnostic and detailed service information.
Upgrades and recovery - HP BIOS provides numerous ways to upgrade HP Business Desktop computers, including BIOS updates
from within DOS (DOSFlash), BIOS updates from within Windows (HPQFlash), HP Client Manager, and fail-safe recovery
(Emergency Boot Block Recovery). In addition, the HP Business Desktop BIOS Utilities tool enables replicated BIOS setup
throughout the Enterprise; it is available from within the BIOS F10 setup and from the support website.
HP BIOS uses PKI signing of the BIOS for trusted BIOS upgrades and recovery.
Additional HP BIOS Features:
Power-On password - Helps prevent an unauthorized user from powering on the system.
Administrator password - Also known as the setup password, this helps prevent unauthorized changes to the system
configuration. If the administrator password is not known, the BIOS version cannot be changed and changes cannot be made to
BIOS settings using F10 setup or under the OS.
Advanced Configuration and Power Interface (ACPI) - Represents a significant innovation in power and configuration
management, allowing operating systems and applications to manage power based on activity and usage. HP Pro models use
ACPI to provide power conservation features.
S5 Max Power Savings setting supports EU Lot6 requirement and allows the computer to power down below 1W is S5 (when
turned off). When S5 Max Power Savings feature is enabled power to slots is turned off along with WOL functionality.
Master Boot Record Security - Helps to prevent changes and/or infections to the Master Boot Record caused by viruses or
malicious code.
HP BIOS Protection - prevents unauthorized updates or changes to the BIOS due to malware, viruses, or malicious BIOS updates.
Based on NIST SP800-147 policy guidelines.

SATA provides faster data transfer speeds, better system cooling airflow, more bandwidth, more headroom for speed increases in
future generations and better data integrity. A next-generation technology, the SATA interface connects hard drives to the PC
platform enabling easy aggregation of multiple hard drives into a single PC. This offers you the additional benefits of dedicated
bandwidth, the ability to more easily identify device failures and scalability. The HP ProOne 400 G1 Series Business PC supports the
latest SATA 6.0Gb/s specification.
SMART IV Technology
Self Monitoring Analysis and Reporting Technology (SMART) hard drive technology allows hard drives to monitor their own health and
to raise flags if imminent failures are predicted. If the drive determines that a failure is imminent, the SMART hard drive technology
enables the intelligent manageability or management software to generate a fault alert. While the current versions of SMART hard
drives do a good job monitoring the data on the hard drive media, the ever increasing emphasis on reliability and quality has promoted
HP to implement SMART IV technology which constantly checks that the data flow from host interface to media and media to host
interface is not compromised. This is accomplished by inserting a 2 byte parity code into every 512 byte block in the data path of the
hard drive's Cache RAM. This unique parity checking performed by HP's SMART IV technology hard drives, allows for more complete
error detection coverage encompassing the entire data path between the host and the hard drive.
Smart IV is also known as IOEDC: I/O Error Detection Code.
Native Command Queuing
NCQ or Native Command Queuing is a SATA protocol extension that allows the hard drive to have several write or read commands
outstanding at the same time. In contrast, normal non-queued operation requires each command to be completed before the next
command is issued by the host system. Queuing allows the drive to complete the commands in the order that allows for best overall
throughput. It also involves an advanced method of transferring data to or from the host, called First Party Direct Memory Access
(FPDMA), which allows the hard drive and the host controller to manage the data transfers for multiple outstanding commands,
without involving the host processor. NCQ can contribute to better performance but the results are dependent on many factors,
including the access patterns of the various applications and operating system functions that are initiating drive accesses. Enabling
NCQ features in the hard drive requires AHCI support from the host system BIOS, controller, and driver. AHCI support is typically
implemented in RAID configurations

The HP ProOne 400 G1 Business PC supports the 4th generation Intel® Core™ processor family. Based on a new PC micro-architecture,

CAUTION: You must shut down the computer and disconnect the power cord before adding or removing memory modules. Regardless

Adding or removing memory modules while voltage is present may cause irreparable damage to the memory modules or system

HP Drive Lock
Solid State Hybrid Drives (SSHD) offer enhanced security via a new Drive Lock. When enabled, this ATA security feature set prevents
software access to user data on the drive until one or two user-defined passwords are provided.
SMART IV technology
Self-Monitoring Analysis and Reporting Technology (SMART) hard drive technology is allows hard drives to monitor their own health
and to raise flags if imminent failures are predicted. If the drive determines that a failure is imminent, the SMART hard drive
technology enables the intelligent manageability or management software to generate a fault alert. While the current versions of
SMART hard drives do a good job monitoring the data on the hard drive media, the ever increasing emphasis on reliability and quality
has promoted HP to implement SMART IV technology which constantly checks that the data flow from host interface to media and
media to host interface is not compromised. This is accomplished by inserting a 2 byte parity code into every 512 byte block in the
data path of the hard drive's Cache RAM. This unique parity checking performed by HP's SMART IV technology hard drives, allows for
more complete error detection coverage encompassing the entire data path between the host and the hard drive.
Smart IV is also known as IOEDC: I/O Error Detection Code.
Native Command Queuing
NCQ or Native Command Queuing, is a SATA protocol extension that allows the hard drive to have several write or read commands
outstanding at the same time. In contrast, normal non-queued operation requires each command to be completed before the next
command is issued by the host system. Queuing allows the drive to complete the commands in the order that allows for best overall
throughput. It also involves an advanced method of transferring data to or from the host, called First Party Direct Memory Access
(FPDMA) that allows the hard drive and the host controller to manage the data transfers for multiple outstanding commands, without
involving the host processor. NCQ can contribute to better performance but the results are dependent on many factors, including the
access patterns of the various applications and operating system functions that are initiating drive accesses. Enabling NCQ features
in the hard drive requires AHCI support from the host system BIOS, controller, and driver. AHCI support is typically implemented in
RAID configurations.

Environment (GSE), which restricted suppliers’ use of a number of substances in
HP products, including some of the substances restricted by the EU RoHS
Directive.
In 2001, HP’s central engineering group and enterprise computing business
established a team to begin the formal process of addressing RoHS, including
building and testing lead-free product prototypes. In early 2003, this team was
incorporated into a company-wide RoHS team that is now managing all aspects
of HP’s global response to the EU’s RoHS Directive, as well as other similar
legislation emerging around the world.
In addition to the company’s commitment to adherence with RoHS legislation, HP
is participating in the development of global standards for the restriction of
specific potentially hazardous substances. As regulations similar to the EU’s
RoHS Directive are proposed in other countries, HP is working along with others
in our industry to promote the harmonized global standards we believe will
accelerate the industry transition to EU RoHS compliance on a worldwide basis.
HP’s initiative to address the RoHS Directive is part of the company’s Design for
Environment program, which includes using materials more efficiently, finding

1 OBJETIVO
Este documento fornece orientações sobre os acordos de reconhecimento mútuo, regionais e
internacionais, assinados pela Cgcre/Inmetro no campo da acreditação de laboratórios de ensaio e
calibração.
2 CAMPO DE APLICAÇÃO
Este documento se aplica à Dicla, particularmente aos laboratórios acreditados e postulantes à acreditação
e aos avaliadores e especialistas que atuam nos processos de acreditação de laboratórios.

5 INTRODUÇÃO
Os acordos de reconhecimento mútuo entre organismos de acreditação de laboratórios são uma das
formas mais efetivas de facilitar a eliminação da necessidade de re-ensaio de materiais e produtos nos
países importadores, problema identificado pela Organização Mundial do Comércio (OMC) como umas
das maiores barreiras técnicas ao comércio. A Cgcre/Inmetro, juntamente com organismos de acreditação
congêneres de outros países, vem buscando estabelecer, por meio de cooperações regionais e
internacionais de organismos de acreditação, acordos que possam promover a confiança daqueles que se
utilizam dos resultados de ensaios e calibrações. Atualmente a Cgcre/Inmetro mantém acordos de
reconhecimento mútuo com 58 organismos de acreditação de 46 economias. Com estes acordos os
resultados dos ensaios e calibrações realizados pelos laboratórios acreditados pela Cgcre/Inmetro passam
a ser aceitos pelos demais organismos de acreditação signatários, que, tal como a própria Cgcre/Inmetro,
devem ainda promover o acordo em seus próprios países, divulgando-o às autoridades reguladoras, à
indústria e a todos os envolvidos com o comércio exterior. Os acordos de reconhecimento mútuo entre
organismos de acreditação, serão, cada vez mais, ferramentas facilitadoras do comércio e uma base
técnica para os acordos de comércio exterior entre governos.
6 ACORDOS DE RECONHECIMENTO MÚTUO NO CAMPO DA ACREDITAÇÃO DE
LABORATÓRIOS
6.1 International Laboratory Accreditation Cooperation – ILAC (http://www.ilac.org)
A ILAC é a cooperação internacional que reúne organismos de acreditação de laboratórios de todo o
mundo. A Cgcre/Inmetro é membro da ILAC desde a sua criação. Desde 1996, a ILAC tem desenvolvido
mecanismos para implementação de seu acordo internacional no campo da acreditação de laboratórios,
cuja documentação base foi definida durante sua Assembléia Geral, organizada pelo Inmetro, no Rio de
Janeiro, em outubro de 1999.
Em 2 de novembro de 2000, em Washington DC, durante a Conferência ILAC 2000, o acordo da ILAC
(ILAC Arrangement) foi assinado por 34 organismos de acreditação de laboratórios de 26 economias dos
5 continentes, incluindo a Cgcre/Inmetro, único representante da América Latina. O acordo entrou em
vigor a partir de 31 de janeiro de 2001, passando seus signatários a reconhecer a equivalência dos seus
sistemas de acreditação de laboratórios e se comprometendo a promover o acordo e a aceitação dos
certificados de calibração e relatórios de ensaio emitidos pelos laboratórios acreditação por seus parceiros
internacionais.
6.2 European co-operation for Accreditation – EA (www.european–accreditation.org)
A EA é a cooperação para acreditação de laboratórios e organismos de certificação e inspeção que
envolve os países membros da Comunidade Européia. A Cgcre/Inmetro mantém um contrato de
cooperação com a EA desde 1998.
Participam do acordo multilateral da EA apenas organismos de acreditação oriundos dos países membros
da Comunidade Européia.
A EA também mantém acordos bilaterais com organismos de acreditação de países não pertencentes a
Comunidade Européia, tais como o A2LA (Estados Unidos), o NATA (Austrália) e o SANAS (África do
Sul).

Em 1998 a Cgcre/Inmetro apresentou requerimento para assinar um acordo bilateral com a EA e, em 30
de janeiro de 2001, após a realização de avaliação de pares, foi assinado o acordo bilateral de
reconhecimento mútuo.
Embora um organismo de acreditação que tenha acordo bilateral com a EA não tenha obrigação de
reconhecer outros organismos que também tenham acordo bilateral com a EA, atualmente, todos os
organismos que tem acordo bilateral com a EA são também signatários do acordo da ILAC e,
consequentemente, aceitam os certificados emitidos pelos laboratórios acreditados pela Cgcre/Inmetro.
6.3 Interamerican Accreditation Cooperation – IAAC (http://www.iaac.org)
A IAAC é a cooperação que reúne os organismos de acreditação de laboratórios e de organismos de
certificação e inspeção de países das Américas. Participam da cooperação 19 membros plenos e 10
membros associados de 20 países, reunindo as principais economias da América do Norte, América
Central, Caribe e América do Sul.
Em outubro de 2002 foi assinado seu primeiro Acordo Multilateral de Reconhecimento Mútuo na
atividade de acreditação de laboratórios. Todos os signatários do acordo da IAAC são também signatários
do acordo da ILAC.
6.4 Asian-Pacific Laboratory Accreditation Cooperation – APLAC
( http://www.aplac.org/members/members_mra.htm)
A APLAC é a cooperação que reúne os organismos de acreditação de laboratórios da Comunidade
Econômica da Ásia-Pacífico (APEC).
Embora a Cgcre/Inmetro não mantenha acordo bilateral com a APLAC, os certificados e relatórios
emitidos pelos laboratórios acreditados pela Cgcre/Inmetro são aceitos pelos organismos de acreditação
daquela cooperação, á que todos os seus membros são signatários do acordo da ILAC.
7 Registro de Alterações Neste Documento
Foram feitas as seguintes alterações:
1) Substituição do termo “credenciamento” por “acreditação”.
2) Atualização da relação de signatários dos acordos de reconhecimento mútuo e eliminação de dados de
localização e símbolo de acreditação desses signatários devido à impossibilidade de manter esses
dados atualizados.
