AH! Spring has sprung as of the 20th of March. Great!
Let it be cool, not cold.
Lots of City activity in March with preparations for its
100th birthday, beach activities,
and recovery from Saint Patrick’s Day celebrations.
An initial meeting was held on February 9th and a follow-up meeting March 9th, at which several of the City’s
Department representatives (education, public safety, economic development, governmental relations, etc.) presented
their departments’ current work-flows and objectives.

As reported to you at last month’s General Membership
Meeting, Broward County has the highest foreclosure rate
in Florida, with one in every 105 homes receiving a filing.
The county had 7,677 homeowners in some stage of foreclosure in January, up 74% from the same month a year ago.
Initial filings more than doubled over the same period. This
data received from RealtyTrac, Inc..
Victoria Park has its share of these foreclosure filings,
and again we bring to your attention the absolute need to
be alert to sites that are in some process of abandonment,
thereby inviting transients and other undesirables to frequent the site.
Notify the police (954-828-5700) or Code Enforcement
(954-828-5207) if you see such neglected property or unrecognized trespassers.

Minute by Minute!

Minutes from the March 3, 2010 General Membership Meeting
President Ted Fling called the meeting to order at 7:05
p.m. Lindsay Koehler motioned to accept February’s minutes, Larry Wallenstein seconded, and the minutes were
approved. Madelene Klein read the Treasurer’s Report,
commenting that 2010 memberships were coming in “fast
and furious.” She let residents know that the books will
be audited in April, and called for three volunteers. Larry
motioned to accept the report, Lindsay seconded, and the
report was accepted.
Police Report
Ted informed us that Patrol District One recently underwent a shift change.
Committee Reports:
Aesthetics
Larry commented that volunteers are still needed for Art
and Jazz in the Park on March 21st. He directed residents
to a poster on the back table, “The Gates of Victoria Park,”
photographed by Art Levy and Fred Sistarenik. EDSA underwrote the printing, and the posters sell for $10, benefitting the Association. Larry reported that the new self-guided
home tour’s inauguration will debut in June (not at Art and
Jazz as previously reported), in conjunction with Victoria
Park’s 85th anniversary. Plans are underway for a catered
birthday bash on June 12 from 7-10 p.m. at ArtServe, featuring food, drink, and music. Admission is one can of food
for The Pantry of Broward.
Childrens
The Easter egg hunt is Saturday, April 3rd at 9 a.m., behind ArtServe. Call Childrens’ Committee Chair Aimee
Dunn if you’d like to help out.
Fort Lauderdale Council of Civic Associations
Madelene mentioned that anyone interested in participating in the Saint Patrick’s Day Parade is welcome to walk
with the Council; wear VPCA shirts. She also announced
a Citizens Volunteer Corps event in Northwest Gardens on
Saturday, April 10th; NCIP points will be awarded for community service hours. Madelene collected some food which
had been donated for The Pantry of Broward.
History
Larry profiled a long-time resident who has lived in
five different homes within Victoria Park; raised at Victoria Courts, she remembers hearing sea cows (manatees) on
quiet nights.

Lindsay reiterated the deadline for submissions as the
10th of each month.
Planning and Zoning
Topics discussed included a local Montessori school,
proposed parking on Broward Boulevard, and planned renovations to the Sunrise Boulevard and Las Olas Boulevard
bridges. Thornie Jarrett offered local background information on the bridge issues.
Public Safety/CERT
Thornie reported that there is no hurricane activity in
cold weather, but urged residents to join the neighborhood’s
CERT before another storm happens.
New Business
Larry brought up the topic of the legality of parking on
someone else’s swale: he received conflicting information
from the City and police department. Larry asked if Traffic
Chairman Bob Oelke could look into it.
Old Business
Ted noted that Census Day is approaching, and cautioned
residents to beware of Census scams. President Fling announced some upcoming events, including the Waterway
Clean-up on March 6th and the City’s Saint Patrick’s Day
Parade on March 13th. He noted progress in local tree-trimming for lightfall, and reported on topics discussed in a recent City Commission Meeting.
President Fling adjourned the meeting at 7:37 p.m.
April’s meeting is Wednesday, April 7th.

April’s Moon

She slipped across our swale so fleetingly that I wasn’t
sure if I saw right – perhaps she was a flasher? I called out,
“Hey, you out there, are you without clothes? I know spring
has come to Victoria Park, but that’s no way to celebrate;
this is not that kind of neighborhood.” In the dark, I could
see her grin as she danced around the Bottle Palm, then
swayed gracefully to avoid the viciously sharp points of the
Bismarckia Palm (which always reminds me of Otto Von
Bismarck). As she paused behind
a giant Philodendron leaf, concealing her buff, I asked what she was
doing out, as she was, on the first
night of April.
Moving elegantly from the
Philodendron to a more concealing Elephant Ear, she confided in
a shaky voice, “This year, the first
of April fell on a watering day,
and wouldn’t y’know it,” pausing
to elevate the irony, “an irrigation
line broke and the water is filling
my basement. I called the fire department to come and pump it out,
but when they arrived, they saw
the lights flicker on the second
floor. Before I could say a word,
they were up the stairs and discovered the ‘grow rooms.’ I tried to
convince them that I was growing
posies to donate to our neighbors - y’know, those whose swales look
desolate and detract from everyone
else’s efforts. But when one of the
men asked, ‘What goes on in this
joint?’ their eyes lit up in recognition and they called the police.”
I wanted to warn the poised
flasher to watch out for the Oyster
Plants (they look like purple endives to me) edging the garden. If
she fell into these plants, she might quickly break out in a
rash and wind up looking like the butt of a cruel joke. But
she tiptoed gracefully across the grass -- where I hoped some
delinquent pet hadn’t left a canine souvenir. She continued
her story. “I never expected such quick response, so there I
was, trapped between the flooded basement and a crew of
police sniffing in my grow rooms upstairs. I couldn’t get to
my clothes, so I had to scoot out the side door and escape au

natural. I knew I had to get out of there before the water rose
to the level of my aquarium. If my pet piranhas, Snipper and
Ripper, got loose in the basement with the firemen, all hell
would break loose.”
As the naked neighbor paused alongside the Passion Vine
dangling from the Coconut Palm, it occurred to me that a
statue of a figure amongst our landscaping would be quite
engaging and would enhance the curb appeal of my landscaping. I contemplated the vision for a bit. As my attention
span began to wane, she drew me back with more details
of her curious tale. “As if it wasn’t enough for the police to
be exploring my grow room, it agitated my twelve Sicilian
attack cats who are very protective of the two rooms; one
room I call Mary and the other,
Jane. I didn’t want to be around
when the blood started flowing.
The most ferocious of my kitties
sleeps a lot, but goes crazy when
someone disturbs either Mary or
Jane. The kitty’s name is Catatonia, but don’t let the name fool
you. Another Sicilian cat always
ambushes from behind the toilet
– I call her Latrina. And the most
dangerous, with long fangs and

it is. I’m always running around the neighborhood in my
bare feet. I like your thick grass; it’s the swales covered
with gravel or dirty stones that hurt my feet and make me
roll. Would you mind if I borrow one of these Elephant Ear
leaves? I don’t want to appear bawdy when I go back to
check up on my house. The Philodendron leaves with all
those slits are a bit too risqué.” Then she turned away and
bent over to pick a leaf. As I looked up, I had a glimpse of
the April moon. Indeed, April is a fool.

We enjoyed hanging out in Ric and Joette’s lovely outdoor space, enjoying the evening’s wine selection and dining on bouillabaisse, so much that we forgot we were there
for a meeting. It happens often. To boot, dessert was a pineapple upside-down cake.
We did finally get down to the first order of business:
Marla Woodhouse, our newest committee member, reported
on the progress of the Historical Walking Tour project. In
the treasure trove of information given to us by friends of
neighborhood resident LouAnn Lang when she died, we
found a historical survey done 15 years ago of houses in
our neighborhood older than 50 years. Using this as a basis,
Marla toured the neighborhood on her trusty pink bike and
found and photographed them all. We were all surprised at
how many were both still in place and had not been too
drastically altered or torn down. From a group of 30 homes
found, we have narrowed it down to 20-plus, based on condition and architectural style. She presented us with the design of a brochure that will be the first phase. We decided
that we would wait to unveil it just before our 85th anniversary celebration.
Speaking of that 85th anniversary celebration, we have a
date and location! It will be June 12th at ArtServe. As soon
as we put the fifth annual Art and Jazz in Victoria Park to
bed, we will begin planning for this gala event. Ideas galore
were batted around at this meeting.

Broward County Commissioners unanimously passed an
ordinance on Tuesday, January 12, that makes two-day per
week, year-round landscape watering restrictions MANDATORY for County, City, and private water customers.
Even-numbered addresses are permitted to water on
Thursday and/or Sunday; odd-numbered addresses can water on Wednesday and/or Saturday.
Irrigation is prohibited daily between the hours of 10
a.m. and 4 p.m., except for: watering-in new landscaping;

The human head contains 22 bones, consisting of the
cranium and the facial bones. The cranium is formed by 8
bones: the frontal bone, two parietal bones, two temporal
bones, the occipital bone in the back, the ethmoid bone behind the nose, and the sphenoid bone. The face consists of
14 bones including the maxilla (upper jaw) and mandible
(lower jaw).
The human brains consists of more than 100 billion neurons (nerve cells) through which the brain’s commands are
sent in the form of electric pulses. These pulses travel at
more than 250 mph, creating enough electricity to power a
light bulb. The brain consumes more energy than any other
organ.
Humans actually do not see with our eyes - we see with
our brains. The eyes basically are the cameras of the brain.
One-quarter of the brain is used to control the eyes. If you
go blind in one eye, you’ll only lose about one-fifth of your
vision (but all of your depth perception).
According to a 2001 survey by the Bristol-Myers Squibb
Company, accountants get the most headaches. About 49%
of the accountants in the survey reported getting weekday
headaches. The accountants were followed by librarians
(43%), bus and truck drivers (42%) and construction workers (38%).
The average human body contains enough: iron to make
a 3 inch nail, sulfur to kill all the fleas on an average dog,
carbon to make 900 pencils, potassium to fire a toy cannon, fat to make 7 bars of soap, phosphorous to make 2,200
match heads, and water to fill a ten-gallon tank.
Pizza anyone?
There are approximately 61,269 pizzerias in the United
States. Each man, woman and child in America eats an average of 46 slices of pizza a year (that’s 23 pounds!).
Pepperoni is America’s favorite topping (36 percent of
all pizza orders); we eat approximately 251,770,000 pounds
per year. Other popular pizza toppings are mushrooms, extra
cheese, sausage, green pepper and onion. Anchovies always
rank last on the list of favorite American toppings.
Around the world, though, toppings vary greatly to reflect regional preferences. In Japan, for instance, eel and

visited Naples. Don Raffaele Esposito, who owned a tavern-like place called Pietro Il Pizzaiolo, was asked to prepare a special dish in honor of the Queen’s visit. Esposito
developed a pizza featuring tomatoes, mozzarella cheese (a
never-before-used ingredient made from the milk of water
buffalo) and basil - ingredients bearing the colors red, white
and green for the Italian flag. He named it the Margherita
Pizza, after the guest of honor. Thus, the modern-day tomato-and-cheese pizza was born.
Marie Antoinette’s sister Marie Carolina, wife of Ferdinand I of Sicily and Naples, had ovens built in the forest so
she could enjoy pizza while the royal hunting party feasted
on wild ducklings and pigs killed in the hunt.
The world’s largest pizza was built on October 11, 1987
by Lorenzo Amato and Louis Piancone. The pizza covered 10,000 square feet and measured 140 feet across. It
weighed in at 44,457 pounds, consisting of, among other
items, 18,174 pounds of flour, 1,103 pounds of water, 6,445
pounds of sauce, 9,375 pounds of cheese and 2,387 pounds
of pepperoni. The pie was cut into 94,248 slices and eaten
by more than 30,000 spectators after baking in Havana,

I was so excited to learn that our
own Ted Fling will be presented with
this year’s Citizen of the Year Award.
Please join me at City Hall on April 20
in congratulating Ted.
After seventeen years downtown,
Fort Lauderdale once again became the
venue for the St. Patrick’s Day parade.
The parade was a huge success and fun
for all. I am sure you have been hearing about the different events planned
throughout the city. The next event “Where The Boys Are/
Connie Francis’ Great American Beach Party” promises to
be another highlight of the season. The event is free and is
scheduled to take place on Fort Lauderdale Beach May 28
- 29, 2010. The preliminary plans feature an oldies dance
party featuring classic hits and soulful sounds of the 50s
and 60s; games and activities for the entire family including
hula hoop contests, limbo dancing and beach blanket bingo;
and A1A will be transformed into an outdoor museum with
classic cars including hot rods, rag tops and muscle cars that
made the era famous.
On a general City of Fort Lauderdale note, as you probably already know, the city manager’s contract was not renewed and the commission will go over ideas shortly for the
future plan. It is my firm belief that under new management
our city will thrive. The Budget is probably the biggest issue we will face in the immediate future with a possible
16% decrease in ad valorem revenues alone in the upcoming year according to the Property Appraiser’s Office with
the potential of a $50 million budget deficit looming. We
will be tasked with crafting a budget that reduces spending
and yet serves the needs of the residents. Many of you have
expressed to me your desire for us not to raise taxes. Balancing your needs given the current budget situation will be
my top priority.
The Budget Advisory Board re-convened to provide expert advice over the next few years as important decisions
are made. The Budget Advisory Board consists of a group
of highly qualified volunteers in the field of finance, both
municipal and private. Joint budget meetings between the
advisory board and the city commission have already begun
and plans are in the works to continue more public meetings
over the next few months. The next joint meeting is scheduled for April 6, 2010.
As a reminder, I host two public meetings per month in
addition to attending homeowner meetings at your request.
The District Two Community meeting is held the Monday
evening prior to the first Tuesday Commission meeting

every month and focuses on items of interest as well as the
upcoming agenda. The second meeting is held on the third
Thursday, focusing on crime, code and foreclosure issues.

SAINT ANTHONY CATHOLIC CHURCH:
THE KEY TO ONE FAMILY’S VICTORIA PARK HERITAGE

Broward’s first Catholic church was dedicated in December
of 1921, but it wasn’t in Victoria Park. The original church
stood on the northeast corner of NE 3rd Avenue and East Las
Olas Boulevard.
In 1946, an article appeared in the Fort Lauderdale News
announcing that Saint Anthony parish would raise $350,000 to
build a new church to accommodate more than 1,000 worshipers, four times the number it could hold at its present location. The church was built under the leadership of the Reverend
John J. O’Looney, who had been in charge of Saint Anthony
since 1929.
Fund-raising efforts suffered a setback when two wet hurricanes deluged South Florida in 1947. The cornerstone of the
new church was finally laid in 1948, and the building was completed in 1949.
So many of Saint Anthony’s parishioners have spent a generation or more in Victoria Park raising their families. One
of them is Isabel Lear, who moved to Florida in 1974 from
Pennsylvania. “I moved to Fort Lauderdale after being transferred to Florida by the telephone company. My office closed
in Pennsylvania and I had a choice to go to Pittsburgh, a big
city, but my husband had a construction company so he could
work anywhere; we decided it was to be Florida. When we
landed, I had a cat, three children and a husband. We arrived
on Sunday night and I had to be at work on Monday morning;
I didn’t have a clue as to where I was going, let alone where I
was going to live.
“We stayed over at Travel Lodge on US1 across from Holiday Park, and then after a while we moved to Shubert’s Resort.
As we’d go to Saint Anthony Church, we would see this house
built in 1939 (on NE 11th Avenue) and the kids would say,
‘There’s a house, there’s a house!’ We finally bought it for
$30,000 in 1974; my taxes were $300.
“When we arrived, I was unloading the car and the man
across the street, he was a young man. He worked for the phone
company too, but I didn’t know that at the time. He came over
and introduced himself and wanted to help.”
“When I bought my house it was very run-down. An elderly
couple by the name of Jenks owned it, and the man was ill and
it was furnished. And I bought it as is. The Jenks...this was
funny: I think I paid $5,000 down on this house and I owed
$25,000. We were right in the middle of doing our mortgage
and Mrs. Jenks came in demanding her money. We finally got
her settled down. They took care of it.

“The neighborhood looked similar back then. A lady commissioner lived on the corner of NE 6th Street and NE 11th Avenue. It was such a nice neighborhood. And I had neighbors
here who lived across for a long time. They showed me slides
of a flood...I think it was in ‘39, maybe. The water was up that
high (3-4 feet) and you could see the snakes and everything.
“Speaking of animals: I was coming from the grocery store
one day and I saw all of these birds on the road. There must
have been 50 of them. You know what they were? Vultures!
They were on my house. They were on the road. They were in
the trees. And I had groceries. I thought to myself, ‘I can’t get
out of this car (she laughs), they will attack me.’ So I had to
wait a long time until they dispersed.

and he was German. The best pastry. The real pastry. He had
five trucks and he delivered to all the big restaurants in Fort
Lauderdale.
“Smith’s drugstore was right there on the corner in the
Gateway. We went there all the time and so did the kids.
“There was Brown’s Auction House at NE 20th Avenue and
Sunrise. I would take the children on Saturday nights when we
lived at the Shubert and watch the auctions.
“My memories of Victoria Park are good and we were glad
we came to Florida.”
“Then one day I pulled in the back (because I have no garage) and I was going to get out of my car and there was a pig.
I thought to myself, ‘I didn’t have anything to drink (she laughs
again); what’s this pig doing in my yard?’ It was Petunia. I
don’t know...someone owned her and left their gate open and
she got out. That was so funny! So the police came and it was
so funny to watch them try to lasso that pig.

Missed the Homestead or
Portability Filing Deadline?
Dear Lori,
I missed the March deadline for filing both my Homestead Exemption and Portability Applications. Is there
anything I can do to get my 2010 tax exemptions?

File today for 2010 and 2011 exemptions! Recent
changes in Florida law allows for late filing of exemptions
for the 2010 Tax Year through September 20, 2010. Our
office accepts late exemption applications for Homestead,
Disability, Widow/Widower, Granny Flat, Portability, and
Non-Profits. To qualify for a 2010 exemption, you must
have purchased, be named on the title and made the property your permanent residence as of January 1, 2010.
In January 2008, Florida voters approved a constitutional amendment making some or all of the Save Our Homes
(SOH) benefit portable. Portability allows Homestead Exemption holders to transfer some or all of their SOH benefit
from their old home to their new home. As of the March 1st
traditional filing deadline, over 2,881 applications for Portability have been filed within Broward County.
The first year homeowners could take advantage of this
benefit was in Tax Year 2008. If you had a Florida Homestead Exemption in 2008 or 2009, gave up the exemption,
and moved to a new homestead by January 1, 2010, you
may be eligible for Portability. To receive this benefit, you
must apply for both Homestead Exemption and Portability.
Exemption applications are available at our main office, our Plantation branch office, or online at www.bcpa.
net. Our BCPA staff will be happy to assist you with these
forms. Remember: No 2010 applications will be accepted
after September 20th. To file for a 2010 or 2011 Homestead
Exemption, simply click on our online Homestead Application system, located on our home page. If you have any
questions or need help with your tax exemption applications,
