In 2010, the San Francisco Chamber of
Commerce continued to vigorously pursue an
agenda to make San Francisco a better place
for business. As the city – and the nation – move
towards a lasting economic recovery, we reflect
on the continued growth and strength of the
Chamber and our membership.
The Chamber’s advocacy efforts in 2010 helped
promote job and economic growth, as well as
improve the city’s business climate. Early in the
year, the Chamber debuted its Paycheck & Pink
Slips scorecard program, ranking the effectiveness of the Board of Supervisors in creating jobs,
growing the economy and improving government
efficiency. The Chamber led delegations of business leaders to Sacramento and Washington,
D.C. to advocate for San Francisco. This fall, the
Chamber helped win five of the eight propositions we endorsed and successfully defeated
seven of the nine propositions we opposed on
the November General Election Ballot. And
throughout the year, we helped gain approval
for job-boosting projects such as the BayviewHunters Point Shipyard redevelopment and the
Mid-Market CityPlace retail project.

“What didn’t happen in 2010 is just as important as what did,” said Chamber President & CEO
Steve Falk. “Working together with the broader
business community, the Chamber is proud to
have fought off multiple harmful tax measures
that would have hurt our city’s largest industries
and impacted thousands of businesses – and
jobs – across the city.”
The Chamber also introduced new ways to serve
our members in 2010. This October, the Chamber
launched a new Member Center on SFCHAMBER.
COM, providing members with streamlined event
registration, the ability to update member information and subscriptions and access other
benefits. The Chamber also enhanced its
portfolio of member benefits by offering
new discounts on office supplies, as well
as e-learning webinars and professional
development programs on social media
marketing, sales skills and more.

Throughout the year, the Chamber hosted high-profile events that made headlines
in San Francisco and across the country.

The city-wide promotion is designed to encourage residents of San Francisco and the entire Bay

this winter. Now in its third year, the campaign
includes more than 100 participating businesses
and is expected to attract thousands of Bay Area

SAN FRANCISCO BUSINESS THIS QUARTER
Dear Chamber Members,
These are exciting times in San
Francisco. Last month, the Giants
brought home their first-ever World
Series Championship to our city. Our
economy continues to show signs of
economic recovery. And in January,
we will welcome a new Mayor and four new members of the Board of
Supervisors.
The future is yet to be told, but our commitment to economic and
job growth remains strong. Whether it’s incentivizing future business
growth, easing onerous regulations on businesses, or leveraging the
visibility of our city to attract visitors and conventions, the Chamber
will continue to promote economic development in San Francisco.
The majority of San Franciscans share our priorities. In March,
voters ranked jobs and the economy as their top concerns in the
Chamber’s annual CityBeat Poll. In November, they took a moderate course on the General Election ballot; defeating the two percent
hotel tax increase and efforts to loosen qualifications to vote, passing
historic MUNI wage and labor reforms and voting in the civil sidewalks
ordinance to address aggressive behavior on our streets.
The Chamber thanks our members – and voters – for supporting
these economy-boosting initiatives and we look forward to working
together to further advance San Francisco’s economic prosperity in
the year ahead.

Forward, helped advance a
pro-business agenda during
the November General Election.
The Chamber helped win five
of the eight propositions it
endorsed and defeat seven of
nine propositions it opposed
on the ballot. Key victories
include the passage of Prop
G (Muni Reform) and Prop L
(Civil Sidewalks) and the defeat
of Prop M (the Civil Sidewalks
Poison Pill) and Prop 23 (the
Initiative to suspend AB32 and
derail the state’s emerging
clean energy economy).
The Chamber successfully
opposed an illegal 3-5 cent tax
on every ounce of beer, wine
and spirit sold in San Francisco.
Proposed by Supervisor John
Avalos and vetoed by Mayor
Gavin Newsom, the ordinance
would have impacted thousands
of restaurants, grocery stores
and retail outlets across the city,
as well as residents and visitors.
As a result of the passage of
Proposition 26 in November,
a future proposed fee such
as this will be treated as a tax
and require voter approval.
China SF opened a new office
in Beijing –its second in China
– to attract Chinese investment
and support San Francisco
businesses in China. China
SF – a partnership between
the city and the Chamber’s
foundation program, the San
Francisco Center for Economic
Development (SFCED) – is
helping to build business
relationships and bolster
business opportunities with the
nation’s largest trading partner.

Business to San Francisco
The Chamber joined together
with leading business and labor
groups to form the Alliance
for Jobs and a Sustainable
Economy, a new business-labor
coalition aimed at growing the
economy and creating jobs in
San Francisco. The alliance is
actively working to advance jobcreating projects such as the
new California Pacific Medical
Center and the rebuilding of St.
Luke’s Hospital, which together
will create more than 7,500 jobs.

Harmful Tax Measures
The Chamber successfully
defeated two tax measures that
would have hurt businesses
on the November 2nd General
Election Ballot. Prop J would
have increased the city’s
hotel occupancy tax from
15 to 17.5 percent. Prop 24
would have repealed recent
state tax updates costing
California employers and small
businesses nearly $2 billion in
higher taxes. While Prop N (the
Real Property Transfer Tax) did
pass, the Chamber was able to
derail two additional taxes (on
parking and commercial rents)
that were headed to the ballot.

Helped Accelerate
Mid-Market Revitalization
The Chamber actively
supported the CityPlace
project, which was approved
by the Board of Supervisors in
September. The new five-story
development will create nearly
1,000 jobs and bring 250,000
square feet of value-based
retail to the heart of MidMarket. The project is expected
to accelerate the area’s
revitalization and serve as an
anchor for commerce along the
city’s most vital transit corridor.

program, the San Francisco
Center for Economic
Development (SFCED), helped
attract two new businesses to
San Francisco this quarter,z
including the Korean biotech
company, UNHWA and the first
new car dealership in almost
a decade with Huyndai at 15th
Street and South Van Ness.
SFCED also helped solidify
San Francisco as the
long-term home of
Macys.com, which is expected
to create more than 225 jobs
over the next two years.

Celebrating Business Excellence
As the Giants took on the Texas Rangers in
game two of the World Series, nearly 1,000 business and community leaders came together
October 28 to honor six leading companies and
40 centurion businesses at the 2010 Excellence
in Business Awards (“Ebbies”) gala presented by
Bank of America Merrill Lynch. The event marked
the 19th annual awards celebration hosted by the
Chamber to honor business and its contributions
to San Francisco.
The competition’s most prestigious award
– Excellence in Business – was bestowed to
AT&T, a centurion company that has consistently
provided innovative, reliable, high-quality products and services and excellent customer care.
Ranked the No. 1 most generous company in the

2010, with 84 percent of members saying they are

A full 85 percent of members believe that the

has increased. Thirty-two percent believe the
Chamber’s public policy influence has increased
this year.

The San Francisco Chamber of Commerce
speaks with elected and appointed officials on issues affecting the business community.
This quarter, we speak with San Francisco
International Airport (SFO) Director John L. Martin
about the economic impact of SFO and key projects taking place at the airport. Appointed in 1995,
Martin manages the operation of the ninth largest
airport in the U.S., and the 15th largest in the world.
He is credited with leading the construction of SFO’s
International Facilities Complex, which was opened
for service in December, 2000.
SFO is a department of the City and County of San
Francisco tasked with serving the local community
as well as the millions of travelers who pass through
the airport each year. However, SFO operates as a
financially self supporting business enterprise with
no taxpayer support.
Passenger traffic to SFO is increasing and expected to grow even more over the next decade.
What factors are helping to fuel this growth?
In 2008 and 2009, SFO was one of the three fastest growing airports in the world. We are focused on
building our international – particularly to Asia – and
long-haul domestic service, and we expect an estimated 4 percent growth in traffic overall this year.
We’ve achieved a good mix of airlines to serve the
traveling public, and this has helped keep our fares
competitive. SFO’s growth reflects a concerted effort by the Airport, in partnership with the Chamber
of Commerce and other business organizations,
to attract new airline service. Virgin America’s decision to headquarter near the Airport has been
key to the Airport’s success, along with new service from Southwest and Jet Blue. Most recently,
Emirates, Swiss International and LAN Peru initiated
new service. In the coming years, we expect Virgin
America to experience very strong growth at SFO.
Also, United’s merger with Continental Airlines will
create a financially stronger airline and should benefit SFO. Bay Area travelers will continue to benefit
from a very competitive fare and service environment at the Airport.
In 2008, SFO embarked on a $383 million project to renovate Terminal 2 into a
state-of-the-art domestic terminal. How
will this project benefit San Francisco and
the Bay Area?
The $383 million Terminal Two (T-2) project
will generate an anticipated 2,758 total jobs,
of which 1,888 are construction-related. This
sustainable facility is scheduled to open next
April. Overall, SFO activities in 2008 created
an estimated 29,555 direct jobs, according to
the Airport’s most recent Economic Impact
Study. In 2008, SFO activities generated an
estimated $469.7 million in state and local
taxes and $692.6 million in annual federal tax
revenues.
How is SFO leveraging grants and stimulus funds to renovate and enhance the
airport?
SFO is leveraging grants from numerous
sources to renovate and enhance the Airport.
From the FAA, we have received more than
$150 million in federal grants and funds for
airport improvements such as a new control
tower, runway improvements and noise insulation programs. From the TSA, we have received nearly $20 for security enhancements
and several million more for roadway improvements. All told, the Airport has received
$185 million, which has generated 1,333 jobs,
of which 913 of them are construction related.
Bank of the West appointed Arcinee Hovanessian
as chief credit officer. The California Academy of
Sciences hired Elizabeth Babcock as the Roberts Dean
of Education. Catholic Healthcare West hired Herbert
Vallier as senior vice president and chief human
resources officer. Cassidy Turley BT Commercial
promoted Greg Moss to managing partner and
hired Marc Ward and Michael Raffetto as agents.
Circle Bank hired Christopher Lee as chief lending
officer. CirclePoint appointed Alexis Morris as a
project manager in the firm’s environmental planning
practice. CresaPartners LLC hired Jeff Gagnon as
senior vice president of its strategic services group.
Duane Morris welcomed Phillip Ebling as partner
in its Real Estate Practice Group. The Exploratorium
named Silvia Raker director of business development.
