Our objective is to develop a profile and contact information for all businesses in Haliburton County; identify and inventory the services and support available through local associations and government, and to provide information on the Chambers website on business services and government resources that support businesses in Haliburton County. The Chamber will use the contact information periodically to obtain business input on issues, opportunities or government initiatives. This will enable us to represent your interests and concerns with all levels of government. The profile information will enable the Chamber to provide input to government planning and priorities that support services for business. We also expect that this may enable us to identify opportunities and promote business - business initiatives in Haliburton County. The inventory of business associations, government and related support services will provide a reference for local business in determining the appropriate agency to assist in developing an opportunity or dealing with an issue. Close to a 1000 participants, coaches and staff will be here competing and looking for fun. HATVA insures private and public land and maintains about 3,000 kms of trails in the Haliburton and surrounding area. On our website www. haliburtonatv.com you will see that we try to hold a ride or event about every second weekend, not including long weekends. As this very popular recreational industry advances into all areas of Ontario, more and more municipalities are permitting their use of public roads, enables them access to local business services and products not otherwise directly available. We thank our elected politians for opening all County and Municipal roads in Haliburton. Just because the roads are now open doesn’t mean that residents will necessarily experience an endless stream of atvs on the roads. The position of HATVA is that the open roads allow riders to get from one trail to another, to get to local services and to ride from a residence to trails. By being able to access local businesses, it encourages them to come to Haliburton County and spend their money in your businesses. For example, consider the local motels that have rooms booked by atvers during the off seasons for the motel, such as spring and fall. The motel is not busy with snowmobilers, because it is not their season, and they are not busy with people on summer vacation, because it is not their season. These folks need to buy fuel, eat at restaurants, buy groceries, shop for clothing and souvenirs, get service, parts and do maintenance on the atvs. All of this business strengthens our local economy. HATVA in cooperation with the County of Haliburton is conducting an economic impact survey and study this year. The County wide survey is modeled after a similar atv economic impact study done by a US University. It consists of an on-site retailer/business owner survey, an on-trail rider survey, a club member/prospect mail out survey and a rider exit survey at various gas stations, restaurants, accommodators and retail outlets around Haliburton County. In addition the surveys are being validated by a graduate of Waterloo University with an Honours Business degree with an additional Western University Masters degree in Information Sciences. We believe the findings will be accurate and will properly quantify the economic impact that atv recreation has in the County. The survey findings based on sample size will also be validated in the same way. We anticipate the report being completed late September 2010 and we will be happy to share the outcome with the Chamber of Commerce at that time. You may be interested in the results of a study done by Marshall University, on the impact of the atv industry in the Hatfield-McCoy trails in West Virginia. They were very successful in getting a $400,000 rebate threshold in place for new homes. It was a wonderful victory but it only applies to primary homes not cottages. So that means that a cottage unless it is your primary residence is taxed at the full rate for the full cost. Renovation will be at the full tax rate and certainly this will be the most difficult problem for our industry. Consumers need to be very careful hiring a contractor who does not include HST in their written contract. If they are not complying with this regulation you need to ask are they complying with all the other regulations? Cash deals generally mean that not only is there no tax being collected or paid but no insurance is in place, no WSIB or building permit are in effect either. This deal may look good on the outside but it is not the safest one. We may not like the tax but it is here and we are expected to obey the laws. Locally, provincially and nationally members’ challenges are the forefront of our efforts. The residential construction industry is strong in Ontario. The residential construction industry employs over 334,000 people and contributed over $30 billion to the province’s economy last year. From furniture and appliance manufactures to moving companies and paint stores, the residential construction and renovation industry indirectly contributes to the economic wellbeing of numerous related businesses and professions. It is estimated that each average housing start generates approximately 2.8 person years of direct employment. Therefore, with Ontario housing starts at 50,370 over 141,000 person years of direct employment last year. A healthy residential construction sector is not only indicative of a sound economy on general; it is also a precursor of future growth. Economic expansion traditionally begins with rising housing starts as well as industrial & commercial development. Thus, in turn leads to new infrastructure projects and institutional expansion, providing the necessary foundation for the next generation of economic activity. Over the next few years our members and their consumers will need to adapt to the many changes in our industry. The first being Harmonized Sales Tax (HST) as it becomes fully implemented on July 1, 2010. The Home Builders Association has hosted specific seminars to help contractors ready themselves for HST. The transmission period will be the most difficult as everyone learns their way through. The cutoff date for contracts on new homes to be exempt from HST was June 18, 2009. That date is long past but many contractors are only now finding out the consequences of this rule.
