MAYOR’S MESSAGE
Mayor’s Message
Our municipality owes its existence to the initiative and efforts
of prospectors by the names of Harry Preston, Sandy McIntyre
and Benny Hollinger, who in the early 1900’s discovered gold.
Financiers Noah and Henry Timmins were responsible for the
development of the Hollinger Mine and, thus, the name Timmins
came to the forefront and has been our proud designation ever
since by celebrating 100 years in 2012.
As a resource-based community, Timmins is experiencing
economic sustainability in the mining and supply sector. This in
turn has had a positive impact on all sectors, especially in the
retail and hospitality sectors. Timmins is a growing community
that welcomes your business and provides ample employment
opportunities to make it a thriving place to live, work and play.

the City of Timmins, including a brief history, its
location, the economy, and climate.
GENERAL INFORMATION
A Brief History
Timmins was founded in 1912 as a by-product of the Porcupine Gold Rush. Situated 680 kilometres north
of Toronto, the camp attracted men and women eager to find their fortune and carve a name for themselves
in New Ontario. Starting in 1907, the area became home to dozens of prospectors who explored the areas
around Porcupine Lake and the Frederick House River. The City of Timmins owes its birthright to the riches
of the Canadian Shield. On June 9, 1909, Harry Preston slipped on a rocky knoll and the heels of his boots
stripped the moss to reveal a large vein of gold, which later became the Dome Mine. This vein was several
hundred feet in length and was 150 feet wide. Benny Hollinger and his partner Alex Gillies were not far
behind the Wilson party since they later discovered the Hollinger Gold Mine.

Discovered by Alexander Olifant (alias Sandy
McIntyre), the McIntyre Mine completed the string
of important gold discoveries in the Camp. Many
other gold mines would open up in the area around
the Porcupine Camp in the next 60 years. However,
no other gold mines discovered to date have ever
equaled the importance of the first mines in the
Timmins area, called the Big Three. Most of the
people who came to the Porcupine area settled
around. Porcupine Lake and the Dome which is
situated one mile from the lake. Four miles down
the road, around the McIntyre Mine, the hamlet of
Schumacher grew, which was named after Frederick
Schumacher who was a druggist and supplier of
‘miracle medicines’ in a dry camp. A mile from that
site, the town of Timmins, which was in fact the
company homes for employees of the Hollinger
Mines, came to be. This entire area would form the
core of the present City of Timmins. Timmins is one
of Canada’s largest cities in area by a size of 3,185
km².
In 1973, the town amalgamated with its neighbouring
townships, and the City of Timmins was born. In
the 1990s, the City of Timmins became a regional
service and distribution centre for Northeastern
Ontario. In addition to its business based on
natural resources, new areas of manufacturing,
high technology and a labour-intensive service
industry have emerged. Based on our vast wealth
of natural resources, our region enjoys a strong
and diversified industrial sector, using the latest
technological advances to compete on the world
market. The city’s key industries include mining,
forestry and manufacturing value-added wood
products, metal fabrication, retail, service industries,
and government.
The arrival of the rail system in 1911 accelerated the
growth of the Camp. Until then, the trek to Porcupine
was done by canoe and foot from Haileybury. That
same year, two days after the first train arrived in
the Porcupine, the entire Camp was destroyed in
the fire of 1911. Because of the importance of the
gold discoveries, very few people abandoned the
camp and the area was rebuilt within two months.
In 1912, Noah Timmins founded the town to house
the employees of the Hollinger Mine The 1920s
and 1930s were prosperous years. The Great
Depression did not adversely affect the economy of
the area. Jobs were available from any of the mines
and lumbering facilities and farming also offered
opportunities for the residents of the area.
A third important event in the history of the Camp
was the decline of the gold mines in the 1950s.
Until then, the community had been sheltered
from the Great Depression and its effects on the
economy. The discovery of base metals in the 1960s
resurrected a dying industry and today the city
continues to prosper because of numerous additional
gold deposits and important zinc, copper, nickel,
and silver finds. Secondary industries, such as
lumbering, government and business services and
tourism have also helped to maintain this growth.

Location
Timmins, Ontario, Canada is located at latitude 48.20 degrees north and longitude 80.44 degrees west. The
city’s elevation is approximately 880 – 900 feet above sea level. Timmins is centrally located in Northeastern
Ontario. Road, air, and rail provide convenient access to and from the city.
Timmins is situated 30-45 minutes away from the Trans-Canada Highway, thus providing easy access to
major markets. Other highways servicing Timmins are #144, #101, #655 and #11.

Economic Area
The City of Timmins’ main trading area encompasses
a territorial market of approximately 118,000
people. It extends throughout the Cochrane District
to the James Bay coastal areas. Several other
communities such as Chapleau, Iroquois Falls,
Matheson and Kirkland Lake have also been added
to our regular market draw data. The central location
has allowed the city to become a regional shopping,
cultural, commerce, health, industrial supplies
and distribution centre for Northeastern Ontario.
Timmins’ location, along with traditional business ties
developed by the mining, forestry and manufacturing
industries, has facilitated the development of
new markets on an international level. The city is
centrally located on principal ground transportation
routes, which enhances access to major markets.
The Victor M. Power airport serves Timmins with
numerous daily flights to Toronto and other major
centres.

City Hall
The governing body of the City of Timmins is City Council. It
consists of the Mayor and 8 Councillors who represent the
City’s five wards. Members of Council are elected by residents
to a four-year term of office. General hours for City Hall are
8:30 a.m. to 4:30 p.m. Monday to Friday.
Clerks Department
The Clerks Department is responsible for providing information
and service to the public, Council, city departments,
outside agencies, businesses, media, provincial and federal
governments on matters relating to municipal government. It

Corporation (TEDC)
The City of Timmins places a high priority on efforts
of the Timmins community to diversify its economic
base and develop a sustainable local economy.
The Timmins Economic Development Corporation
(TEDC) is the City’s primary vehicle working with
local businesses and companies outside the
community to: generate economic growth prosperity
within the City of Timmins; stimulate investment
in the community; and broaden the city’s tax and
employment base. TEDC promotes the city as the
ideal location for business development, as well as
an excellent place to live.
TEDC is a non-profit corporation governed by a
Board of Directors that is composed of elected
officials, private sector business people and
community leaders. TEDC is a key liaison between

Business Enterprise Centre (BEC)
The Business Enterprise Centre (BEC) is an
important link to the business community and
provides free assistance to entrepreneurs to help
start or grow small or medium sized business. The
BEC serves Timmins and a territory which extends
along the Highway 11 corridor, all communities from
Hornepayne to Iroquois Falls and the James Bay
area. Entrepreneurs are provided with easy access
to business conseling services and information
covering management, marketing, regulation,
technology and financing.
BEC promotes entrepreneurship at all levels and
delivers programs targeted to key areas, including
seniors, youth, unemployed, women and Aboriginals.
The BEC delivers programs and services on behalf
of the Ministry of Economic Development and
Innovation (MEDI) and the Ministry of Northern
Development and Mines (MNDM). BEC services are

The Timmins Local Immigration Partnership (TLIP)
was formally established in March of 2009 through
funding from Citizenship and Immigration Canada.
Its purpose is to assist the Timmins region in
building capacity to achieve success in immigration
related opportunities, and provide a collaborative
framework for the development and implementation
of effective programs for the successful integration of
newcomers choosing to live in Timmins.

Employment
The City of Timmins is a diverse community built
on the foundation of its natural resources and has
relied on the mining and forestry industries for its
prosperity. While mining is still at the heart of the
community, the Timmins economy has diversified to
include growing and spin-off sectors in areas such
as retail, customer service, skilled trades, unskilled
labour, entry level and professional positions.
With a labour force of over 25,000 people, the City
of Timmins has the youngest labour force of the five
major Northern Ontario cities. Nearly half of the local
labour force is bilingual. Employers and employees
have access to training opportunities in both official
languages where skills upgrades can be completed
to meet the demands of a continually shifting global
marketplace.
Employment opportunities can be found in local
newspapers, professional and trade magazines, or
on the Internet. Government of Ontario Jobs lists
openings within the Ontario Public Service, while
the Public Service Commission of Canada lists
information and opportunities about careers in the
federal government. Service Canada offers an

Workopolis.ca are popular job boards that allow
you to search by city for all sorts of Canadian job
opportunities. Myzer.com is a local on-line job board
that connects people to various job prospects in the
Timmins area. Residents who are unemployed or
under-employed can also visit Employment Options
for one-on-one job counseling services located at

The TEDC, in partnership with the Timmins Local
Immigration Partnership (TLIP), has initiated an
Employer Ambassador Program along with the
development of an Employers Council to address
current and future labour shortages. The Employer
Council engages local employers to collectively
develop employer-driven strategies designed to
reduce barriers, create understanding, and build
capacity to address workforce trends.
Stemming from recommendations from the Employer

been redeveloped to become a central source for

in the area. With a new look and enhanced

Climate
Timmins is a community with four distinct seasons, each creating a natural
playground for the residents. The City of Timmins is not prone to significant
weather occurrences that are disruptive. There are fewer thunder storms
in the city than most other Canadian cities, and the ones we do experience
are generally weak and short-lived, resulting in lessened possibility of
power outages.
Fortunately, because of the location and colder climate, Timmins does not
experience damaging ice storms, which are very costly to businesses and
residents. Timmins receives one of the highest snowfall averages of any
Canadian city, creating a winter playground.
The city does not experience lake-effect snowfalls that close roads and
cause transportation problems. Timmins is well equipped with snow
removal equipment. The following chart below depicts the monthly climatic
data patterns recorded from 1971 to 2000 on the Environment Canada
website. The temperature in the winter can seem quite cold, but residents
still take advantage of the outdoors all year-round. Fortunately, the colder
temperatures are not associated with high levels of humidity or blistering
winds.

Timmins Fire Department
The Timmins Fire Department provides protection
from fire, life-threatening emergencies and
dangerous conditions, through a team approach in
regards to fire protection, fire prevention and public
education. The Timmins Fire Department serves the
City of Timmins and includes volunteer departments
in Mountjoy, Porcupine, South Porcupine,
Schumacher and Connaught. It also responds to
some calls outside city limits, according to need.

Timmins Police Service
The Timmins Police Service takes great pride in
serving its citizens in order to ensure safety and
security within the community for everybody to enjoy.
The Service recognizes the need to work together
with all community entities and has forged many
partnerships over the years in a concentrated effort
to prevent and solve crime. The Service strongly
believes in the concept of community-based policing
and works diligently to build relationships, while

Theft programs, Traveling Alone for Women, AntiShoplifting programs, Robbery Prevention, Values,
Influences and Peers Program (Grade 6 program),
D.A.R.E. (Drug Abuse Resistance Education), Crime
Stoppers (District of Cochrane), VCARS, MADD,
Childfind, Special Olympics, and PAL, a crime
watch program in conjunction with Union Gas. Fall
2012 marked the opening of the 14,200 square foot
forensic state-of-the-art science facility that features
up-to-date amenities to better support the demands
of modern police operations and to meet the needs
of the community. The new unit consists of the main
forensics building that has three large laboratories,
more space, and the opportunity for safer practices.
The unit also has a garage that is used to store
and conduct forensic examinations of crime-scene
vehicles. This forensics unit not only serves South
Porcupine but detachments throughout the region in
Cochrane, Smooth Rock Falls, Kapuskasing, Hearst,
Kirkland Lake and the James Bay Coast.

Hospital
The Timmins and District Hospital (TDH) is a fully
accredited (Accreditation Canada) referral and
teaching hospital serving the residents of the City
of Timmins and Cochrane District, as well as, the
adjoining areas of the Temiskaming, Sudbury and
Algoma districts with advanced diagnostic and
specialized treatment services. TDH is dedicated to
providing health care services that are consistent
with the needs of the community and catchment
area. TDH houses 161 beds hospital wide and
offers a full range of medical, surgical, critical care,
maternity, newborn, pediatric, long-term care and
mental health services as well extensive health
education and district services.
TDH is a leader in state-of-the-art
telecommunications and diagnostic equipment
connecting physicians and staff to medical
practitioners and specialists throughout Canada.
Neurology patients now have more comprehensive
and rapid access to doctors throughout Ontario
at TDH with the Emergency Neurosurgery Image
Transfer System (ENITS). ENITS allows patients
with head trauma or other neurological disorders
direct access 24 hours a day to neurologists across
the province, to receive care closer to home,
reducing the need for often high-risk travel or patient
transportation.

Family Physicians
Finding a family doctor is important to ensure that
you and your family receive proper medical attention.
Finding a family doctor is not always an easy task
and you should get started on it right away. It may
take several months of being on a waiting list to get
a family doctor. The Find a Family Doctor service
provided by the College of Physicians and Surgeons
of Ontario website (www.cpso.on.ca/docsearch) will
enable you to search for information about family
physicians, including their practice addresses,
telephone numbers, qualifications and whether they
are accepting new patients. You may also want to
ask your friends or family if their doctor is taking
patients.
Walk-in clinics provide health care if you are sick and
do not have a family doctor or are unable to reach
your family doctor. Generally, appointments are not
needed. Some clinics are open evenings, weekends
and holidays. It may be best to call ahead to make
sure they are open.

Education
The City of Timmins has four school boards which offer English, French and French immersion education.
Two community colleges, one French and one English, and a French university are located in the city as

Toy Lending Library
The Timmins Family Life Centre and Toy Lending
Library is a self-help support program for parents,
caregivers and the children they care for. All families
in the community with young children are welcome
to participate in the variety of services offered.

Playgroup and Drop-In Hours:
A time for parents, caregivers and the children they
care for to interact in a playroom setting. Adults have
the opportunity to share information and resources
as well as support one another as parents or
caregivers while children develop social skills and
friendships. Some drop-in hours offer an informal
discussion on various topics.
Workshops:
Topics include communication, sibling rivalry, child
development and management, among others.
These groups usually involve children and adults
being separated for a period of 1 to 2 hours. Quality
childcare is provided to the children of participants
during most workshops. Occasionally workshops
are offered in the evening to accommodate working

Sports and Recreation
The City of Timmins has a large number of recreational groups and activities for all types of enthusiasts.
Whether it is winter, summer, indoor or outdoor activities, the community boasts a wide variety of leisure

Outdoor Recreation
A complimentary trail guide is available from the
Timmins Chamber of Commerce, or the Mattagami
Region Conservation Authority office located at 100
Lakeshore Road in Timmins.
Waterfront Trail (2.5 km):
Runs along an abandoned railway track bed from
the Mattagami River through residential areas to the
downtown business core.
Scout Rock Trail (4 km):
Joins the Golden Springs and Gillies Lake
promenade at the corner of Highway 655 and Ross
Avenue.
Gillies Lake Trail (2.5 km):
Circles around Gillies Lake and also has a
playground and supervised beach area for
swimming.
Porcupine Lake Trail (8.5 km):
Runs along Porcupine Lake and can be accessed
at any point around the lake. The White Water
Front Beach has an unsupervised beach area for
swimming and a playground.
Golden Springs Trail (11.5 km):
Links Schumacher and South Porcupine.
Bart Thompson Trail (10 km N - 8 km S):
Circles around Porcupine Lake from South
Porcupine to Porcupine.
Hershey Lake:
The trailhead for this walk is from Highway 655
across from the Ross Avenue intersection. Hersey
Lake also has a beach area for swimming, with a day
use fee from early June to late August.
Mattagami River (440 km):
The Mattagami River in Northern Ontario, flows
440 km North from its source, southwest of the City
of Timmins to join the Missinaibi River. Both rivers
empty into James Bay via the Moose River. The
river flows through the City of Timmins as well as the
Town of Smooth Rock Falls.
Grassy River (12 km):
High Falls is a series of rapids and waterfalls with
a total drop of about 40 meters. It can also be
approached by walking, biking, or cross country
skiing in the winter along a 12 km trail that begins at
Dalton Road just before the descent into the Grassy
River Valley about 26 km from the Timmins Chamber
of Commerce Information Centre.
Red Stone River (20 km):
The launch is at Redstone River Bridge on Stringer’s
Road Falls and flows to the Redstone. This river can
cause difficulty due to beaver dams.
Tatachikapika River (30 km):
Begins at Highway 144 and flows to Malette Bridge.
This canoe route is only recommended for expert
canoeists due to many rapids.

Timmins Symphony Orchestra
Founded in 1979, the Timmins Symphony Orchestra
boasts 60 members. The Orchestra performs 5
or 6 concerts a season. The Music Director and 6
full-time teachers are kept busy with 300 students
of the Geoffrey James Lee School of Music, a
youth orchestra, summer music camp and regular
presentations in the public school system. They also
offer Kindermusik for children aged 18 months and
older.

Multicultural Festival
On the first Sunday of June each year, Timmins
holds a Multicultural Festival at the McIntyre Arena.
This reflects the unique ethnic diversity of people in
Timmins. If you want to experience the excitement
of different cultures, savour their cuisine and
experience their ethnic costumes, then you won’t
want to miss this festival!
The festival brings together many different cultural
groups from Timmins: Italian, Croatian, Polish,
German, Scottish, Austrian, Finnish, Chinese,
Filipino, and Aboriginal cultures.
There are local groups who perform traditional
music and dances, a parade displaying the different
colourful ethnic costumes, and an abundance of food
and ethnic art demonstrations.

Owned and operated by the City of Timmins, the
airport is one of the largest in Northern Ontario and
is a convenient gateway to Toronto, and northern
communities. The airport has two runways (the main
runway is 6,000 feet, while the secondary runway is
4,900 feet), a flight service station, precision landing
aids and emergency response capabilities to ensure
safe and efficient air travel. The airport serves Air
Creebec as an administration and maintenance

CTV Timmins - is part of CTV Inc., Canada’s largest
private television network, however is it one of the
smallest in Ontario in terms of staff. Its coverage
area is the largest in the province. The signal
stretches from Cobalt in the south to James Bay
in the north, and from Quebec in the east to Hearst
in the west. CTV provides local news coverage to
the Timmins area seven days a week. Local news
broadcasts run Monday to Friday at 6:00 p.m. and
11:30 p.m. CTV contributes local news to a regional
news program that is broadcast every weekday at
noon, and on weekends at 6:00 p.m. and 11:30 p.m.
