BARRY Chomedey’s Agape Association held a special recognition evening at the Château Royal on March 22 during which caregivers who took part in knowledge-building workshops over the past year were honored. Seniors who completed a computer training workshop were also rewarded with certificates of recognition. Learning to be a caregiver “Because of the great success of our project with the caregivers of seniors, we are rewarding them for the excellent work that they’ve done with their families,” said Agape’s Betty McLeod. “We’re also honouring the seniors who got involved in our computer classes, which are offered free of charge every year.” The caregivers followed Agape’s series of workshops, sponsored by ‘l’Appui pour les Proches Aidants d’Ainés de Laval,’ and given by knowledgeable guest speakers over the past year. Topics ranged from nutrition, community resources in Laval and available to them, warning signs of caregiver stress and burnout, prescription medication, technical aids in the home as well as legal planning concerning caregivers most. Participation rewarded 2 • The Laval News • April 2, 2016 Certificates were handed out to all partici- pants who were present, as well as to the guest speakers in recognition of their participation informing and guiding the caregivers during the workshops. According to statistics based on 2006 census data, 298,645 caregivers (15 years and older) are believed to reside in Laval who provide a varying number of hours of support to their aging loved ones. Of these caregivers, some 50,495 are 65 years of age and older and 60 per cent of these are women. The other seniors honoured were participants in the ‘Seniors Leading the Way’ project. Agape provided computer courses to seniors 55 years and older. Participants learned the basic use of computers with the Windows operating system as well as the basics of navigating the internet and using e-mail. During the evening, Agape also paid homage to one of its most loyal volunteers: Wilma Gumpert. Expanding seniors’ horizons The purpose of the project, according to Agape, was to teach seniors how to tap into resources useful to seniors on the Internet, with particular emphasis on elder abuse prevention. Those who excelled the most in their learning are now expected to share their knowledge by teaching other seniors what they learned through Agape’s course. A parallel benefit of the course was that it provided the seniors with stimulation in the form of learning, which may be beneficial in curbing cognitive loss which can occur with advancing age. Trudeau Liberals’ first budget contains immigration measures Finance Minister outlines spending to Newsfirst Multimedia MARTIN C. BARRY In a conference call from Ottawa with journalists from media all over Canada last week, federal Finance Minister Bill Morneau told Newsfirst Multimedia that the Liberal government’s 2016 budget proposes to reduce immigration processing times to prioritize family reunification, while increasing funding for settlement programs to better welcome newcomers. Reducing poverty Morneau also said the federal government is “committed to strengthening Canada’s place in the world by ensuring that Canada’s international assistance priorities are focused on poverty reduction and by promoting peace and security.” ‘We are committed to getting permanent housing for the Syrian refugees who’ve come to Canada’ This year, according to Morneau, the government intends to admit 300,000 new permanent residents — the highest number since more than a hundred years ago when people were fleeing hardships and conflicts leading up to the First World War. Morneau said budget 2016 proposes to reduce processing times and make family reunification a priority in Canada’s immigration system. Resettling Syrian refugees He said the government intends to resettle an additional 10,000 government-assisted Syrian refugees in 2016, and reduce immigration processing times to help reunite families faster. In a statement issued by Morneau’s ministry, they say “Canadians have been deeply affected by the refugee crisis in Syria and the surrounding region and have expressed the desire to help.” In November 2015, the Government commit- ted $678 million over six years, starting in 2015–2016, to resettle 25,000 Syrian refugees by February 29, 2016, and by committing to resettle an additional 10,000 government-assisted Syrian refugees over the course of 2016. Budget 2016 provides $245 million more over five years for the identification, overseas processing, transportation and resettlement of the additional 10,000 Syrian refugees. “We are committed to getting permanent housing for the Syrian refugees who’ve come to Canada,” Morneau told Newsfirst Multimedia regarding some of the ways that the above sums will be spent, while adding that Immigration Minister John McCallum had previously stated that he believes permanent housing can be found by June for the 25,000 Syrian refugees who arrived in Canada by the end of February. Resettlement procedures “That is certainly our target in that regard,” Morneau continued. “I think you can imagine that the processing initiatives for the next group of immigrants coming is similar in the sense that we need to interview people, do health reviews and we need to ensure that we resettle people in a way that allows them to start their lives in Canada.” According to Morneau, the 2016 budget offers immediate help to those who need it most and lays the groundwork for long-term economic growth. As of Jan. 1, he added, the Liberal government’s new middle-class tax cut will affect roughly 9 million Canadians who can expect to receive a bigger paycheque as a result. Another measure in budget 2016, the government’s new Canada Child Benefit, is being promoted by the Liberals as “a simpler, tax-free, more generous, targeted benefit that helps those who need it most: the middle class.” They say that starting in July, nine out of ten families will receive more money than they did under the previous government. TODA Opinion & Editorial Jean Lapierre, Quebec political commentator, dead at 59 Lapierre’s opinion on Quebec politics heard daily by thousands Lapierre was born in Bassin, Que., in 1956. He was first elected to the House of Commons in 1979, the same year he graduated from the University of Ottawa law school. As politician and pundit, Jean Lapierre stood at the centre of Quebec politics for more than a generation. He died Tuesday in a plane crash as he made his way to his father’s funeral in the Îles-de-la-Madeleine Lapierre, 59, had a near ubiquitous presence in Quebec media in recent years. He was a go-to political commentator on radio and television in both official languages. On any given day, his opinions and reporting about federal and provincial politics were heard by hundreds of thousands of Quebecers. Lapierre and the rat-pack But before joining the fourth estate, Lapierre was known as a masterful if chameleon-like political operative. He spent the first decade of his elected career as a Liberal MP for Shefford, Que., serving as the deputy House leader in 1984. In Opposition, he developed a reputation for his acerbic questions and was part of the so-called “rat pack,” a group of young hotshot Liberal MPs that included Sheila Copps, Brian Tobin and Don Boudria. “We were part of a group that was trying to save the party after the big 1984 defeat,” Copps said Tuesday, after learning of Lapierre’s death. “We worked together every day.” But when the Meech Lake accord was torpedoed, with the help of several prominent Liberals, he questioned the direction of his party. The rise of Donald Trump and the resurgence of the right 4 • The Laval News • April 2, 2016 Should anyone be alarmed that Donald Trump – currently leading the field to be the Republican Party nominee – stands a good chance of going on to become President of the United States? Probably, considering that Trump’s election to office would mark the first time a demagogue of such proportions would lead the world’s most powerful nation. The increasing right-wingism developing in the U.S. mirrors a corresponding mood in central and eastern Europe, where a continuing influx of migrants fleeing the Middle East is causing even the most liberal-conservative of European nations, such as Germany, to lose patience while trying to keep in step with the public mood – lest they lose control to rightwing leaders. As Chicago Tribune political writer Steve Chapman stated in a recent column, American political activists who have had the nerve to merely hold up signs in silent protest at Trump rallies have had them ripped away. Protesters have also been pushed, kicked, punched and spit on, Chapman noted. “If you see somebody getting ready to throw a tomato, knock the crap out of them,” Trump told supporters at one rally. “This is a man who, in his rallies, has told his supporters to basically beat up the people in the crowd and he’ll pay their legal fees, someone who has encouraged people in the audience to rough up anyone who stands up and says something he doesn’t like,” Republican nomination rival Marco Rubio has stated 3860, boul. But the delight in the clash, and the frisson of implied violence, was unmistakable.” Trump has also made abundantly clear his loathing of the media, as well as his contempt for the U.S. constitution’s first amendment guaranteeing press freedom. It’s notable that during almost every speech, he routinely spends several minutes pointing at the press and working the crowd into a frenzy as he derides the journalists. Trump has also proposed to curtail freedom of the press as defined by the U.S. Supreme Court, by changing libel laws to make it easier for public figures to win lawsuits. Trump habitually accuses the media of untruthfulness: “The most dishonest people in the world,” he has called the press. For example, he recently said The New York Times was lying after it reported that he proposed a 45 percent tariff on Chinese imports. This despite the fact Trump made the statement during an interview with the Times editorial board, during which an audio recording was made and stands as proof of his statements. In the meantime, Trump has stated that he admires Russian President Vladimir Putin. This ought not be surprising, taking into account that fundamentally they are both oligarchs who believe that raw individual strength should determine who’s fit to lead a nation, rather than democratic principles. If Trump should go on to win not just the Republican nomination but also the presidency, the world could well find itself looking at a new and ascending political order defined increasingly by oligarchs. With all that’s negative about the man, on a more positive note Trump may actually not be as bad as he initially seems. One has to take into account that he is a native of New York City and that New Yorkers typically have a very rough and rude exterior. But they’re also known for being big hearted under the right circumstances and for getting things together with major acts of generosity when the need calls for it. So here’s to hoping that Donald Trump falls into this latter category and that if he becomes President of the U.S. a more humane side to him will emerge and he becomes more of a statesman. – Martin C. Assistant Alexandra Sevapsidis At the 1990 Liberal convention, Lapierre campaigned against Meech Lake opponent Jean Chrétien, openly calling him a «sell-out.» Later, Lapierre would stun his Liberal colleagues when he joined Lucien Bouchard and dozens of other disaffected Progressive Conservative and Liberal MPs to form the Bloc Québecois. That bold move helped launch a sea-change in federal politics, as the Bloc would spend the better part of the next 20 years as the dominant Quebec party. He stepped away from politics in 1992, becoming a media commentator. Return to the Liberals But Lapierre changed his colours again, back to Liberal red, to help rescue the party amid the sponsorship scandal. P aul Martin turned to Lapierre’s Rolodex and charismatic personality ahead of the 2004 election, making him his Quebec lieutenant. “I never saw myself as a separatist,” Lapierre said at the time. “I saw myself as somebody who wanted to bring about a level playing field for Quebec.” In spite of the sponsorship scandal, Lapierre helped the Liberals win enough seats in Quebec to salvage a minority government for Martin. He was rewarded by being named transport minister. Even Lapierre, though, could do little to stem the desire for a change prompted by the revelations at the sponsorship scandal inquiry led by Justice John Gomery. He was one of the few Liberal MPs who kept their seat after the Grits were turfed from power in 2006. But he resigned from politics shortly thereafter, joining the French-language TVA network to co-host a popular political program with Paul Larocque. “Paul Martin became prime minister and then got hit by a big truck called Gomery,” Lapierre said while announcing his retirement. “After that, it was very difficult. People didn’t trust any more politicians in general and Liberals in particular. In those murky waters, it was difficult for anyone to swim and stay afloat.” ‘Someone who loved politics’ “I think he’ll be remembered as a person who absolutely loved politics, who loved communicating it,” said Bernard St-Laurent, who spent years covering Lapierre as CBC›s chief political correspondent for Quebec. “There are a lot of people who can be quite cynical of politics.… but Jean was one of the people who saw that politics was more than that and because of his passion for it, was able to communicate it.” The opinions on THIS PAGE reflect the consensus of Editorial Board. Why are we dumping so much chemicals into it, why are companies allowed to dump cancerigenous substances, why are filtration plants not filtering all the medication entering our sewer systems, and why do we let the fish we eat swim in chemicals, medication residues, and sewage in general. We should not let foreign investors, or foreign companies get control over our Canadian freshwater system. We can be bought so easily that I’m ashamed of the lack of entrepreneurship of Canadians when it comes to our natural resources. Support Bill 86 Thank you Lorraine Mougeot (TLN) The Société de Transport de Laval (STL) says it is pleased with measures contained in the Infrastructure and Investment Plan announced last week by Federal Minister of Finance Bill Morneau. “The investments announced in the budget are a significant step forward to ensuring the long-term financial planning of public transit,” the STL said in a statement. The STL said it wished to highlight some of the priority projects taking place in its area of service. The rules and regulations of this modernization and democratization of the public school system were put into a draft bill last December. Naturally, Bill 88 was not appreciated by those who will be out of a job, namely, school commissioners , school board chairpersons and heads of provincial associations. Once the law is passed, they have 15 days to leave. Salaries and all other benefits cease. All savings will be diverted to schools. On the English side, the association is the Quebec English School Boards Association (QESBA), whose president is Jennifer Maccarone, who is also chairperson of the Sir Wilfrid Laurier School Board. Suanne Stein Day is the vice-president and chairperson of the Lester B. Pearson School Board (LBPSB) . The Executive Director of the QESBA is Marcus Tabachnick , former president of the QESBA and former chairman of the LBPSB was also president of the Canadian School Boards Association. It is important to note that the QESBA has hired a lobby group to lobby the government to scrap Bill 86. The aide in the form of technical and financial assistance is managed by the regional economic development organizations. To be eligible for support under the Self-Employment Program (SEP) the applicant can be an employment insurance recipient, a person receiving benefits under a last-resort financial assistance program, a person not receiving government income support or anyone who has precarious employment. There are conditions that determine ones eligibility for aide. The project presented must be economically viable and the assistance provided must not result in the project creating unfair competition to similar, already-established businesses. Applicants must fit the entrepreneur profile and demonstrate experience or skills related to the project. Applicants must have been discharged with respect to any bankruptcy and not be involved in a lawsuit or any other legal dispute. Aspiring entrepreneurs must contribute financially to the project, at least 15% of the total financial assistance provided either as money, tools, premises and equipment. Candidates must be available to work at least 35 hours a week. With the creation of its economic bureau of development the Laval executive committee has already confirmed receiving approval for the transfer the 2015-2016 SEP budget for 60 projects from the centre for economic development (CDL). An application for another 60 posts in the program for 2016-2107 has also met with approval with the following Exceptional Results stipulations. BARRY Hundreds of patriotic Greek converged on the Hellenic Community Centre in Montreal on March 26 to take part in the annual Greek Independence Day gala. Every year this time, Greeks trace their modern-era quest for independence back to 1821 when the Greek War of Independence against the Ottoman Empire began and continued for more than a decade. special plaques recognizing their years of efforts and contributions to the Montreal Hellenic community were Panagioti Tzima. A Canadian citizen for more than 50 years, Tzima came to this country from Kastoria, Western Macedonia. In Canada he became an engineer and worked for many years in the pulp and paper industry. Also honoured with a plaque was World War II Greek armed forces veteran Theofanis Moutis. A decade-long struggle Young Greeks’ contributions Following a protracted war in which Greek patriots received support from Russia, Britain and France, Greece finally received recognition as an independent nation in 1832. Today, the Greek Revolution is celebrated on March 25 each year, with ceremonies taking place in the days leading up to and following that date. Among the dignitaries seated at the head table were former Canadian Ambassador to Greece Robert W. Peck who was the Philhellene of the Year (and who was accompanied by his wife Maria Pantazi-Peck), Greek Consul General in Montreal Nicolas Sigalas, Park Extension city councillor Mary Deros, Vimy Liberal MP Eva Nassif and Laval city councillor for Chomedey Aglaia Revelakis. In their second Olympic Games at London 2012, Roseline Filion and partner Meaghan Benfeito won 10m synchro bronze. At the 2015 Pan Am Games the pair won gold in the 10m synchro event and shared the podium in the individual 10m event, in which Benfeito took bronze behind silver medallist Filion. The theft happened on May 26, 2015 in the parking lot of a Bingo hall at the Galeries Laval on Boul. Corbusier. According to police, the two suspects followed the victims to the parking lot of the bingo hall after they made a $10,000 withdrawal from the bank. At first, the thieves stole the victim’s purse, then returned and smashed the car windows before making off with the cash. The suspects are both white males, and one is around 25 years old. Mar 18 – Four men were apprehended in connection with a string of armed robberies at several banks in Laval and Longueuil. Working in collaboration with the Longueuil police force, Laval police were able to identify the four suspects who had robbed a bank in Fabreville in July 2015. Three of the suspects were apprehended while committing another bank robbery in Laval. The first suspect, Brunelle, was caught at the door of the bank holding a fake gun, while the second suspect, Grandmaison, was apprehended inside the bank, and a third suspect, Gonzalez Garcia, was nabbed in the getaway car. The fourth suspect, Pineros, was arrested later that night. They face multiple charges, including armed robbery and illegal possession of firearms. Nicolas PINEROS TORRES Age: 24 Omar GONZALEZ GARCIA Age: 20 Michael BRUNELLE Age: 20 Alexandre DE GRANDMAISON Age: 22 Elderly Couple Pleads Guilty to 22 Counts of Child Abuse Birks Robbery Suspect Arrested Mar 22 – Police arrested a man suspected of robbing the Birks store at Carrefour Laval in a “smash and grab” that took place on December 23rd. 51-year-old Marco Ruest appeared in court on Monday to face 14 charges, including armed robbery, possession of a firearm and having stolen goods. Ruest was found on Friday with two watches from the Birks robbery in December, valued at more than $16,000. The overall heist of that robbery was valued at more than $300,000. This isn’t Ruest’s first foray into armed burglary. During the summer of 2004, Ruest staged two armed robberies at the Birks store in the Fairview Mall, during which he made off with more than $1 million in jewelry. Mar 17 – An elderly couple from Laval are in jail after pleading guilty to 22 counts of child abuse against five former foster children. Jacques Laporte, 75 and his wife Micheline Laporte Charland, 71, await sentencing after pleading guilty to a total of 22 charges, including physical and sexual abuse of the foster children in their care. The abuse took place in the early 80’s in a home in the St. Francois district. In court, survivors of the childhood abuse described acts of sexual molestation and physical violence, including regular beatings with a belt that often ended in blood. Two sisters, now in their 50’s, did not appear in court, but also accused Laporte and his wife of sexually and physically assaulting them on a weekly basis during the 60’s and 70’s. They say the abuse began in Montreal when they were nine and six, then continued in Laval and lasted over a decade. There were 16 different charges relating to the sisters. Five years ago, Laporte was also found guilty of drugging and sexually and physically abusing two brothers in their care. He served 30 months in jail. The couple both pleaded guilty to all new charges against them. They were handcuffed and placed into detention until their sentencing on May 6.
