Off to the Races

Anyone could examine the photograph above and
imagine dozens of reasons why the man in the wagon was
racing through downtown Belvidere. The dog dashing in
front of him probably had little to do with why they were
running so fast, but for the fact the dog wanted to run fast
too.
We could imagine maybe the guy running the wagon
just wanted to race through downtown Belvidere, for no
other reason than to run the horse and wagon as fast as he
could. The driver in the wagon wore a hat but we could also
imagine he might have felt the rush of the wind as the gusts
passed his ears with the accelerating pace of his horse.
Even though he does not have hoses attached to the
wagon, perhaps he was a volunteer fireman racing to answer
the call of help to extinguish a fire. Maybe he had the hoses
coiled in the box of the wagon, unseen by the photographer.
A century or more ago getting the word to the volunteers that
manned the fire department did not always work reliably.
In those days, but for major city fire departments, most
such agencies in towns the size Belvidere was at the turn of
the 19th Century were voluntary. Old photographs showing
the fire department in Belvidere in that era had two men at
most seated atop a wagon with a few hoses draped across
the wagon box. In this instance, the driver of the wagon is
in a hurry to get from one spot to another and he appeared to
hold little care how he got where he was headed.
The driver of the wagon might have discovered on that
sunny summer morning, after checking his pocket watch, he
was late for a very important date. Even a century or more
ago, people kept a calendar of important dates and many,
too, used pocket watches or some other time-telling device
to be certain they met their commitments.
At the time of the photograph, the driver of the wagon
racing through downtown would not have to worry about
sheriff’s deputies or police officers. Speeding laws did not
come into use, with frequency, until a few years after those
“horseless carriages” came to town for common use.
In some towns and villages, horse races and trotting
races were staged through the downtown Main Street. The
most popular form of these races in Belvidere occurred each
summer during the Boone County Fair. Out there, trotters
and pacers would race around the big track to the cheering
crowds. This guy, however, was likely not one of those that
raced his horse with a small two-wheeled cart being pulled
behind.
A scan of the photograph indicates the driver was racing
down the street with a large horse, one that might have been
experienced in pulling heavy wagons, more so than pulling
small carts. This horse also was likely accustomed to pulling
farm implements through a field, perhaps a plow or a larger
wagon to carry bundles to the threshing machine.
The horse this man drove was a working horse and not
one that idled in a pasture to be admired from afar or to be
occasionally saddled for a ride through the woods. One can
tell by the horse’s size and the depth and muscling of the
front quarters, this horse could pull heavy loads and race for
a long distance pulling a wagon.
Note the driver who is thrust forward holding the reins
as he encourages the horse to race even faster. Though he
is seated on the wood bench, the driver is near to nudging
himself even further forward if that could move the horse
to run faster.
But, we still do not know why the driver raced through
downtown Belvidere. We can conjecture perhaps he had
a date with a sweetheart and was late for a picnic. After
all, the sun shown brightly that day, the horse was ready to
run and the wagon was likely empty; with such conditions
before him, perhaps the only thing for him to do was to race
through town. Maybe he wanted only to run full out just
because of the sun shining in his face, the wind rushing
by his ears and maybe because he just wanted to, perhaps
racing through downtown Belvidere was the only thing he
could do.
Regardless of the reason for his rush, it is certain that
the wagon wheels with their wooden frames and steel bands
encircling them made a loud racket as the man raced through
the city. The dog was not bothered by the noise. He looked
to be too excited at just running full speed with no one to
bother or to even have to step aside for anyone or anything.
Over the last few days, but for a couple of storms,
conditions have been particularly bright and sunny as
summer appears on the perceivable horizon. The winter
that was 2009 is on the wane and few if any here in the city
or in the county would allow winter to return. The farmers
are busy cropping their land with corn and soybeans. The
few that raise hay are sitting back and letting the first crop
grow. Those farmers with their winter wheat are also laying
back to allow that crop to mature.
Too bad no one has a wagon and a full-size horse ready
to run with a dog not far behind. They could certainly enjoy
the late spring and early summer sunshine. But, there could
also be a patrol officer today who was not around century
ago when this trio caused a racket racing through downtown
Belvidere for no reason other than they could do it.

Budget Tightens
for City

Even though the new Belvidere City budget for Fiscal
Year 2009-2010 has been approved less than one month,
there remain questions regarding the previous Fiscal Year
2008-2009 budget. The questions came to the floor of the
Belvidere City Council during the Monday Committee of
the Whole meeting after a special meeting was called to
revise the older budget document.
The matter came to the attention of the aldermen as
Ordinance #16H that sought to revise the previous Ordinance
#952G which was the 2008-2009 budget ordinance enacted
on March 17, 2008. Though the process was convoluted,
the steps had to be taken under Illinois State law and the
Belvidere Municipal Code. The special meeting preceded
the regular Committee of the Whole meeting and took only a
few minutes before the new budget ordinance was enacted.
During the special meeting, Belvidere Finance Manager
Patricia Chamberlin was called by Mayor Frederic Brereton
to explain why these steps had to be taken and what would
be disclosed about the previous budget document that had
changed in the short term.
The main reason for the special meeting to alter the
soon-to-be-finished budget was due to reduced revenues
arriving into Belvidere. According to Ms. Chamberlin,
“The revenue coming into the city is about 6.9 percent lower
than our earlier projections.” This reduction will amount
to a better than a $289,300 estimated deficit as Fiscal Year
2008-2009 closes.
Three areas of revenue expectations had to be reduced
based upon the actual revenue receipts that differed from
what had been projected.
Municipal sales tax is one of those three areas that had
to be revised downward. The revised change in municipal
sales tax revenue had to be reduced by $238,347. The
projection of state income taxes showed a slight reduction
from estimates at $9,076. Further, engineering fees for
subdivision development also showed a significant drop
from prior estimates by $162,700.
Ms. Chamberlin pointed to the national economic slow
down as one reason why sales tax revenues and state income
tax projections had dropped so much from prior estimates.
The other explanation for why engineering fees had dropped
was due to the lack of housing and commercial property
construction and development that has occurred over the
last two years.
She told aldermen at the meeting, “Housing construction
has effectively stopped in the city.”
One bright sign that Ms. Chamberlin reported had a
reduction in general administration expenses that amounted
to a saving of $83,607 over what had been estimated. She said,
“We found savings in the general administration expenses
with savings from the police and fire departments.”
She also reported that for last year and for the new fiscal
year the city expects to receive lower revenues from motor
fuel tax collections. Part of this reduction is explained by the
lower cost for gasoline and diesel fuel. Another explanation
is that since last summer when gasoline climbed over $4.50
per gallon and diesel fuel reached near to $5 per gallon,
motorists and over-the-road carriers reduced their overall
fuel consumption. As the rate of consumption drops so do
motor fuel tax collections.
Projections remain firm for the new Fiscal Year 20092010 budget with what Ms. Chamberlin reported could be a
“potentially very small surplus.”
Earlier this year when the budget preparation process got
underway, Ms. Chamberlin and Mayor Brereton recognized
revenue for the year could be less than what should have
been expected. When the gravity of the reduction was
recognized, considerations were made regarding how the
existing city revenues might be reallocated to manage what
appeared to be a potential deficit.
The result had a portion of the utility tax collections being
reallocated for use to pay the salaries of city employees that
manage street maintenance and construction.
Years ago when city utility tax collections were approved
the decision was made for those revenues to be used for
the resurfacing, redevelopment and reconstruction of city
streets and roads.
That has been the primary use of those funds since the
1990s when the tax began to be collected. This new use
provided the city with the opportunity to continue to use
that money for road resurfacing and reconstruction and to
defer some salary expenses by use of utility tax revenues.
Earlier this year the City Council, after some debate,
approved the use of those collected utility tax funds for
payment of street worker salaries.
In part because of these changes and the limited flow of
revenues, the city is now moving through a general hiring
freeze with no new hiring planned through the remainder of
the current and upcoming fiscal year. The replacement of
retirees and other workers that choose to leave the city will
be handled on a case-by-case basis at least through Fiscal
year 2009-2010.
When discussion concluded in the Committee of the
Whole meeting regarding the revision of the budget, Mayor
Brereton confirmed the City Council plans to review the
financial condition of the city month to month and Ms.
Chamberlin will provide those updates.

Tale of the
Lost Bonds
the group that created the bonds that could occur before the
official date of maturity and/or redemption. Municipalities
and corporations will often call bonds before the maturity
date to remove the interest and principle obligation from
their debts or to refinance the remainder of the bonds if a
lower interest rate is available.
The result of the discussion did not lead to a vote, but
Mr. Drella indicated after the meeting that he would prepare
a letter with the indemnification agreement for the city to
protect against duplicate payments of the existing bonds.
The letter would further provide for the existing bonds held
by LaSalle Bank to have those bonds transferred to US
Bank.
The City Council next week will vote to allow Belvidere
Mayor Frederic Brereton to execute that letter. Upon that
step being taken, the letter will be sent and the transfer will
be concluded.

The question arose in Belvidere city government, “What
happens if bonds are owned by a bank and later, that bank
is bought out by another bank?” The ancillary question also
arose, “What happens if those bonds are not found after the
transaction has occurred?”
These two questions came before city leaders and were
discussed in the Monday Belvidere City Council Committee
of the Whole meeting. The result called for City Attorney
Michael Drella to draft a letter to provide for the movement
of the old bonds held by LaSalle Bank to their new owner,
US Bank. The letter will also contain a hold-harmless clause
to indemnify the City of Belvidere if someday in the distant
future these lost bonds ever resurface and someone tries to
negotiate them for value.
The process was convoluted but it describes some of the
more arcane duties a public municipality must manage in
order to function in the general interest of the public.
Mr. Drella said after the meeting, “These bonds were
created and sold to fund a water extension project for
the west side of Belvidere.” Bonds can work similar to
mortgages in that, after a mortgage is created, the institution
that produced the mortgage can sell the mortgage into
the secondary market and such is the case with tax-free
municipal bonds.
Mr. Drella said the LaSalle Bank in Chicago put together
the bond sale and served as the Bond Registrar; however,
another step in the process had LaSalle Bank also buying
many of the Belvidere water project funding bonds.
Public projects are funded through the sale of bonds that
allow the municipality to enter into expensive public works
projects designed to benefit the community. Because of the
investment security provided by municipalities and their
ability to pay back these bonding commitments, the bonds
are offered with the interest paid being tax-free.
Because a municipality, in most instances, is a safer risk
than a corporation, the interest paid by the municipality is
often less than what is offered by a corporation. However,
to encourage the purchase of these bonds, municipalities
offer the bonds to buyers as tax-free investment vehicles.
During the City Council
meeting, Mr. Drella told
the aldermen, “Over the
last few days I have learned
more about bonds than I
ever thought I could.” He
went on to say that, when
LaSalle Bank was bought by
US Bank the actual bonds or
information regarding who
might, in fact, hold them was
lost. LaSalle Bank knew the
bonds were created and sold
but who actually held those
bonds was uncertain.
Mr. Drella said, “When
one bank is sold to another
and if they hold these bonds
they are supposed to sell the
bonds to the new owner.”
He also said, because of
the uncertainty as to where
the bonds are held the
old bank, in this instance,
LaSalle Bank, would need
to indemnify the City of
Belvidere to avoid paying
twice for the bonds.
Mr. Drella said, “We
wrote the indemnification
agreement and it adequately
protects the city.” After the
meeting Mr. Drella added,
“I used the Illinois Lost
Bond Act to help write the
indemnification agreement.”
He also said he consulted
with others lawyers he knew
and respected who had
experience with these types
of transactional questions.
Before the floor was open
for comment in the meeting,
Mr. Drella also said, “We are
required by law to execute
this [the indemnification
letter and agreement].”

Public Raises and
Fiscal Responsibility
It is common to hear the complaint that taxes rise, gas
is more expensive, cigarettes cost more and the wheel
turns again. But with those cost increases history has
shown that salaries also rise to cover the increased cost.
But, given the decline in the cost of living projected for
2009, we wonder if salaries should continue to increase.
This week, General Motors announced they will slash
21,000 jobs, the Pontiac brand will disappear and no
one knows the future of Chrysler. But, with all of this
happening, salaries for public employees continue to rise
as witnessed by the recent arbitration between Boone
County and the Fraternal Order of Police that covers
sheriff’s deputies and sergeants.
As private sector employees suffer layoffs and no
salary raises, is it appropriate for public employees to
expect salary increases? This year and for the next few
years, tax collections are not likely to rise appreciably for
municipalities or school districts due to the nature of this
recession.
One reason current local taxation is not likely to rise
is because most local taxes are paid through ownership of
real property. Real property values across the nation have
shown significant reductions and taxes collected from
these diminished assets will also drop.
Boone County taxing bodies function under voterapproved tax caps that limit the amount a taxing body
can raise taxation annually to either the cost of living or
5 percent, whichever figure is lowest. Ergot, the cost of
living is expected in 2009 to register, at best, 0.1 percent
and that means next year taxing bodies in Boone County
can increase taxation by 0.1 percent or less.
Some may scream, “Hooray,” until the deficit spending
becomes a reality. Spending will continue and the question
is, to what extent will the public body go into deficit, who
will be laid off, what services will be cut and to what
extent will anyone suffer.
This will be the case after Boone County’s arbitrated
settlement over salaries of sheriff’s deputies and sergeants
and the result has 3.5 percent, 3 percent and 3 percent
salary increases over three years. These salary increases
must be paid regardless of whether the county can afford
the increases or not.
The county has now entered into negotiations with
dispatchers and, because of the arbitrated settlement the
county could experience further increases if the dispatchers
use the prior agreement as a precedent. This is a spiral that
could continue regardless if the county can increase tax
revenues or not.
Belvidere School District #100 is also in negotiations
with the teachers’ union and no one knows how that
process will unfold.
Last week the finance consultant for District #100
presented four fiscal scenarios. One scenario anticipated
a state aid increase of $130 per student, a 6.8 percent
teacher’s salary increase, other salary increases at 3 percent
and a 24 percent increase in insurance premiums. The
proposed deficit in that scenario could reach $3.5 million
before any cuts. Another scenario projected a $130 state
aid increase, a 24 percent insurance premium increase and
no salary increases; the deficit could total just under $1
million.
This situation is repeated in municipalities across the
nation; however, few have found a means to stem the
salary increases that will become more problematic in
succeeding years.
Financial planners expect that 2010 and beyond will
become progressively more difficult to manage. There are
no simple answers and planners must be more agile today
than they were earlier.
It is unrealistic for governmental employees to expect
significant pay increases when the cost of living will total
less than 1 percent and tax collections are in decline.
Public salary increases over the next few years must be
tied to the cost of living. If the cost of living in 2009 is
0.1 percent, then the salary increase in 2010 must be 0.1
percent. If the cost of living increase in 2010 is 1 percent,
then the salary increase in 2011 must be 1 percent.
If this policy is followed through the next period of
salary negotiations, local governments might be better
able to manage this period of anticipated low revenue
collections. There are other elements that could be
negotiated into labor contracts to take effect after the fact
similar to professional athletic labor contracts that have
other elements designed to benefit the employee when the
entity is better able to accommodate the increased pay. .
There are no simple answers, but the situation

With revenue streams expected to be much lower, the
expectation that administrators and municipal leaders
can provide services and salary without deficits is not
realistic.
An alleged financial expert announced last September
on television when the gravity of the economic situation
was being discovered, “The next 50 years will be very
different and fiscally much harder to manage than the
previous 50 years.” This alleged expert might have been
a very astute prognosticator.

School Board

As is the case after a general election with members of
the board of education being decided, a special meeting is
held soon after the general election and results are certified
by the county clerk. The purpose of that special meeting
is for the members to elect new executives. Such was the
case Tuesday when the Belvidere School District #100 held
a special meeting to invest the one new member elected and
five incumbents that were reelected to serve.
Darryl Fox was sworn in to serve on the board after
having garnered more votes than the incumbent Ron Ramos.
Mr. Ramos was chosen to fill the balance of the term that
had been held by Larry Cunningham. Mr. Cunningham left
in November and Mr. Ramos was chosen to fill his post.
Five incumbents were reelected to the board including
Richard Van Evera who won a tight race, overcoming
Christina Gloria by less than 10 votes. Other incumbents
reelected included Julia Norem, Douglas Smiley, Michael
Rathbun and John Powell.
In addition to swearing in these six members to the
board, the group also chose their new leaders. Those posts
included the board president, vice-president and secretary.
The incumbent executives included Richard Van Evera
serving as president, Douglas Smiley as vice-president and
Julia Norem invested as secretary. Each was reelected to
serve another two-year term. A motion was placed on the
floor to nominate Mr. Smiley to serve as president of the
board, but that motion failed due to a lack of a seconding
motion.

vice-president Douglas Smiley, Secretary Julia Norem, and
John Powell, Michael Rathbun, Ted Stenerson and Darryl

North Boone Uncertain over
Community Service Policy

Future North Boone High School students won’t know
until later in May whether they will have to perform 40
hours of community service in order to graduate.
The District #200 School Board continued debating
the issue April 27, then referred the matter to the Policy
Committee for discussion at this Monday’s meeting.
Board action could come at its regular meeting on May
21 or at an earlier special meeting, such as the one scheduled
for May 11 to see how students have been faring on various
tests.
The three North Boone teachers who originally presented
the proposal to the board, Justin Bowers, Matt Lerner and
Michael Wesbecher, were there last Monday to pitch the
concept again.
Board member John Ellingson reiterated his concern
about the community service being forced, not voluntary.
He liked the idea of credit being available to those wishing
to volunteer, but not being forced on them as a graduation
requirement.
Many school districts, including those throughout the
city of Chicago, already have incorporated community
service as must for graduation.
In North Boone the current proposal is for the addition
to the curriculum to be effective this fall, with the Class of
2013.
Hours would be accumulated as follows: Six during a
student’s freshman year; 12 during the sophomore year;
12 during the junior year; and 10 during the senior year.
Progress in meeting the requirement would be noted on each
report card, starting with the student’s sophomore year.
During the freshman year letters would be sent to each
student’s home during the second semester, advising parents
how many hours had been completed so far.
Also Monday, the board received additional information
on the need for new instruments in the middle and high
school music departments, but took no action.
It would cost $25,474.93 to buy 17 instruments
including two four-valve euphoniums, one four-valve tuba,
with case; one baritone saxophone; three concert baritones;
three marching baritones; two three-quarter tubas; four
mellophones; and one set of concert chimes.
The district’s business manager, Cathy Nelson, said it
would be better to include the cost of the new equipment in
the 2009-10 budget rather than leasing it.
Department spokeswoman Leslie Aska said there is
a “huge shortage of school-owned instruments,’’ adding
that to her knowledge the district has not purchased any
instruments since 1970.
Quite a few students currently rent instruments, with
monthly costs ranging from $30 to $45.
Additionally, the board determined it would be more
cost-effective to lease two 30-passenger buses and one
14-passenger bus to transport special-needs students, rather
than buying them outright.
Members voted to continue leasing the equipment after
receiving additional information from Nelson.
In other action April 27 the board:
• Re-elected Don Ward as president, while choosing
Denise Balsley as the new vice-president. Laura Zwart was
returned as secretary-treasurer.
• Was told there would be three sessions of summer
school, compared with one last year. This year’s dates are
Monday through Thursday, July 20-23; July 27-30; and
Aug. 3-6. Hours are 8 a.m. until 12 noon.
• Renewed a waiver, also known as the Modification of
School Code 105 ILCS 5/24-2, which allows the district to
have class on various holidays should it become necessary
because of snow days or having cancelled classes for other
reasons.
Specifically, those holidays are Dr. Martin Luther
King Jr.’s birthday, President Abraham Lincoln’s birthday,
Casimir Pulaski Day, Columbus Day and/or Veterans Day.
Often the district will have school on one of those
holidays, usually Casimir Pulaski Day, in order to make up
for a snow day, stated a communication to the board.
The waiver was due to expire at the end of the current
school year.

Reading Help

There’s a lot of talk “out there” about low test scores, poor reading performance and
people who can’t “talk American,” but the numbers of people doing something about it,
especially for free, are small. The Literacy Council pairs students with volunteers tutors,
for free, in one-one-one situations to help bridge the gaps in learning that leave many
readers wanting more out of their education and out of life in general. Connie Frazier is one
volunteer tutor who believes the time she gives her own student is worth the effort.
Frazier went to college and became certified to teach elementary education. However,
she ended up at Rock Valley College and worked in administration in the adult education
program. Eventually she landed at The Literacy Council where she worked as director
just prior to John Hurley’s taking over the position and later as director in the Budget and
Finance Department. Now she is retired and chooses to work as a volunteer reading tutor as
one of her community commitments.
Every week she goes to Ida Public Library to tutor one student. She has been working
with that student for a year and three months and in that time, her student’s reading ability
has jumped an impressive three grade levels. The student wishes to remain anonymous, and
understandably so. It is not an easy thing to admit one needs help, but sometimes it’s the
only way we humans can get the help we need.
Frazier’s student finally got the necessary help after spending some time on a waiting
list for the one-on-one tutoring. The student had already participated in the group classes
offered by the council for a while but thought individual work with be even more helpful.
Frazier’s student is an ESL student, or English as a Second Language, and while listening
and comprehension were very good, there was much work to be done in terms of feeling
comfortable enough to speak in front of others.
Students have gaps in their basic knowledge, explained Frazier. Tutors from The
Literacy Council fill in those gaps with a tutor manual called Teaching Reading to Adults.
The manual begins at the very beginning, working on the letters of the alphabet and their
phonetic sounds, which vary from language to language. Then they work on pronunciation
and listening and speaking skills.
Her student is dedicated and hard-working says the volunteer, who gives much credit
to the council’s training and Teaching Reading to Adults. “They really give you the tools
that you need both through the initial training and through ongoing support;” Frazier said.
“Professional staff members are always available to help.”
Frazier, like other Literacy Council workers, insists that one doesn’t need to be a
certified teacher, a reading specialist or have a background in the field to do the volunteer
job. “Sometime people don’t realize all you have to be is a reader yourself and have an
interest in teaching an adult,” she said.
Hers is a success story. Her student has put that learning into action, translating at the
emergency room for a co-worker and renting an apartment, all without the help of friends and
family for the first time, something that caused the individual a pleasant surprise. Helping
someone make a better life is “what it’s all about,” Frazier said, and “It is so rewarding to
be able to create an opportunity for someone to improve their life.”
The Literacy Council is seeking tutors for all locations, but the Boone County program
is the most in need. There are new workshops starting in Loves Park at North Suburban
District Library, 6340 North Second Street on May 5, 7, 12, 14 and 19 from 9:30 a.m.12:p.m. The deadline to sign up for those classes is May 4.

The Syn to Appear at Chubby Rain
Fulton Dutch Days Festival

The British are invading, again! The Syn, that North
London regular at the Marquee back in the 1960s will
appear at Chubby Rain House of Tunes on Wednesday, May
13. Original member Steve Nardelli and his crew are back at
it, after a nearly 45 years of band members fusing, changing,
returning and one being replaced due to mother nature’s
biggest trick of all, death. But The Syn is alive and well, and
they even have released a new CD, Big Sky.
The album is part of songwriter vocalist Steve Nardelli’s
“Umbrello Music Entertainment,” an internet entertainment
company he formed recently. Now with Francis Dunnery (of
It Bites), Tom Brislin and Brett Kull (founder of Echolyn)
they are back on tour with ideas about the future. No doubt
they will play some tunes from Original Syn 1965-2004, but
progressive rock leans toward days ahead, not hanging onto
the past except for lessons learned.
And the band comes with some veritable music industry
heavyweights; Guitarist/Vocalist Francis Dunnery has done
much work with Robert Plant and Carlos Santana, and
Keyboardist/Vocalist Brislin not only toured with Yes, but
he also worked with Meat Loaf and Deborah Harry. His own
group was “Spiraling.” Guitarist Brett Kull is a producer,
and recording engineer, and Drummer/Percussionist Paul
Ramsey was a co-founder, along with Kull, of Echolyn.
The new line up will share tunes from Syndestructible
released in 2004, which is a 2-CD set with a live DVD.
Their music is balanced with plenty of harmony and
uplifting lyrics and their style melds much from the past
to create something new and fresh. Chubby Rain is a fairly
large venue, particularly for a club, for those in the area
who have never been there. The Syn are used to 800- and
1500-seat venues, but they will be coming from Martyrs in
Chicago on Tuesday night and heading down to The Canopy
Club in Urbana on Thursday, May 14, offering what many
musicians now dub “a more intimate venue.”

Opening act for Syn is Rockford local, Clark Colborn
of Krypton Entertainment Group. Colborn will share lots
of intricate guitar music from his CD Clark Plays Guitar,
2003. The CD starts out like any good metal album should;
“Waiting in the Wings” is a sweet, melodic guitar intro to a
fast guitar journey down a winding path.
The style is definitely guitar-driven, dominated music,
but Colborn never gets obnoxious or too loud on the album.

The Boone County Arts Council (BCAC) will host
a festival of the arts at the Baltic Mill in the late summer
of 2010. The council presented Belvidere Township Park
District (BTPD) commissioners with the plan outline at
their April 28 meeting.
The Arts Council presents free concerts in the summer
on the Baltic Mill Stage, making the area a natural fit for
what planners hope will draw hundreds of local and regional
artists for the festival.
The Baltic Mill master plan was recently implemented
to upgrade the site, which was first renovated in the mid90s. That plan calls for many new features and changes,
including approximately 100 additional parking spaces to
serve the Baltic Mill and amphitheater. It also includes better
access to the building and grounds, and a new, universally
accessible playground and gardens.
BTPD Commissioner Jean Twyning acts as liaison
between the park district and the arts council and is working
to help make the festival a reality.
BCAC representatives Jerome Jones and Sam Yoveff
made the presentation before the board.
“August 21-22, 2010 is the tentative date planned for the
festival,” said Jones. “We’ll have between 60 and 100 tents.”
The grounds plan showed a diagram showing the spaces that
the artists would occupy in addition to identifying the egress
points for the festival.
Yoveff told the commissioners that patrons would be
identified with wrist bands after paying admission.
An artist’s rendering was shown of how the festival area
would look. “The way it will feel is really important,” Jones
said. “This is an aesthetically historical and distinctive site.
It is anchored by the Baltic Mill and the Mill Stage.”
Musicians will also be an integral part of the festival
which the council hopes will resemble other fine arts
festivals, such as the Greenwich Village Art Fair held in
Rockford. “We planned the date and timed it to coordinate
with other state and regional art events in order to attract top
artistic and musical talent,” said Jones. “This summer we
are going to be identifying the artists and musicians.”
The festival is expected to run from mid-morning to the
later afternoon both days. Planners hope to have an area
where they will be able to serve alcoholic beverages such as
wine and are planning food for the event.
“We very much want this to be a product of the
community,” said Jones. “We went to the Greenwich
festival and met with many artists who were interested. We
had nothing but positive feedback including offers to help
with our event.”

In other business, BTPD Executive Director Dan
Roddewig noted that the Northern Illinois Service Company
has the improvements for the Baltic Mill project well in
hand. Some sub-grade problems were discovered when
working on rebuilding the roads that have been addressed
by the contractors.

knows how to play it and isn’t just another Rockford “poser.”

Fulton Dutch Days Festival
For those who love European culture, festive costumes,
dancing and special food treats, the Fulton Dutch Days
Festival 2009 is the way to go this weekend, Friday May 1
and Saturday, May 2.
Held in downtown Fulton on the Mississippi River, the
family event will feature everything a good festival has and
more, including: “De Immigrant Dutch Windmill;” arts
and crafts booths; authentic food; a wooden shoe maker;
antique tractor show; antique car show; a petting zoo; pony
and carriage rides; concerts; “street scrubbing;” and tons
of other goodies. Those who really dig history will want
to check out the 1800’s village at Heritage Canyon (515
North Fourth Street), where their literature promises “Early
American Crafters.” There will also be a parade on Saturday
at 3 p.m.
Anyone interested in doing things the old-fashioned way,
going green or using wind power will love the windmill
tours. Windmills have provided all kinds of services over
the centuries, from grinding corn to transporting water and
the trip back in time at the festival might foster some new
ideas built on old concepts.
Apparently Fulton began its Dutch heritage in 1872 with
59 families which grew over the course of 20 years, with
most of the residents belonging to the Dutch Reformed
Church. They chose the Midwest as their home and have
remained to share their heritage, and the festival actually
developed out of a Dutch dinner held back in 1974.
While the festival lasts only two days, the events at
Heritage Canyon will occur on May 1 and 2 and continue
through Sunday, May 3. From 10 a.m. to 4 p.m. the crafters
entertain audiences by depicting pioneer life and plenty of
homespun fun. The hours on Friday and Saturday for the
festival itself are 9 a.m.-4 p.m. The cost is $2 for adults, $1
for children.

Camera to Watch
for Vandals

Graffiti is now being experienced in communities across
the country and around the world. From Toronto to Texas,
Germany, Guam or Japan; the issue of how to do battle with
graffiti vandals begins with how to stop their activity. The
matter ends with clean up and prosecution of the spoilers.
Some have claimed, including the late Andy Warhol,
“Graffiti is art.” There are people who would come to the
defense of such a statement, but the Belvidere Police, area
park districts and business owners as well as some residents
are not among them.
Fighting those who spoil public and private property
has been an ongoing battle in City of Belvidere for a long
time. The time, effort and cost to wage this war has risen
to the tens of thousands of dollars and the cost to taxpayers
has increased in the remedies and the insurance rate hikes
it causes.
Belvidere Police Chief Jan Noble believes that involving
every citizen in the city is the best way to win the war against
this property crime.
“Crimestoppers acquired a camera a year ago that we
have used to work against the people who do graffiti,”
Noble said.
The tactic has had an impact, according to Noble. The
camera was most recently placed at the Boone County
Health Department. After the county office experienced
a rash of what is commonly referred to as “tagging,” the
camera was placed on the backside of the building and went
“live.” The graffiti stopped shortly afterward.
Cameras are not the only tactic employed by police,
however. Vigilant neighborhood watch groups and routine
police patrols have also had an effect. But working to stop
the supply of paint isn’t as easy to do.
“The [police] department has also sought help from local
retailers that sell spray paint,” Noble said. The businesses
are asked to log sales of the products to purchasers who are
minors. “Some of the businesses have made the decision
not to sell spray paint to minors at all,” Noble said. Still,
there are other places the vandals can get their medium
making some question the practice.
Clean up is sometimes simple, but more often it involves
extensive labor. In some instances, property that has been
damaged or destroyed must simply be replaced. In others,
when a memorial or icon is hit, the damage is irreparable

businesses and private citizens. “The unit is solar powered,”
Noble explained. “People can call the Belvidere Police
Department and ask for the police chief. We will come
out and make an assessment and see if a camera will fit
the situation.” Noble said that the camera has been very
successful and has been up at other key locations in the city.
“We continue to count on people who see the crime being
committed,” Noble said.
The Belvidere Township Park District has had extensive
experience with vandalism, particularly graffiti. Doty and
Belvidere Parks and others have had major property damage
due to graffiti. BTPD board commissioners recently
considered the purchase and placement of equipment that is
more difficult to mark or damage and easier to clean than the
more aesthetically pleasing wooden or concrete structures.
The step was taken in hopes of continuing to make the parks
comfortable for patrons and less appealing for vandals.
Research indicates that there are many reasons vandals
produce graffiti. According to an article, some who were
convicted of the property crime in London who damaged
trains in their youth said it was a way to get attention or
rebel against authority. Other vandals are members of
organizations such as gangs and are attempting to mark
territory.
There are many programs that are attempting to stop
the damage. Some of those include enlisting volunteers
who patrol graffiti prone areas, adding extra police foot
patrol officers in high-risk locations, offering rewards, and
creating zero tolerance policies. Some cities have set aside
areas where graffiti is not only allowed but encouraged as
art. That policy has occasionally succeeded but just as often
backfired and the trash left behind by the makers as much a
problem to clean up as the paint.
The City of Belvidere has an ordinance in place that
involves a “Notice of Graffiti” that is given to the owner
of property where the damage is found. The notice says
the property owner must remove the graffiti within a set
time period or be fined. Putting laws in place can help, but
community involvement and strict enforcement of existing
laws works best.
In a recent instance, patrol officers caught a juvenile
female defacing picnic tables. The punishment; make
the youth remove the paint. Being seen by other people
while being supervised by a police officer as she scrubbed
the table was, hopefully, a deterrent to the next impulse to
destroy property.
Although a small piece in a monstrous problem, such
actions are seen as having at least some effect on the crime.

Criminal damage to a vehicle was reported on April 27
at Manley Motors, 621 S. State St. Officers met with the
complainant who stated that a 2009 Ford F350 was parked
in the north lot of the car dealership on April 24 and what
was believed to be damage from a BB that was shot through
the windshield of the vehicle was found. Damage was
estimated at $500. There are no witnesses or suspects at
this time.
Officers answered a report of a battery in the 1000 block
of W. Sixth St. on April 27. Upon arrival, officers spoke
with the victim who said that he got off a school bus in front
of his home at approximately 3:15 p.m. At that time, he said
a red SUV drove by and the passenger in the vehicle threw a
hard object out the window, striking him in the right side of
his jaw. The victim had a red mark on his face but refused
medical treatment. The victim did not know the person who
threw the object. Witnesses at the location identified the
vehicle as an orange/rust colored SUV.
Boone County Sheriff’s Department
Burglary to a motor vehicle was reported on April 22 in
the 11000 block of Illinois Route 20. Unknown person(s)
entered a Chevrolet pickup truck and stole a Garman GPS
valued at $280, two compound bows with accessories with
a value of $2,250, a Mossberg 12-gauge shotgun valued at
$650, an Apple iPod with the value of $250, and a pair of
Luepold Cascade binoculars valued at $330.
Theft of a motor vehicle was reported in the 4100 block
of Wheeler Rd. on April 22 sometime between midnight
and 6 a.m. The 2006 Kubota RTV900 4-wheeler, valued
at $4,000, was recovered by Winnebago County law
enforcement at the corner of Perryville and Mill Road at
approximately 6 a.m. on April 22.
Burglary to a motor vehicle was reported at
Belvidere North High School on April 25. A window was
broken in a GMC Envoy. The perpetrator stole a purse and
contents valued at $300 and damage to the window was
valued at $200.
Damage to property was reported as occurring sometime
between April 21 and 26 at 112 Centralia Place. Damage
was reported to the screens in a gazebo at the address and
a ceramic figurine. Value of the screens and figurine were
not known.
Burglary to a motor vehicle was reported occurring
overnight between April 25 and 26 in the 100 block of
Newfoundland. A window was broken in a 2008 Pontiac
and an iPod Nano was stolen. Estimated damage and value
of the stolen property totaled $500.

will be hosting their annual plant sale and open house on
Saturday, May 9. We will open at 10 a.m. and sell until 4
p.m. We have a large variety of plants and hanging baskets
to beautify your home. Come around to the greenhouse
(behind the PAC) and start your spring plant shopping with
us. We will continue the sale weekdays from 8:30 a.m. to 4
p.m. until the end of May or until we sell all of our plants.

of Life” program. The program is available to local
residents and identifies valuable information in the event
of a medical emergency. The kit contains an information
form to list medicines and medical history, and is attached
to the refrigerator where emergency personnel will have
access to it in case of an emergency. If you are already

Rhythm Moves Festival started as a class project
with a group of students. This has now snowballed into a
community event. The eleven students came together to
create a festival that will educate and give financial support to

community an experience of good food, great music and are
helping the community. Rhythm Moves Festival will occur

On Saturday, May 2 from 9 a.m.-12 Noon, Klehm
Arboretum & Botanic Garden will host its first Garlic
Mustard Pull. It may look innocent, but Garlic Mustard poses
a severe threat to native plants and animals. Many native
wildflowers that complete their life cycles in the springtime
occur in the same habitat as Garlic Mustard. Wildlife
species that depend on these early plants for their foliage,
pollen, nectar, fruits, seeds and roots are deprived of these
essential food sources when Garlic Mustard replaces them.
Volunteers are needed to hand-pull these noxious weeds in
many areas of the Arboretum. Bring gloves and dress for
the weather. We pull rain or shine. We’ll be weighing our
“harvest” to see how many pounds of Garlic Mustard we
gather.

Charred remnants of the former Shady Lane theater remain on the site of the once-famous Marengo landmark on
Thursday, April 30. The theater was a “total loss” after a fire engulfed the building late Saturday night, April 25 according
to Captain John Kimmel of the Marengo Fire Department.
Kimmel said that more than 20 pieces of firefighting equipment from 13 area fire departments were deployed to extinguish
the fire. It took firefighters approximately 2.5 hours to contain the fire, and firefighters were on the scene for almost five
hours. There were no injuries in the fire, and no other buildings on the property sustained serious damage.
The summer stock theater for East Coast productions was built in 1941 by Chicago-area stage actor Frank Bryan to
accompany a restaurant he built on the same site in 1937. The theater hosted its first production, “The Milky Way”, in
1942 according to Nancy Fike, administrator of the McHenry County Historical Society. Tickets to that show cost patrons
$.85.
Fike says that the restaurant and theater were famous for their fried chicken and light-hearted comedies, and the theater
advertised an “all-Broadway” cast. Celebrities who have appeared at the Shady Lane theater include Geraldine Page in
“Tobacco Road”, Jeff Chandler in “The Milky Way”, comedian Jerry Stiller, and David Hasselhoff. The theater suffered
from diminishing attendance in the 1980s and 1990s, and performances ceased there by the late 1990s.

Vote Recounts Set

Since the April election resulted in two races that had
extremely close vote counts, two candidates filed with
the Boone County Clerk requesting there be a discovery
recount.
The two candidates seeking the recounts included
Bob Falkenstein the incumbent tax assessor in Belvidere
Township and Karen Schrader the Independent candidate
that challenged Belvidere Mayor Frederic Brereton for a
new four year term in office.
Mr. Falkenstein will hear the result of his recount on May
11 at 9 a.m. and Ms. Schrader will be told the results of her
recount on May 11 at 1 p.m. In both instances the recount
results will be delivered at the Boone County Courthouse.
Mr. Falkenstein has served as the tax assessor in Belvidere
Township for 16 years and requested the discovery recount
after the certified tally from Boone County Clerk Pam
McCullough showed he had lost by two votes to challenger
Diann Helnore. Ms. Schrader challenged Belvidere Mayor
Brereton for a new four-year term and the official vote totals
certified by Ms. McCullough showed that Mayor Brereton
had out polled Ms. Schrader by 13 votes.
The discovery recount will occur from five precincts
chosen by the challenger to be recounted to determine if
the total given on election night and later certified were
accurate.

Annual Interfaith Open Houses of Worship, on Sunday,
May 3, from 3-5:30 pm. The program is free and open to the
public. The initial visit will start 3 p.m. at Beattie Park in
downtown Rockford for a Native American outdoor prayer
service (including a pipe ceremony) and discussion led by
Dennis Dillard. The second stop will be at the new Church
of Jesus Christ of Latter Day Saints, 324 University Drive,
and the last stop will be the Baha’i Community at Highcrest
Center on Alpine Rd. At both sites visitors will be treated to
a tour and short discussion of their faiths. Each stop will be

The Northern Illinois Vein Clinic (www.niveinclinic.
com), located at Suite 404 in the Renaissance Pavilion at
SwedishAmerican Hospital, will offer free screenings
for vein disease on Friday, May 1. More than 80 million

bulging or unsightly varicose veins in your legs, pain
swelling, redness aching, tired or restless legs. If untreated,
the symptoms only worsen, potentially leading up to

For the past 12 years Jesus Romero, owner of Taxco
Restaurant Too, has been bringing Mexican culture and
festivities to the Sycamore community by celebrating Cinco
de Mayo. This community event celebrates the Mexican
victory over Napoleon’s army at the Battle of Puebla on May
5, 1862. The outcome on this relatively small battle brought
great pride to Mexican heritage and the day is recognized
worldwide. The 12th Annual Sycamore Cinco de Mayo will
be held on Sunday, May 3 from 1-9 p.m., on Bill Johnson
Blvd., behind Taxco Restaurant Too, 223 West State Street,
in Sycamore. The event will feature an assortment of
musical entertainment and dancers throughout the day and
into the evening, games for children, Piñatas, eating contests
and of course there will be authentic Mexican cuisine and
beverages throughout the day. The event is free to the
public; tickets for food and games can be purchased at the
event.
North Juniors
Show Hope

Belvidere North recently played another one of those varsityjunior varsity baseball doubleheaders and the juniors once again
did themselves proud. This time, however, they won thanks to a
late-inning assist from a veteran senior.
Catcher Ryan Golubski was one of two seniors in the JV lineup
as the Blue Thunder tried for a split with visiting Lakes High
School out of the Antioch area.
The two teams played back and forth with the Eagles taking
a 9-8 into the seventh and final inning.Pinch hitter Doug Traceski
started the inning by reaching on an error. Another pinch hitter,
Noah Ulbert, was hit by a pitch. Then Brock Dvorak collected his
fourth single of the day to load the bases with nobody out.
Enter Mr. Golubski, who said Lakes’ pitcher had been feeding
him nothing but fastballs.
“I was just sitting on another fastball and he gave it to me –
down the middle,’’ Golubski said after the game. “I just tried to
put it in play.’’
The rest is history as he lined a single into left field, scoring
Traceski and Ulbert with the tying and winning runs respectively.
“It’s always nice to get a win at home,’’ Golubski said.
Lakes made it tough in the early going of the JV game, scoring
four runs in the top of the first inning. But North came back with
two of its own and kept up the pressure so the game was tied 6-6
after three.
Leadoff man Alex Arriaga, who was on base three times, opened
the first with a walk and stole second. He scored on a double to left
by Seth Bicksler and Bicksler came home on Dvorak’s RBI single.
A delayed double steal involving Kyle Nelson and Craig Riccardo
brought one in for the Blue Thunder in the second inning.
Riccardo delivered a clutch two-out, two-run single in the last
of the third to tie the game at 6-all. His hit scored Adkins, who was
hit by a pitch, and Jake Kimlicka, who doubled to center. Cody
Weith walked and eventually scored the third run of the inning on
a wild pitch.
North actually went ahead, 7-6, with a single run in the fourth
off back-to-back singles by Dvorak and Golubski and Kimlicka’s
infield grounder.
But Lakes came back to tie it in the fifth and take a 9-7 lead
in the sixth.
Getting the leadoff man on base once again proved important to
North as Dvorak opened the home half of the sixth with an infield
single. He moved around to third when Golubski was safe on an
error and scored on Adkins’ infield grounder.
That set the stage for the winning rally in the seventh.
Kimlicka was the starting pitcher for North with Ulbert
throwing two effective innings of relief, allowing just one run.
Adkins picked up the win by finishing out the game.
In the opener Lakes’ varsity scored early, then held on to edge
North (8-5) by a 6-4 count. Seven runs were scored in the first
inning with the Eagles leading, 4-3.
Tyler Nelson was hit by a pitch, Daryn Streed and Traceski
singled and all three scored to bring North to within one run.
But Lakes scored twice in the top of the second for a 6-3 lead.
The Blue Thunder didn’t have much in the way of base runners
the rest of the way. Streed doubled to begin the fifth and was left
on second base. Bicksler doubled to start the sixth but was picked
off second base.
North finally got back on the board in the bottom of the seventh
when Tyler Nelson started things with a double down the left-field
line. He moved up a base on Traceski’s single and scored when
Steve Russo struck out, but reached base after the ball got away
from Lakes’ catcher.
A grounder back to the pitcher ended the game.

Belvidere High Bucs Top
Leyden in 8-1 Tennis Win

Belvidere High School was supposed to participate in a tennis
tournament on Saturday at Crystal Lake South.
When that didn’t pan out another of the teams, Leyden High
School, decided to hang around and engaged the Bucs in a dual
match.
That was good for Belvidere as it won all four singles bouts on
the way to an 8-1 victory.
Nikolas Caesario got things off to a good start for the Bucs
when he won his No. 1 singles encounter, 6-3, 6-3. Daniel Emiliano
also won, 6-3, 6-4, at No. 2.
But Brad Gee had to rally at No. 3 singles, losing the first set,
1-6, then coming back to win, 6-2, 4-2. The third set only went six
games as his opponent retired because of an injury.
Finally, at No. 4 singles, Waleed Shahbain won easily over his
opponent, 6-1, 6-0.
Belvidere won four of five doubles matches, losing only the
No. 1 bout.
At No. 2, the team of Clayton Torchia and Abel Morales won
a tight battle, 6-4, 6-4, with John Larson and Jordan Daringer
winning at No. 3 by the same score.
The No. 4 doubles match was difficult for Antonio Policarpo
and Joe Gow as they lost the first set, 4-6, before rallying to win,
6-2, 6-2.
Torchia and Morales won the No. 5 doubles bout, 6-2, 6-2.
Earlier, the Bucs won four of six singles matches as they edged
Keith High School, 5-4.
Kevin Baccam won an exciting No. 1 singles bout, 11-10.
After losses at No. 2 and No. 3 singles, Tim Kadisak righted the
ship with another right 11-10 win, this one at No. 4 singles.
Cesar Lira then had an easier time of it, winning his No. 5
singles match, 10-6, while Kyle Harris defeated his No. 6 singles
opponent, 10-7.
Keith won two of three doubles contests, with Belvidere’s No.
3 duo of Harris and Shahbain taking the decisive win, 8-6.
Belvidere didn’t fare as well on Monday when it dropped a 5-0
decision to NIC-10 opponent Rockford Boylan.
Lacrosse
Boone County’s Alpines lacrosse team traveled to LaGrange
Park on Saturday and while it didn’t register a win it did dent the
opponent’s net for the first time this spring.
Host Nazareth Academy jumped out to an early 4-0 lead before
Alpines’ freshman attack man, Nick Codina, scored his team’s
first-ever goal.
Seniors Mitch Gunn and Evan Schoepski later scored for the
Alpines, who lost by a final score of 12-3.
Nazareth was led by two experienced players who scored eight
goals between them.
The Alpines will be on the road again Saturday, at Minooka,
before playing their first and only home game.
Nazareth will provide the opposition in what Alpines players
hope will be a successful rematch for them.
The Alpines meet Nazareth in their only home match of the
season at 7 p.m., May 8 at Funderburg Stadium on the Belvidere
High School campus. Part of the B-Game will begin at 6 p.m.,
serving as a prelude to the varsity bout.
Baseball
Boone County baseball teams played with mixed results in the
past week.
Genoa-Kingston made its second appearance of the spring in
Boone – the Cogs earlier dropped a doubleheader at Belvidere –
and didn’t have any better luck at North Boone, where the Vikings
won handily, 12-2, for their sixth win in 16 starts.
North Boone, with Tyler Bielski pitching five strong innings
with nine strikeouts, stormed to an 8-0 lead after four innings of
play.
Nate Schwarzbach walked and eventually stole home, on the
back end of a delayed double steal with teammate Austin Bielski,
in the first inning.
Austin Bielski, one of two sophomores called up from the
junior varsity to replace injured players, was the catalyst in a threerun third inning with a one-out double. He scored when his brother
Tyler was safe on an error; Jared Boehmke’s windblown double
brought in Tyler Bielski; then Mike Peters’ single off the second
baseman’s glove scored Boehmke.
The other sophomore addition, Mitch Mischung, had a two-run
single in the four-run fourth, Schwarzburg drove in one run and
Boehmke scored on an error for the eight-run lead.
Genoa-Kingston got on the board for the first and only time
with two runs in the top of the fifth. But the Vikings brought the
10-run Mercy Rule into the picture by scoring twice in their half of
the fifth and again in the sixth.
Walks to Jake Simmons and Vince Timpe, plus Matt Herrmann’s
sacrifice bunt, put runners at second and third with nobody out in
the fifth. Schwarzbach’s infield grounder scored Simmons; Austin
Bielski’s single-plated pinch runner Colton Friemuth.
Austin Bielski picked up his third RBI of the game, in the last of
the sixth, scoring Simmons, who singled, for a 10-run lead. Earlier,
Simmons singled home Mischung, who had looped a double into
right field.
Boehmke threw one inning of scoreless relief.
“The guys came to play,’’ Head Coach Kevin Finnegan said
afterward. “The way we played today we could hang with and beat
anyone. I think we can still do some damage in the [Big Northern]
conference.’’
“I really enjoy this team,’’ he added. “They’re friends; they
fight for each other. That makes my job easier.’’
Belvidere on the other hand was upset 9-6 by NIC-10 opponent
Auburn on April 23, then bounced back as predicted by Head
Coach Kelly Ellingson and trounced Rockford East, 9-3, Rockford
Guilford, 11-1.
The coach, after seeing Auburn win its first conference game
against club, expressed his amazement at how the Bucs could play
so well against heavily favored Hononegah, then look just the
opposite against Auburn,
“Errors in the middle innings killed us,’’ he said.
Belvidere (7-8), which dropped below .500 for the first time
this season, actually got off to a good start by taking a 4-2 lead in
the first inning. Adam Budron led off with a solo home run over the
left-field fence; Bobby Gray had an RBI single; Patrick McKnight
drove in one run with an infield out; and the fourth run scored
when Matt Ollmann was safe on an error.
A suicide squeeze bunt by Maykol Rodriguez scored Chris
Zabel, who singled, to make it 5-2 after four.
Auburn rallied to tie the game in the top of the fifth, then
Ollmann singled home Matt Safranek, who also singled, to regain
the lead at 6-5 in the bottom of the fifth.
But Belvidere did not have any responses to Auburn’s single
run in the sixth and two spot in the seventh.
Coach Ellingson, who had said in the past that his team would
bounce back from a lackluster showing, was right again as the
Bucs won two in a row.
On April 24, the Bucs won their first conference game, 9-3
over Rockford East, with Robert Budron getting the victory.
Kadisak, Safranek and Ollmann had two RBIs apiece; Adam
Budron was a perfect 2-for-2 at the plate with a pair of doubles and
two runs scored; Zabel went 2-for-3.
“The boys came to play today,’’ their coach said. “We had a lot
of energy and intensity right off the bat. We made the key plays
and had timely hits.’’
Safranek picked up the victory against Guilford on Monday
with a three-hitter and was backed offensively by Robert Budron,
Brian Voss, Adam Budron and Ollmann, who drove in two runs
apiece, and Rodriguez who collected one RBI with a double.
That leaves Belvidere North, which has been on a rollercoaster
ride since starting out at 3-0 in the NIC-10. The Blue Thunder lost
two in a row, 7-6 to Guilford and 22-2 to Hononegah, bounced
back Monday to edge Jefferson, 10-9, on the strength of a four-run
seventh inning, then lost 11-3 to Rockford Boylan in a makeup
game at home on Tuesday.
Senior leader Doug Traceski homered, scored four runs and
had two RBIs against Jefferson, while another senior, Noah Ulbert,
also hit a home run. Tyler Nelson went 3-for-4 with two doubles
and two runs scored.
North didn’t generate much offense against Hononegah, which
as of Tuesday remained undefeated at 7-0 in the conference.
Traceski had a perfect 3-for-3 day at the plate, with three
singles, while Daryn Streed had an RBI single and Matt Hildebrand
contributed an RBI double.
Ryan Golubski was on base twice, with a pair of singles; Alex
Arriaga twice hit towering fly balls that backed up the Indians’ left
fielder to the fence.
Softball
Two North Boone softball teams spent Saturday in Byron for
the 14th annual Dawg Daze Tournament, with only one of them
tasting victory.
The junior varsity Lady Vikings won for the first time this
season, rallying from a 12-1 deficit to defeat Reed-Custer out of
the Kankakee area, 25-18, and take the consolation prize.
Earlier they lost to Geneva, 6-1, and Jefferson, 10-2.
The varsity (6-12) dropped all three games, 2-0 to eventual
champion Geneva; 4-2 to Low-Point Washburn from Peoria; and
7-1 to host Byron in the consolation championship game.
Head Coach Howard Winne is wondering what happened to
the team that started the season with a 3-0 record.
Geneva no-hit the Lady Vikings to start the tournament.
Right-handed pitcher Mary Kastning surrendered four firstinning runs, then recovered to pitch four strong innings of two-hit,
shutout baseball against Low-Point Washburn. But North’s offense
was held to two runs on six hits.
Missy Denk doubled to start the first inning against Low-Point,
then scored when Emily Micek singled to right. North’s only other
run came in the third when Denk again led the charge, this time
with a single. She came home on Kelsey Crull’s sacrifice fly to
center.
North had plenty of scoring opportunities against Byron but
could only put one run on the board, in the first inning, with leadoff
batter Denk again in the middle of things. She started the game with
a triple and scored on Megan Dhamer’s sacrifice fly to center.
Other than loading the bases in the first inning, with nobody
out, the Lady Vikings also had runners in scoring position in the
fourth and fifth innings.
“We’re just not making contact’’ with the ball, Coach Winne said
afterward. “We’re not taking advantage of our opportunities.’’
His team brought a 2-1 Big Northern Conference record into
the week of April 27 and the coach is hoping his players will be
“more enthusiastic and more aggressive’’ in an effort to make a
statement in league play.
But the Lady Vikings’ league mark dipped to 2-2 on Tuesday
when they dropped a 10-0 decision to a superb Marengo team,
which improved to 17-1 overall and 4-0 in the conference.
One of the Indians’ two standout pitchers, Matie McGuire,
limited North Boone to one hit, by Stephanie Albrecht, while
striking out eight and not walking anyone. The game was called
after five innings because of the 10-run Mercy Rule.
In NIC-10 action Monday, Belvidere North routed Jefferson,
24-0, while Guilford edged Belvidere, 2-1 in eight innings, rallying
from a 1-0 deficit with one run in the bottom of the seventh and
another in the last of the eighth.
Amanda Hartzell drove in the Lady Bucs’ only run.
Soccer
Belvidere has picked up another win in NIC-10 action by
shutting out Rockford East, 3-0.
Kayla Hughes scored the Lady Bucs’ first goal in the opening
period, assisted by Estivaliz Vasquez. Dana Glasenapp had a pair
of second-half goals as Belvidere put 19 shots on goal.
Against Freeport, however, the Lady Bucs dropped a 6-0
decision, while the junior varsity battled the Lady Pretzels to a 0-0
tie. Ashley Kugath was in goal for the JVs.
Junior Varsity Baseball
Belvidere’s junior varsity team (6-8) broke a lengthy losing
streak with an 11-4 victory over Auburn, and won for the first time
in NIC-10 action.
Joey Korotasz had a busy day offensively, going 3-for-5 at the
plate with two doubles, two RBI, two runs scored and a stolen
base. Joey Bluege was 1-for-4 with a two-run double.
Jake Culvey improved his personal record to 2-1 with a sixinning performance, striking out eight. Bobby Pester had one
inning of scoreless relief, striking out one.
But the celebration didn’t last long as Hononegah won the next
game, 12-1.
Mike Hernandez went 1-for-2 with a double for the Bucs and
drove in their only run.
Freshman Baseball
The freshman squad at Belvidere remained winless in losing
12-1 to NIC-10 opponent Rockford Boylan.
Michael Mahon was 2-for-2 for the frosh; Hunter Grady had a
double and drove in the team’s only run.
Belvidere North
Loses Tough Game
with Harlem

Belvidere North High School is at the point in the 2009 baseball
season where every game is important.
NIC-10 outings aren’t as crucial as in the past couple of weeks
because the Blue Thunder, following Wednesday’s 4-1 loss to
Rockford Harlem, have dropped to 4-4 in conference play and
really aren’t a contender for the championship.
But there is reason to care, as the Regional Tournament
scheduled for Freeport later this month. There, North will compete
with cross-town rival Belvidere, Rockford East and the hosting
Pretzels as they attempt to defend their 2008 championship. This
alone makes today’s (Friday) game with East a big one.
“I’d really like to lock up the No. 1 seed [in the regional],”
Head Coach James Paddock said after the Harlem game. So a win
over the E-Rabs is in order, not to mention important.
And with 10 conference games left to play, the Blue Thunder,
9-11 overall, can have some fun in the role of spoiler as Harlem
and others try to catch league-favored Hononegah, currently
undefeated at 8-0 and having a two-game lead in the standings.
The loss to visiting Harlem was tough because North played
well.
Starting and losing pitcher Steve Russo deserved better,
especially after looking at the first inning when the Huskies took a
2-0 lead in what would prove to be a pitcher’s duel.
Consecutive singles, one of them a perfect bunt down the first
base line, put Harlem in business. But Russo responded by striking
out the next two batters.
Then Grant Galub broke Russo’s heart by hitting a soft-line
drive to the edge of the outfield grass and beating a hustling second
baseman Seth Bicksler’s throw to first for a two-run single.
Galub was the visiting villain again when he doubled home
two runs in the top of the sixth.
North, which scored its only run in the bottom of the third,
had plenty of chances to get on the board, which caused Coach
Paddock to observe, “Too many ducks [left] on the pond.’’
Especially in the first inning when the Blue Thunder loaded
the bases with nobody out. Leadoff man Tyler Nelson was hit by
a pitch, Matt Hildebrand was safe on an error and Doug Traceski
walked. Daryn Streed hit a hard grounder that pitcher Johnny
Lieske snagged and threw home for the force. Catcher Kyle
Koelker fired a strike to first for the double play.
Still, that left runners at second and third. But Lieske, who
played in the Belvidere Youth Baseball program as a youngster,
struck out the next batter to end the threat.
North put its run up when Bicksler reached on an infield single,
was sacrificed to second by Nelson and scored on Traceski’s single
to left. Street followed with another base hit, but Lieske once
again was up to the challenge, striking out another hitter to end the
inning. He whiffed 10 for the game.
Noah Ulbert singled to open the fourth and got as far as third
base.
The Blue Thunder loaded the bases one more time, in the fifth,
when Noah Ulbert singled with one out, took third on Traceski’s
double and held there while Lieske issued an intentional walk to
Streed. Then a strikeout and pop to second ended that potential
rally.
“I’m pleased with the way Russo pitched,’’ Coach Paddock
said in retrospect. “Defensively, we played better than we have.’’
Catcher Ryan Golubski threw out three Harlem runners trying
to steal second and he picked a runner off first base in the fourth
inning. First baseman Patrick Grove made a running catch of a
foul ball, just in front of the fence.
And once again it was proven that baseball is a game of inches.
Left fielder Nelson just missed making a spectacular, diving catch
of a line drive in the sixth that put Harlem’s second man on base
and set the stage for Galub’s two-run double.
“We’re staying positive,’’ said Paddock, despite losing six of
their last seven games. “We don’t like losing, but we know how
tough the conference is.’’
Sports in Brief
The following is a collection of short takes from sportsrelated events around Boone County.
2 Games May 6 at Road Ranger Stadium
Belvidere North and Belvidere baseball teams will clash
for the second time this season in NIC-10 games. But this time
they’ll be playing at Road Ranger Stadium, summer home
of the Rockford RiverHawks. The junior varsity teams will
square off at 3:30 p.m. Wednesday, May 6, followed by the
varsity squads at 6 p.m. Belvidere North won both earlier
meetings, 11-1 and 13-5 respectively. There is no admission
charge to either game.
North Boone Wins, 32-0
North Boone High School’s softball team had a game
for the record book recently when it entertained Rockford
Christian. The Lady Vikings won, 32-0.
Freshman Emily Micek led the offensive charge by hitting
two home runs, her third and fourth of the season. She went
4-for-6 at the plate, scored five runs and drove in eight runs.
Soccer Teams to Meet May 7
Belvidere North and Belvidere high schools will meet in
NIC-10 soccer games Thursday, May 7 at Funderburg Stadium
on the BHS campus. The junior varsity game will begin at 5
p.m. with the varsity clash starting at 6:30 p.m.
Admission to the Belvidere Park District Soccer Night
game is $4 for adults and $2 for students with identification.
There will be no charge for participants in the park district
soccer program who wear their team shirts.
All-Sports Banquet Set at Belvidere High
Most valuable player and captain awards for all sports, plus
end-of-the-year awards, will be presented during the all-sports
banquet May 18 at Belvidere High School.
Dinner will be at 6 p.m. in the cafeteria, with the awards
ceremony at 7 p.m. in the Performing Arts Center. The ticket
price for dinner is $10 for adults and $7.50 for students.
Tickets will be available for sale through Tuesday, May
12 in the athletic office; they will not be available after May
12. Admission for senior athletes is free but they must pick up
their tickets before May 12.
