The Wamego school board took a step
closer to a bond issue at the Monday,
March 23, meeting.
The board approved moving forward
on a bond issue that would cover a list of
prioritized items to upgrade and do
major repairs to existing facilities, as well
as replace the locker room at the sports
complex.
Not included is a $26 million 4-5-6
building that had been proposed contiguous to the middle school. Although projected enrollment shows overflowing
classrooms in two years, the board felt
the district couldn’t handle the estimated
$350,000 annual price tag to staff, maintain and provide utilities.
“It’s frustrating,” said board member
Joe Steele. “We have the opportunity to
build a center like that. We can float a
bond issue that’s very forgiving and
keeps the mill levy very low. But I don’t
see how we could do that $350,000 a
year.”
“We can make the decision to build a
new one,” agreed board member Ryan
Hargitt. “But if we do, we have to depend
on the (state) government as to whether
we can turn the lights on. I think the
community would support it, but it’s a
third party (which) will figure out whether we can operate it. We need to do all we
can to keep the schools going, and we’re
bursting at the seams, but what if we
build it and then can’t operate it? Frustrating!”
The prioritized items the board decided
to fund was generated from administrative facilities discussions and communications with the staff. Wamego High
School’s priorities are in areas such as
remodeling many of the restrooms,
repairing and replacing bleachers, new
locker rooms at the existing weight room
and a new weight room/wrestling building. The middle school would have new
flooring, bathroom partitions, parking
improvements, and bleacher repairs. The
total, along with the recommended furnishing costs, and the locker room at the
sports complex is approximately $10 million. As the board learned at a previous
meeting, that price tag would not generate a mil levy increase for the district.
WMS Principal Vici Jennings pointed
out the middle school list needed to be
revised as some of it was based on the
addition of a 4-5-6 building.
At the insistence of board member
Bruce Coleman, the deal also included
looking into the needed expansion of a
central kitchen for the district. “How or
what do we do to give Laura (Fails) what
she needs?” He asked. “That has to be
added to the bond as well. But we can
still say we are ready to move with the
updates, repairs, and capital improvements, just not the building.”
Amy Schwein made a motion to that
effect and it passed on a 6-0 vote, with
board member Rob Adams absent.
The next steps are for board members
to recommend members of their constituency to be on a bond campaign committee and for Superintendent Denise O’Dea
to consolidate an updated list with final
figures before the next meeting. O’Dea
will also look into prices of mobile classrooms as a possibility to handle the larger classes that will hit the middle school
in two years.
Superintendent Search
The other important issue for the
board Monday night was beginning the
search for O’Dea’s replacement. The
board had accepted O’Dea’s resignation
on March 10 as she will be taking the
helm of the Washington County district.
Brian Jordan, assistant executive director of leadership services for the Kansas
Association of School Boards, met with
the board to discuss using KASB services
for the search.
He walked the board through the process of the superintendent search with a
goal “to answer questions about the
search process and trends.”
Jordan added if the board accepted the
KASB proposal, he’d like to establish a
firm timeline for the search.
“The shortest is about five weeks, but
we’re not late enough to recommend
that,” he said. “We put together a seven
week search. That’s pretty typical.”
Jordan explained the timeline, with the
first step deciding to pursue a new superintendent.
“You did that by accepting the resignation,” he said.
The position is then marketed, and has
actually already been posted and some
applications have been received. From
there, the board will go to the interview
phase which also includes the list of top
candidates to the news media. The final
phase is the hiring and negotiation process.
He noted Wamego won’t have trouble
getting applications.
“You have a great reputation and are in
a great location,” he said. “I like searches
in a growing, nice sized community.

West and Central Elementary schools will soon have custom benches designed just for them, and selected by the
Lori Rice’s fourth grade class.
The project is a collaboration between the class and the
Materials and Methods class at K-State’s School of Architecture.
The class originally held a coin drive to raise funds for a
“Friendship Bench”.
“Originally, we planned to order a pre-fabricated bench
and hoped to earn enough money to gift one to Central,”
said Amy Flinn, West principal.
“Unfortunately, we raised around $250, so not enough for
Central, but knew that we could come up with enough to
cover the cost for West out of existing funds or funds from
PTO.”
Then , in stepped Bryan Padgham, who has been involved
in many West projects.
“He reached out in an email stating that he was going to
be teaching a Materials and Methods Class to Architectural
students at KSU and if we had any needs for outdoor projects/furniture, to consider them.
“Well…this immediately got me thinking about our
Friendship Bench project. Consequently, we shared the
project idea with Bryan and he ran with it. KSU is donating
all of the labor (the students are, I should say) and we will

Good health celebrated

Pottawatomie County celebrated its
good health at Monday’s county commission meeting.
County Health Department Director,
Leslie Campbell, surprised the commission with coffee and a donut box filled
with fresh fruit. According to The Kansas
Health Institute, Pottawatomie County
came in as the fourth healthiest county,
out of 100, in the state. Adult smokers
and the number of medically uninsured
are down this year. Although holding
steady, physical inactivity and obesity
rates will be the focus of community
improvement plans this year, which will
improve county health rankings over the
next five years. Campbell acknowledged
Community HealthCare Systems,
Wamego Health Center, Community
Health Ministry and numerous senior
centers for their efforts in helping to
improve the well-being and quality of life
of citizens in Pottawatomie County. Invited to speak to their impact was Jesse
Estes, Wamego Senior Center board representative and Rosemary Winter
(Helms), Community Health Ministry
founder.
Estes reported on senior center activities to include daily exercise opportunities, bimonthly blood pressure and
weight checks, monthly immunization
clinics, yearly county health fairs and a
vital Meals on Wheels program. According to Estes, 34,750 balanced, affordable
meals were delivered last year to seniors
“all from a two cook kitchen.” These services directly impact length of life and
reported quality of life, ranking #7 and
#6 respectively in the health rankings
study.
Helms spoke to the various services
offered at CHM and highlighted affordable, basic medical, dental and mental
health care. Helms also discussed CHM’s
food pantry and Summer Lunch program
which daily served 125 individuals last
summer.
Campbell concluded with presenting a
proclamation celebrating 2016 County
Health Ranking and supporting the
efforts throughout the county by healthcare teams and other agencies for their
significant impacts in health of Pottawatomie County residents. Campbell
stressed, “People in the community

big impact.”

commission with their intent to purchase
Valley View Memorial Garden Cemetery,
located just south of Hwy 24, near Manhattan. They are in the process of sifting
through 60+ years of paper records and
converting them to an electronic record
in order to best serve patrons and develop a usable registry. The couple has 10
years experience in cemetery ownership
and have all the necessary equipment to
properly maintain the property.
“It’s sad that it has gotten to the state
it’s in, and it really needs some attention,” said Karen Burgess.

Belvue Bridge
The Belvue bridge was again a topic of
discussion. Peter Clark, Public Works
Director, presented the commissioners
with a requested “second opinion” engineering study fee cost. After considering
costs, no action was taken, but Commissioner Stan Hartwich wants to keep the
project moving forward. It was agreed to
meet again with Wabaunsee County to
coordinate and confirm their proposed
cost share amount.

Dusty roads discussed

The Wabaunsee County Commissioners met on Monday, beginning with a discussion about spraying gravel roads for
purpose of dust control.
Currently, the county has a contract
with Scottwood Industries for spraying
gravel roads.
This year there is a section on Wells
Creek Rd. where four private residences
would like to have the county spray for
dust control. The area under review is
half-way between US 99 Hwy and the
Wells Creek Church.
The commissioners discussed several
options and did not want to set a precedence whereby county begins to expand
their dust control. “Would they (residents) be willing to pay for that section?”
Commissioner James Suber said.
Mack Dumptruck Repair
There is a cylinder that needs to be
replaced in the Mack truck, which estimates approximately a $10,000 cost,
with an estimate of about $25,000 to
replace the motor.
Major concerns are now emerging with
regard to the truck. “There’s a pattern
with that truck as we had to replace the
motor, because of another cylinder back
in 2012,” Thane Bush, Road and Bridge
Supervisor said. Commissioners were in
favor of getting more use after the cylinder is replaced, but to consider trading it
if the pattern continues to emerge.
Mowing Request for Proposal
A new mower is needed for around the
Wabaunsee County Courthouse.
The county has an old Grasshopper
mower, but they are now open for a service contract. “Thane, you use to own a
company, what do you recommend?”
Commissioner Ervan Stuewe asked. “It
depends on whether you want a professional job or not, because if you have
somebody who does it for a living, he’s
going to make it look nice. But, if you get
somebody that is not doing it for a living,
it won’t look nice,” Bush said. “Well, I
don’t know any professional grass (mowers),” said Stuewe.

scholarship at their business meeting on March 9. Gamma
Omicron is excited for Katie as she begins to pursue her
future educational endeavors.

Jr High Varsity Scholars Bowl
Team Finished their year with
a win at the Alta Vista Bowl.
The Flint Hills Christian
School Scholars Bowl team
finished their season March 7
in Alta Vista. The ‘Varsity’
team went undefeated, winning all 5 rounds against St.
Xavier and Cair Paravel. They
scored 450 points on Monday and finished with an
overall record of 22 wins and
6 losses. The ‘Junior Varsity’
team also played well, finishing a 21 - 9 season with 375
points. Having made it to
the finals with a 6 - 1 record
for the evening, the JV team
lost 30-40 to Cair Paravel.
The Varsity and JV teams
scored a combined total of
3570 points in 58 rounds
played, averaging over 60
points per round.

ruce W. Johnson, 61, of Manhattan, passed away
Tuesday, March 15, 2016 at his home following a
long illness. He was born Dec. 21, 1954 in Burlington, the son of Raymond and Margarite Johnson.
His is survived by his two sons: Ray Johnson, Wamego
and Kyle Johnson; and one daughter, Staci Clanton,
Wamego.
Cremation has taken place. A time of celebrating his life
with family and friends will be held at Stewart Funeral
Home of Wamego, Thursday, March 24, from 6:30 p.m.

aniel Leon Miller, 56, of Manhattan, formerly of
Wamego, died Thursday, March 24, 2016 at Via
Christi Hospital in Wichita.
Danny was born Oct. 2, 1959, in Westmoreland, the son
of Kenneth Dean and Beverly Ann Walsh Miller.
He is survived by his wife, Sandra Miller; children: Jessica
Miller and Kenneth Daniel Miller; and step-children: Jamie
Ebert, Dustin Ebert, and Kimberly Hodges.

Blackjack 4-H Club meets
The Blackjack 4-H Club met on March 20, at St. George
Elementary School. The 4-H Pledge was led by Corbin
Montenegro and the Pledge of Allegiance by Grant Dugan.
Roll call of “What did you do for spring break?” was
answered by 20 members and four leaders. There was no
program. The next meeting will be an exchange meeting
with the Westy Trailblazers. It will be April 17 at 6:00 p.m.,
at the Westmoreland United Methodist Church Community Building.

The Smoke Signal welcomes civil discourse in support of candidates. However,
we would like to remind
potential letter writers of a
few guidelines regarding
“campaign letters”.
First and most important-

down the opposition with

Dear Editor:
The Board of Directors of the Pottawatomie County Economic Development Corporation is strongly opposed
to Senate Bill 463 which would sweep
all of the retail sales tax money from
the state highway fund in the State
General Fund and eliminate the Economic Development Initiatives Fund
(EDIF).
Our organization, has long believed
that infrastructure improvements and
investments in roads and highways has
a crucial impact on jobs and development. We are supportive of T-Works
and have been troubled by the erosion
of the funding levels originally set in
place. The program cannot take another $500+ million hit without it impact-
ing improvements and maintenance of
our state highway system. This directly
impacts the commitment made by the
Governor to our Caterpillar Work Tools
plant and more than 500 jobs that could
be impacted as a result of passage of this
bill. Furthermore, with the projected
growth in our county we are in great
need for T-Works funding levels to be
enhanced.
The elimination of the EDIF may be
even more troubling. EDIF was passed
in 1987 as the Kansas economy was
going through significant challenges
with depressed oil & gas, agriculture,
and aircraft manufacturing economic
sectors. For 30 years EDIF has been an
effective tool in funding economic
development initiatives. A key reason
for its success has been that the funding stream was designed to ensure that
vital investments in our state’s future
were made on a continuing basis and
were not diluted with ongoing functions of state government or to fill onetime budget holes. We need these
investments in our economy now more
than ever. PCEDC, therefore, strongly
supports continued investment in our
future growth through the targeted
EDIF funding stream.

New Life Baptist, Community Health Ministry, and Flint Hills Baptist Association.
Juvenile arrested in St. George car burglaries
A several month long investigation into approximately 17 reported
vehicle burglaries resulted in the
arrest of a St. George juvenile on
Wednesday, March 23, according
to Pottawatomie County Sheriff
Greg Riat.
The burglaries occurred in the
city of St. George and around the
rural St. George area. Victims
reported the thefts of many items
including firearms and a ladies ring
valued at over $10,000. Pottawatomie County Sheriff Detectives,
aided by a tip from the public,
developed a suspect and on March
23 were allowed to conduct a consent search of the juvenile’s home
in St. George. As a result of this
consent search, a number of

Those eight projects were
presented to Rice’s class
prior to spring break. The
chosen entry benches were
inspired by such things as a
wave, xylophone, origami
and rhythm. The Friendship
benches were inspired by
the infinity sign, “Lincoln
Logs” and puzzle pieces.
“We weren’t going for an
average bench,” Padgham
told the fourth graders. “We
are going for a fun, unique
piece of art to sit on outside
the school. Something
memorable.
“We had some wild, crazy
designs that were pretty
cool, but we also had to stay
within the $500 budget.”
The KSU students not
only designed the benches,
but will also build them.
“K-State only requests the
cost of the materials,”
Padgham said. “No one
involved with this is getting
a dime.”

drug paraphernalia.
With the assistance of the St.
George Police Department, the
juvenile in this matter, Jesup
McCelland, 15, was taken into custody for burglary and theft, Riat
said. At press time, he was being
held at a North Central Kansas
Juvenile Detention Facility.
The Pottawatomie County Sheriff’s Office and the St. George
Police Department continue the
investigation into these burglaries.
Detectives believe other persons
may have received or purchased
stolen property from these burglaries, or know of the location of stolen property. Some of the proper-
ty may have been unknowingly
purchased. Items reported stolen
but still missing include: .22 caliber Walther handgun, a 9mm Walther handgun, a missing camouflage Remington 11-87 shotgun and
a 14KT white gold ladies cast tanzanite and diamond ring.
