FALL 2009 3 From the Executive Director I n October, County Manager Ron Carlee held a Saturday morning meeting with community leaders to discuss the county’s budget for FY 2011. They came willingly, toting their own coffee and snacks and printouts of background info. Countering Carlee’s main topic of belt-tightening was the consistent observation of the participants: Arlington has a great quality of life. And a tax rate lower than that of any of the surrounding jurisdictions. The question they were asked to grapple with: How much is the public willing to pay for it? For the past six years, the property owners of the Rosslyn BID have voluntarily paid a special tax to ensure that the quality of life in Rosslyn is beyond great. They want to make sure Rosslyn is the premiere address in the metropolitan region, for both businesses and residents. Toward that end, the BID provides amenities intended to go above and beyond the County’s baseline services. Several are featured in this issue. From an interactive web site, to free community events, to new parking signage, the BID has its ear to the ground on what makes a city work. What makes a city exciting – and what draws businesses and residents to move here – is the next question. Many cities have answered with a resounding, “It’s the arts!” Anyone who has seen a Synetic Theater production at the Rosslyn Spectrum knows that its creators, Paata and Irina Tsikurishvili, create excitement. They also draw audiences from across the Potomac River, many of whom have never before experienced Rosslyn. So Rosslyn Renaissance, whose very purpose is to ensure that the community derives benefit from Rosslyn’s development, helped negotiate the free use of the old Newseum space as a benefit of the 1812 North Moore project. In June, the Rosslyn BID board of directors made a business decision that its support of the Newseum space as a Cultural Center – to the tune of $300,000 a year, in addition to $1.2 million in start-up funds – is a wise investment in the community. With the County’s commitment to spend no new monies on the Cultural Center, it is only the BID’s willingness to participate that makes the Cultural Center possible. That’s public/private partnership at its very best. Rappin’ Rosslyn His Arlington rap got more than 850,000 hits on YouTube after just three months, and received plenty of press coverage, including spots on CNN and MTV. Now Remy Munasifi is back, rhyming about Rosslyn’s anticipated hotspot – the new Cultural Center. His newest work, replete with his brand of irreverent wit, was unveiled at the “blueprint” party at the Cultural Center on October 10, one year in advance of its opening on 10/10/10. New BID Operations Director The Rosslyn BID has named attorney Sandra Buchko to the position of BID Operations Director. Most recently an associate with Arent Fox and the law firm of Real Estate Counselors, PLLC, (where she will remain Of Counsel), the former commercial real estate leasing executive joined the staff on July 27. An extra bonus: Buchko knows retail, having served as an asset manager for major shopping centers around the country. AT THE HELM: ( L. to R.) In what Deloitte LLP calls a “bold move,” the company acquired BearingPoint Inc. in May to become a major player in federal contracting. As reported in the Washington Business Journal that play requires more space for the contracting megapower. So Deloitte has sublet 171,000 square feet of office space from the Corporate Executive Board in the Waterview Building – complete with breathtaking river and landmark views. Now Deloitte’s employees will have convenient access to Washington while working in Rosslyn’s hub of business and government activity – important when managing $948 million dollars in new federal contracts. www.deloitte.com Dark Star Park Artist Returns for August 1 Celebration On September 17, Santa Fe Café participated in Arlington’s first ever Local Foods, Local Chefs: Farm to Table Month. Owner Kip Laramie shopped at several farmers markets to offer items featuring local ingredients at Rosslyn’s longest-operating restaurant. Laramie says, “It was a kick to match fresh, local fish, cheeses, heirloom tomatoes and apples with the chilies we use from New Mexico’s small farmers to create intensely flavored dishes.” THUMBS UP: County Board members Mary Hynes and Jay Fisette dine at Santa Fe Café with owner Kip Laramie. Lynn Streets. Two stories up, the elevator opens onto an outdoor public terrace with extraordinary views of the Potomac River. The 4,000-square-foot plaza spans the CEB Waterview Tower and the Hotel Palomar Arlington. Upon arriving at the terrace, guests can dine al fresco at Domaso, Hotel Palomar’s upscale Italian restaurant, or enjoy a sweet afternoon treat at Domasino, a walk-up coffee and gelato bar, while taking in the expansive panorama of Georgetown and the river. Domaso serves breakfast, lunch and dinner, while Domasino is open from 11 a.m. to 2 p.m. The terrace is open from 7 a.m. until 10 p.m. daily. Guests are encouraged to relax outside, even when the restaurant is not serving food. The outdoor plaza is also a unique venue for special occasions and events. Last year, the Rosslyn BID hosted “Wednesdays at Waterview” free music events, as part of its ongoing series of after-work festivities. Businesses and individuals can also rent the terrace for their own happy hours or private parties. Despite the availability of thousands of parking spaces, drivers were not using, or were unaware of, the underground parking available to them. 12 FALL 2009 RosslynVA.org business U R B A N D Eimprovement S I G N & D E V E L district O P M E N T N ow, the Rosslyn BID’s ongoing signage program will help drivers, pedestrians and motorcycle riders find their way around town. 12,000 Parking Spaces Most people might not know that there are more than 30 parking garages in Rosslyn, with 12,000 garage parking spaces. Half of these spaces are open to the public. There are also approximately 500 metered spaces available throughout the commercial office district. “P” Is for Parking Now garages open to the public weekdays, weekday evenings and some portion of the weekend have an illuminated sign at their entrances displaying the universally recognizable “P” in white on a blue background. Gelberg Signs manufactured the new signs. Signs on the Horizon In the coming months, the Rosslyn BID will install pedestrian directional signs dotting 10 different spots in Rosslyn to make sure walkers have access to “You Are Here” maps. The BID will also place 17 vehicular directional signs throughout Rosslyn, helping drivers get to important destinations like the new Cultural Center, the Iwo Jima Memorial and other sites. Motorcycle Parking Motor scooter owners no longer have to wonder where to secure their rides. Arlington County has turned a “no parking” zone into “motorcycle parking” along Kent Street, near Wilson Boulevard. Motorcyclists who had been illegally parking on the sidewalk under the Freedom Park Bridge at Kent and Wilson can now find designated parking in the heart of Rosslyn. LYNN STREET: After the marathon, runners can join spectators at the Rosslyn BID’s 4th annual Finish Festival. Marine Corps Marathon The 34th annual Marine Corps Marathon (MCM) will be held on Sunday, October 25, 2009. The race begins in Rosslyn, with a scenic route through Arlington and Washington before finishing back in Rosslyn. As the largest marathon in the world that does not offer prize money, its mission is to create a sense of community while honoring the brave servicemen and women who have given their lives for the nation. Known as “The People’s Marathon,” it is designed to include runners of all backgrounds and levels of athletic experience. What started humbly in 1976 with a little more than 1,100 runners has grown into one of the major sports competitions in the nation. This year, some 30,000 runners will trek the 26-mile course cheered on by over 150,000 spectators. Good Food at the Finish Festival With a wide variety of activities and food, the marathon caters equally to athletes and spectators. During the Finish Festival, live musical performances will take place and food will be available at booths located along N. Lynn and N. Moore Streets. They’ll be serving delicious BBQ, Ben & Jerry’s ice cream, Mexican fare, soul food, and more. 15 FALL 2009 Signs of the Times Many of this year’s mile markers got a makeover from students at the Art Institute of Washington, located in Rosslyn. These colorful signs will be located throughout the DC portion of the race. Spinners from Aarrow Advertising will keep runners and spectators entertained with sign-spinning moves. Tweets, Texts and Facebook This year, the MCM steps into the social networking age. Runners and their supporters can now keep up with the latest marathon happenings via Facebook and Twitter. Visit the marathon web site and click on the Facebook and Twitter icons in the “Featured” section to follow the Marine Corps Marathon on both networks. Friends and family can also sign up for Remote Runner Tracking, which sends alerts to cell phones, pagers and Blackberrys as runners advance throughout the course. MCM Goes Green(er) From start to finish, the MCM is striving for an even greener event than in 2008. New green initiatives include paperless applications and a race program printed entirely on recycled paper. New Eco-fina bottled water from Aquafina, MAP FINISH FESTIVAL MAP: The Finish Festival, offering activities and food for runners and spectators, will be held in the heart of Rosslyn, from the Meade Street Bridge, moving down N. Lynn St., and on Wilson Blvd. and N. Moore St. Rosslyn’s Restaurant Row will be on N. Lynn and N. Moore Streets, at the corner of Wilson Blvd. www.marinemarathon.com which uses 50% less plastic, will be given out at the finish line. And once again, Aquafina’s Green Team will set up recycling kiosks in high-traffic areas that will each collect up to 27,000 plastic bottles. Also, signage from previous MCM’s will be recycled into new products, including the tote bags used for the Super-Size Goodie Bags! Record-Breaking Massages Event partner Massage Envy is looking to break the Guinness World Record for giving the most massages at a single event. The current record of 154 was set in London in 2007. T his scene followed the Arlington County Board’s unanimous approval on July 14 of the plan to transform the former Newseum site in Rosslyn into a Cultural Center. The Cultural Center is expected to help encourage redevelopment by hosting a vibrant mix of performances, exhibits and events. The Rosslyn BID supported the idea of a Cultural Center from the beginning to capitalize on successful arts programming already in Rosslyn – such as Synetic Theater – and enliven the area after dark. In June, the Rosslyn BID Board stepped up to the plate by committing $1.2 million in up-front funding for the project, in addition to contributions of $300,000 per year for the life of the lease. A Unique Venue Now moving full-steam ahead, Arlington’s new Cultural Center is a unique project – combining into one campus the former Newseum facility at 1101 Wilson Boulevard and the adjacent Rosslyn Spectrum Theatre. The venue is expected to boost economic activity by an estimated $10 million annually. By its third year of operation, it is expected to attract 250,000 visitors annually. The projected official opening is 10/10/10. Models for a ‘Third Space’ The Center is modeled upon several proven models for successful cultural centers throughout the country. When Arlington Cultural Affairs Chief Norma Kaplan was asked by County Manager Ron Carlee to shape the division’s concept for the new venue, there were several examples of atypical, yet thriving, arts spaces from which to draw inspiration. Webb Management Services, Inc., conducted an analysis of these spaces as part of reviewing the business plan for the Center. A look at a few of these centers will offer some idea of what you’ll experience in the new venue. (See sidebar). Town Hall Seattle succeeds in exactly that kind of coordination, while serving a range of heritage and community-specific groups. Town Hall Seattle’s historic 1916 Roman revival architecture required creative approaches to construction limitations, as does the idiosyncratic former-Newseum, which was grafted onto an existing structure. Over the summer, the BID installed a new dual-banner system on 110 Carlyle-style light poles. The project cost more than $15,000. New narrow white banners proudly proclaim Rosslyn. They are paired with seasonal banners that often tout events. The project expands the original banner footprint to include more than 15 new poles near the Waterview building at N. Lynn and N. 19th Streets; Turnberry Tower at N. Ft. Myer and N. Nash Streets; and Bennett Park Apartments on Wilson Boulevard and Pierce Street. ShopArlington, Shop Rosslyn Rosslyn is a livable, walkable community, which makes it easy to Shop Local. The BID is partnering with Arlington’s Economic Development office to help encourage residents, workers and visitors to support Arlington’s local economy. This festive event will be held Thursday, December 10, from 6:30 p.m. to 9:00 p.m. The event features live music from Eric Scott, hors d’ouevres from Santa Fe Café and Lebanese Taverna, live and silent auctions and breathtaking views of Washington, DC. The fundraiser’s timing couldn’t be better. A-SPAN was recently awarded a five-year contract to operate the Arlington County Emergency Winter Shelter, which will open November 1. The Holiday Gala raises funds to support A-SPAN’s work with the shelter as well as services to individuals like Darren Clark (name changed for privacy). Clark, a middle-aged African-American man with a warm smile and a love for gospel music, suffers from severe glaucoma that has left him nearly blind. Even without his vision, though, he knows the streets of Rosslyn far too well as one of the 527 homeless people in the County on any given day. A-SPAN outreach workers Olivia Payton, Terrence Toussaint and Solomon Abawi first met Darren while distributing bagged meals, clothing and blankets at Gateway Park. Time and gentle encouragement convinced Darren to visit A-SPAN’s Opportunity Place, where case manager Anh Ninh helped him qualify for SSI benefits and food stamps and open a checking account. Worried about his eyes, Anh took Darren to the Lions Eye Clinic, which provided free eye care and drops to relieve pressure from his glaucoma. In addition, Anh helped Darren get Medicaid, giving him the chance to have eye surgery at the Washington Hospital Center. Darren has also found an apartment, which he will be renting with the help of an Arlington County Housing Grant.The former security guard, who liked “helping people feel safe” in his former career, will finally have a safe place of his own, thanks to A-SPAN. That evening, a WJLA TV personality will flip the switch in front of 1100 Wilson Boulevard to turn on the rooftop lights and illuminate Rosslyn’s skyline. This year, new lower-level lighting will add to the festive look. That will bring the holiday spirit a little closer to residents and workers, so they can experience the “festive glow” inside the urban district. Last year, Monday Properties, Virginia Management and Vornado/Charles E. Smith went green by switching out their light bulbs for energy-saving LED bulbs. This year, even more properties, including Brookfield Properties and Rosslyn’s new upscale residential building, Turnberry Tower, are greening their buildings with the eco-friendly bulbs. She began her career in 1972 as a research and development engineer for a Florida-based satellite company, before entering the aerospace and defense industry. As the head of the largest military vehicle business in the world, Hudson has garnered an international reputation. The London Sunday Times recently dubbed her the “first lady of defense.” www.baesystems.com JBG Volunteers Help the Homeless New Rosslyn Model Installed in RR/BID Office Each month The JBG Companies’ employees participate in A-SPAN’s (Arlington’s Street People Assistance Network) Homeless Bagged Meal program. JBG volunteers prepare 80 bagged lunches in the kitchen of their corporate office, and then deliver the meals to locations in Rosslyn and Virginia Square for distribution. The volunteer project was organized through the company’s JBG Cares committee, which encourages volunteerism from employees in communities throughout the Washington, DC metropolitan area. Other philanthropic activities include reading to students at Key Elementary through the Everybody Wins! A gift from the Dutch government to the U.S., the Netherlands Carillon is an expression of gratitude for the aid the U.S. provided during World War II. The first 49 bells were officially dedicated on May 5, 1960, the 15th anniversary of the liberation of the Netherlands from the Nazis. The 50th 27 FALL 2009 www.nps.gov/archive/gwmp/carillon.htm bell was added in 1995 on the 50th anniversary of the Dutch liberation. The sloping grounds of Netherlands Carillon Park offer outstanding views of the Lincoln Memorial, the Washington Monument and the U.S. Capitol. Eighteen of the bells are computerprogrammed to play a daily selection of patriotic music. During the summer, expert carillonneurs coax dulcet tones from the bronze bells which range in weight from 35 to over 12,000 pounds. He arrived in Washington in his mid-20’s, fresh from a stint working with the mayor of Birmingham, Alabama. Eager to experience “big city life,” Arlington County wasn’t exactly on his dream job list. He says, “The only time I’d gone to Arlington was to come to Rosslyn, actually. They had a large Dart drugstore with these great specials. As a single person living on a tight budget, that’s what you did—go shop the Dart drugstore specials.” Despite his initial misgivings, Carlee applied for work with Arlington’s County’s finance department. “I thought I’d get some good skills for a few years and then move on,” Carlee recalls with a good-natured laugh. “That was 29 and a half years ago.” Even still, it took three more years for Carlee to make the leap across the Potomac and become an Arlington resident. The job had some unexpected benefits: during an assessment process for a promotion he did not get, Carlee met his future wife, Emily Cross. They married in 1987. As one of the area’s biggest advocates, Carlee challenges residents and County staffers alike to think big and expect more from themselves and their community. “When I first came to Arlington, it wasn’t, and didn’t aspire to be, world-class. It aspired to be good and honest, but not world-class,” he explains. The vision statement adopted by the County Board in 2001 established his goals for Arlington as its County Manager: To be a diverse, inclusive, world-class community in which each person is important. From Alabama to Arlington Being raised by a single mother who struggled to make ends meet, and growing up during the Civil Rights era, helped shape Carlee’s core values and leadership approach. “My family circumstances were very modest. My mother worked a minimumwage job at J. C. Penney. Her father, my grandfather, was laid off after working some 40 years in the coal mines,” Carlee says. “I had an opportunity to really see the challenges that working people face in this country. It instilled in me that 30 FALL 2009 Ron Carlee World-Class Leadership government has a responsibility to promote opportunity and support people in need.” In 1987, Carlee became the director of the Department of Human Services. During his tenure, the County created an employment center and developed a continuum of housing options. Over the next 13 years, the department became a leader in the state for welfare reform and child health care. During the September 11 terrorist attack, Carlee’s leadership garnered national recognition. Now, as a chairman of the National Consortium on Homeland Security, he is often called on to speak on emergency management and on the importance of a coordinated team approach involving citizens; state, local and federal governments; and the private sector. Leaving a Legacy When Carlee steps down to begin a new job as Executive-in-Residence and director of Strategic Domestic Initiatives for the International City/County Management Association (ICMA), he will leave behind a tremendous legacy, not only in terms of building and development projects, but also in terms of the face of leadership in the County. “One of the things I love about Arlington – people come together to do big and important things,” says Carlee. “Take the Cultural Center, for instance. We’re investing about six million dollars. But Virginia Beach invested $35 million into creating their cultural center, so it’s a relatively modest project. And it’s the best buy you’ll ever see.” “I like to think we’re building on the risk the community took in the ’60s and ’70s: they bet the farm on Metro. And you know what? It isn’t a farm anymore, it’s a city,” Carlee says resolutely. “I’ve often been accused of trying to build Manhattan on the Potomac. I take it as a compliment,” Carlee says with a laugh. “There are only two real choices: either move forward or start sliding back. You can’t put a community in neutral.” No doubt, this region is the better for having gotten to know Ron Carlee, his forward-thinking vision and his worldclass generosity.
