The intended audiences for this Quick Reference Guides are all PMH Community Program Staff that
work or travel outside of a health facility for work purposes. The information contained within this guide
is generic and brief in nature to provide a general response to an adverse situation. Staff should use
their best judgment in making any decision in conjunction with this plan or to consult their supervisor
where possible.

Disaster & Emergency Preparedness Program (DEPP)
The PMH Emergency plan is intended as a guide for staff in the response and management of any disaster, emergency,
or incident with the potential for significant impact to operations.
When staff are confronted with a disaster or emergency situation, personal safety is first and foremost. Follow program
specific working alone plans, remove self from harm, and if safe to do so remove the client or provide notification of the
hazard to the client. Call 911 for Police, Fire, or EMS response. When in a safe location notify your Manager/Supervisor or
On-call Manager.
Red – Fire


Call 911 for Fire Department. Provide address location and fire details.
Remove self and client from location. Prevent others from entering site.
Green – Evacuation


Evacuate clients and staff from an area of danger to a safe area.
Call 911 for EMS if required. Notify manager/supervisor.





Initiate if client goes missing while you are providing direct care.
Notify next of kin/client contact and assess client location.
Do a quick search of location. If client is not located call 911 for Police.
If there is a risk to staff safety due to violence or threat of violence, distance yourself
from the aggressor and take necessary precautions to protect your own safety. Call 911
for Police as required.
In the event of a sudden medical emergency, remember the basic principles:
Check the client – Call 911 for EMS – Care (start CPR if trained)
Do not perform mouth-to-mouth without a barrier device. Notify manager/supervisor.

If a Code Orange occurs at a hospital and you are called to assist: report to the site,
identify yourself, and follow the direction of the Incident Commander.
Notify your manager/supervisor if you are missing assigned work.

This code is not applicable to Community Programs and Services.

When there is a spill or release of hazardous material at a residence: avoid contact,
evacuate, and call 911.
If a carbon monoxide detector is activated: evacuate and call 911.
If alerted to contaminated external air: shelter-in-place by closing windows and doors,
and shutting down air conditioners, exhaust fans, or air exchangers.
Monitor local media for situation updates. Call 911 if in immediate danger.
If you receive a bomb threat or discover a suspicious package: stop, do not touch, and
call 911 for Police.
If safe to do so, evacuate the area and wait for police. Notify manager/supervisor.
When possible, remove yourself from the area and call 911 for police.
Lock doors between yourself and the perpetrator.
Provide the materials the perpetrator is demanding.
Initiate when an infant has gone missing from the site.
Obtain details about the infant: last seen, with who, gender, clothing.
Call 911 for Police and do a quick search of the immediate area.
Monitor local media for reports of tornado, flooding, severe weather.
Notify manager/supervisor for: sewer backup, power failure, communications failure,
etc.
Initiate when it is necessary to secure the site by controlling entry/exit points.
Lock doors or windows to protect safety of yourself and client if threatened.
Call 911 for Police and notify your manager/supervisor.
