Intervención en Crisis
Un grupo de 15 estudiantes de la escuela graduada del Departamento de
Trabajadores Sociales de la Universidad de Puerto Rico estuvieron en Culebra
el 7 de febrero de 2007 junto a la profesora, Dra.Doris González, para trabajar
y poder ayudar a los estudiantes de 4to a undécimo grado a lidiar con el evento
trágico del 27 de enero.
Trabajarán con los estudiantes para ayudarlos a manejar sus sentimientos de
conflicto y agresividad y cómo poner esos sentimientos en una perspectiva positiva
y así poder tomar decisiones buenas.

Crisis Intervention
A group of fifteen Master Degree graduate studentsfrom the College of Social
Work and UPR Graduate School of Social Work came to Culebra on February
7 with their instructor, Dr. Doris Gonzalez to work with and help students in the
fourth to 11th grades deal with the tragic ev
ents of January 27.
They will work with the students to help them deal with feelings of conflict and
aggression, and how to properly place those feelings in the right perspective and
make good life choices. There will be more articles on this subject
.

Unidad Comunitaria por Culebra

El pasado viernes, 2 de febrero de 2007, hubo una
reunión del grupo Unidad Comunitaria de Culebra.
dirigida por Padre Pedro Ortiz, con la participación de
Nelson Cotto, varios representantes de la comunidad,
Padre Ramón Santana, Reverendo López, miembros de
la Policía local y representantes de la Alcaldía. Contamos
con la presencia del Secretario de Recreación y Deportes,
David Bernier, con muy buenas noticias.
Nos explicó que contrario a otros representantes del
gobierno que han estado en Culebra, “él viene con
dinero.” “Hay dinero para establecer un programa
estructurado de recreación y deportes en la isla,” nos
dijo. Nuestra organización está en consonancia con lo
que nos presentó el Secretario.
Diferentes programas que pueden estar disponibles
son: Puerto Rico en Forma, que es uno de los objetivos
del gobierno actual, enfoque en las niñas, fortalecer
recreación y no tan sólo deportes; “no es competir nada
más”, nos dijo el Secretario en varias ocasiones. Nos
informó que el Departamento ha sostenido unos acuerdos
con Recursos Naturales para que no nos exijan para los
Torneos de Pesca, las reglas que tienen que seguir los
torneos grandes como el del Náutico de San Juan.

. Por la mañana el Secretario, David Bernier, se había
reunido con la Directora Walleska Collazo, Prof. Carlos
Carrión y Rosymar Vázquez, Trabajadora Social, para
discutir el estudio de necesidades y temas como la
certificación de ASSMCA, programas de la Universidad
del Sagrado Corazón y talleres para los maestros.
Debido al caso suscitado de violencia, tuvimos un
intercambio de cómo nos sentíamos. Fue una buena
experiencia en donde pudimos compartir nuestro sentir
y las diferentes necesidades que tenemos.
Las reuniones son el primer viernes de cada mes a las
3:00pm en el Salón Parroquial de la Iglesia Católica. La
próxima reunión será el 2 de marzo de 2007. Están todos
invitados.

Community Unity for Culebra
Last Friday, February 2, 2007, Community Unity of Culebra
was led by Father Pedro Ortiz with the participation of Nelsón
Cotto, representatives of the community, Father Ramón Santana,
Reverend López, members of the local Police and representatives
of the major’s office. We had the opportunity of the visit of the
Secretary of Sports and Recreation, David Bernier, with very good
news. He said that different from other government representatives
that had been in Culebra, “he is here with money”. “There is money
to establish a structured program for sports and recreation in the
island”, he told us. Our organization is in consonance with what the
Secretary presented.
Different programs that could be available are: Puerto Rico in
Shape, which is one of the objectives of the present government,
emphasis on girls, strengthen recreation and not just sports; the
Secretary told us many times, “it is not only for competition.” He
also informed that the Department have had agreements with the
Department of Natural Resources so they do not demand that we
follow the same regulations for Fishing Tournaments like those big
ones in the San Juan Nautical Club.
After the Secretary, David Bernier, left we continued with some
of the topics in the agenda. During the morning they had met with
the School Director, Walleska Collazo, Prof. Carlos Carrion and
Rosymar Vázquez, Social Worker, to discuss the needs assessment,
the certification from ASSMCA, programs with the Sacred Heart
University and workshops for the teachers.
Because of the recent violent case, we had a time for sharing how
we were feeling about it. It was a good experience where we could
share our feelings and the different needs we have.
The meetings are held the first Friday of each month at 3:00pm in
the meeting hall of the Catholic Church. The next meeting will be
on March 2, 2007. You are all invited.

Culebrenses por el Libre Acceso a Todas las Playas
An update: CULEBRA VS. VICTOR GONZALEZ
Los diversos sectores de la comunidad de Culebra que se
han unido para exigir que las autoridades gubernamentales
atiendan el problema de la obstrucción de los accesos a sus
playas, han recibido el apoyo del gobierno municipal, según
revelan los documentos distribuídos hoy por la Autoridad de
Conservación y Desarrollo de Culebra (ACDEC), firmados
por el alcalde de Culebra, Hon. Abraham Peña.
Esta agencia le envió una resolución al Sr. Víctor González
el pasado 23 de enero, ordenándole a él y a su compañía PR
Land and Fruit, la paralización de los trabajos y/o la demolición
de las estructuras que ha construído en el área del muellecito
de Playa Flamenco sin los permisos requiridos por ley.
La resolución determina que el Sr. González actuó sin el
endoso de ACDEC. Sin este endoso, ninguna agencia del
Estado Libre Asociado de Puerto Rico está autorizada a
otorgar permisos de construcción en la Isla de Culebra.
Además, ARPE certificó que no otorgó permiso de
construcción.
Según la orden, el Sr. González incurrió en las siguientes
violaciones: Cierre de servidumbre de paso, pavimentación
de camino, construcción de supuesta torre de observación,
corte de árboles, movimiento de corteza terrestre, modificación
de hábitat, falta de plan de mitigación, uso de maquinaria
pesada en hábitat crítico, deforestación, reforestación no
adecuada y falta de un plan de control de erosión y
sedimentación.
Además, la Sra. Susan Silander, Directora del sistema de
refugios del Caribe del US Fish and Wildlife Service, desmintió
al Sr. González cuando éste alega que fue su agencia la que
ordenó el cierre del acceso al “Observation Point” (OP) que
es también acceso a Playa Resaca. Por lo tanto, ACDEC
también le ordenó al Sr. González abrir de immediato el
portón de acceso al OP y a Playa Resaca.
Sin embargo, hasta el dia de hoy, el acceso vehicular al
área del muellecito de Playa Flamenco continúa obstruído.
The diverse sectors of Culebra’s community that
have united to demand government authorities to take
action regarding the obstruction of their beach accesses,
have received the support of the municipal government,
according to the documents released today by the Culebra
Conservation and Development Authority (ACDEC),
signed by Culebra’s major, Hon. Abraham Peña.
On January 23, this agency sent a resolution to Víctor
González ordering him and his company PR Land and
Fruit, to stop construction and/or destroy the structures
they have built in the muellecito area of Flamenco Beach
without the required permits.
The resolution declares that Mr. González acted
without ACDEC’s endorsement. Without this
endorsement, no government agency has the authority
to give construction permits in Culebra. As a matter of
fact, ARPE certified that they did not grant any
construction permit.
According to the order, Mr. González incurred in the
following violations: Blocking a public easement,
paving a road, construction of an alleged observation
tower, cutting trees, earth movement, habitat
modification, absence of a mitigation plan, use of heavy
equipment in a critical habitat, deforestation, inadequate
reforestation and failure to implement a certified erosion
control plan.
In addition, Mrs. Susan Silander, Director of the US
Fish and Wildlife Service Caribbean Refuges office,
denied Mr. Gonz·lez’s allegation that her agency ordered
the closing of the access to the Observation Point (OP),
which is also an access to Playa Resaca. So ACDEC
also ordered Mr. González to open this gate immediately.
However, as of today, the vehicular access to the
muellecito area of Flamenco Beach continues to be
blocked.

My Culebra Water Adventure
My name is Alex Aparnev and my wife and I moved
to beautiful Culebra three months ago.
At 5:00 PM on a lovely Monday, January 22, I called
my friend to see if he wanted to go fishing but he was
working and couldn’t go until the next day. As my wife
was on a business trip, I was by myself, and bored. Then
I remembered the small inflatable boat I bought in WalMart for only $23.00; only 5.5 ft with a 3.3 ft. seating
space. I decided to try it. So I drove my scooter to
Melones Beach and made up my mind to take the boat
to Isla Luis Pena.
I am originally from Russia and while living in my
country, I used to swim miles away and back in the Black
Sea without any problems. I was accustomed to being
able to reach any visible distance in the sea. This time
I was planning to get to Luis Pena in about 30 minutes—
the island seemed pretty close.
When I started my trip, the boat was moving rapidly
and smoothly…I was enjoying watching the sunset on
Culebra, it was a gorgeous view. I was thinking about
people sitting in their homes watching TV instead of
admiring this beauty. It would be easy for them to have
the same pleasure, just $23 for a tiny boat like mine.
While I was thinking , I was approaching Luis Pena.
It took me much more time to get there than I had
expected. It was already getting darker and a cold wind

Mi nombre es Alex Aparnev y
mi esposa y yo nos mudamos hace
tres meses a la preciosa Culebra.
En un precioso lunes, 22 de
enero a las 5:00pm, llamé a un
amigo mío para ver si quería ir a
pescar, pero estaba trabajando y
no podía ir hasta el otro día. Como
mi esposa estaba en viaje de
negocios, yo estaba solo y
aburrido. Entonces me acordé del
bote inflable que había comprado
en Wal-Mart por $23.00;
solamente 5.5 pies con un espacio
de 3.3 pies para sentarme. Decidí

probarlo. Así que me fui en mi
motora a la Playa de Melones y decidí llevar el bote a Luis
Peña.
Soy oriundo de Rusia y cuando vivía en mi país nadaba sin
problemas muchas millas de un lado al otro en el Mar Negro.
Estaba acostumbrado a poder llegar a cualquier área visible en
el mar. Esta vez estaba planificando ir a Luis Peña en 30 minutos
– la isla parecía bastante cerca.
Cuando empecé mi viaje, el bote se movía rápido y
suave…estaba disfrutando la puesta del sol de Culebra, era una
vista preciosa. Pensaba en la gente sentada en sus casas viendo
TV en vez de admirar esta belleza. Para ellos sería fácil poder
tener este placer, sólo $23.00 por un bote pequeño.
Mientras pensaba en esto, estaba llegando a Luis Peña.
Me tomó mucho más de lo que yo esperaba. Ya se estaba

was blowing wildly around Luis Pena. I kept paddling. The
waves were getting higher because of the wind. When I was
about 300 feet to the coast of Luis Pena I started to get nervous,
thinking about what the best thing I could do. To go back was
dangerous, it was already too dark and the waves were too big.
To land in Luis Pena meant I would have to stay there all night.
It was already cold and I had no clothes but my swimwear. I
imagined dinner, hot tea, and my warm bed—and turned back
home, paddling more rapidly.
I’m not sure how long it was until I realized I was not moving
toward Culebra or Luis Pena. I was just moving around in the
same place, trying to resist the current. Then I noticed that,
notwithstanding my efforts, both Culebra and Luis Pena were
gradually getting smaller and smaller. The boat was too little
to resist the stream that was pushing me to the open water. The
wind and waves were getting more vigorous, and I could see
through the darkness that my boat wasn’t floating to Melones
but in the opposite direction. Luis Pena was closer to me than
Culebra so I decided not to risk trying to get to Melones but
instead turned back to Luis Pena to stay there for a while. The
problem was I couldn’t because of the waves. My tiny boat
was jumping on the waves like a soccer ball; everything was
shaking. I felt nauseous for a while but realized I couldn’t
relax long enough to vomit-- I had to use my hands to try to
get the water out that was coming into the boat and also had
to keep paddling. Suddenly it started to rain—and the wind
was growing stronger.
Now it was night. From time to time the water was magically
bioluminescent like on Mosquito Bay in Vieques.
Dinaflagellates were in my boat and were surrounding me
everywhere. I could also see the lights from Culebra, the
blue lights of police cars driving between the hills, a lighthouse
blinking somewhere far away. I could see everything but

frío fuerte. Seguía remando. Las olas se ponían más grandes
a causa del viento. Cuando estaba como a 300 pies de la costa
de Luis Peña, me empecé a poner nervioso, pensando qué era
lo mejor que podía hacer. Regresar era peligroso, ya estaba
bastante oscuro y las olas eran muy grandes. Llegar a Luis
Peña querría decir que me tenía que quedar allí toda la noche.
Ya tenía frío y no tenía nada más que mi traje de baño. Soñaba
con comida, té caliente y una cama caliente – regresar a casa
remando más rápido.
No sé cuánto tiempo había pasado cuando me dí cuenta que
no me estaba moviendo hacia Culebra o Luis Peña. Estaba
dando vueltas en el mismo sitio, tratando de manejar la corriente.
Me di cuenta que no importaban mis esfuerzos, tanto Culebra
como Luis Peña se veían cada vez más pequeñas. El bote era
demasiado chiquito para resistir la corriente que me tiraba mar
abierto. El viento y las olas eran más fuertes y en la oscuridad,
mi bote no estaba flotando hacia Melones sino que en dirección
opuesta. Luis Peña estaba más cerca que Culebra así que decidí
no arriesgarme tratando de llegar a Melones sino virar y
dirigirme a Luis Peña y quedarme allí un rato. El problema
era que no podía con las olas. Mi botecito brincaba en las olas
como una bola de fútbol; todo se movía. Por un momento me
dieron nauseas pero me di cuenta que no podía relajarme lo
suficiente para vomitar – tenía que usar las manos para sacar
el agua que cogía el bote además de seguir remando. De pronto
empezó a llover – y el viento estaba aumentando.
Entonces se hizo de noche. De vez en cuando, mágicamente,
el agua se ponía bioluminicente como en la Bahía de Mosquito
en Vieques. La bioluminicencia estaba en el bote y a todo mi
alrededor . También podía ver las luces de Culebra, las luces
azules de los carros de la policía corriendo entre las lomas y
un faro parpadeando en algún sitio bien lejos.
Yo lo podía ver todo pero nadie me podía ver a mí. Toda la
noche traté de llegar a Culebra pero no fue posible. Tenía un
frío terrible. Muchos pensamientos tristes me corrían por la
cabeza. Lo único que esperaba era que saliera el sol.
¡Amanecer! Ya no era tan espantoso. Por la mañana Culebra
estaba mucho más distante que la noche anterior. Me di cuenta

Bienvenidos al primero de una serie de artículos
sobre la nueva escuela ecológica de Culebra Carmelo
Feliciano. Nuestra nueva Directora, Waleska Collazo
pasó su juventud en Culebra; su madre y su padre
nacieron en la isla. Ella estudió en la UPR, se graduó
de Bachillerato en Artes y luego pasó dos años en
México con los Cuerpos de Paz. Entonces se enlistó
en el ejército y trabajó en la policía militar por cinco
años. Cuando se fue del ejército hizo una maestría en
la Universidad de Phoenix y fue maestra de escuela
elemental en Culebra durante seis años. Le faltan tres
cursos para obtener su Doctorado en Administración
con especialización en Educación.
Waleska enfatizó que la nueva escuela será una
escuela de la comunidad y espera abrir la biblioteca
para toda la comunidad de 3:00 pm a 9:00 pm. Habrá
un salón disponible para reuniones comunitarias; y una
moderna cocina que también estará disponible para
ambos grupos.
Uno de los planes de la Directora es envolver a la
comunidad y pedirle a los norteamericanos de Culebra

La Fundación de Culebra y la Guardia Costanera
donaron computadoras que se usarán en la biblioteca,
en el salón de computadoras y en cada salón individual.

Ella planifica tener un pequeño centro recreativo
para los estudiantes de escuela elemental en el área del
gimnasio con mesas de billar y ping-pong. Además,
tan pronto abra la escuela y los grados elementales se
muden de la escuela vieja, planifica hacer un centro
para los estudiantes mayores donde ahora se ubica el
kindergarden.
Waleska tendrá dos días de casa abierta para presentar
la nueva escuela, uno para la comunidad en general y
otro para los negociantes, pues espera que los negocios
se envuelvan con la escuela.
También quiere que la comunidad sepa que
actualmente hay clases nocturnas de 5 pm a 9 pm para
los que quieren graduarse de escuela superior y que a
finales de marzo se graduarán 23 estudiantes. Las
personas interesadas en el curso nocturno de escuela
superior y/o escuela vocacional deben comunicarse con
la Directora Collazo.
. Our new Director, Waleska Collazo, spent her youth in Culebra;
her mother and father were born on the island. She went to
UPR, received her Bachelor of Arts degree and then spent two
years in Mexico with the Peace Corp. Waleska then joined the
army and served in the Military Police for five years. After
leaving the army, she received her Master’s Degree from Phoenix
University and was a teacher in Culebra, teaching the lower
grades for six years. After three more classes, she will receive
her PhD in Administration with a secondary in Education.
Waleska stressed that the new school will be a community school
and she hopes to have the library open to the community from
3:00 PM to 9:00 PM. There will be a meeting room available
to the community; and a state-of-the-art kitchen that will also
be available to groups
One of the Director’s plans to involve the community is to
request more North Americans in Culebra to get involved with
her reading program to assist her students with the correct
pronunciation of English. She currently has three volunteers,
Jill Buckingham, Marsha Brighton and Rosa Giboyeaux and
she would like interested volunteers to call her at the school
(787-742-3583).
The Culebra Foundation and the U.S. Coast Guard donated
computers that will be used in the library, computer room, and
each classroom; Internet access will be available.
She plans a small teen center for the lower grades located in the
gymnasium area, with pool and ping pong tables. In addition,
as soon as the new school is opened and the lower grades move
out of the old school, she plans to turn the current kindergarten
area into a special teen center for the older youths.
Waleska plans to hold two open houses to introduce the new
school with one for the community in general and the other
directed to local businesses, as she is hoping to get community
business involvement.

“La corriente estaba hacia la Isla Grande. Era el único sitio donde podía ir.”
nobody could see me. All night long I kept trying to approach
Culebra but failed. It was damn cold. Lots of sad thoughts were
jumping in my head. The only thing I was waiting for was
morning.
Sunrise! It wasn’t so scary anymore. In the morning, Culebra
was much farther than in the evening. I realized I had little
chance to come back. I hoped some boat or a ferry could pick
me up. I saw ferries coming from Culebra and Fajardo but they
were too far away to see me. Later on, I saw a sailboat far away,
moving from the Big Island in the direction of Culebra or Vieques.
I hoped it was going to Culebra and was happy it was a sailboat,
not a motorboat, so people might hear my voice. I started to
paddle towards it at the same direction as the current. But the
sailboat first seemed to go towards Vieques, and then it appeared
at the same place where I had been before starting my way to
it (and I was already far from that place). You can imagine how
upset I was! The sailboat passed me by about 600 feet. I tried
to shout and wave but evidently they could not see me because
my boat was too small and the waves were too huge. Soon it
disappeared behind Luis Pena and I was alone again.
I was hoping that somebody would wonder about my scooter
staying on the coast for two days. My wife was out of Culebra
and didn’t know anything about my trip, but she might worry
when I didn’t pick up the phone, and call 911. Unfortunately,
I had left my cell phone at home. I was hesitating about what
to do next. It could be dangerous
to go farther and also if anybody was looking for me, of course,
they would look around Culebra and I would have more chances
to be rescued sooner. But what if nobody was looking for me?
Then I could float for weeks because it was impossible to land
on Culebra.
In the evening, Culebra was already far away. Vieques was
even closer. I made some attempts to go to Vieques but I was
right between waves and had plenty of water in the boat and
could easily flip over. The current was in the direction of the
Big Island. It was the only place I could go. I saw dark clouds
on that side and the waves were getting higher. It was too
dangerous to go there in such a boat and face the storm. I started
to paddle to Culebra, as there were no clouds in that direction.
But it was ridiculous, I had tried that all day and couldn’t do it.
At least I could wait until the clouds went away. After a few
hours, t he clouds got smaller and I didn’t hesitate anymore. I
went straight to the Big Island, according to the stream.

el ferry me recogiera. Vi ferries yendo de Culebra a Fajardo
pero estaban muy lejos para que me pudieran ver. Más tarde
vi bien lejos un velero que se movía de la Isla Grande hacia
Culebra o Vieques. Esperaba que estuviera yendo hacia
Culebra, y me encantaba que fuera un velero y no de motor,
para que me pudieran oir. Empecé a remar hacia ellos en
la misma dirección de la corriente. Pero parecía que iba
hacia Vieques y entonces apareció en el mismo sitio donde
yo había estado (y ya yo estaba bien lejos). ¡Se podrán
imaginar lo frustrado que estaba! El velero
me pasó como a 600 metros. Grité y moví las manos pero
evidentemente no podían ver porque el bote era demasiado
pequeño dentro de las olas enormes. Enseguida se
desapareció detrás de Luis Peña y estaba solo otra vez.
Tenía esperanzas de que alguien se preocupara
al ver mi motora en la orilla por dos días. Mi esposa estaba
fuera de la isla y no sabía nada de mi excursión, pero se
preocuparía cuando yo no contestara y llamaría al 911.
Desafortunadamente había dejado en casa mi celular. Me
cuestionaba qué podría hacer. Podría ser peligroso ir más
lejos y si alguien me estaba buscando, por supuesto, estarían
buscando alrededor de Culebra y entonces tendría
más oportunidades de que me encontraran. ¿Y si
nadie me estaba buscando? Entonces flotaría por
semanas antes de lograr llegar a Culebra.
Por la tarde, Culebra estaba bien lejos. Vieques
estaba más cerca. Traté de ir a Vieques pero estaba
en el medio de las olas y había mucha agua dentro del bote
y me podía volcar. La corriente estaba hacia la Isla Grande.
Era el único sitio donde podía ir. Vi nubes prietas en ese
lado y las olas estaban más grandes. Era peligroso seguir
hasta allá en ese bote y luchar contra la tormenta. Empecé
a remar hacia Culebra, ya que no había nubes en esa
dirección. Pero era ridículo, ya que me di cuenta que había
tratado eso todo el día y no lo había logrado. Al rato las
nubes se redujeron y no podía titubear más. Me fui directo
a la Isla Grande, siguiendo la corriente.
Estaba bien oscuro. La luna y las estrellas estaban cubiertas
de nubes bien densas que venían de Fajardo. No sabía a
dónde ir, así que seguí la corriente. Estaba en mar abierto
y las olas estaban salvajes. Cada instante tenía pánico de

It was very dark. The moon and stars were covered
with heavy clouds coming from Fajardo. I couldn’t see
where to go and was just going with the stream. I was in
open water and the waves were just wild. Every second
I was scared my boat would flip over and I wouldn’t be
able to climb back on it because of these big waves. I
was thinking about my life; I am 33 years old and have
lived almost half of my life. If not now, I would die sooner
or later anyway….
In a few hours I saw a huge stone in the middle
of the ocean. I was approaching it rapidly and the current
was taking me right onto it. Strong waves were splashing
very hard against the stone. The wind was blowing wildly
around it, making a horrible noise. I was terrified my
little boat would hit the stone and I wouldn’t survive.

crash. I finally passed the stone safely.
Now it was afternoon and I was approaching the
Main Island. I could see houses on the hills and guessed
it was Fajardo. The current was pushing me to a little
island on the way to the Main Island, similar to Luis Pena
and I decided to land on it. The closer I got to the island,
the harder the waves were. While one wave was taking
me to the coast, another one was pushing me away. I
jumped into the water and tried to reach the coast by
swimming. I had already stepped on the stone and was
trying to take the boat out of the water when I fell back.
I guess the boat was too light and the wind was too strong.
I felt pain in my back; I guessed I fell on some sea urchins.
Finally I was on the island! Right at that moment
I saw a boat! I wanted to shout to them but realized I was
so exhausted, I could even shout a word. I began to wave
at them with my hands and they noticed me. It was a
police boat from Isla Pinero, off Ceiba. The stream took
me even farther than I had expected. The police officers
brought me to the main office of the Marine Division of
Police in Fajardo, and gave me food, water, and some
clothes. When they noticed my different accent, they
asked me where I was from. I told them I was Russian
but was born in India. It seemed suspicious to them and
they asked for my ID, my social security card, and
immigration papers. Of course, I didn’t have anything
with me and I explained that all my papers were at home,
in Culebra. They called my wife, told her everything
that had happened, and she confirmed she knew me and
we really lived in Culebra. After checking everything
out, they took me home in their powerful boat. It was
a very fast 30 minutes, and then I was on Culebra. My
friend, Mario, met me and helped me to get home. I was
saved!
I was the happiest man in the world. I was so
lucky. I was on the water for two nights and two days
without food, water, or clothes, other than a bathing suit.
I sailed more than 26 miles on my little boat, from
Culebra to Ceiba. The sun burned my skin terribly, but
I was alive!
I learned that no matter how strong you are, don’t
go too far from the coast of Culebra unless you have a
big boat and a good powerful motor!

corriente me estaba llevando directo a ella. Las olas estaban

salvaje, creando un ruido horrible. Estaba aterrorizado
de que el bote se estrellara contra la roca y yo no pudiera
sobrevivir. Con todo el poder de mi cuerpo traté de evadir la
roca. Finalmente pasé la roca sin problemas. La corriente me
empujaba a una isla pequeña como Luis Peña y decidí
desembarcar allí. Según me acercaba
a la isla, peores eran la olas.
¡Finalmente estaba en la isla! ¡En ese momento vi un bote!
Quería gritarles pero estaba exhausto, no podía decir ni
una palabra. Empecé a llamarlos con las manos y se dieron
cuenta. Era un bote policía de la isla Piñero, a las afuera
de Ceiba. La corriente me había llevado mucho más lejos
de lo que me imaginaba. Los oficiales de la policía me
llevaron a las oficinas de la División Marítima en Fajardo y
me dieron comida, agua y ropa. Cuando se percataron de mi
acento, me preguntaron de dónde yo era. Les dije que de Rusia
pero que había nacido en India. Les parecía sospechoso y me
pidieron identificación, la tarjeta del seguro social y los
papeles de inmigración. Por supuesto, no llevaba nada
conmigo y les expliqué que mis documentos estaban en
mi casa en Culebra. Llamaron a mi esposa, le dijeron
todo y ella confirmó que me conocía y que de verdad vivíamos
en Culebra. Después de verificarlo todo me llevaron en su
bote a mi casa. Fue bien rápido, solamente 30 minutos y ya
estaba en Culebra. Mi amigo, Mario, me ayudó a llegar a
casa. ¡Estaba a salvo! Estuve en el agua por dos noches y dos
días sin comida, agua y ropa excepto por el traje de baño.
Corrí más de 26 millas en mi botecito de Culebra a
Ceiba.¡Aprendí que no importa cuan fuerte eres, no te
vayas muy lejos de la costa de Culebra a menos que
tengas un bote grande y con motor!

Bonnie Anderson was born in Cuba to parents who instilled a passion for
fishing. Her father, Andy Anderson (for whom Bonnie’s offshore boat, “Andy”
is named), designed sport fishing boats and together with her mother, Dorothy,
fished many tournaments in the Caribbean. Bonnie has fished around the
world and was part of a tournament team out of South Florida for years. She
was also a board member of the Georgia Women Flyfishers and is a member
of the Federation of Fly Fishers.
Captain Bonnie is an experienced fisherman in all facets of the sport and
enjoys taking people out for a wonderful day on Culebra’s waters where
she has fished for over ten years. Bonnie is assisted by First Mate
Carlos Cruz. a very knowledgeable professional with years of Culebra

Debemos recordar que la vida es una serie de
etapas. Primero somos infantes, luego niños,
adolecentes, adultos y por último envejecientes.
Muchos de nosotros hemos recorrido estas etapas
pero hemos tratado de olvidar la etapa de la juventud
pues tal vez hicimos travesuras, pero no podemos
sentarnos a ignorar y a criticar a nuestros jóvenes
de hoy en día.
Pregunto, ¿Por qué en vez de estar señalando a
los demás no nos unimos en amor, conciencia,
respeto, humildad y honestidad?
Yo, como madre de adolecentes y como culebrense,
entiendo que todos hemos aportado algo para bien
o para mal, ya que esta isla es muy pequeña y todos
nos conocemos. Algunas veces tapamos faltas e
injusticias por el simple hecho de que aquí TODOS
somos o nos consideramos una gran familia. No
nos hagamos los inocentes cuando la culpa es quizás
de todos por igual.
A la hora de la verdad, nos prestamos para hacer
leña del árbol caído en vez de coger el árbol,
levantarlo, fortalecerlo, abonarlo y darle amor para
que el día de mañana pueda brindarnos un buen
fruto. Es lamentable y doloroso perder una vida y
más cuando fue la de un joven que pudimos haber
ayudado.
Deseo de todo corazón que lo que sucedio el 27
de enero nos abra los ojos para que en nuestra islita
no siga corriendo la sangre.

Letter to the People of Culebra
We must remember that life is a series of stages. First
we are infants, then children, teenagers, adults and finally
senior citizens. Many of us have gone through these
stages and have tried to forget the mischievious parts of
our youth , but we cannot sit back, ignore, and criticize
young people of today.
I ask, Instead of pointing our fingers at others, why
don’t we unite in love, conscience, respect, humility and
honesty?
I, as a mother of teenagers and as a culebrense, know
we all have contributed something, good or bad.
Sometimes we cover-up our mistakes and injustices by
the simple fact that we consider ourselves a big family.
Let’s not play innocent when the blame is all of ours.
When we are challenged by life’s critical moments, we
lend ourselves to make firewood of the tree fallen instead
of taking the tree, raising it, fortifying it, nurturing it,
and loving it back to health so in the future it can bear
good fruit? It is regretful and painful to lose a life,
especially of a young person that we could have helped.
Ithhope with all my heart that what happened on January
27 will open our eyes, so the bloodshed doesn’t continue
in our island..

y trata de consolar a una familia agobiada por el dolor. Era
un joven guapo que usaba espejuelos redondos y la comunidad
le conocía como “Harry Potter”. Carlitos pasó unos años
vagando pero tenía muchos amigos en la comunidad y contaba
con la constante guía de su padre, Carlos Feliciano.
Recientemente habló de casarse y tener hijos. Todos esos
sueños se han desvanecido.
Hay algunas preguntas sin contestar en relación a su muerte.
Leí los hechos crudos” en el Vocero y el San Juan Star (Un
oficial de la policía disparó y mató a un hombre el sábado
por la mañana cuando un individuo trató de arrebatarle el
arma durante una trifulca en una barra de Culebra – San
Juan Star) y me di cuenta de qué es lo que anda mal en nuestra
sociedad. Las noticias se han convertido en un deporte para
espectadores en vez de informar, iluminar e inspirar. Con
unos cuantos datos crudos y la mera mención de drogas,
aceptamos 800+ asesinatos en la Isla Grande…y lo mejor de
todo es que no tenemos que hacer nada. Aquí no.
Lamentamos esta pérdida y queremos saber los detalles,
¿por qué?...algo malo, espantosamente malo, pasó. El artículo
en el San Juan Star dice, “Refriega en una barra”. En realidad
pasó en un parking público, al lado de la barra e involucró a
menores que estaban jangueando en los alrededores de la
cancha de baloncesto. ¿Serían simplemente unos jóvenes
fuera de sus cabales a causa de Xanax y alcohol, quienes
atacaron al oficial de la patrulla? ¿O sería que ya había un
alboroto general y la policía fue llamada para restaurar la
paz? ¿Podrían considerarse provocadoras algunas de las
acciones del oficial Jordán Torres? ¿Ejerció buen juicio cuando
se acercó al grupo moviendo una macana? ¿Podría haber
pedido asistencia antes o la situación se deterioró tan
rápidamente que no hubo tiempo? ¿Y en qué punto llegó
Carlitos allí? (informes indican que al principio estaba parado
en la parte de atrás). Estas son las preguntas que se hace la
comunidad.
Para aquellos de nosotros que sabemos “cómo son” las
cosas en esta comunidad, hay algo que no cuadra. Nosotros
conocemos muy bien a nuestra fuerza policíaca,
individualmente y personalmente; conocemos a sus familias
The Island is deeply mourning the loss of Carlitos Feliciano
and trying to comfort a grief stricken family. He was a good
looking young man who wore round glasses and the local
community nicknamed him “Harry Potter”. Carlitos had a
few wandering years but he had many friends in the community
and he had the steady guiding hand of his father, Carlos
Feliciano. He recently spoke of getting married and having
children. All those dreams have vanished.
There are some lingering questions relating to his death. I
read the “cold fact” story in the Vocero and San Juan Star (A
police officer shot and killed a man Saturday morning when
the individual tried to take the officer’s weapon during a
melee in a Culebra bar”SanJuanStar) and I realized what is
wrong with our society. News has become a spectator sport
instead of information that informs, illuminates, and inspires.
A couple of cold facts and the mere mention of drugs and we
are willing to accept 800+ murders on the big island, and best
of all….we don’t have to do anything! Not here.
We lament this loss and want to know all the details, why?..
something went wrong, terribly wrong. The San Juan Star
account stated a “Melee in a Bar” It actually occurred in a
city parking lot next to the bar and involved minors who were
hanging around the basketball court. Was it just as simple as
a few young men incapacitated by xanax and alcohol who
attacked a patrol officer? Or was it rowdy behavior in general
and then the police were summoned to restore the peace?
Could any of the actions by the police officer responding,
Officer Jordan Torres, be considered a provocation? Did he
use good judgement in approaching the crowd swinging a
billy club? Should he have requested additional backup first
or did the situation deteriorate so rapidly that there wasn’t
time? And how was Carlitos drawn into it (reports indicate
he was originally standing in the back). These are the questions
being asked in this community.
To those of us who know the “goings on” in this community,
something didn’t add up.We happen to know our police force
very well, individually, personally, we know their families
and they know the families of these young men. We also
know that prior to that evening, there wasn’t any great tension
between the “local” police and these young men. In the past,
if there was any suspicious drug behaviour by young men in

mucha tensión entre la policía “local” y estos muchachos.
En el pasado, si había comportamiento sospechoso relacionado
a drogas entre los jóvenes, la policía local los paraba, les
chequeaba los bolsillos, el pelo y los hacía quitarse los zapatos
y las medias. Aunque no encontraran nada, de todos modos
los muchachos se llevaban tremendo sermón; “¿Qué estás
haciendo?”, “¿No quieres cambiar tu vida?”, “Yo quiero
ayudarte.” Los muchachos entendían.
El oficial Torres no es de Culebra. Había trabajado en
Río Grande donde sí hay un serio traqueteo de drogas y
gangas; la policía es mucho más agresiva. Puede que crean
que ser más agresivo es mejor, pero con 800 asesinatos al
año en la Isla Grande, prefiero la forma de trabajar de nuestra
policía. Nuestra policía ha mantenido las cosas aquí a un
nivel de robos insignificantes y de vez en cuando algún
alboroto, ahora vemos la diferencia. ¿Estuvo el oficial Torres
demasiado agresivo para la situación de esa noche? ¿Tenía
alguna razón para creer que los muchachos iban reaccionar
en su contra? ¿Había algún tipo de historia personal con
Carlitos que deberíamos saber? ¿Por qué decidió intervenir
sólo cuando allí estaba un policía experimentado (y
culebrense), el Sgto. Will Monell? Nadie en la comunidad
cree que algún muchacho se hubiera enredado con el Sgt.
Monell, pues es uno de los oficiales más queridos y respetados
en Culebra. Los oficiales locales han manejado este tipo de

Officer Torres wasn’t from Culebra. He had served in
Rio Grande where there is real hardcore drug and gang
behavior; police are much more aggressive. You might
think that more aggressive behavior is better, but at over
800 murders a year on the big Island, I’ll take our police’s
way of doing things. Our police have kept things at a petty
theft and once-in-awhile rowdy behavior level, now we
see the difference. Was Officer Torres too aggressive for
the situation that night? Did he have reason to believe that
the young men would react to him? Was there some personal
history with Carlitos that we need to know about?. Why
was he intent on charging in when there was experienced
(and culebrense) Sgt. Will Monell there. No one in the
community believes that the young men would have tangled
with Sgt Monell, he is one of the most liked and respected
officers in Culebra. The local officers had dealt with this
type of behavior many times before without elevating the
situation. Did Jordan Torres inject himself into a dangerous
position and put local police officers (Will Monell and
Efraín Monell) in an untennable position of possibly having
to shoot local kids?,..thank God the Monells showed restraint

problema muchas veces sin tener que escalar la situación. ¿Se
metió el oficial Torres sólo en una situación difícil y por
consiguiente puso a los policías locales (Will Monell y Efraín
Monell) en una situación insostenible de tener que dispararle
a un muchacho de aquí? Gracias a Dios que los Monell ejercieron
control y dispararon al suelo como advertencia. Queremos
también reconocer el profesionalismo y cordura que demostró
Tito Amaro en la clínica al negociar con los jóvenes que estaban
enloquecidos con la muerte de su amigo.
Los muchachos envueltos enfrentan cargos bien serios; el
oficial Torres fue gravemente herido. Hay una investigación
“interna” de la Policía de San Juan y la toman muy en serio;
porque esto fue muy raro para Culebra, por cualquier estándar.
Esa es la parte legal del asunto. Probablemente la parte legal
no conteste nuestras preguntas, ni sane esta comunidad, ni
remplace la pérdida de esta familia.
En el aspecto comunitario, estos muchachos viven en nuestra
comunidad, necesitan ser escuchados y bien dirigidos. Si
escuchamos cuidadosamente, los podríamos ayudar a aclarar
las cosas, guiarlos para que entiendan lo que pasó y se puedan
preparar para un futuro productivo. Algo bueno puede salir de
todo esto. No podemos esperar justicia porque puede que nunca
llegue. Ya se han llevado a cabo reuniones con líderes religiosos
para organizar más actividades para los niños, educación,
proyectos educativos y participación de los padres. Tenemos
una escuela nueva, una directora nueva, un compromiso nuevo
para más deportes y la oficina del alcalde está solicitando
fondos para una “casa de mentores”, un sitio reconfortante y
seguro para comer, que ofrece consejería para aquellos que
quieran cambiar sus vidas. Ya las cosas están mejores porque
esto es Culebra.
Este editorial se escribió luego de entrevistas con líderes
cívicos, tres oficiales de la policía local, dos de los muchachos
involucrados y amigos y familiares de Carlitos.

note the professionalism and restraint shown by Tito Amaro
and the staff at the Culebra Clinic in negotiating with young
men
who were in an emotional and crazed state after the death
of their friend.
As to the young men involved, they are facing serious
charges, Officer Torres was seriously hurt. There is an
“internal” investigation by the Police in San Juan, they are
taking it seriously; because this was highly unusual for
Culebra, by anyones standards. That’s the legal side of it.
The legal side of things probably won’t answer our questions.
And the legal side won’t heal this community or replace
this families loss.
On the community side of things, these young men live
in our community, they need to be heard, understood, and
guided. If we listen carefully, we can help them sort things
out, guide them to a better understanding of what went
wrong, and prepare them for a productive future. Something
good can come out of this. We cannot wait for justice, it
may never come. Already there has been a meeting with
Church leaders, more activities for kids, education, parental
involvement; there is a new school, a new principal, a new
commitment for more sports, and the mayor’s office is
requesting funds for a “mentoring house”, a safe place for
food, comfort and counseling for those who want to change
their lives. Things are already better because we are Culebra.
The above editorial was written after interviews with civic
leaders, three local police officers, two of the young men
involved, and close family and friends of Carlitos.

the west just after sunset. On the 7th, Mercury is
Aries 14* above the horizon and 7* below Venus.
Mercury is out of sight by the 21st. On the 1st, the
full moon rises at 5:56PM. Saturn rises at 6:52PM
and is visible all night, and the two are only 1*
apart.Gacrux, the top star of the Southern
Cross rises at 12:03AM on the 2nd and gets to
it`s highest point at 4AM. By the 28th it`s high (14*)
about 2AM. Remember, you can never see the
Southern Cross from about North of Miami, so it
may be worth waiting up to see. On the first,

Jupiter at magnitude -1.73 rises at 2:56AM, but is
rising at 1:26 AM by the 28th.Mars, at mag. +1.38
rises at 4:57AM on the 1st, but is rising at 4:33AM
by the 28th, when it will be 26* high at surise of

Uranus will be less than 1* apart low in the West.

Spica. Flare, is just a made up name having nothing
to do with the element iridium, nor flares, but is
the bright reflection of the sun off the shiney
antenna of a communication sattelite. I get my

West Indie Manatees seen in Culebra
On February 7th, 2006 professional sport-fishing
guides Bonnie Anderson and Kyle Burrel documented
at least one West Indie manatee in Puerto Manglar. Two
sightings were made in different locations of the bay, so
it is possible there were two visitors. Kyle, marked GPS
coordinates so a formal report could be submitted. Local
naturalist, Mario Romero spotted the first WI manatee
ever photographed in these waters in the Canal de Luis
Pena Marine Reserve a few years ago. (LINK)
Puerto Manglar has no wake buoys installed to protect
the diverse and endangered wildlife. Unfortunately there
is little enforcement. Holiday weekends over a hundred
motor boats from the big island create a mini marina in
the shallow Pelaita Bay. The boats frequently hold parties
well into the night with spotlights and sounding air horns
that mimic train whistles. Our beautiful bio-bay becomes
a pump-out station for boat sewage!

coordenadas con un GPS para hacer un informe formal. El
naturalista culebrense Mario Romero fue la primera persona
que vio el primer manatí fotografiado en la Reserva Marina
del Canal de Luis Peña hace varios años atrás.

En Puerto del Manglar no hay boyas para indicar la velocidad
permitida que proteja las varias especies en peligro que allí se
encuentran. Lamentablemente hay muy poca vigilancia durante
los fines de semana feriados cuando cientos de lanchas de la isla
grande montan una mini marina en la poca profunda Bahia Pelaíta.
Muchas veces en los botes hay fiestas hasta bien tarde en la
noche donde usan focos y fotutos que imitan el silbido de un
tren. ¡Nuestra hermosa bahía se convierte en un pozo muro para
los botes!

años. Este programa promueve el desarrollo de la lectura,
educación ambiental, educación en salud, nutrición.
También promueve la paz y el amor. Diane Simard y Luz
Rivera se esmeraron en el diseño del mismo.
The New Program “Sábado Alegre” started on February
4, 2007 at 12:30pm. The program is for children 5 to 7
years old. This program is for the development and interest
in reading, environmental and health education, nutrition
as well encourage peace and love. Diane Simard and Luz
Rivera have dedicated in the design and it is offered by
the AsociaciÛn Educativa pro Desarrollo Humano de
Culebra.
