New UMRG Program 2013 Program : Delta Sungai Sarawak : Dinamik, Petempatan dan Sosio-Budaya (RP001-13HNE) Ketua Program : Dr. Supian Sabtu Ringkasan Penyelidikan : Kajian ini berkenaan dengan penyelidikan menyeluruh tentang Delta Sungai Sarawak. Terdapat empat aspek penting ditekankan iaitu sejarah, arkeologi, manuskrip, budaya dan etnik. Kaedah penyelidikan yang digunakan :1. Kaedah lisan – dilakukan dengan mencari orang perseorangan atau kumpulan yang boleh memberi satu pandangan terhadap sejarah,budaya dan masyarakat Sarawak. 2. Kajian perpustakaan – meliputi usaha mencari bahan-bahan tentang Delta Sungai Sarawak dalam bentuk bertulis. Usaha mencari bahan ini termasuk manuskrip lama, surat-surat rasmi dan peribadi, dan laporan kolonial. Selain itu, usaha mencari peta-peta lama akan dibuat untuk diguna pakai dalam kajian ini. Kajian perpustakaan ini akan mencari bahan-bahan bertulis dalam negeri dan luar negara. 3. Kajian arkeologi – dibuat dengan pendekatan berikut – survey lapangan, analisis data artifak, kajian seriasi dan gali cari percubaan. Dalam memantapkan kajian ini, beberapa ilmu bantu lain diperlukan seperti berikut – pemetaan dan GIS dan geomoforlogi. It is aimed to contribute to the improvement in living conditions among people with disabilities in Malaysia by looking at the policy development of Malaysia which would keen to assist the disabled community. It also tries to investigate the relationships between education and leaderships, housing and rehabilitation, community services and family and child welfare of the disabled people in improving the quality of the daily lifestyle. Data will be collected using a mixed mode methods which including in-depth interview, focus group discussion, textual, reports and national policy analysis as well as using questionnaire. Therefore, it is very important to build on this regional database by means of a national survey that covers from policy to lifestyle, religion, and education via the bottom up approaches. The survey results will provide a very useful data on the challenges and opportunities available based on a group of people with disabilities during their daily life experiences and thus, providing a comprehensive of what is really needed by people with disabilities throughout the country. Mohd Yusoff Ringkasan Penyelidikan : Al-Jabari method of learning Al-Quran has been introduced through effective and faster way, just only 30 hours. This technique and skill is believed able to compete the currently techniques implemented in Malaysia, such as Qiraati and Iqra’. Moreover, today’s busy lifestyle needs a modern and technological approach that able to optimize the study and improve the learning process. With the huge demanding of this learning approach in Malaysia, interactive and self learning tools for Al-Jabari method could be the right choice to be implemented nowadays. It has been considered as a fast and efficient method of Quranic learning, and it’s also compitable to be used in current busy lifestyle. Therefore, we presented Al-Jabari method in this research project, due to support Al-Jabari method of Quranic learning. Generally, the objectives of research were focus on; (1) To introduce AlJabari method in learning Al-Quran, (2) To produce the Quranic verse recitation and handwritten recognition for Al-Jabari method, (3) To identify the flexible recitation for tarannum aspects in Quranic learning, for Al-Jabari. This research is combined with 4 sub projects from different disciplines or cross disciplinary field of research, between ICT and humanities . Here, the expected outcomes, results from the research were obtained from the effective technique of Quranic learning through Al-Jabari method itself, as well as 2 prototypes of Quranic learning tools for support in Al-Jabari method of Quranic learning. Access to justice is often associated with the courts and other institutions administering justice, but in the broad sense it involves informal mechanisms to provide people with a sense of “justice” in particular contexts. Indigenous peoples’ understanding of access to justice are often informed by their own traditional understandings and practices associated with justice and might be differ from that of the states. The United Nations Declaration on the Rights of Indigenous Peoples notes that indigenous peoples have suffered historical injustices as a result of their dispossession from their lands and territories, and consequent deprivation of their means of subsistence, and the deprivation of their cultural rights which is the basis of their identity. The Declaration affirms that their rights are both individual and collective rights and a key component of property, and for states to consult them in matters affecting them. Respect and equality means recognizing the rights to maintain and to strengthen indigenous juridical systems, their social, economic and cultural institutions, their rights to maintain their cultural heritage, their languages, customs, traditional connection to lands and territories including the considerations of gender implications and rights of women in the community. This research provides an understanding of indigenous peoples governance systems and values, which may help to inform policies and laws and the moulding of remedies that are not only just and equitable but also sensitive to them as vulnerable communities. Creation of a database of research on indigenous peoples is critical part of this research and understanding. Abdul Murad Ketua Sub-program : Dr. Goh Hong Ching Ringkasan Penyelidikan : This research program is based on the premise that contemporary Islam is engaged in facing the challenges of modernity at several fronts, namely the epistemological, scientific, political, economic, cultural and legal domains. We will focus our attention only on the epistemological, scientific and legal domains in this study. We will begin by looking at the historical background involving science in Islamic civilization (Sub-program 1) in order to throw light on Islamic attitudes and practices with respect to science and modernity today. Moving on from the history of science, we will look at the Islamic response to contemporary epistemological challenges (which has a historical basis), and its current intellectual manifestation through the “Islamisation of Knowledge” project (Sub-program 2) which was attempted in both Malaysia & Indonesia. Next, we look at the case of a different Islamic society, i.e. Iran, which is Shi’ite, and how it faces the challenges of modernity especially with respect to education and technology (Sub-program 3). Finally, we look at how the Islamic legal system is currently practiced in Malaysia, in which the practice of the Islamic Shariah is conducted within the context of a modern state and a multi-cultural society, where the ethos of modernity, local norms and values, interact with Islamic doctrine thus raising the question of the extent to which the Shariah can accommodate change and reform. The research methodology adopted is that library research, and the gathering of primary data through fieldwork, interviews, and surveys. Library research is aimed at providing background information and the construction of conceptual framework, which will then be used to analyse the data collected. In this program, researchers explore the connectivity and relation that aims to shed new lights in pedagogies, experimental, and performativity experience in the area of performing arts. The programme comprises of three sub-programs in the area of : 1) Voice Science, 2) Performance Technique, 3) Dance and 4) Music and sports. The programme’s nature derives out of curiosity, and is exploratory, examining on issues and current practice that seeks new theory and findings in improving the research subjects. The research outcome will be explanatory on various theory, practice and methods that help performing artists on their daily practice, creativity and performance. The outcome reveals new ideas, theory and principles that contributed to the technique of performing arts. This program and its researches among sub-program involve a duration of three years. The rationale for this interdisciplinary study is that ronggeng social dance and music embodies a praxis of indigenous knowledge with the significant potential to contribute to understanding economic, social and political issues affecting the region at present and in the future – and that such knowledge can be elucidated through a cultural mapping of its practices in Peninsular Malaysia, northern Sumatera, and southern Thailand as well as through an epistemological and hermeneutical analysis of its social and technical elements. Cultural studies such as this one offer a liaison between scientific inquiries and the indigenous knowledge of local populations. By investigating generations-old traditional practices, and interpreting the data in ways that might benefit researchers in myriad fields, we might avail ourselves of valuable, but otherwise hidden resources. For example, in the case of Malaysia’s maritime communities (where, historically, much ronggeng activity has taken place), local knowledge related to utilizing sea-based resources encompasses materials, technologies and methods that can complement or surpass those produced elsewhere. Such advantages can be attributed in part to traditional communities and sustainability – areas that are of increasing interest to applied scientific fields today. The implicit and/or explicit nature of the didacticism present in ronggeng traditions requires multiple layers of interpretation and contextualization – in historical, geographical, and cultural terms, for example – so that it may become useful to empirical scientific inquiry. The specialized knowledge of our fourmember research team is particularly well suited to bridge these lacunae. Ia telah menarik minat sarjana-sarjana Taiwan, Hong Kong, China, Eropah, Amerika Syarikat, Kanada dan lain-lain lagi terutamanya sejak tahun 80-an untuk menjalankan penyelidikan. Sebab utama adalah terdapat penulis-penulis Mahua yang telah mencapai kejayaan dalam penulisan kreatif di mata dunia, terutamanya mereka yang menghasilkan karya yang berkualiti tinggi. Dengan ini, kolej-kolej dan university-universiti di Malaysia , Singapura, China dan Taiwan telah menawarkan kursus berkenaan dengan “Teks Sastera Mahua” supaya pelajar mempunyai pengetahuan berkenaan Sastera Mahua. Ini akan mendorong lebih ramai pelajar fokus kepada kajian Sastera Mahua tetapi bukan hanya pada kajian Sastera China. Sebagai rakyat Malaysia, kita harus memikul tanggungjawab untuk menjalankan penyelidikan Sastera Mahua kerana ia merupakan komponen sastera di negara kita sendiri. Kajian dapat dijalankan melalui sudut pandangan yang lebih tepat tentang isuisu yang ditonjolkan oleh penulis Mahua dalam karya mereka. The significance of climate variation or change depends on the change itself and the characteristics of society exposed to it (Rayner and Malone, 1998; Munasighe, 2000). In Malaysia, climate change impacts would be more felt amongst the urban poor, traditional highland communities, peasant farmers and those people that practices simple day to day economic activities to sustain their livelihood. For example, global warming in particular would trigger a series of events as a result of sea level rise and includes submergence of coastal plains and islands, coastal degradation, saltwater intrusion and ground water contamination, flooding, and the destruction of habitats and ecosystems. The impact of these process on coastal – island human settlements and their livelihood activities would be widespread and severe especially the traditional coastal economic activities of agriculture and fishing which are still very active in Malaysia. At the moment there are no local studies that have looked into the threat of global warming vis a vis sea level rise and its associated impacts on traditional economic systems, especially the nature of the impacts, the underlying evidences, the vulnerability indicators of the traditional economic systems, and the inherent adaptive mechanisms of the systems. Vulnerability and adaptability studies of this nature are greatly needed as the risk imposed on the traditional economic systems by the global warming threat are already in effect and becoming more severe. This study was conceived as a result of the postulated changes in the behavioural patterns of Southeast Asia’s Monsoons’, Low Pressure Oceanic Cells in the South China Sea and also the threat from a changing behavior of the ENSO (El Nino Southern Oscillation) and Indian Dipole Oscillations that are bringing much variability and extremes to the region. Sehingga kini belum ada laporan rasmi yang mengatakan bahawa strategi pencegahan telah mencapai hasratnya. Justeru, umumnya, kajian ini bertujuan mengenalpasti keberkesanan Pelan Media AADK dalam mencapai matlamat pencegahan dadah di kalangan kumpulan sasarannya. Secar khususnya, kajian ini bertujuan untuk (i) mengukur tahap kesedaran masyarakat mengenai bahaya penyalahgunaan dadah terutamanya kepada kesihatan; (ii) mengukur kejayaan Kempen Antidadah menerusi Pelan Media berjaya mengubah sikap dan tingkah laku masyarakat supaya terus menghindarkan diri dan keluarga dari dadah; dan (iii) mendapatkan maklumbalas mengenai sokongan rakyat untuk sama-sama bangkit memerangi dadah. Rekabentuk kajian adalah gabungan pendekatan kual dan kuan. Pertama, bagi menegnalpasti “kesedaran masyarakat mengenai bahaya penyalahgunaan” dua kaedah akan digunakan iaitu Kumpulan Perbincangan Berfokus (FGD) dan kajian keratin rentas ke atas dua kumpulan sasar iaitu remaja berisiko dan ibu bapa/masyarakat. Kedua, kaedah yang digunakan bagi memberi jawapan kepada matlamat “kempen antidadah menerusi pelan media dapat mengubah sikap dan tingkah laku masyarakat supaya terus menghindarkan diri dan keluarga dari gejala dadah” ialah tinjauan keratin rentas kepada komuniti setempat / ibu bapa serta bekas penagih dadah; dan rekabentuk eksperimentasi dengan kumpulan remaja berisiko lelaki (15-30 tahun). These emerging discourses include current popular social and cultural themes, and hence those discourses mediated by social and cultural factors. The sub programs will each comprise one or more of the emerging discourse fields above and will become grounded in empirical data drawn from communities pertinent to environments of Malaysia, and beyond. Members of these communities observe local, national and transnational forces, which require these people to negotiate the discourses with salient semiotic potential. The analytical methodological framework will vary, and just as the sub programs seek to uncover new discourses, so will the analyses seek to progress through evolving and progressive investigative techniques of social science. Significantly, ethnographical perspectives will become central to the otherwise mixed methodologies. The program will take a longitudinal form and will invite, and also draw from, various contributors, over extended periods, but will require principal investigation from a select number of core researchers. The program will take a significantly multi-disciplinary form, in that it aims to include linguistics, sociology, anthropology, cultural studies, discourse studies, ethics and other social and humanities area of scholarship. Finally, the program seeks to reposition Malaysia as a central part of both Southeast Asian and global new cultural emergences, and hence the sociopolitical benefits from such a project can have immense value, both academically and socially. The adoption and implementation of dialogue is an important topic in sustaining peace and harmony within the society and nation. (Even) The United Nation General Assembly announced, in 1998, the year 2001 as the United Nations Year of Dialogue of Civilizations. This declaration signaled the hope and belief that any tension and conflict in the world should and could be reduced through dialogue. There has been much research done on conflict and violence in multiethnic societies. Studies on important topics such as conflict, conflict-resolution, conflict management, post-conflict rehabilitation and even conflict prevention have also been carried out in many countries for the sake of moving towards peace building. The world community cannot avoid recognising the differences in biological, demographic and geographic diversity of individuals, in fact, these issues should be carefully managed. Therefore, the way to reduce misunderstanding and achieve mutual understanding is through dialogue, which is identified as the most effective way. This project focuses on intercultural dialogue and peace studies in the Malaysian context involving a multi-ethnic multireligious society. It is to provide an insightful and integrative overview as well to build knowledge about the current state and trends of critical initiative and strategies of education, women, language and literature at a national level prior to the promotion of inter-cultural dialogue towards sustainable peace. Data will be collected using mixed mode methods which including in-depth interview, textual, literary corpus, reports and national policy analysis as well as using questionnaire. Walaupun jumlah peratusan pelajar OKU Muslim masih tidak dapat dikenalpasti daripada jumlah ini, namun penyelidik percaya ramai anak-anak ini jauh daripada Al-Quran. Hal ini disebabkan ustaz, ustazah dan ibu bapa tidak dapat mencari kaedah yang sesuai bagi golongan ini mempelajari Al-Quran mengikut kecacatan yang dialami. Disebabkan ini, mereka telah agak jauh daripada Al-Quran. Selain daripada memahami sikap pelajar berkenaan, teknik yang betul perlu juga dipelajari. Satu teknik untuk mengajar Al-Quran kepada anak-anak istimewa telah dicetuskan oleh Ustazah Nor ‘Aziah yang telah hamper 20 tahun terlibat dalam pendidikan khas. Keadah ini dinamakan FAKIH iaitu akronim daripada ‘Fahami Al-Quran Kehidupan InsyaAllah Hebat’. Modul-modul untuk kaedah telah pun siap, dan menunggu masa dan bantuan kewangan yang secukurpnya untuk menyebarluaskan ilmu ini kepada bakal ustaz, ustazah, ibu bapa atau sesiapa yang berminat mengajarkan Al-Quran kepada golongan istimewa. In Malaysia, the Digital Humanities approach is expected to be relevant in view of the high bandwith usage. According to the research of the International Data Corporation (IDC), the use of the internet in Malaysia in 2011 exceeded 16 million people and this figure is anticipated to leap forward 20.4 million by 2012. As such, in consonance with the development, the use of social networking also offers encouraging indicators. In 2011 as an example, the number of Malaysians accessing Facebook, 11,816,200 million people (17th in the world, blog: 2.65 million, Pinterest: 3.3 million and Twitter has more than a million. In summary, the Digital Humanities approach has the capability to significantly impact the delivery of information pertaining to the subject of history and at the same time inculcate deep interest based on innovative, interactive and attractive teaching and learning methods. If such an approach is given the best opportunity to be employed as a teaching and learning tool, history as a boring subject will only be a myth believed by those who are technology illiterate. Linking such focal themes across professional domains are concepts such as Trust, Risk, Communication Deficit, Expertise, Quality and Professional Values, and many others. UMRG TOPDOWN Projek 1 : Analisis Perlakuan dan Pelaksanaan Pilihan Raya Umum ke-13 (RG447-13HNE) Ketua Projek : Prof. Dato’ Dr. Mohammad Redzuan Othman Ringkasan Penyelidikan : Pilihan Raya Umum ke-12 (PRU-12) telah mencatatkan beberapa fenomena yang menarik. Dalam pilihan raya ini, BN telah menguasai 52.9 peratus sokongan yang merupakan ketiga terendah dalam sejarah pilihan raya Negara selepas pilihan raya 1969 (4.9 peratus) dan pilihan raya 1959(51.7 peratus). Walaupun parti pembangkangmendapat jumlah sokongan yang agak tinggi namun masih tidak mampu merampas kerajaan Persekutuan daripada BN. Namun yang lebih signifikan apabila parti pembangkang PAS, DAP, dan Parti Keadilan Rakyat (PKR) dapat bergabung membentuk jumlah kerusi yang terbanyak mengatasi BN di beberapa buah negeri seperTI Selangor dan Perak seterusnya membentuk kerajaan negeri pakatan pembangkang yang dikenali sebagai Pakatan Rakyat (PR). Selain daripada kedua-dua negeri tersebut, PR juga menguasai pemerintahan di Pulau Pinang, Kedah dan Kelantan yang terus dikuasai oleh PAS. Sementara Kuala Lumpur yang mempunyai kawasan parlimen juga dikuasai oleh PR apabila menang di sepuluh daripada tiga belas kawasan. Dalam pilihan raya ini juga, BN telah kehilangan majority 2/3 kerusi parlimen apabila memenangi 140 kerusi berbanding 82 kerusi yang dimenangi PR. BN memerlukan lapan kerusi untuk mencapai majority 2/3 kerusi parlimen manakala pakatan pembangkang, PR memerlukan 29 buah kerusi untuk membentuk kerajaan melalui majority mudah. Dalam keadaan semasa pilihan raya 2008 tersebut, pelbagai kemungkinan mungkin berlaku dan ini menyebabkan keduadua pihak berhati-hati dalam tindakan mereka. Justeru, melalui fenomena ini, perkara utama yang cuba dikaji melalui kajian ini antaranya ialah: 1. Menilai topik semasa keadaan politik dan pilihanraya sebelum bermulanya Pilihan Raya Umum ke-13 2. Projek 2 : Baseline Study on the Communication Skills of the Law Student at the Faculty of Law, University of Malaya (RG457-13HNE) Ketua Projek : Dr. Nujaanah @ Chew Li Hua Ringkasan Penyelidikan : The Faculty of Law, University of Malaya had implemented dual-language medium of instruction, in line with the Malaysian national policy of Bahasa Malaysia being the official language of the nation. Over the years, the usage of Bahasa Malaysia has also been introduced and implemented in the courts, particularly the lower courts. Today, the Faculty of Law has maintained the practice of dual-language in the teaching and learning of law courses, with several courses being taught fully in English. Although the practice is in line with the national policy regarding the usage of Bahasa Malaysia, the Faculty currently faces several challenges. These include the perceived declining usage of English amongst students compounded by the demands of potential employers for law graduates to be proficient in English and skilled in communications. The corporate sector in particular, values the competency in the English language as almost all commercial transactions are conducted in English. The move globalization has added extra pressure on this front. Proficiency in the English language is no longer an option, it is necessity. Nevertheless, the usage of Bahasa Malaysia in the courts and all government agencies necessitates proficiency in Bahasa Malaysia as well.
