Commander’s Report
After all the mild weather in December, I thought it
was not worth going to Florida this year. After
arriving in the Sunshine State and finding a 50degree difference in temperature, I am happy that I
got out of Dodge just in time. One of the first things
for me to do here was to check out the boats at the
docks at Naples and Marco Island. I'm told the
fishing in the Gulf is very good for grouper, snapper,
bonita and several other varieties of sportfish. I’m hoping to get out
and try my luck soon. I also intend to meet up with members of the
Naples Sail and Power Squadron and maybe even do some vessel
safety checks.
One of the nice things about being in Florida in February is that I
am already here and will be attending the national meeting that will
be held in Orlando this year,
I know that the Peconic Bay Squadron is in good hands while
several of our members are away thanks to our talented and
dedicated Bridge and members at large. Thank you all for all you
do. I appreciate all your efforts while I am not there.

Executive Officer’s Report
I have just returned from the New York Boat
Show at the Javits Center in Manhattan. Bob
Smith and Vinny Mauceri joined me as we
traveled by train to Penn Station. Admittance to
the show was free as we qualified due to our
membership in the Power Squadron. A booth
was manned by District 4 Power Squadron
representatives. Going from booth to booth it is interesting seeing
how many nautical supplies are available. The variety of supplies,
boats, marinas, and regions to visit make the boat show a must see.
This Tell Tale will reach you after I have experienced my first
executive committee and general meeting with me in charge. Since
Bob SanAngelo will be away, I will sit in as Commander. I will also
have had the privilege to present a PowerPoint program dealing
with traveling the Intracoastal Waterway at the Smithtown Power
Squadron Meeting in January.
I will be moving about, and my next report in Tell Tale will come
to you from my home in Stuart, Florida. While in Florida I plan on
attending the National convention in Orlando and also travel by
boat to a variety of locations within the state. Hopefully, there will
be seminars and maybe courses that I can take while spending
some time in the warm climate. I will be looking forward to my
return to Long Island in early spring so that we can get ready for
an exciting active summer
I will be continuing my narrative on the Intracoastal Waterway
next month. I also will explain the rafting system used used in the
Northwest US in my next column.
Here’s hoping you all have a very safe and healthy year and I
hope to see many of you soon!

Squadron Elections
Your Squadron selects its officers and other elected leaders
via a democratic manner. At the annual meeting (see page 10) on
Thursday, 25 February 2016, elections will be conducted to
select the bridge officers including: commander, executive
officer, education officer, administrative officer, treasurer,
secretary, and also the members of the executive committee
(members at large). In addition, members of the audit, rules and
nominating committees will be elected. The slate of candidates
selected by the nominating committee is in this issue (see page 8)
for the purpose of notification to the general membership at
least 30 days prior to the election, as required in the squadron
Bylaws, Article 9, Section 9.3.
In addition to the nominating committee’s slate, any active
squadron member, as provided for in Section I 1.1, can
nominate other candidates. Under our Bylaws, a member
wishing to place in nomination, a candidate or candidates, must
document this action by a written petition to the Squadron
Secretary. The petition must be signed by at least five (5) active
members and must be filed with the Secretary at least 15 days
prior to the election. The Secretary in turn, must notify the
membership of candidates nominated in this manner, at least
seven (7) days prior to the election.
Finally, it should be noted that Section 9.7 of our Bylaws
requires that a minimum of 10 percent of our current
membership needs to be present at the meeting in order to
constitute a quorum.
We are at approximately 107 members now, so a minimum of
11 active members needs to be present.

Education Officer’s Report
And the Education Department keeps teaching! The
course entitled Seamanship started in January and will
continue for nine weeks. On February 13, the seminar
on Tides and Currents will be held at Riverhead West
Marine from 1300 to 1500. All are welcome for two
hours of interesting information and free donuts and
coffee for only $10.
Then, starting February 22 andcontinuing for seven weeks, the
America’s Boating Course (ABC) will be taught to 50 Southold
Middle School students. This program has been ongoing for many
years and is an excellent example of how the Power Squadron is
instrumental in introducing boating, explaining safety and
informing about our waters.
Winter has come and your boat is probably safely tucked away.
Many of us have our boats shrink-wrapped, which usually protects
the boat better than a tarp that can sag, gather water and leaves …
and little animals! Another option is indoor storage, which allows
you to get on your boat during the off season, and has the added
benefit of less likelihood of mildew buildup. However you store
your boat, don’t forget about your fuel and water storage, and the
Power Squadron has a seminar on that, too!
Fortunately, the Peconic Bay Power Squadron is again sponsoring
a $1,000 scholarship to a student whose family is a member of our
squadron. Please refer to the announcement in this Tell-Tale on page
14 for specifics and application information.

Memorial Scholarship
The Peconic Bay Power Squadron proudly offers a scholarship in
memory of our educator Lt/C Fred G. Roffe, SN. This $1,000
scholarship will be given once annually; deadline is April 15, 2016.
The applicant must be “an active PBPS member in good
standing” or a relative of such member (son, daughter, grandchild,
great grandchild, aunt, uncle, niece, nephew, spouse) by birth,
marriage or adoption.
The applicant must be seeking higher education or vocational
technical training beyond Grade 12, at any accredited school
awarding a degree or training certification.

All applicants will be reviewed “blind” by the PBPS Scholarship

Safe Boating

Operating Your Boat in accordance with
Homeland Security Measures
In light of security measures brought about by
the events of September 11, 2001, it is critical that all boaters be
aware of and comply with homeland security measures set forth
by federal, state and local governments. These should include, but
are not limited to,
Ÿ keeping a safe prescribed distance from military and commercial
ships
Ÿ avoiding commercial port operations areas,
Ÿ observing all security zones,
Ÿ following guidelines for appropriate conduct such as not
stopping or anchoring beneath bridges or in a channel, and
Ÿ observing and reporting suspicious activity to proper authorities.
Please note the new address and phone number for:

Ÿ Do not approach within 100 yards of any US Navy vessel. If you
need to pass within 100 yards of one in order to ensure a safe
passage in accordance with the Navigation Rules, you must
contact the vessel or the Coast Guard escort vessel on VHF-FM
channel 16.
Ÿ You must operate at minimum speed within 500 yards of any
U.S. naval vessel and proceed as directed by the Commanding
Officer or the official patrol.
Ÿ Violations of the Naval Vessel Protection Zone are a felony
offense, punishable by up to six years in prison and/or up to
$250,000 in fines.

Approaching certain other commercial vessels may result in an
immediate boarding.
Ÿ Observe and avoid all security zones. Avoid commercial port
operation areas, especially those that involve military, cruise line or
petroleum facilities. Observe and avoid other restricted areas near
dams, power plants, etc. Violators will be perceived as a threat, and
will face a quick, determined and severe response.
Ÿ Do not stop or anchor beneath bridges or in the channel. If you do,
expect to be boarded by law enforcement officials.
Ÿ Keep a sharp eye out for anything that looks peculiar or out of the
ordinary. Report all activities that seem suspicious to the local
authorities, the Coast Guard and the port or marina security. Do not
approach or challenge those acting in a suspicious manner.
Safer boaters help reduce public demands by permitting Marine
Patrols to focus their limited resources on Homeland Security.
