Issue No .1 The official publication of Senator Aquilino “Koko” Pimentel III December 2012 Senator Aquilino “Koko” Pimentel III’s FIRST YEAR ACCOMPLISHMENT REPORT TO THE PEOPLE August 11, 2011 is a day that will forever be etched in our collective memory. On that day, the Senate Electoral Tribunal (SET) came out with a landmark decision proclaiming Aquilino Martin de la Llana Pimentel III as the 12th duly elected senator during the 2007 elections. This was the first time in the history of the tribunal that it had resolved a senatorial protest and proclaimed the rightful winning candidate. Senator Aquilino “Koko” Pimentel III took his oath of office the following day in Mati City, Davao Oriental and assumed office on August 15, 2011. Sa gitna ng ating pagdiriwang, alalahanin din natin na ang Kapaskuhan ay hindi lamang ukol sa mga materyal na bagay kung hindi isang panahon ng pasasalamat sa Panginoon. Inaalala natin ang kapanganakan ni Hesukristo na nagpalaya sa atin. Sa gitna ng bigayan ng regalo sa ating mga pamilya at kaibigan, huwag nating kaligtaan na bigyan ng regalo ang Panginoon bilang pasasalamat sa pagbibigay niya sa atin ng buhay na walang hanggan sa pamamagitan ng kanyang Anak na si Hesus. Bilang regalo natin sa Panginoon, maari nating patawarin ang isang matagal ng kaalitan o ipaalala ang ating pagmamahal sa isang kaibigan o kamag-anak. Maari din tayong mag-alay ng mabuting gawain para sa mga mahihirap nating kababayan. Magbigay tayo ng isang araw para tumulong sa mga batang iniwan ng magulang. Maglaan tayo ng panahon upang magturo sa mga batang walang kakayanang makapag-aral. O di kaya’y tumulong sa mga biktima ng karahasan at pang-aapi. Maliit man o malaki, ang mga mabubuting gawaing inyong iaalay sa ating mga kababayan ay siya na ring alay natin sa Panginoon. Ayon nga sa Banal na Kasulatan: “huwag ninyong pagkakaitan ng tulong ang mga kababayan ninyong nangangailangan. Sa halip, ibukas ninyo sa kanila ang inyong mga palad at pahiramin sila ng anumang kailangan…Kailanma’y hindi kayo mawawalan ng mga kababayang mangangailangan, kaya sinasabi ko sa inyong ibukas ninyo ang inyong mga palad sa kanila.” Kasama ang aking mga anak, ang aking Tatay Nene Pimentel at Nanay Bing Pimentel, binabati ko kayo kasama ang inyong mahal sa buhay ng isang Maligaya at Masaganang Pasko at Mapayapang Bagong Taon! - Koko 2 Ulat sa Bayan FIRST YEAR... of the fact that it was a victory of the people whose voice in the ballot was silenced by the perpetrators of electoral fraud. He also recognized the enormity of the challenges ahead. His term had been reduced to about 21 months. He was denied of more than three years in his term as Senator of the Republic. What can he do in 21 months? This document is Senator Pimentel’s report to the people of his first 12 months in office. This report embodies Sen. Pimentel’s ideals and principles as reflected in his legislative outputs, political work and other activities as the people’s representative. Bursting with idealism, energy and a clear mandate from the people, Sen. Pimentel hit the ground running after his assumption to office. Lacking the transition period that a new senator enjoys upon election to office, Senator Pimentel organized a highly motivated legislative team that shares his principles and desire to serve the people. In his first 12 months, Sen. Pimentel focused on five key areas: electoral reforms, local government, justice, overseas Filipino workers, and the youth. His focus on electoral reforms is obvious. After becoming a victim of electoral fraud himself, he understands the need to restore the faith of citizens in the electoral system. Strengthening democracy, Sen. Pimentel believes, must begin with ensuring that the electoral process is credible, free, fair and therefore representative of the will of the people. His father, Senator Aquilino “Nene” Pimentel, Jr., is SWORN IN. Senate President Juan Ponce Enrile administers the Oath of Office to newly proclaimed Sen. Koko Pimentel, as his family, led by former Senator Nene Pimentel, looks on. acknowledged as the premier champion of local governments. The Partido ng Demokratikong Pilipino-Lakas ng Bayan (PDPLaban), of which he is President, has, for a long time, advocated for local autonomy and federalism. It should, therefore, be of no surprise that Koko has prioritized the upgrading of local autonomy in his agenda as senator. Local governments are the frontlines of democracy. They are the ones who know and experience, first hand, the problems of the people; and they are perfectly positioned to understand the proper solutions to their problems. When he was proclaimed senator, Koko likewise proclaimed that his office will be “an office for victims of injustices, the marginalized and the oppressed.” As someone who stared injustice in the eye and conquered it, Sen. Pimentel has dedicated his first 12 months in office advocating for truth and justice, or in the words of Martin Luther King, Jr.: “Until justice rolls down like water and righteousness like a mighty stream.” The plight of overseas Filipino workers has a special place in Sen. Pimentel’s heart. In 2011, OFWs sent a total of $20.1 billion remittances to the Philippines. Some reports suggest that OFWs contribute to around 8% of our gross domestic products (GDP). They are hailed as the country’s new heroes but it does not show in the way they are treated and victimized. Ideally, we would like our countrymen to stay home with their families but Sen. Pimentel recognizes the fact that our economy is not strong enough to sustain the needs of the entire population thereby forcing many of our people to seek employment abroad. Sen. Pimentel has advocated the protection of the rights of migrant workers and a rational re-integration program for OFWs. Sen. Pimentel also championed the cause of the youth. He believes that the youth are the future of the nation but also believes that future must be shaped today. According to the 2011 Philippine Labor Force Survey, 1.5 million young people, aged 15-24 were unemployed. The International Labour Organization (ILO) also reported that 2.3 million of our young people were in vulnerable forms of employment. Making matters worse is the 2011 report that said that about 6.24 million out of the estimated 39 million of our citizens whose ages range from 6 to 24 years old are considered as out-of-school youth. Koko believes that much still needs to be done to ensure and recognize, in the words of the 1987 Philippine Constitution, “the vital role of the youth in nation-building.” This report presents not just actual accomplishments but possibilities; not just achievements but hopes and opportunities. By showcasing what has been done, we hope to inspire our people that despite the enormity of our problems, together we can do a lot to better the lives of our people. So what can be done in the short time that is left in Koko’s term as a senator? A lot. But only with the support of our people and the blessings of the Almighty. Our government has the responsibility to protect the people, particularly the marginalized members of society, from the ever-worsening impact of natural and man-made disasters and of climate change. One effective way by which the government can protect our people against these risks is to prepare them to react properly against the occurrence of such disasters. It is for that reason that Senator Pimentel has organized the Regional Summit On Disaster Risk Reduction And Multi-Hazard Awareness. The summit will bring together all the stakeholders in keeping our people safe, including the private sector, the academe, civil society groups and the local communities from the risks posed by disasters. Earlier this year, Senator Pimentel has conducted regional summits in Bicol, Min- danao-Cagayan De Oro City, Bacolod City, CAR-Baguio City and the Ilocos Region. For the month of December, another DRR Summit is tentatively scheduled in Batangas City for Region IV on December 15. The topics of the summit will revolve around best practices of the Local Government Units, Risk Assessment, Reading and Understanding the Geo-Hazard Maps (Project NOAH) and practical applications for survival and rescue operations. BIGGER PIE, BIGGER SLICE BILL Senator Pimentel has proposed the amendment of Section 284 of the Local Government Code of 1991 under Senate Bill No. 2987. His proposal covers two aspects. The “Bigger Pie” refers to the tax base. Currently the LGUs’ IRA is based on the “national internal revenue taxes” collected by the BIR. But the Constitution states that “Local government units shall have a just share, as determined by law, in the national taxes which shall be automatically released to them.” In short, Senator Pimentel has proposed amending the phrase “national internal revenue taxes” into “national taxes”, which to his mind refers to those taxes and other amounts collected by the entire national government, not only by the BIR. These additional amounts would come from the Bureau of Customs, the Philippine Ports Authority, Depart- ment of Environment and Natural Resources, Department of Foreign Affairs, among others entities. Under Senator Pimentel’s proposal, the sharing would be “hating kapatid”, 50-50, between the National Government and the Local Governments. The benefits of the increased LGU share in the national taxes or SNT would also be extended all the way down to the barangays to enable them to advance the welfare of the people. The “Bigger Pie, Bigger Slice Bill” would translate into additional billions of pesos going into the coffers of our local government units - for the benefit of their constituencies - once it becomes law. Senator Pimentel hopes that our people would support the passage of the “Bigger Pie, Bigger Slice Bill”. Koko Pimentel, with supporters from his party PDP Laban trooped to the Comelec office accompanied by his mother Bing and chief of staff Gwen Pimentel Gana. Koko Pimentel, an incumbent, has not served the full six-year term, sitting only for less than two years of a six-year term. It can be recalled that owing to massive cheating in Maguindanao and other areas in Mindanao in the 2007 senatorial elections, he was dislodged from the twelfth spot by Juan Miguel Zubiri. Pimentel protested the election results in the Senate electoral Tribunal in 2007 which, after four years of legal battle, finally declared that indeed he was cheated of his rightful seat in the Senate. Upon assuming his post, Koko immediately filed bills advancing his advocacies foremost of which is to fight against electoral cheating. He also acted as one of the legal counsels during his father’s term who was also a victim of electoral cheating, which has become known as “dagdagbawas.” In seeking to serve a full six-year term in the senate in the next elections, Koko Pimientel has vowed to cleanse the electoral processes, specially that the country has shifted to computerized elections. He said there is no basis to conclude that the computerized system is fool proof. On the contrary, Senator Pimentel has been conducting hearings in the senate, listening to technical experts who have raised issues against the integrity of the computerized electoral processes. Pimentel has vowed to continue to work for clean elections, in order to ensure that election results accurately reflect the choice of the people.
