FACTS AND BEST PRACTICES For AYSO Registrars MEMBERSHIP YEAR: A registered player is an official member of AYSO for a full year, beginning on August 1 each year and extending through July 31 of the following year. The membership year is designated as FSXXXX, where XXXX is the year when the membership period STARTS (FS2007, e.g.). Although a region may have multiple playing seasons and a registration for each one, a player need only be registered with AYSO once in any membership year. AGE DIVISIONS: AYSO has determined that the enjoyment of the players is maximized when the span of ages among the teams is limited to no more than two years (except for the youngest and for the oldest players). The standard playing divisions identified in the National Rules & Regulations are U6, U8, U10, U12, U14, and U16. U5 is reserved for our youngest players and the U19 division is for players who are 16 through 18 years of age. Regions with large numbers of players at any one age are free to form single year age divisions, subject to the approval of the Area Director and the Section Director. TEAMS BY GENDER: It is the recommendation of the AYSO National Coaching Program that, wherever possible, gender specific teams should be formed. AGE DETERMINATION: A player’s age as of July 31 each year (the day before the membership year BEGINS) is used to determine placement in the proper age division for that year. MINIMUM AGE: Effective August 1, 2008, regions that have secured the approval of the section director may register 4 year olds as long as they are 4 at the time of participation. eAYSO has been modified to allow for this. For all other ages, the July 31 age determination date will determine their placement in age divisions. PROOF OF AGE: The region has an obligation to ensure that its teams are as balanced as is reasonably possible including that the players are of the proper age. It is considered a best practice to have the parent present a birth certificate (or other government issued document containing the D-O-B) at least upon initial registration in the region. If using mail-in registration, a photo copy should be considered acceptable. REGISTRATION IS A PROCESS: There are two phases: • Completion and submission of an application (and payment of fees). Completion of an application online is often called “pre-registration.” • “Acceptance” of the application by the registrar and placement on a team. Registering the player in the eAYSO system is an important element of the acceptance phase. PRE-PRINTED FORMS: Once each year, the NSTC will provide the region, free of cost, a complete set of forms pre-printed with the data for the previous year’s players. The use of pre-printed forms, instead of blank ones, greatly reduces processing time and minimizes the chance of any errors. ONLINE REGISTRATION: When parents complete an application online, it DOES NOT mean that you will lose the opportunity to meet them face to face. The region can still require that applications and payment of fees be made in person. Completion of an application online is frequently referred to as “pre-registration”. TIME CONSIDERATIONS: When deciding between online registration or hard copy paper forms, keep in mind the following information: 30 seconds the time it takes for the registrar to process an online application 2 minutes the time it takes to process a pre-printed paper form for a returning member 4 minutes the time it takes to process a hand written paper form REFUNDS: The region should have a written refund policy that is well-publicized to your members. The policy should stipulate that refunds be requested in writing so the treasurer has adequate justification for the expenditure. In the case of late notice, it is reasonable for the region to retain actual costs it has expended for things like uniforms, etc. before making a partial refund. However, in a wait-list situation, it is considered a best practice not to take any money unless and until the player can be placed on a team. PAYMENT OF FEES BY CREDIT CARD: It is permissible, if the region so chooses, to allow parents to pay registration fees with a credit card. eAYSO can be set up for this so payment can be made online. There is a merchant fee for the service, but many regions find that the reduced hassles dealing with returned checks make it worthwhile. Check with the Finance Department at the NSTC if you are interested. EXCEPTIONS CAN BE A SLIPPERY SLOPE: Some regions choose to make exceptions to the AYSO’s Rules & Regulations, guidelines, policies and procedures on the belief that local circumstances warrant it. If the region does not engage in play against other regions or does not form secondary play teams to participate in tournaments or other outside competitions, these exceptions may not seem problematic. No matter the local circumstances that may lead the region to consider such exceptions be aware that making exceptions may cause just as many problems as they are supposed to solve. They open the door to accusations of favoritism, bias, imbalanced teams or can complicate matters if legal actions are filed. It is easier to defend decisions if those decisions are always the same. When one exception is granted, requests for other exceptions almost always follow, and it becomes harder to say no. AYSO’s Rules & Regulations and guidelines are based on over 40 years of experience crafting a youth sports experience that maximizes the enjoyment of the participants. A region should not depart from these best practices without careful consideration. You may also need a building permit. Try to pick a location with an entrance and exit door for better traffic flow. Four Months Call the NSTC and request pre-printed forms for returning participants (players and volunteers), a supply of blank player registrations and volunteer applications, insurance handouts and player and volunteer printout. Two Months Ask permission to send fliers to each of the schools in your region Call each of the schools and find out what the enrollment is As registrar, you may be in charge of typing the registration flier and the volunteer sign-up sheet. Make sure you check with the commissioner on the specifics. At a regional board meeting 2-3 months prior to registration, let every board member know that they all are expected to help at registration. Each board member is in charge of recruiting volunteers for his/her specific discipline. One Month Run off registration fliers (you know the amount) Have AYSO posters available for schools, supermarkets, gyms, pizza stores, pharmacies, dancing academies, nursery schools, malls, etc. Three Weeks Call volunteers (at least 6 - 8 in addition to board members) and let them know what their job responsibility will be at registration and what time to be there. Ask them not to bring their own children. When registering over 200 players at each registration day, workers will be busy. Call treasurer and ask her/him to bring the cash drawer, receipts and startup cash. Pass out fliers in the schools. Count them in packs of 25 for easier distribution. Publicity – visit your local newspaper and bring a flier for its advertising department. Request that the information be put in the Sports section during the entire week before registration. Call all Junior and High School soccer coaches and ask them to personally talk to their players about AYSO registration and give them extra fliers to pass out. 19 • • • • Two Weeks Organize all handouts for registration. Staple or paperclip all handouts for the parents. Make signs for registration: (Team Parents, Uniforms, Coaches, Referees, Treasurer, etc.) Call janitors and reconfirm times that you will be setting up. Decide on the layout of the room and the sequence of each station. Day of Registration • Supplies – pens, telephone book, extension cord, masking tape, stapler, paper clips, nametags, plastic shoeboxes to separate player forms. • Have all preprinted player registration forms and volunteer application forms listed in alphabetical order and placed in a file box. These and a supply of blank player and volunteer forms and any other literature that needs to be handed out should be placed near the entrance table. • You will need at least two workers to pass out forms at the entrance. The CVPA for the region should be there to collect the volunteer applications. Each volunteer must fill out an application form and in some regions, every family must also fill out a volunteer flier and hand it in where forms are reviewed. • You will need at least two workers to check correct birth dates, signatures, etc. Again, the CVPA should be present. All volunteer forms should be collected individually by one or two hand picked workers, and then parents should be escorted and introduced at the appropriate volunteer table. • Although we don’t honor any requests, special circumstances should be marked on the form and initialed by the RC or registrar only. Put up posters or fliers on the tables saying: “Thank you for understanding why we are not able to honor any special requests.” Or: “ We appreciate the fact that you have not asked for any special requests. It makes our volunteer job so much easier.” • Staple sibling forms together only if they belong in the same division. • Checks are made out to AYSO and a receipt is given. Ask parents to put the first and last name of the child in the memo spot. Many children do not have the same name as their parents. • Refreshments: For morning registration – coffee, powdered cream, sugar packets, stirrers, coffee pot, cups, napkins, donut holes (easier to eat) and juice. Afternoon or evening registration – pizza cut into small pieces, cookies, pretzels, small candy bars, soda or juice. Typically, reserve site(s) for registration dates. • Registrar should set up a half hour ahead. Need minimum of three cafeteria tables (six table tops). • Need to hang posters and lay out material for viewing: • o copy of Board of Directors organization o a few copies of the annual budget o several copies of the Registration Information for Parents, Kindergarten Registration Information and AYSO Registration Age Breakdown (3 pages all together) o open job position descriptions Need to have copies for parents to take of: o Guidelines o AYSO Insurance brochure, o AYSO Introduction to Soccer pamphlet o Volunteer brochures • Registration volunteers should show up at least 15 minutes early • Set up in a line along the tables: o Two people (Asst. Registrar, Secretary) handling registrations and questions. (need pre-printed forms sorted by division and gender, blank forms, pens, registration information sheets, and volunteer brochures) o two people (RCA, RRA) reviewing completed forms and asking for volunteers (Board members, coaches, officials, high schoolers for kindergarten program) (need list of coaches and officials, list of open positions, pre-printed and blank volunteer forms, which must be filled out for each new registration year) o two people (Treasurer, Asst. Treasurer) handling the money, selling equipment, and handing out parental information (need to have petty cash, record book, equipment to sell, parent information sheets) o one person (Registrar) overseeing everything (needs to have note pad for things that will come up) Player Registration Checklist • Player name, birthdate, age, mailing address, phone number, • Parents names and phone numbers and whether they volunteered • Emergency contact, insurance, physician name and phone number • Blank box of the registration form that notes grade (in the season that player will play), whether uniform is needed and, if so, its size • Check number and amount paid • Signature by parent or guardian Volunteer Registration Checklist • Volunteer name, Social Security Number, Driver’s license number, mailing address, phone number, references (for new volunteers), signature on the back of the form Additional Ideas • Offer a $5.00 discount for parents who went on eayso to fill out the player registration form. • Offer “Early Bird” Registration Fee discounts; Avoid Late Registration Penalties • Put a list of “Frequently Asked Questions” on the regional website. • Check with McDonald, Wendy’s, any national chains to see if they will advertise registration dates on their signs. • Check with your school to see if they will advertise registration on their website or in newsletters. • Have self addressed envelopes at registration for parents that need to send back information or completed forms. • Advertise to home schooled children about registration. There is a network that can be found on line to send an email. • Offer face painting for small children. Have it be soccer related. • Be sure parents leave Registration with appropriate contact information and expectations re: coach/team formation and the start of practices/season games. Registration Kit Orders A region is entitled to a Registration Kit free of charge once a year. To place an order, one must call the Registration Dept. at the AYSO NSTC 800-872-2976 at least six (6) weeks prior to the registration date. A RUSH Fee will be incurred by the region if kit is required in less time. Pre-printed forms may be requested which will include the previous year’s registrants with the current year’s information. (REV. 12/2006) Region #### Whew! I’ve registered! Now what happens? What’s the Board doing? Immediately after the last registration date, your board begins the process of putting the teams together for the upcoming season. When this is completed, the uniforms will be ordered and the coaches will be notified. When do the coaches get their teams? Coaches should expect to receive their team rosters in (insert date) When do the players get called? Teams may begin practice on or after (insert date). The coaches will call the players usually from mid to late July. They will give you all the information you will need in regards to practice times and location. Each coach sets his/her own practice days, time and location. The practice fields are located throughout our (insert location) It’s after August 1 and my child has not been called. What do I do? Please do not panic if you see teams practicing and your child has not been called. Not all teams begin practice at the same time. The very young teams, in particular, do not always begin practice on (insert date). Also some coaches may be out of town. If your child has not been called by (insert date), you may leave a message at (insert phone number). full refund. After (insert date & Region Refund Policy). All requests for a refund must be submitted in writing and accompanied by a selfaddressed stamped envelope. Mail to (insert address).. What else does my child need? Late registration? The registration fee includes: complete uniform (jersey, shorts, socks) supplemental accident insurance and team and individual pictures. In addition, you may need to obtain shoes, shin guards, a soccer ball (size depends on age) and a water bottle. How often are practices and games? Practices are held twice a week (field and times to be determined by your hild’s coach). Games will be on Saturdays with the first game on (insert date). Games and practices will be held at a field in (insert location). Game fields for some in the older divisions may be (insert location).. Refund? Players withdrawing prior to (insert date). will be issued a Late registration begins after our last registration on (insert date & Region Late Registration Policy).. REGION XXXX ANNOUNCES Online sign ups for players AND volunteers! Go to www.eayso.org At a time and place convenient for you, you can provide all the information you normally have to write by hand on an application form. When finished, print out two or more copies of each form, sign and date them and bring them to one of our registration events (see below for a schedule of locations, dates and times). We’ll have an “Express Line” just for those who have pre-registered online. Just submit your forms and pay any player fees and you can be on your way! For parents & volunteers who have not signed up online before: At the Welcome screen, click on the button labeled First time. 1) Onscreen directions will guide you through the process 2) SCROLL DOWN! Many of the data screens extend below the bottom of your monitor. Use the Page Down key or the down arrow key to be sure you’ve scrolled to the bottom of each page. 3) Though not required to complete pre-registration, if you take the time to get a user name and password, this online process will be even faster in future seasons. The system uses an e-mail address for the username (many feel this is easier to remember). It does not have to be your regular e-mail address, and it is not the one used to send any messages to you. 4) When asked to choose a region, follow the directions to enter the region number above. 5) Provide as much contact information as possible to make it easier for us to reach you when teams are formed, etc. E-mail addresses are enabling better communications between the region and our members. Please provide us with an e-mail address if you have one. NOTE: When you enter your address, please provide a complete address including apartment or suite number and any directional indicators (i.e., North Main St. or 125th St. S.E.). 6) Our region is completely volunteer run. We need your help. Please indicate a volunteer position that interests you. 7) The information in any field marked with a red asterisk is required. 8) You’re not finished until you’ve clicked on Submit AND printed your forms. Then bring them to one of our registration events. For parents & volunteers who signed up online last year: 1) If you did not get a username and password, you will have to follow the instructions above for a first time user. If you did get a username and password, go to the eAYSO site and at the Welcome screen, click on the button labeled Log In 2) At the Log In screen, enter the e-mail address username and your existing password. There are links on this screen if you’ve forgotten them. 3) Read each of the screens carefully. Scroll to the bottom of each screen. Many of the data screens extend below the bottom of your monitor. Use the scroll bar, the Page Down key or the down arrow key to be sure you’ve scrolled to the bottom of each page. 4) At the Welcome screen, you can click on My Login Info if you wish to change either your username or password. Otherwise, in the first line under General Instructions click on Parent Info to begin the process of re-registering your player(s) OR to reregister to be a volunteer, go to the third line under General Instructions and click on the link labeled Click Here. When signing up for the new year, it is important that you review all the data screens and change anything that needs to be updated. DO NOT USE THE LINKS LABELED PLAYER FORM OR VOLUNTEER FORM IN THE SECOND LINE under General Instructions. These links should be used only if you are unable to print forms right away after you’ve updated your registration information. 5) On the screens that follow, check to see if any of the information needs to be changed. 6) Follow the onscreen directions to print copies of each of the forms, and then bring them to one of our registration events.
