The Town of Whitby’s Downtown Development
Office has undergone several changes since the
last edition of Experience Our Downtowns. The
new Manager of Downtown Development Office,
Maria McDonnell, looks forward to meeting you
over the next few months.

Downtown area has been designated a Heritage
Conservation District. Whitby will begin similar
considerations for Downtown Whitby in 2011.
Christy Chrus has also joined the team as Heritage
planner and will be providing welcome assistance
on façade grants and Whitby’s heritage planning.

Brooklin’s Heritage Conservation District, approved
in September 2008, is a designation that helps
ensure the preservation of heritage architecture
and historical charm. The District boundary runs
through the Downtown core – along Baldwin Street
with Winchester Road to the south, Carnwith
Avenue to the north, Way Street to the west, and
Pearl and Church Streets to the east.
The Downtown Development Office now
encompasses heritage planning. It will work
with the Local Architectural Conservation
Advisory Committee (LACAC) Heritage Whitby, a
Committee of Council dedicated to the conservation
and preservation of heritage buildings, properties
and resources in the Town. About 80 per cent
of Whitby’s heritage buildings are located in
its Downtowns. With proper preservation,
conservation and maintenance, heritage buildings
can be renewed and enjoyed for years to come
and help distinguish these commercial districts
Any property owner or public agency intending to
make changes within the District must now have
regard for the policies and guidelines outlined within
the Plan. ‘Heritage-friendly development’ allows for
new buildings and settings that respect the past
and emulate its best features.

Brooklin’s

Heritage
Conservation
The District will include some areas which
are preserved virtually intact, while others are
significantly altered but compatible with the
heritage character. Streets such as Cassels Road
and Princess Street feature many examples of
various architectural styles from the 19th and
20th centuries. A new project in Brooklin – such
as the Brooklin Library and Community Centre – is
influenced by the community’s origin and historic
buildings.
With careful planning, Brooklin will retain its
historic character and landscapes and continue
to evolve as a community. The Brooklin Heritage
Conservation District Plan can be viewed at
www.downtownbrooklin.ca.
Heritage Sign Guidelines
Imaging your business to your customer is
important for all successful businesses. The new
Heritage Sign Guidelines for commercial signage
on businesses for Whitby’s downtown areas are
now available.
A variety of appropriate heritage signs for historic
Brooklin and historic Whitby are permitted. The
guidelines can be viewed at http://brooklin.

Façade Grant Program
The Downtown Development Office offers a Façade
Grant Program available for commercial building
owners or business owners in our Downtowns to
improve the exterior appearance of their building
in keeping with the expected qualities of a heritage
business district.
This grant is available to improve or upgrade such
storefront features as windows, signage, structural
repairs, landscaping and barrier-free access.
The Downtown Development Office is accepting
applications for 2009.

Downtown Brooklin’s first residential heritage
project is the residential condominium project by
the Kaitlin Group called Main Street located at
the northwest corner of Baldwin and Winchester.
This residential development brings a leisurely and
carefree condominium lifestyle to Brooklin.

WALLET-FRIENDLY FINDS thrive

For many people, tough economic times mean a welcome
return to simpler things. Consignment shops are attracting
new shoppers and many families are finding creative – and
inexpensive – ways of spending time together.
“There is definitely an increase in consignment for what I
like to call our ‘recessionistas,’” says Ann-Marie CameronReynolds of Inspired By You in Downtown Whitby.
The benefits of consignment shopping are two-fold:
“Women who really enjoy shopping and have an
abundance of clothing, shoes, jewellery and accessories
usually have a wonderful wardrobe and get tired of items
so they can bring in their items and simply sell them in
order to subsidize fashion desires.”
At the same time, bargain hunters discover the thrill of the
hunt. “Women can come and enjoy the treasure hunt for
the really different, unique and sometimes even those oneof-a-kind designer pieces that they would not typically find
or that they would not normally invest in at regular retail
prices,” Ms. Cameron-Reynolds explains.
Tough economic times have ushered in the shop’s
greatest selection since opening its doors in 2007.
Indeed, shoppers often beg the question: Why would
someone want to get rid of this? “The answer is simple,”
says Ms. Cameron-Reynolds. “The items have been
loved but women are ready to part with them because
of lifestyle changes, children and other priorities. Then
there are women who simply have to make room for new
purchases.”

Public libraries booming
Hard times are boom times for public libraries, which are no longer just quiet
places where you go to check out books. The Whitby Public Library – like
countless others across North America – has evolved to meet the needs of
patrons and has become a vibrant community centre that offers information,
education, modern technology and entertainment.
Reference Centre. Of course, each branch offers a wide selection of books,
movies, DVDs and CDs. Beginning this spring patrons can take advantage of a
new video game collection, with titles for the Wii, PlayStation 3 and Xbox 360.
“It can be a real money saver,” says Ms. Jessup. “More and more families are
making family time at the library.”
Public libraries are the original “recession busters,”
reminds Public Services Manager Rhonda Jessup.
“Throughout North America, public libraries are
busier than ever. Job seekers flock to the library for
access to the Internet to search for employment
and use public workstations to update and send
their resumes,” she explains.
“During tough economic times, more and more
people look to the library for information and
entertainment and discover a wealth of resources
– programs, books, movies, magazines, games – all
accessible with a library card.”
Regulars are relying more on the services and new
faces are walking through the doors to discover
this community resource. “The Central Library is
a beautiful building. People come here to spend
time – to surf the Internet, read newspapers and
magazines, and visit our café,” says Ms. Jessup.
Programs for all ages
“We have programs for all ages, from family story
time to film nights for adults. We also offer computer
training, which is increasingly important as more and
more employers want online applications.”

CHEERFUL COLOURS MAKE VIVID RETURN

Nothing signals the start of spring quite like updating your
wardrobe with some of spring and summer’s hottest new
trends. Bright, sassy and feminine define the season, with
vibrant hues, transparent fabrics, statement accessories and
gladiator sandals all must-have items.
Sheer chiffons and shiny satin are among the season’s
fashion darlings, report Cathy Groff and Deborah
Manning-Tabiz of Envy Boutique in Downtown Brooklin.
“Whether it be solid or patterned, transparent fabric is
definitely an important item this spring. Satin styles will
also woo you with their alluring shine.”
Vivid colours are everywhere this season. “Look for
playful pieces that pop in a variety of colours and
patterns,” say Ms. Groff and Ms. Manning-Tabiz,
pointing to orange, purple, coral, green and
electric blue. “Floral, graphic and pretty dipdyed effects are all evident in our spring and
summer collections.”

“When shopping on budget, always look for an important

“The details and glamour of the gown reflected the
importance of the evening,” Ms. Golby explains.
“Such is what dressing is all about. Reflecting a
mood, style, and/or a feeling is what makes dressing
interesting. Whether one is creating mystery,
elegance, seduction or fun, dressing provokes a
sense of fascination amongst audiences – much
the same as art.”
Must-have items also include the cardigan,
city shorts, a floral skirt, embellished tunics,
print dress with a soft ruffle, slouchy, narrow
or wide-leg silhouette pants and a belted

“Styles from the early 90s are creeping back in,” says
Ellen Fernandez of Beso Fashion in Downtown Whitby.
“The fad of eel-skin wallets and purses are coming
back in full swing. You will also see snakeskin on purses
and shoes, which is making a big hit. The Bohemian
look with tie dye is sure to be popular for spring, with
accents of bold bright jewellery.”
Strong prints and bright florals erase the doom and
gloom of winter, reports Kelly Golby of Dezire in
Downtown Whitby. Flowing skirts and dresses feature
fluid hemlines, while the wide pant bottom and belted
waist bands are strong. “Denim is here to stay,” she
says. “Styles are more tailored; fabrics are dyed,
stretched, stitched, embellished and glitzed. High
fashion denim is now the rage.”

Old Hollywood elegance
The traditional animal print is also strong while black
and white remain perennial favourites. “The world
seems to be craving the elegance of Old Hollywood,”
says Ms. Golby, pointing to recent Oscar parties.
Fashionistas are also taking their cue from American
First Lady Michelle Obama – particularly the white
chiffon, one-shouldered Jason Wu dress she wore to
her husband’s inaugural ball.

Pixie crops and sexy, tousled waves are the ‘mane’
event this spring and summer. Structured cuts
are giving way to ponytails, knots and casual half
ponytails for truly feminine looks.
“We are beginning to see a lot more shorter hair
with a soft, feminine look,” says Pamela Clough,
stylist and educator with Valentino’s Grande Salon
in Downtown Whitby. “We’re moving away from the
structured look of the bob and into a more carefree
style, including a modern pixie cut like Katie Holmes
and Victoria Beckham. The more daring are adding
some asymmetry to the cut.”
More rounded cuts are also earning favour among
style-conscious women. “Pair this with a pop
of vibrant colour and the result looks fantastic,”
says Ms. Policicchio. “But not everyone wants the
vibrancy of colour. Give hair the look that it has been
sun-kissed by the summer’s sun with great shades
of blondes, giving you a more natural look.”
Soft reds – think strawberry blond or a light copper
– as well as warm, creamy gold tones are other
favourite choices. “Neutral tones have been very
popular the last few years, so it’s time for a change,”
advises Ms. Clough. She credits fashion with
influencing the season’s hottest trends. “There’s

because they can be drying to the hair. “Consider a
deep-conditioning treatment,” says Ms. Middleton.
Apply it to damp hair and wrap in a plastic wrap
or shower cap. Allow the conditioner to soak into
damaged hair overnight for repair and moisturizing
benefits.

“The best way to ensure healthy hair would be to
start with a fresh cut and colour,” says Ms. Clough.
“The colour will add richness and vibrancy to your

have been adding to the dryness. Once you’ve had
a cut and colour, continue with a deep conditioning
masque. This will help to rehydrate hair after the dry

It was once considered a luxury for women, but more
and more men are putting the ‘man’ in ‘manicures.’
In fact, they’re treating themselves regularly to a
variety of spa treatments, including pedicures,
facials, massages and laser hair removal.
“Spa treatments for men have definitely become
more popular – and not just among ‘metrosexuals,’”
reports Lauren Bell, manager of Orchid Salon
& Medi-Spa in Downtown Brooklin. It’s among
numerous salons and day spas that offer dedicated
services for men.
Pedicures are particularly popular at this time
of year. “Often, men come for their first pedicure
because they’ve received a gift certificate, but then
they’re addicted,” says Ms. Bell. “We have a couples’
room, but men definitely come on their own and are
even booking their own appointments.”
Laser hair removal is also another favourite
treatment. “It’s less sensitive than waxing the back
or chest and there’s no downtime,” says Ms. Bell.
“It typically takes four to six treatments to complete
because hair grows in six stages, but men will
notice less hair immediately. Once the treatments
are completed, the hair is gone permanently.”

retailers and service providers are helping us take
small steps in the movement toward green.
“We use recycled paper bags and have
reusable fabric bags,” say Cathy Rousseau
and Barb Power of Lafontaine in Downtown
Whitby. “We introduced them to do our
part for the environment. We do not
charge for the bags and encourage
customers to reuse them wherever
possible.”

for $5. “They stand up really well. We hear from a lot of
patrons that they’re great for many purposes, including
grocery shopping,” says Public Services Manager Rhonda
Jessup.
Thinking green is nothing new for the library. “We have
always been in the business of sharing resources,” Ms.
Jessup notes. “Why buy a book that will just take up
space? Certainly, there are some you want for your own
collection, but some you just want to read.”
The library has found many ways to improve. It
has reduced the size of check-out slips by 30 per
cent on the suggestion of a patron. It now offers
e-mail notification on materials coming due, holds ready
for pickup and overdue materials to return. “It’s greatly cut
down on mailers and is one of the most popular things
we’ve introduced,” says Ms. Jessup.
“We’ve also created an enewsletter to help cut down
on some paper use.”

Green cleaning products use earth-friendly ingredients
like hydrogen peroxide. It’s a natural bleaching agent
that degrades into oxygen and water and replaces the
environmentally-toxic chlorine bleach commonly found
in cleaning products.
“You want to avoid products with chlorines and
phosphates, and make sure whatever you choose is
biodegradable,” Ms. Spencer advises. She offers such
products as SoapNuts, a laundry product that grows
on trees in India. “You throw several nuts into a cotton
bag and toss it in with your laundry. You can reuse it
three or four times and then put the nuts in
the compost or in the garden.”

After a seemingly unending winter, you want your
rooms to bloom – and all on a modest budget.
More than ever, the home is where the heart is
and that’s being reflected in decorating projects
that are broken into affordable bites or a splash of
paint that updates a tired space.
The shaky economy is certainly giving many
homeowners an opportunity to slow down and
re-evaluate their décor choices, notes Peggy
Polson-Gillis, owner of Rousseau’s Fine Furniture
& Interior Design in Downtown Whitby. “The
throw-away mentality of just a short time ago now
seems wasteful and wrong,” she explains.
“People are returning to their Canadian frugality
and purchasing larger ticket items like furnishings
more carefully. They still want good quality and
style but at good value. In many cases, that means
‘Buy Canadian’ – or at least North American
– to avoid import duties and to be kinder to the
environment as well.”

‘stay-cation’
(stay-at-home
vacation)
is another strong influence. “Postponing an
expensive vacation can free up some dollars
to spend on beautifying our homes,” says Ms.
Polson-Gillis. “If we’re stuck at home, we definitely
want a great, comfortable sofa and probably a
flat-screen TV.”

Polson-Gillis notes. “Blues, often freshened with
white, are making another comeback – from
stronger navy and royal to pale sky and watery
aquas.”

economic times. “People are still asking us to
design a whole project – such as the main floor
– but are more apt to do one room at a time,” says
Ms. Peer. “By hiring us, they’re looking for a bit of
insurance. They want to make decisions they’ll be
happy with for years to come, rather than replace
things in a few years.”
Paint remains one of the easiest and least
expensive ways to transform a tired space and
transformation can certainly lift your spirits, Ms.
Other favourites include purple (from plum to
violet), reds (both ruby reds and red with a touch
of orange) and rich pink. “Yellow and orange as
cheerful accent colours are coming, especially as
accessories, fabric and as an accent wall colour,”
says Ms. Polson-Gillis. “Neutrals, especially greys
– from silver to concrete shades – are still very
popular. Green in almost all shades seems to be
here to stay.”
Remember, decorating doesn’t have to break
the bank. “You can change the look of a
room very inexpensively just by adding a new
paint colour, cushions on a sofa and new
accessories, such as table lamps and pictures,”
says Ms. Holloway.

American writer Henry Miller once said: “One’s
destination is never a place, but a new way of
seeing things.” Despite a shaky economy, area
residents are inclined to agree, packing up their
bags for destinations around the globe.
Crone Travel in Downtown Whitby posted increased
sales this past January over the same month last
year. “I believe that travelling in the winter time is a
tradition that many Canadians are reluctant to give
up,” notes owner Peter Crone. “There are many
other discretionary items that they will give up
before they sacrifice that trip down south.”
Popular spring and summer travel destinations
include Mediterranean cruises. “For those
interested in Europe but concerned about the high
costs, cruises are offering tremendous value,” says
Mr. Crone. “You can see Europe, but at a much
more reasonable cost.”
Though all-inclusive resorts and cruises are
perennial favourites, Crone Travel has found more
and more clients eager to step off the beaten path.
“Independent, customized vacations are becoming
more popular than ever,” Mr. Crone notes. “Before
the time of packaged holidays, this is what travel

The economy has ushered in good deals –
though not as good as some travellers may have
anticipated. “The bottom line is that Americans are
not travelling but Canadians still are,” Mr. Crone
reports.
“Products such as the package holidays
offered by Canadian wholesalers are still selling
reasonably well, so there are not deep discounts
there. However, products that are sold to the
broader North American market – such as cruises
– are suffering more and there are some fabulous
deals.”

back to these old ways. It’s very exciting for
travellers and for us as well.”
Escorted coach tours for the entire family are also
gaining popularity, Ms. Brown reports. “There really
are some very interesting packages catering to
families that include unique experiences for the kids,
such as the children being a prince or princess for
a day and sleeping in a castle in Ireland,” she says.
“They can participate in scavenger hunts through
the Louvre in Paris or stay at a dude ranch in
Wyoming and be taught how to ‘rope and ride’ by
a real cowboy. There really are some amazing ways
for the whole family to see the world together.”
As always, there’s a world of possibilities to choose
from, including less common destinations like
South America. “It’s not often at the top of people’s
minds but it is worth considering for a number of
reasons,” says Mr. Crone. “There are many direct,
non-stop flights from Toronto to South American
cities so it is easier to get to than you might think.
“Because you are travelling south, you don’t have
to deal with jetlag as a result of time-zone changes.
The costs for hotels, restaurants and tours is much
more reasonable than Europe, yet cities such as
Buenos Aires and Lima have as much to offer as
many European cities do,” he reports. “Something
different to think about for sure.”
‘Volunteer vacations’ are also attractive to many.
“These programs give people the opportunity
to travel the world and take in the sites but also
give back by working side-by-side with locals and
helping those less fortunate in local communities,”
says Ms. Brown.

Serves: 4
Preparation time: 20 min
Cook time: 10 min
Pre-heat oven: 350°F
1 head fennel/anise
2 of each – navel orange,
pink grapefruit,
blood orange
and lime
3 tbsp good quality canola oil
1-2 tbsp white wine vinegar
Sea salt and cracked pepper
You will need:
4 fresh tilapia fillets (skinless)
2 cups arugala (rocket)
2 cups baby leaf spinach
Step 1: With a knife, remove the peel off each
of the fruits. Remove the skin segments of the
fruit, cutting between the tough flesh. Squeeze
the juice from the leftover fruit.
Step 2: Place the tilapia on a baking tray
with parchment paper and bake for 12 to 15
minutes.
Step 3: Shave the fennel with a mandolin
(found in most good grocery stores) or thinly
slice using a sharp knife.
Step 4: Pour the citrus fruits, oil, vinegar
and a pinch of salt and pepper into a
bowl. Vigorously whisk until fully blended
and almost a pinkish colour. Toss arugala,
spinach, citrus segments and fennel into the
bowl. Gently lift the salad out of the bowl and
divide onto 4 plates.

• Break pieces off to garnish the salad. Also

necessarily because they’re intolerant to gluten,
but because they want to eat something that is
not as heavy as traditional pasta,” explains Manon
Lacroutz.
Specialties like Petit Extra-Frites Maison are made
from hand-cut Yukon Gold French fries prepared in a
zero trans fat canola oil. “Healthier eating is becoming
a way of life,” Ms. Lacroutz notes. “In traditional
French dining, just like dessert, it’s about having a
little of something as opposed to overstuffing.”
Dining out remains a favourite Canadian pastime.
Despite falling consumer confidence, a sharp drop
in equity prices and growing fears of a recession
as 2008 drew to a close, Canadian households
continued to dine out, the Canadian Restaurant and
Foodservices Association reports.
Consumer spending at restaurants rose a solid four
per cent in the period September to November
2008 compared to the same period in 2007. “Unlike
U.S. consumers, Canadians continue to include
eating at restaurants as part of their lifestyle,”
says Robert Carter of NPD market research.
“It would appear the convenience of restaurant
meals is not a cutback consumers are willing
to make.”

Courthouse Theatre
Whitby Courthouse Theatre (WCT) is a non-profit
community theatre group and has earned many
awards over the years for its productions. The
160-seat theatre (Whitby’s centennial project) has
been admired by many visitors from the theatre
world.
WCT is located in the Centennial Building and is
featuring the production of The Curious Savage
which runs through April and May this 2009
Spring Season. Designated a heritage structure
under the Ontario Heritage Act, the Centennial
building was built in the early 1850s as the Ontario
County Courthouse. Other features included at
the Centennial Building are a banquet facility and
meeting rooms used by community organizations.
The Centennial Building is located at 416 Centre
St. S., Downtown Whitby.
WCT’s very active youth group runs workshops
throughout the fall, winter and spring and mounts
one full-scale production each year. The golden
talent of its youth group will be on stage again
soon as they embark upon a family comedy, The
Adventures of Treasure Island, by Paul Saunders,
Reese Brunelle and Dona Hird. It runs June 5, 6,
11, 12, 13 and 14.

Finest and Most Unique Buildings
Doors Open is a province-wide celebration of
community heritage designed to create access,
awareness and excitement about heritage. The
Doors Open program offers residents and visitors
with a unique opportunity to explore some of
Whitby’s rich history – and it’s all free of charge!
This is Whitby’s 2nd year participating in this
provincial program and is expecting yet another
great turnout.
There are a total of 14 sites on the Doors Open
Whitby 2009 tour, including many new and
recognizable locations such as Trafalgar Castle
School, the Whitby History Museum and Children’s
Centre, Endless Ideas, Whitby Mental Health Centre
and a Camp X Tour at Intrepid Park. There are also
some classic historical sites that are significant to
Whitby’s heritage including the Centennial Building,
All Saints’ Anglican Church, the Station Gallery,
Lynde House and Cullen Central Park and James
Rowe House.
This is a great opportunity to visit and participate
in a family fun event that provides a glance into
Whitby’s rich culture and heritage. For more
