Choose your avatar and you can be who you like at the Perth International Arts Festival exhibition I Think I Can, an interactive instillation put together by a Tasmanian puppeteer and the Fremantle and District Model Railway Association. Metres of miniature railway track snake around country settings; through villages and town squares, and over suspensions bridges—there’s even a cemetery. Ongoing story Viewers choose one of 170 tiny avatars, which puppeteer Sam Routledge places in situ to becomes an ongoing story in the imaginary town. Viewers also get a passport allowing them to come back and direct their resident’s progress, which is also online. Intrigue about the fate of the port’s favourite bookshop has been worthy of a Michael Connelly thriller recently (Google suggests “new edition bookshop for sale” when you start typing the name, an indication of the traffic that query’s generated), but owner James Calligaro confirmed to the Herald this week he’s negotiating with a “prospective buyer”. “New Edition Bookshop is not closing,” he said. And while his response is more note than novella, local authors and editors will cheer. They were so concerned about the rumoured closure that David Whish-Wilson organised a bunch of them to lobby the council to intervene. They even offered to help with publicity and other chores if it could keep the bookstore’s doors open. Fremantle mayor Brad Pettitt told the Herald that while the sale was still being negotiated he couldn’t reveal the council’s sweetener, but it fitted into its initiative aimed at protecting the city’s retail diversity. Lutton speaks out LINLEY LUTTON has broken his silence about quitting Fremantle council’s design advisory committee. The urban planner says there was political interference and badgering because the mayor wanted certain projects approved. For Dr Lutton’s full explanation, see page 5. Leon Rault is virtually housebound because of his chronic pain—he’s had spinal fusion and open heart surgery— and has been pleading fruitlessly with the health department to give him extra care so he can get out more and complete everyday chores. But after constant knockbacks, he became so stressed this week his blood pressure rocketed and he was bundled into an ambulance by his GP and carted off to Fremantle Hospital. The 62-year-old gets a carer seven hours a week through the department’s Home and Community Care program, but says it’s not enough to get all the jobs done around the house. “It’s terrible, I feel very, very, stressed,” he said. “I rely on home care but I (Recommences Fri 7th Feb) Friday 4 - 5.30pm Hilton Park Bowling Club Adequate support Perth Home Care Services is contracted by the department to provide Mr Rault’s carer, and chief operating officer Rosie Lawn told the Herald his request had been looked into and he’s getting all the care he needs. I’m in a lot of pain and my legs swell up so I can barely walk. “Every time I try and get more care and say my medical situation has changed, I’m told I’m at the maximum hours.” Mr Rault says he’s on such strong pain medication he can’t drive and needs a carer to get him to his GP or a hydrotherapy pool. While he’s waiting in reception and walking laps by himself the carer’s “on the clock” and soon time’s up and there’s jobs at home left undone. The portsider will set off on his 15,000-kilometre trek on March 1 to raise money for the Fremanshed and Arthritis Foundation of WA. Mr Pauly, who suffers from osteoarthritis, is expected back in Perth on July 1, 2015. “Some people might question my sanity but I’ve walked from Perth to Melbourne before and back,” he told the Herald. “Once you get to the Nullarbor it’s quite easy, because it’s flat.” While Mt Lofty in Adelaide could be a challenge he reckons he’s got it covered: “I just need people to give me water along the way”. Mr Pauly, who will sleep in a tent along his long saunter, reckons he will go through three pairs of sandals. “I’ll be wearing those Keen sandals, which are pretty comfortable and durable,” he said. Any enquiries or concerns regarding the event prior to 8 February may be directed to Sunset Events on 9336 2837 or info@sunsetevents.com.au Freo downsizing by BRENDAN FOSTER FREMANTLE councillor Rachel Pemberton has launched her bid to open up Fremantle to ‘mini-block’ subdivisions (“Think small,” Herald, October 12, 2013). This week her colleagues voted to initiate a planning scheme amendment which would allow developments to breach current R-Code densities if they satisfy 12 conditions. Homes would have to be no bigger than 120 square metres, which Cr Pemberton says opens up the suburbs to more diverse and affordable housing. “Not everyone want to live in a large home, but there is limited options for how and where you can build new modest-size homes,” Cr Pemberton told the Herald prior to Wednesday’s meeting. The overall development would also need a minimum of 60 per cent open space, and 10 per cent of that has to be set aside strictly for trees in an effort to keep suburbs cooler. A report attached to the item claims the WA Planning Commission already has the power to approve strata lot subdivisions of the mini-blocks • Cr Rachel Pemberton the plan would create, however the council says it would only apply where a dwelling has already been built and vacant land subdivisions would be outlawed. Cr Pemberton says the current planning scheme encourages portsiders to squeeze the biggest McMansions they can onto their land, and Australia already has some of the biggest and most unsustainable houses in the world. The average Aussie home has gone from 162 sqm in 1984 to 241 sqm in 2013. “It is no coincidence that as our homes have gotten larger, housing costs have skyrocketed. And it’s not just the cost of buying or renting a home; larger homes have higher running costs as well. “Diverse housing means a diverse community—all the people who make Freo the cosmopolitan place it is—and the people we need to ensure economic revitalisation and new jobs in the city.” But there is a kicker. Buried in the 3500-word report, which is heavy on the wonders of pint-sized homes, is a single line acknowledging it will usher in greater density across Fremantle. Coupled with that, there’s a squeeze on parking, with just one bay per household and no visitor parking unless its a bigger development. But Cr Pemberton says it can be achieved without stomping on Fremantle’s character. “This amendment will allow a return to the more traditional housing and streetscapes of Fremantle—just think of the terrace houses in South Fremantle, or the little workers cottages in White Gum Valley,” she said. Staffers will develop a set of planning provisions which will head back to council at a later date, before going out to public comment and then on to the WAPC for consideration. ‘Pool the pools’ by BRENDAN FOSTER FREMANTLE deputy mayor Josh Wilson says the South Fremantle Senior High school swimming pool has made such a splash with locals it should stay open every summer. The pool at the Annie Street school has been open to swimmers since November last year while the council’s pool gets a multi-million dollar facelift. Cr Wilson says the SFSHS pool usually gathers moss during the summer holidays so it makes sense to keep it open during the hottest months of the year. “I have suggested that the city consider operating the South Freo pool as a regular extension of swimming options in the summer months, not least because it makes use of a fantastic pool resource that otherwise lies fallow between mid-December and February,” he said. “It’s a reminder that The Original CLOTHING ALTERATIONS Reg... We would have a much cleaner and more pleasant place to visit if rangers were given powers to keep smokers off the grass and allowed dogs to enjoy the park. Maybe a bit more emphasis on enforcing it wouldn’t go astray, though. Freo’s story is a low storey I RECENTLY read of the $80million preliminary green light to put multi-storey developments in the heart of Fremantle. I have been living in and around Fremantle for about 40 years and feel I have some idea about the Fremantle energy and ideas, and I can say with certainty that any multi-storey development is not Fremantle. Fremantle is about community and communing and as in the old Myer building, given some space the Fremantle energy emerges, creative, relaxed and colourfully communicating. As the mayor Brad Pettitt is from Roleystone I get the feeling he hasn’t quite embraced this community spirit yet. A ride on a bike around and he will see and feel the spirit. A good example of Fremantle coming alive—and the mayor was unfortunately out of town—was the James Price Point March when there was a concert. The shops and cafes were full and the colours were out, 20,000 of them. Even an Esplanade summer concert series would inject the much needed dollars into this tired community in the most positive way. Tracey Donovan Melville Shane can stay at home I WRITE in relation to your recent story about changes to the Disability Services Commission’s accommodation services (“Cruel cuts”, Herald, January 25 2014). People like Shane Norton will be able to stay in their current house with their current housemates or move if they want to. It is their choice to make with the support of their families and carers. Only 15 per cent of accommodation services for people with disability in WA are provided by the Disability Services Commission. The rest has been provided for decades by non-government organisations offering excellent care and support. A list of more than 30 of these organisations, including Activ, Nulsen, Rocky Bay and The Centre for Cerebral Palsy, is being made available to help people like Shane for the first time choose their preferred option for future care and support. By being better informed the member for Fremantle could provide better support to her constituents without unnecessarily instilling fear and angst in families. Parkland Villas Booragoon Retirement Village on Marmion Street escaped a potentially dangerous situation when fire engulfed an adjoining reserve on Monday of the long weekend. After a branch fell on power lines, the resulting sparks ignited a small bush area alongside our boundary fence. Prompt action by locals living nearby helped to keep the fire from spreading to villas only a few metres from the fence. A dozen or so men, women and teenagers organised hoses to prevent the flames reaching the buildings and they continued to work with their hoses after the Fire Brigade arrived. All residents of our village would like to thank these families for racing to the rescue and saving the day. Isn’t it great that they saw the need and were so proactive in helping to prevent a serious situation developing? Grateful thanks to all those public-spirited locals. We salute you! I travelled to South Mole to park at the lighthouse. To get there was okay, but to return it was congested. It took 60 minutes at a snail’s pace to go from the lighthouse to Cliff Street (about 300 metres), but everyone was calm. Did mayor Brad Pettitt or his staff contact with Fremantle Port? There was a three-way traffic flow from the lighthouse, then the passenger terminal and Cliff Street. I assumed the gate to the east of the wharf was closed. I resigned due to my growing sense of dismay at the culture in which the DAC operates. Design advisory or design review committees are being established in many councils. When operated properly, they are of great value to the community. I am a founding member of the Design Review Committee at Victoria Park which has worked effectively for 14 years so I have experienced firsthand the good work some committees do. The objective of these committees is to ensure councillors and council officers receive the best advice possible on the acceptability of medium to large-scale developments. I watched a crisis develop as projects being pushed by the council failed to meet acceptable design standards They serve the community by ensuring the built environment is as good as it can be. To be effective these committees must act independently and be unswayed by political agendas. These are the three major issues which led to my decision to stand down from the DAC. Most deal with independence and political agendas: • On three occasions the DAC was advised that ‘this project is important to the city’ or ‘the mayor wants to see this project proceed’. I felt my independence was weakened before evaluation had even started. The desires of the city or the mayor should be irrelevant when undertaking design evaluation. • I was told by a senior officer that at least one councillor edited staff reports including comments made about DAC findings. I have since had this corroborated; and, • I discovered DAC reports would go to the planning committee and be ‘moulded’ into a final report before going to full council. Looking to make a difference? So are we. Choose Notre Dame LINLEY LUTTON is an urban planner and until recently a member of Fremantle city council’s design advisory committee. Last week he quit from the committee, and now says he couldn’t bear the politic interference and having his committee’s advice fiddled with by a councillor. One apartment block caused the DAC great concern, but the Planning and Services Committee virtually ignored its advice. They asked us to focus only on the building’s appearance. Evaluating design goes beyond appearance. Internal amenity; environmental performance; site planning; traffic impact; functional and spatial adequacy; serviceability; impact on surrounding properties; contribution to the precinct; streetscape and landscape; impact on the public domain at street level; and, impact on the micro-climate all need evaluation, which takes experienced experts. When I complained about what I felt was political interference by the planning committee I was told it was a delegated committee with the right to override DAC findings. I accepted the right of elected members to disregard DAC findings, however argued the full council should decide on DAC findings, not a sub-set with a strong pro-development group. My objection and concerns fell on deaf ears. Victoria Park’s advisory committee is highly regarded and completely independent. There is no opportunity for councillors to mould its findings. Political agendas simply do not enter into the equation and councillors are certainly not allowed to edit any officer’s report. On Fremantle’s DAC I was involved in assessing large-scale strategic projects at the centre of the council’s development drive. On several projects the DAC met with the proponents over many months because major problems were not be adequately resolved. On several occasions I suggested that we hold workshops to resolve the issues. Even after these workshops the proponents wouldn’t address the shortcomings, which were of a substantial nature. The DAC could not stop these projects because its terms of reference limit its role to giving advice. In Victoria Park, support for a poor project can be withdrawn making it very unlikely to be approved by the elected members. Developers invariably lift their game. Inevitably they were dealt with by the planning committee in a way which suited certain pro-development agendas. One problem with councillors who lack planning and design training taking things into their own hands is that developments get through and set a poor precedent. One particular project has already opened the doors to a raft of design precedents which significantly lower the living standards of apartment dwellers. The whole idea of holding the line on planning and design issues—regardless of how much the developer pushes their case or the city wants it to occur—is to ensure poor compromises do not get built. This is precisely why officers’ reports must not be edited by untrained councillors. On February 15 it will be 10 years since the rally’s on Coogee Beach for and against the Port Coogee development. It is still fresh how divided the community was about this development. The Coogee Coastal Action Coalition with truckloads of help from the Herald divided the community and opinions still differ today. 10 years down the track the now undeniable fact is this area of coast line looks a thousand percent better. Coogee beach is still there and all the disaster scenarios failed to eventuate just as we tried to tell people. It is now the safest beach around with the shark net (incidentally a similar proposal was voted down at a Progress Association meeting some years ago by the same naysayers). Coogee Beach, Port Coogee and CY O’Connor beach are a great place used by myself, my family and even my dogs. The transformation from the polluted and in places inaccessible coastline we had is remarkable. letters Fallacious stories of financial ruin for the community have proven to be false (of course) with it being no secret previous Fremantle council under Peter Tagliaferri would gladly have annexed this area if they could. Opposition organisers claimed they were not doing it for political gain despite running in state and local elections on a regular basis since. The Herald in their attempts to deny community support tried to imply professional protesters were bussed into the rally by the developer and its supporters. The only buses in fact were supplied by the CCAC supporters to bus in supporters from Leighton. I often wonder if the CCAC members and supporters (including the Herald) ever stop to ask how they got it so wrong. I took exception to Megan Jaceglav’s article in Thinking Allowed (Bulldozed! Herald, December 13, 2013). She states that the Cockburn council is indifferent to traffic congestion and builds and develops without consideration for residents. I notice in her article she moved to Spearwood seven years ago. Most of this major development was well under way at this stage. Market gardeners have every right to redevelop their land. I understand some don’t like the change, but it should be understood this is a product of Perth’s population growth and no council will change this. The council should be judged according to how it performs given this pressure and by all accounts I receive and see Cockburn are doing a fine job. Former Cockburn mayor Stephen Lee may have not understood probity when allowing himself to get cornered by self-interested parties with regard to fund raising, but not withstanding this he was elected twice as a champion for the marina development. Cockburn council should be applauded for their courageous and mature leadership with regard to development along the coast and in the suburbs. But he overcame his nerves and by the end of the five-day regatta at Mornington Peninsula, Rome was ranked the fifth best under-16 optimist class sailor in Australia and the best sailor at the competition. Not bad for a kid who only took to the water at the Fremantle Sailing Club two years ago. “I was hoping I’d get in the top 25, but when I saw all the people, I thought maybe top 50,” Rome told the Herald. “A lot of them have been competing and training around the world in Europe and Asia. So to finish top five was really good.” Rome only made the “epic” car crossing of the Nullarbor after his mum Tikki Surman—a self-confessed average country sailor—decided he should have a crack. Rome says 15 solo races over five days left him exhausted. “I was getting tired by the end of it,” he said. “After the last race I was so tired I didn’t even celebrate, I went straight to bed.” Rome has now qualified for the Australian team competing at the World Youth Sailing Competition in Argentina later this year. But the Waldorf School student is realistic about his chances. Each of the 45 countries participating will put up their best 25 sailors. The best any Aussie has got before is 20th. “I don’t know how I’ll go, but it’s going to be really good fun,” he said. South Australian documentary maker and conservationist Rodney Fox has just commemorated the 50th anniversary of his near-death experience by returning to the scene of his great white encounter. Defending his title in a spearfishing competition off Aldinga Beach, 65km south of Adelaide, the December 1963 shark attack split open his abdomen, broke all the ribs on his left side and punctured his lungs. Responding to outrage over the first images of a dead shark caught off Dunsborough on Australia Day, Mr Edwards says all previous attacks have involved great whites. Yet the three-metre animal caught this week was a female tiger shark, which the fisherman initially believed was a bull shark. Under the baiting policy due to be introduced to metropolitan waters, all three species are targets of baited drum lines anchored one kilometres offshore. Mr Edwards, author of the 2013 book Shark: The Shadow Below, says dumping of the shark body at sea was also dumb when it could have been brought back for further study. “Money has been spent in the wrong area and it has divided the community,” he says, calling instead for more research and protection systems such as Cockburn’s Coogee Beach nets. Once noted for the 20,000 citizens who crammed in to celebrate the 1829 inauguration of president Andrew Jackson, the White House’s open days were axed after the 9/11 attacks, the surrounding streets blocked off after the Boston Marathon bombing and just last year public tours were canned during the fiscal shut-down. But Melville artist Steven Tapping is attempting to bring some of the democracy back, giving visitors to his latest exhibition the opportunity to live out their White House fantasies—even if it is just in the virtual world. Bushby said that, like Tapper, she wanted to explore how social media “enables everyone to be a creative content producer”. “The [workshops] centred around issues about internet communication and internet privacy, so it’s not just a project about cross-stitching,” Bushby said. Social media “I was interested why some people feel really isolated by social media, yet for others it’s really liberating and they feel like they have much bigger social circles. “It was also interesting that the majority of people don’t have a twitter account, so I wanted to know what the fascination with it was.” Both artists say they want people to engage with the works, which will continue to develop once they’ve left the gallery space. “How we approach art has changed,” Bushby says. “The gallery space—the paintings on the wall—it’s different to how people experience visual information now. “With this exhibition there is more of a platform for people to come to and take part and this exhibition isn’t the finished work. Through online, it will go wherever people take it.” “My intention is to take my hand off it and lose control,” Tapping chimes in. “People around the world can keep contributing content and I have no control over it. Yet another record that again raises the “affordability” issue. An issue bound to be a topic of further discussion as the year progresses if predictions of a median house price hitting $570,000 come to fruition. Oddly, the average selling days in and around the Port City pushed out an extra three days to 64, the highest in the metro area. Rents remain steady but rental stocks metro wide are 135 per cent higher now than this time last year pushing the vacancy rates beyond the market parity of 3 per cent. The market’s next move is always hard to predict but the Fremantle residential property market has matured in that the composition of sales is more broadly spread, the median price is rising and confidence amongst buyers is improving. In the absence of some terrible economic news such as higher than anticipated unemployment figures coupled with inflationary pressures causing upward pressure on interest rates, the local market should carry forward well this year.
