Patron’s Message
As a Voluntary Welfare Organisation, Care Corner has been dynamic
in its approach to meeting the needs of the Singaporean community
since its inception in 1981, expanding its centres and adjusting its
programmes in response to the changing needs of the community
they serve.
During this economic downturn, Care Corner continues to play a
significant role in helping those affected, and the resulting rise in
financial and family challenges.
Despite the increase in cases, I am pleased to note that the centres
have not compromised on their service delivery.
I wish to commend, as well as encourage the team at Care Corner in
their continued efforts to serve the community.

President’s Message
As the financial year FY08/09 came to a close, I was convinced by
Paul’s encouragement in Philippians 1:6 that “… he who began a good
work in you will carry it on to completion…”
By His mercy, our Lord has seen us through another year.
Our mission and passion to touch lives, calls for a greater patience
and love to those who are broken hearted under the current ‘economic
tsunami’.
As stated in Isaiah 61:1-2:
The Spirit of the Lord GOD is upon Me,
Because the LORD has anointed Me
To preach good tidings to the poor;
He has sent Me to heal the brokenhearted,
To proclaim liberty to the captives,
And the opening of the prison to those who are bound;
To proclaim the acceptable year of the LORD,
And the day of vengeance of our God;
To comfort all who mourn.
As we march on, I am confident that our good Lord will continue to
bless the Centre’s volunteers, staff and Management in carrying on
His work.
I wish to express our sincere appreciation towards the National Council
of Social Service, the Ministry of Community Development, Youth and
Sports, the National Council on Problem Gambling, as well as our
donors and sponsors for their funding and continued support.

CEO’s Message
It seems only a short moment ago when we were preparing for our Financial Year (FY) 2007/08 Annual Report. And now we are presenting our
report for FY2008/09! At press time of this report, we will be well into the
new FY of 2009/10.
FY2008/09 saw us meeting challenges of the increased caseloads at all
our centres, due to the ‘Financial Tsunami’ of 2008. I do believe Singapore
is on the way out of the Crisis, though many families would still be recovering
from its after effect.
We were encouraged by the positive responses made by our Government towards those affected by the financial crisis. It has indeed helped
us in handling the increased workload.
We would like to acknowledge the National Council of Social Service and
Ministry of Community Development, Youth and Sports, for their support
and many new initiatives introduced; North West Community Development Councils (CDC); South West CDC; Central CDC; Town Councils
that worked closely with our centres; donors from various corporations;
individual donors, our volunteers who gave their times selflessly, rain or
shine; our team of committed co-workers; our Patron Mr Gan Kim Yong,
Minister for Manpower; directors and members of our Management
Committees who ‘journeyed’ with us with their participation, advice, and
their prayers, and the several new members who joined our Management
Committee during the year.
To our co-workers both colleagues and volunteers, a special thank you
for your passion, your hard work, and the family spirit displayed all these
years, especially the difficult year of this report. I am greatly honoured to
be on the same team together with you.
Of course we must remember the wonderful God we have, on top of
showering us with His eternal Love, continues to bless us in all areas of
activities. In the FY 08/09, we were grateful to God for blessing us with
the new Crossroad Youth Centre in Admiralty:, which started operations
in July 2008. We began running programs in Potong Pasir through our
temporary office in Toa Payoh reaching out to many senior citizens even
though we could not secure a facility in the area. We were excited too
when we became a partner of Teck Ghee Youth Centre towards the end
of 2008.
We are constantly reminded of our God who loves us, and whose name
amongst many, includes Wonderful Counsellor! Care Corner exists to
help our fellow Singaporeans, who are one way or another in need of
help. That is the vision of our founding members and it remains so - that
we will reach out to those in need. May I challenge those who have the
same burden to join us as co-workers, members of our Management
Committee, volunteers, or donors.

Clinical Director’s Message
We have witnessed another year of God’s faithfulness and His providence
despite the global financial crises. As reminded in 2 Corinthians 1:4 “God
of all comfort, who comforts us in all our tribulation, so that we maybe able
to comfort those who are in any trouble, with the comfort with which we
ourselves are comforted by God”, it was most humbling for us to continue
serving the community by walking along side with them during these trying
moments.
During the financial year, we experienced a number of new developments.
Since September 2008, we were approached to provide therapeutic
services for inmates of the Sembawang Drug Rehabilitation Centre and
their family members. This program aimed to reconcile and strengthen
family ties of those who were under the influence of substance abuse. It
was indeed a timely response to a reference stated in Luke 4:18 “… to
proclaim freedom for the prisoners and recovery of the sight for the blind,
to release the oppressed”. The programmes had been well received by the
inmates and their loved ones.
In October 2008, we collaborated with the Singapore Press Holdings Ltd’s
“Thumbs Up” publication, to compile a bilingual book to foster parent-child,
teacher-student relationships and personal growth for upper primary school
children and their care-givers. We have targeted to launch this book in our
next financial year.
Our project with the National Council of Problem Gambling since September
2006, as one of their pilot centres for assisting problem gamblers, came to a
close in December 2008. The National Gambling Hotline and the management of Gambling addiction has been placed under the purview of Institute
of Mental Health. Nevertheless, we continue to extend our expertise and
support towards family members who were affected by such vices.
Our Centre is committed to enhancing and restoring individuals, couples
and families. Conflicts in relationships are like ripples, affecting not one but
the whole system in the family unit. Fostering relationships are pivotal in all
family establishments.
I wish to acknowledge the united efforts of all our directors, staff team members
and volunteers who persevere to be a conduit of love and care to those
going through tough times. Let us ignite our passion, draw strength and
wisdom from God our Father, Giver of hope and life.

Care Corner Counselling Centre
HOTLINE COUNSELLING
“Hotline 800” is a toll-free counselling service in Mandarin for callers who
seek counselling help. This hotline is manned by a pool of trained dedicated
volunteers from 10.00 a.m. to 10.00 p.m. daily, except public holidays. All
calls are attended to with strict confidentiality and anonymity.
In FY08/09 we received to a total of 15,814 calls, which is a decrease of
9% in calls as compared to last year. The main areas of concern were
Psychological, Marriage and Interpersonal relationships. The callers were
from diverse religious background, with 44.8% being singles. The main
age group that comprised of 51% ranged from 30 to 49 years old.

Appreciation events

education were
organised to boost
our volunteers’ skills,
morale and
effectiveness.
A time to appreciate our Volunteers! A visit to the Botanical Gardens followed by
the presentation of Awards for Volunteers’ special contributions.
The Hotline Core-Team has
been instrumental in ensuring
the smooth operations covering
publicity, recruitment, training,
supervision, pastoral care and
support of volunteers. Our 112
committed volunteers serve a
three hour shift once a week,
from 10.00 a.m. to 10.00 p.m.
daily, except public holidays.
A Volunteer Appreciation Event held during the Christmas Festive
Apart from conducting Hotline
counselling, our volunteers
organised a Christmas outreach
to the poor and needy residents
residing in the Toa Payoh estate.
The outreach activity allowed
the volunteers to connect and
show greater empathy to the
recipients.
A total of 37 families were visited in the Outreach Event organised during Christmas season.
Our volunteers are predominantly
female, with 86% falling into the age
group of 40 to 60 years. 11% of the
volunteers are over 60 years old.
Married volunteers constitute 76%
and most of them are housewives and
professionals.

Providing Hope, Help, and Healing
Of the 864 cases served this year, 261 were existing cases from previous year and 603 were new. The number
showed an increase of 6% of new cases compared to the pervious year and a total of 1,002 clients were served;
among them, 40% sought help due to marital distress. The number also suggested that close to 60% of clients
were female, married and within the age of 30 to 50. Overall, 2,329 counselling sessions were conducted and
on average 4.23 direct hours were spent on each case.
Marital counselling remained the most sought after service for the past 8 years. One of the significant milestones
that we put in place was the adoption of Emotionally Focused Couple Therapy in our practice to enhance our
expertise in facilitating change in couple relationship.

Group Therapy
Group Therapy remained one of the treatment methods adopted to promote growth in individuals
in distress. In addition to the two on-going therapeutic groups, namely the New Rainbow Therapeutic
Group and the Personal Growth Therapeutic Group, this year we also introduced a form of therapy to
selected persons who were undergoing rehabilitation at the Sembawang Drug Rehabilitation Centres,
along with their family members.
1. New Rainbow Therapeutic Group
This therapeutic group provides psychological support and healing to those affected by spouse’s
infidelity
2. Personal Growth Therapeutic Group
This therapeutic group aims to help participants increase self awareness and discover untapped
potential and develop their inner strengths through unlocking and removing blockages and
influences due to past experiences.
3. Family Programmes (Sembawang Drug Rehabilitation Centre)
This group therapy aims to help selected inmates and family members to enhance the rehabilitation
and reintegration process through strengthening their relationships within the family.

TRAINING AND CONSULTANCY
The organising of the 2nd and 3rd module of the
Certificate in ‘Emotionally Focused Couple Therapy’
(EFT) in FY08/09 marked a significant milestone in
the advancement the clinical competence of social
service agencies, in particular - the aspect of helping
couples in distress. A total of 36 participants from
various social service agencies underwent 48 hours
of core skills training and clinical supervision in EFT
by Dr Liu Ting, as well as another 24 hours from the
‘Introduction to EFT’ workshop held in March 2008.

In line with promoting skills enhancement in couple counselling, Ms Huang Li Zhang (黄丽彰), a renowned couple therapist from
Hong Kong was invited to conduct a 2-day training workshop on “Helping Couples who are struggling with Extra Marital Affairs”.
Our committed effort in upholding the professionalism of helpers saw students from various colleges participating in our
programmes comprising: training workshops, clinical supervision, and consultancy for social service practitioners.

PUBLIC EDUCATION
In our efforts to reach out to the community,
we conducted various talks, seminars, and
workshops to educate the public. We also
collaborated with media through newspapers,
TV and radio interviews, and contributed
articles to publications.
Topics covered included: family life issues,
interpersonal relationships, gambling and
psychological issues such as depression and
handling intense emotions.
In addition to connecting with our local community,
we were invited by Far East Broadcasting to
help reach out to Sichuan earthquake victims
and workers through a series of radio talk-shows
focusing on managing the psychological impact
of the trauma.

Care Corner Counselling Centre
CARE CORNER COUNSELLING CENTRE (UEN: S90SS0052D) was registered under the Societies Act in Singapore on 5 January 1990 with its place of
operations at Blk 62B Lorong 4 Toa Payoh, #02-143 Singapore 312062.
The principal activities of the society are to provide counselling and care by means of telephone services and face to face clinical counselling, to provide
counselling training, conduct counselling related educational courses and seminars, to publish counselling materials and to do all such other things as are
incidental or conducive to the attainment of these objects.
The Society is a member of the National Council of Social Service, and has an Institution of a Public Character (IPC) registration.
The financial statements were authorised for issue on 2 July 2009 by the Board
Independent Auditors: NG, VUN & COMPANY Certified Public Accountants

MANAGEMENT OF CONFLICT OF INTEREST
There are no paid staff on the Society’s Management Committee.
Committee members are required to disclose to the Committee:
i) any interest that he may have, whether directly or indirectly, in any contracts or business transactions of whatever nature that
the Society may enter into or in any organisations that the Society has dealings with or is considering dealing with (whether as
a joint venture partner or otherwise); and
ii) any personal interest accruing to him as one of the Society’s supplier, user of services or beneficiary.
The affected management committee member may not vote on the issue that was the subject matter of the disclosure nor
participate in discussions relating to the same save that he may provide explanation or clarification of his interest in the said issue
if this should be required by the Management Committee. The minutes of for this particular meeting will clearly document the
disclosure made as well as the basis for arriving at the final decision in relation to the issue at stake.
