Murphy II I am pleased to present to you the 2012 Annual Report for the Millsboro Police Department. This report reflects the hard work, out standing accomplishments and professional services provided by the men and women of this agency. During 2012 the Millsboro Police Department was able to successfully achieve reaccreditation through the Commission of Accreditation of Law Enforcement Agencies. Only through hard work and the staff members dedication to professionalism was the department able to achieve this prestigious law enforcement award. Economic conditions continued to front the Millsboro Police Department in 2012, in the same manner that it affected law enforcement agencies throughout the nation. In 2012 department was faced with the loss of four officers due to resignations causing the department to go from 14 sworn to 9 sworn officers. Even with these challenges, the department was able to continue to provide excellent service and security to the citizens of Millsboro. Employees share a common goal of not only responding to crime, but also providing services with our core values - Community – Honor – Integrity – Courage - to meet these challenges. We believe a strong commitment to these values and adherence to well established and proven “systems” will allow us to continue to provide competent and effective police services to our community. I wish you all the best for 2013……. 3 Mission of the Millsboro Police Department The mission of the Millsboro Police Department is to improve the quality of life throughout the Town of Millsboro by striving to provide a secure community environment through the delivery of police services in an efficient manner. To accomplish this mission, there must be a joint effort of cooperation and understanding between the police and residents of the Town of Millsboro. The cornerstone of this undertaking between the police and the community is mutual respect and trust. Every effort must be made, and no opportunity overlooked, to fortify this police-community bond. Each officer will strive to ensure that all citizens view the Millsboro Police Department as an essential part of the community, and not as an organization outside or estranged from it. A good relationship with the community is the sum total of positive interaction between police officers in the performance of their duties and individual members of the community. A citizen's perception of the department is largely impacted, if not completely determined by, the attitudes and performance of its officers. Therefore, the fundamental philosophy of the department is to incorporate and maintain a community-oriented police department which is dedicated to improving the quality of life for residents of the Town of Millsboro. Community – Integrity – Honor - Courage 4 Our Department The Millsboro Police Department consists of eleven sworn officers, and once civilian employee. The department is divided into four separate shifts with a patrol Sergeant overseeing everyday patrol. The Department has several special units which include the following: Criminal Investigations (Full Time Detective), Motorcycle Unit, Tactical Unit, Fatal Accident Reconstructionist, Accreditation Manager and School Resource Officer. Service Area The Town of Millsboro is located in the central portion of Sussex County in southern Delaware. It is bounded to the east by the Indian River and is bisected by US 113 and SR 24. The town is situated approximately 20 miles from the Atlantic Coast and 20 miles from the Maryland State Line. It is approximately ten miles from Georgetown, the county seat, to the north. The new officers added to the force were Ptlm. Mellisa Baker, and Ptlm. Seth Bullock. The photo provided in this report is of Ptlm. Baker and Ptlm. Bullock with Gov. Jack Markel while they were attending academy training. Both recruits successfully graded from the Delaware State Police Academy in September of 2012. New Assignments 1. Due to staffing shortages in 2012 no officers were given new assignments. Retirements There were no Retirements in 2012 9 Promotions There were no Officers Promoted in 2012 Recognition Acknowledgement of Excellence for Outstanding Performance During 2012 the Millsboro Police Department scheduled an on-site assessment as part of a program to achieve accreditation by verifying it meets professional standards. Administered by the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA), the accreditation program requires agencies to comply with state-of-the art standards in four basic areas: policies and procedures, administration, operations, and support services. As part of the on-site assessment, agency employees and members of the community were invited to offer comments at a public information session on Tuesday, April 17, 2012, at 6:00 p.m. The session was conducted in the Millsboro Fire Hall located at 109 E. State St., Millsboro, DE 19966. Agency employees and the public were also invited to offer comments by calling (302)-2498809 on Monday, April 17, 2012, between the hours of 2:00 p.m. and 4:00 p.m. Comments were taken by the Assessment Team. After a successful on-site from the CALEA Assessors, the Millsboro Police Department was awarded re-accreditation at conference in Jacksonville Florida in November of 2012. All Millsboro Officers were able to receive the amount of training needed to maintain their police certification. These special enforcement assignments varied from Seat belt Enforcement (Click it or Ticket), D.U.I saturation patrols, and distracted driving. The following is a list of arrests from these special duty assignments: DUI Saturations Patrols -35 Patrols DUI Arrest - 7 Miscellaneous Traffic Arrest – 80 Child Restraint Tickets – 1 Seatbelt Tickets -1 Criminal Arrest – 2 Speed Arrest – 6 Felony Arrest – 1 Click it or Ticket – 11 Patrols Seatbelts Tickets – 75 Child Restraint – 1 Cell Phone Violations – 12 Miscellaneous Traffic Arrest – 13 Criminal Arrest – 1 Distracted Driving – 6 Cell Phone Violations – 28 Miscellaneous Traffic Community Service Projects 2012 1972 Millsboro Police Car Replica A local business owner in Millsboro owner purchased a 1972 AMC Matador Police Car. With the approval of the Millsboro Town Council this vehicle was Restored as a Millsboro Police vehicle from 1972. The owner of the vehicle used his own personnel money to fund the restoration of this vehicle. This vehicle restoration was completed in memory of retired Millsboro Officer Lt. Henry Phillips. In 2012 the owner of this vehicle Donated the vehicle to the Town of Millsboro, so that it could be used and displayed during community events. Patrol Vehicle Change In 2012 the Millsboro Police Department purchased two 2012 Chevrolet Police Tahoe patrol vehicles. After Ford discontinued the Crown Victoria, the department researched the Tahoe, and found it to be more capable to the needs of patrol. Both Tahoes have been completely outfitted and they are currently assigned to patrol. School Resource Officer Program (SRO) The Millsboro Police Department has continued their Participation in the School Resource Officer Program. Although the program is only operating on a part time basis, the department has been able to continue serving the School assisting in all school related incidents. Millsboro Halloween Night Out Millsboro Police participated in the fourth Halloween Night Out. This program is designed to allow the community members to have a safe place to bring their children to Trick or Treat. This year approximately 300 children participated in this event. All items used for this event are supplied by donations from local businesses. Millsboro Youth Tours Annually the Millsboro Police Department participates with Millsboro East Elementary School to tours of the police Department. During the year of 2012 in the month of June the Millsboro Department lost one officer placing staffing levels with nine sworn officers, and two officers in academy training. . The complaint load for the months of May through September remained consistent with previous years when the department had fourteen officers. As a result of staffing shortages the Administrative Staff had to assist with working shifts to ease the man power shortages. At the end of 2012 the Department was able to add two sworn officers allowing staffing to be from nine to eleven.
