THE WORKFORCE DIVISION
THE WORKFORCE DIVISION
The Georgia Department of Economic Development Workforce
division, previously known as the Governor’s Office of Workforce
Development, was created in August 2006 to administer the
Workforce Investment Act (WIA) funds under the leadership of
the State Workforce Investment Board (SWIB), and ultimately to
improve the quality of job training and marketability of Georgia’s
workforce for the economic growth of the state.

WORKFORCE INVESTMENT ACT
WHAT IS THE WORKFORCE INVESTMENT ACT?
The Workforce Investment Act (WIA) of 1998 is a federal law
intended to set up workforce investment systems throughout each
state. In Georgia, the Workforce Division of the Georgia Department
of Economic Development manages 19 Local Workforce Investment
Areas (LWIAs), which ensure that displaced workers have the
necessary skills to reenter the workforce and sustain employment.
HOW DO LWIAS WORK?
LWIAs seek to increase the employment, retention, and earnings
of their participants. American Job Centers are located in each
LWIA to work one-on-one with WIA eligible individuals and direct
their training or retraining. Each LWIA has at least one American
Job Center to direct participants toward in-demand occupations
and the eligible providers, such as technical schools, which train
participants for those industries.
HOW DO I BECOME A PARTICIPANT IN WIA TRAINING?
Contact your Local Workforce Investment Area to discover
training options. Each area consists of counties that demand
a specific workforce, and each American Job Center can direct you
towards the targeted training to help you become a competitive job
seeker. A case manager will work with you to
find the training that will most efficiently progress your education.
Training timelines vary by area. Local centers may also provide job
search advice towards the end of your program.
WHAT TYPE OF TRAINING DOES WIA FUND?
The Workforce Division has created a Georgia Statewide Eligible
Training Provider List (ETPL), which shows schools and programs
available for participant enrollment. These programs prepare you
for high-demand occupations,focused on technical skills such as
welding, nursing and truck driving. Check with your local area to
see which unique careers may be available in your area of the state.

WHAT ARE THE QUALIFICATIONS FOR WIA FUNDING?
General requirements for participation in the WIA program
include:
• Being unemployed
• Obtaining U.S. citizenship or lawful, permanent residency
• Having registered for selective service (if male)
Other factors may also include being a veteran or qualifying for
lower-level income status. However, as qualifications and funding
vary slightly in each Local Workforce Investment Area and
each area assesses participants on a case-by-case basis, the best
option would be to contact your Local American Jobs Center.

PRIORITY OF SERVICE
The State Workforce Investment Board has granted priority of
service to Georgia veterans and their spouses for the delivery of
employment, training, job placement and other related services.

OPERATION: WORKFORCE ONLINE PORTAL
Operation: Workforce was launched in November 2012 and serves
as an online resource to host veteran employment services in
Georgia. This website provides access to employment resources
from multiple state agencies and partnering private organizations
that serve in the hiring and training of veterans. Through this
service, veterans are able to translate their military occupational
classifications into civilian occupations that best align with their
skill set and training, as well as apply for career opportunities
advertised on the website by participating Georgia businesses.

TROOPS TO TRUCKS
This partner program expedites veterans into civilian employment
opportunities in Georgia’s expanding logistics industry. Veterans
who hold a Military Issued Tactical Vehicle License are able to
waive the driving test for a Georgia Commercial Driver’s license
(CDL) at the Georgia Department of Driver Services (DDS)
locations.

VETERANS AND SPOUSAL LICENSURE ACT
The Georgia Department of Economic Development Workforce
division, in partnership with the Secretary of State’s Licensing
Division, has implemented the Veterans and Spousal Licensure
Act to expedite the transfer of certain military certifications
to professional licenses in the state. The Veterans and Spousal
Licensure Act, signed in the spring of 2013, connects returning
veterans with in-demand occupations across the state by
applying their military experience and expertise to applicable
positions in today’ civilian workforce. Licenses covered under
this legislation include: Electrical Contractor Class I, Journeyman
Plumber, Conditioned Air Contractor Class I and Utility Foreman.
