Partner
Roger was born in Atlanta and raised in College Park, Georgia. He
received a Bachelor of Arts degree in International Affairs, Phi Beta
Kappa, from George Washington University; a Juris Doct or degree, cum
laude, from the University of Georgia School of Law, where he was a
Vassar Wooley scholar and served as editor in chief of t he Georgia
Journal of International & Comparative Law; and a Mast er of Laws
degree in International Legal Studies from the New York University
School of Law. After law school at Georgia, he served for two years as
law clerk to Judge R. Kenton Musgrave of t he United States Court of
International Trade in New York City and then practiced for f our years in
Washington, DC with the internat ional law firm Morgan, Lewis & Bockius,
before returning home to join Evert Weathersby Houff.

Roger has practiced principally in the areas of litigation and
international business t ransactions. He has represented and advised
individuals, small companies, large corporat ions, and foreign
governments in litigation and related matters before numerous state and
federal trial and appellate courts, including the United States Supreme
Court, and before federal agencies and congressional committees. At
Evert Weathersby Houff he has represented clients, as plaintiff s and as
defendants, in a variety of matters, including securities fraud and other
corporate and commercial disputes; products liability, medical
malpractice, nursing home negligence, and ot her personal injury cases;
civil rights cases; and enforcement of foreign judgments. He has handled
jury and bench trials, alone and with other lawyers, as well as numerous
hearings before state and federal trial and appellate courts.
At Evert Weathersby Houff and previously, Roger also has advised and
represented companies in many aspects of international business
transactions, including litigation and administrative proceedings before
federal courts, the United States Cust oms Service, and the Commerce,
Justice, State and Treasury Department s. He has assisted clients in
antidumping and countervailing duties cases; in acquiring licenses to
export high technology products to embargoed and restricted countries;
in preparing and negotiating foreign distribution and technology
licensing agreements; in undergoing cust oms investigations and fraud
audits; in negotiating and litigating country-of-origin marking matters,
import duty and penalty assessments, and other customs matters; and in
preparing corporat e compliance programs, conducting internal corporate
investigations, and handling and negotiating settlements of alleged
violations involving the Foreign Corrupt Practices Act, Foreign Agents
Registration Act, Foreign Assets Controls, Antiboycott Regulations, and
the Customs, Export Administrat ion, and Int ernational Traffic in Arms
Regulations. He has represent ed and advised corporations and individuals
in civil, criminal, and combined contexts.
Roger is admitted to t he Georgia and District of Columbia bars and to
the Georgia Supreme Court, Georgia Court of Appeals, the United States
Courts of Appeals for the Eleventh and Federal Circuits, the United
States District Courts for the Northern District of Georgia and the
Dist rict of Columbia, t he United Stat es Court of Internat ional Trade, and

the United States Court of Federal Claims. He has published the
