October 2007 Beltrami Electric Cooperative Commitment to Community Northern Lights • October 2007 Manager’s Desk Across the Lynette Nieuwsma, General Manager Did you ever wonder how your cooperative stacks up to other cooperatives? At last month’s meeting, the board of directors learned how Beltrami Electric ranks compared to other cooperatives in performance indicators such as operating, expense, growth and other ratios. Mike Bunney of the Cooperative Finance Corporation (CFC), Beltrami Electric’s banker, helped the board digest the Key Ratio Trend Analysis (KRTA) for five years ending Dec. 31, 2006. The full report is actually 145 different ratios; way too many to cover at a board meeting. Several ratios indicate how competitive our rates are. One you might be interested in is the revenue per residential kwh sold. I’m happy to report we were the third lowest in the state. We are also near the bottom (lowest) compared to other cooperatives in the United States with similar consumer size and plant growth and within our power supplier group. Beltrami Electric’s average revenue per kwh sold in 2006 was 6.632 cents. Financially speaking, the most important ratios to our banker are called Modified Debt Service Coverage (MDSC) and Times Interest Earned Ratio (TIER). I won’t bore you with the long explanation; basically they indicate our ability to meet loan payments. I suppose that would be important to the banker. CFC measures these ratios as a best two out of three years. That is good for us, as it helps us in a year like last year, which wasn’t a great financial year. For MDSC we were right at the state and power supply group averages. For TIER we were below average in both of these two groups, but well within an acceptable level. As a growing cooperative, another interesting ratio is the Total Utility Plant (TUP) per consumer. As you can see by the chart, that number has grown from $4,521 in 2003 to $5,125 in 2006. We are right in the middle of Minnesota cooperatives, but high as compared to the 99 cooperatives in similar size to us. Why is this? The increased cost of underground construction is driving the increased TUP investment and the fact that we are putting in more underground than the average cooperative has comparatively increased our costs. What ratios concern me the most? I’d say long-term debt per consumer and blended interest rate. We will be watching both closely. If you would like to review the other 143 ratios …just kidding. These ratios provide a good benchmark tool for us and I’d say we stack up very well. “I’m happy to report we were the third lowest (revenue per residential kwh sold) in the state.” On the cover: Becky Nahvi, executive director of the United Way of Bemidji Area, accepts a check in the amount of $9,000 from Beltrami Electric general manager Lynette Nieuwsma, left, and tournament organizer Chris Corradi, right. Manager’s Desk Across the Continued from page 2 Commitment to community Last month we held our third annual Beltrami Touchstone Energy Open at Castle Highlands golf course north of Bemidji. This charitable event raises funds for the United Way of Bemidji Area. What a great day and all done for a great cause! Thank you to all the golfers, sponsors and employees who made this day a huge success. Congratulations to Team Jeff Kingbird, our tournament winners! Heating systems checked Winter is just around the corner. I hope you have your heating systems checked out and ready to go for the upcoming season. Have a professional check your furnace to make sure it’s safe to operate. Clean the filter and change it monthly. Vacuum warm-air registers and air returns, and bleed trapped air from hot water radiators once or twice a season. For dual fuel customers, inspect your backup heating system to make sure it’s in working order. As always, call Beltrami Electric Cooperative for any assistance we can offer. We are here to help ensure you have a safe and warm winter. October is fire prevention month Receive two free smoke detectors with the purchase of a new security system and a three-year monitoring contract or a three-year extension of an existing monitoring contract. • Includes wireless or hardwired smoke detectors. • If an existing system is not wireless-compatible, extra equipment charges will apply. • A $255 charge will be due if the three-year contract is cancelled for any reason. Offer good from Oct. 1 through Oct. 31, 2007 Northern Safety & Security 4111 Technology Drive NW, Suite 203 Bemidji, MN 56601 (218) 751-3902 IMPORTANT NOTICE FOR MILITARY PERSONNEL Effective Aug. 1, 2007 Section 325E.028 of the Minnesota statutes pertaining to utility payment arrangements for military service personnel outlines their rights and responsibilities effective Aug. 1, 2007. Minnesota’s electric cooperatives must not disconnect the utility service of a residential customer if a member of the household has been issued order into active duty, deployments, or change in duty station if residential consumer meets criteria set forth in this statute. Application and appeal forms are available at Beltrami Electric Cooperative or on the Web site at www. beltramielectric.com. If you would like a copy of these policies or forms sent in the mail, please contact the office at 218-444-2540 or 800-955-6083. An application without copies of income statements and proof of military orders overseas is considered incomplete resulting in the possibility of no shut-off protection. Northern Lights • October 2007 Cold weather disconnects and the law The following is Section 216B.097 of the Minnesota statutes pertaining to cold weather utility disconnection. The 2003 Legislature enacted an amendment to this statute stating, “for the purpose of this section, ‘disconnection’ includes a service or load limiter or any device that limits or interrupts electric service in any way.” Beltrami Electric uses power limiters in lieu of disconnecting the electrical service during the Cold Weather Law period. The cooperative’s credit policy #209 deals with the use of power limiters by the cooperative. Should a power limiter be installed, the normal reconnection fees apply to have the power limiter removed during and after business hours. Subdivision 1. Application; notice to residential customer. (a) A municipal utility or a cooperative electric association must not disconnect and must reconnect the utility service of a residential customer during the period between Oct. 15 and April 15 if the disconnection affects the primary heat source for the residential unit and all the following conditions are met: (1) the customer has declared shut-off protection on forms provided by the utility. For the purposes of this clause, a customer that is receiving energy assistance is deemed to have shut-off protection; (2) the household income of the customer is less than 50 percent of the state median income; (3) verification of income may be conducted by the local energy assistance provider or the utility, unless the customer is automatically eligible for protection against disconnection as a recipient of any form of public assistance, including energy assistance that uses income eligibility in an amount at or below the income eligibility in clause (2); Northern Lights • October 2007 Local energy assistance providers (4) a customer whose account is current for the billing period Bi-Cap, Beltrami & Cass Counties 218-751-4631 immediately prior to Oct. 15 Mahube, Hubbard County 218-732-7204 or who, at any time, enters Leech Lake Energy Assistance 218-335-3783 into a payment schedule Red Lake Energy Assistance 218-679-3336 that considers the financial resources of the household and is reasonably current (1) on a Friday , unless the customer with payments under the schedule; declines to enter into a payment and agreement offered that day in person (5) the customer receives referrals or via personal contact by telephone to energy assistance programs, by a municipal utility or cooperative weatherization, conservation, or electric association; other programs likely to reduce the (2) on a weekend, holiday, or the day customer’s energy bills. before a holiday; (b) A municipal utility or a cooperative (3) when utility offices are closed; electric association must, between Aug.
