SPECIAL PACKAGE FOR INTERNATIONAL STUDENTS STUDYING AT A HIGHER EDUCATION INSTITUTION WELCOME TO FRANCE! 2015/2016 As an overseas student coming to study in France, you will have to complete health insurance formalities when you arrive. This is required for your healthcare expenses to be refunded if you become ill. In France, the Social Security system is the body responsible for reimbursing part of your healthcare costs. Students have their own dedicated Social Security scheme, managed by student payment centres such as the LMDE. Except in certain specific cases, students coming to study in France must register with this scheme. The French Social Security refund rate depends on the type of healthcare provided. The proportion of healthcare expenses not covered by Social Security may be reimbursed by taking out a top up health insurance policy. Here you will find all the information you need to understand your health insurance protection in France. 1. What is my Student Social Security status? W In order to be eligible for Student ”Sécu” cover, there are two basic requirements: you must be registered in a higher education establishment recognised by the student scheme (most are recognised but it is wise to make sure in the case of certain schools and institutions) and you must be legally resident in France. Your status is then determined by your age and home country, in line with healthcare agreements between your country and France. The reference period is the academic year which, for the 2015/2016 period, runs from 01/10/2015 to 30/09/2016 (according to the applicable law). IF YOU ARE < 28 YRS OLD ON OCTOBER 1ST AND ARE NOT FROM A COUNTRY IN THE EUROPEAN ECONOMIC AREA(1) You must register with the Student Social Security scheme. You are eligible for Social Security, but you may have to take out a subscription (contribution cost for 2014/2015 = €213/year). In some cases it may be free of charge (grant or scholarship in France, etc.). IF YOU ARE < 28 YRS OLD ON OCTOBER 1ST AND ARE FROM A COUNTRY IN THE EUROPEAN ECONOMIC AREA(1) If you have a European Health Insurance Card (issued in your country of origin and covering the full academic year), you are not obliged to register with the French Student Social Security Scheme. IF YOU ARE > 28 YRS OLD ON OCTOBER 1ST REGARDLESS OF YOUR HOME COUNTRY Unless you qualify for an exemption, you are not eligible for Student Social Security cover because of your age. Depending on your personal circumstances, either CPAM or CGSS(2) will process your application. IF YOU ARE A CITIZEN OF QUEBEC AND HAVE A CERTIFICATE ISSUED UNDER THE FRANCE-QUEBEC AGREEMENT You are not obliged to register with the French Student Social Security scheme because of reciprocal agreements between French Social Security and the RAMQ (Quebec Health Insurance Plan). IF YOU ARE COMING TO FRANCE FOR A STUDY PERIOD OF LESS THAN 3 MONTHS You are not eligible for Student Social Security cover in France for a short stay. If you have to register with Student Social Security, you will only be covered from October 1st. If you wish to be covered for your healthcare expenses before October 1st 2015, consider taking out an LMDE International Student Insurance Policy. (1) European Economic Area: European Union countries together with Iceland, Liechtenstein and Norway. Switzerland also applies European rules on social security. What steps do I have to take? ! If you need to register with the Student Social Security scheme and would like LMDE to be your p y payment centre • When you register for your higher education course, you have to join the Student ”S ”Sécu” scheme. If registration at your institution is done online, you simply need to tick “LMDE – Centre 601” or “L “La Mutuelle des Etudiants.” If yyour institution uses a hard copy registration process, depending on the application form you rece re ce you simply need to tick or write the words LMDE or La Mutuelle des Etudiants. receive, Choosing your Student Social Security centre If you have to subscribe to the Student Social Security scheme, the subscription must be paid at the same time as your registration fees and will then be paid to URSSAF by your institution. In 2014-2015, the cost of subscription to the Student Social Security scheme was €213. Your higher education institution will then send your data to LMDE to register and activate your LMDE Social Security benefits as of October 1st, 2015, according to the applicable law. • Once this is done, you can obtain a certificate confirming your registration with the LMDE Student Social Security scheme. This certificate proves that you are registered with a Social Security scheme in France and that your healthcare expenses will be met. • In order to have a permanent Social security number assigned to you, you must provide proof to the LMDE student social security management centre (copies of your long-stay visa, passport and birth certificate). This process is called registration. • Once you have your Social Security number, you can use the ”Carte Vitale” (French health insurance card) to claim your healthcare expenses. The ”Carte Vitale” includes your surname and first name, social security number and photo. You must present it for any health-related procedure (consultations with your doctor, buying medication, admission to hospital, etc.). If you are not affiliated to the Student Social Security scheme If you have a European health insurance card (EHIC) covering the academic year or are a citizen of Quebec covered by the Franco-Quebec agreement, you should go to the CPAM or CGSS branch nearest to your home address and take with you your EHIC or relevant certificates. If you are ill, your healthcare expenses will be covered based on the French Social security refund rate. If you are over 28 years old and are intending to study in France for more than 3 months, you should go to the CPAM or CGSS branch nearest to your home address to register for the general Social Security scheme. The CPAM or CGSS will handle the registration process and provide you with a ”Carte Vitale.” If you are ill, your healthcare expenses will be covered based on the French Social Security liability rate. Please note! Even if you are not affiliated to the Student Social Security scheme, you may take out an LMDE top up health insurance policy to increase your refunds and provide optimal cover for your healthcare expenses. !
