The contractor will appoint an Environment Manager. The Environment Manager (EM)
will be the contractor’s representative about environmental subjects.
The contractor will ensure that all staff, subcontractors, sellers and others are fully
conscious about environmental topics. The contractor will be in close contact with EM
and work at site in a sensitive way about environment. The contractor must supply a
copy of Environment Management Plan (EMP) at site and have full knowledge of its
content.
Aim Of The Environmental Management Plan:
The purpose of the Environmental Management Plan is to adopt suitable environment
management and control methods, to get environment fully protected and/or to keep
the environmental effects at the minimum level during the work and services and to
fullfil the requirements of the national laws and regulations.

INTRODUCTION OF THE PROJECT:
The General Directorate of TEIAS planned to renew the present 154 kV Bornova-MorsanManisa Energy Transfer Line (ETL) . Bornova-Morsan-Manisa ETL is an aerial line of 154 kV,
starting from TEIAS’s 3rd Transmission Plant and Management Group Directorate’s shalt field,
passing through 58th pole till MORSAN (Manisa Organized Industrial Region) Transformation
Plant (TP) and ending with 10 electricity poles at Manisa TP. There is totaly 85 poles present
at the moment.
Through the concept of renovation ; 154 kV Bornova-Morsan-Manisa ETL’s part of 6,670 km
passing through Kazımdirik, Ergene and Evka3 districts of İzmir-Bornova will be done as
underground cable route and the present poles at the rest will be renewed. The Environmental
Management Plan is prepared for only underground cable route.
Topographic map and current map belonging to the route are given in Appendix-1 and
Apppendix-2 respectively. Current telephone line, substructure ( tap water line, sewer system )
are shown on this map. A typical cross-section of underground cable energy transmission line
and photographs of the route are given at Appendix-3 and Appendix-4 respectively.
In the content of this project , existing aerial lines in the city limits, about, 6,670 km. beginning
from BornovaTransformer Center, are planned to be underground cable lines. Underground
cables are designed as , 1000 mm2 cable + ( 2x1272 MCM conductivity) 154 kV underground
cable ETL. The length of the cable route planned for this project is 6,670 km.
For the 6,670 km underground cable line, a different route from the present aerial line was
chosen. The Underground Cable Line will be built till the 18th pole of the present line.
Any protected areas, cultural or historical values do not exist on and around the route of
underground cable energy transmisssion line.
The total length of the cable route planned for this project is 6,670 km. For the underground
cable line construction a bulding will be rented at a near place of project area or a temporary
work-site will be built at an empty region in Bornova. In addition, a generator and a container
will be placed at cable connection points and a guard will be on duty continuously. Domestic
waste arised from the site will be discharged to the current sewerage system since the worksite is inside the city limits. Work plan of the project is given in Figure-1.

Cable laying will be done by excavating canals at stages. Firstly, canals of 1.5 mt. depth and 1.1 mt.
wide and different lengths changing due to the condition of the route will be cut. The lengths of the
canals to be opened along the planned route will be 215 m. at the university housing sites, 120 mt. at
119th street(wide road), 375mt. near the current 18th pole and 440 mt. at other places.
HDPE type of pipes will be installed in these canals. Firstly, a special kind of bedding soil will be layed
as 20 cm. thick at the bottom of the canals and 3 HDPE pipes will be put on it side by side. After the
pipes are burried by 30 cm. thick special soil, PVC plated fences will be installed through the width of
the canal. Canal will be filled with 20 cm. of concrete after 50 cm thick stabilized filling material is layed
down on the wire. At last, the concrete will be covered with 10cm. thick asphalt by the Municipality
(Aasphalt price will be paid by TEİAŞ)
At the starting and ending points of the canals 10 mt. length will be resevedfor junctions and cable
laying without fillling. but rest of the canal will be filled. Surface of these junction points will be covered
with tent canvas, tape will be wrapped around for not to endanger the traffic, sandbags and warning
signs will be placed.
Excavation of 440 meters long canal, laying HDPE pipes and earth filling the canal and, installation of
cable inside the pipes and making the junctions and will take 10 days.
At the connection points which are unfilled, cable will be inserted from one end of the canal inside the
HDPE pipe placed before and by pulling from the other end with the help of guide, cable will be
passed inside HDPE pipe. During this operation, soft soap and oil will be rubbed continuously for the
cable to be easily pulled. After this step, the operation will finish by closing the top of the connection
points also. By this way, totally 6.405 km length of canals will be excavated along the planned route.
14 connection canals will be on this 6.405 km length route.
Since street will be passed at two points of the planned cable route, cables will be passed inside of
steel pipes at these places.
Underground cable line going out from Directorate of TEİAŞ’s 3rd Transformer Plant will enter into the
University Street for 2,25 km and then will pass through the Industry Street. It will exit from the
University area at 5,10 km by passing through the Ege University Campus at 3,15 km and will pass
the 119th street. It will go in to the 113th street and will connect to the current 18th pole at 6,670 km.
The underground cable energy transmission line route passes completely inside the city’s residential
areas. Therefore, the route passes through urban areas and there are no agricultural land.
Bornova, which is placed at north-east of İzmir, at the foot of Yamanlar mountain and on 380 degrees
latitude-270 degrees longitude is 8 km. to İzmir. Bornova has 400.000 permanent and 1.000.000
temporary population covers an area of 205 kilometersquare with its villages. Bornova is placed
inside the metropolis limits. It is surrounded by Manisa city fields at its North, Kemalpaşa at its east,
Karşıyaka and Konak at its west and Buca at its South. Its Municipality is established at the year 1882
and became town at 1957.
Bornova’s total population is 396.770 due to General Census done in the year 2000. 391.128 of this
population lives at centrum, 5.642 at the villages.. Population density is 1771 and population increase
rate is 35.46 %. Ege University which is the first university of Izmir has been built at Bornova and its
main campus is at Bornova.

MITIGATION PLAN
To prevent or minimize the environmental effects during the work that will be done at planning,
construction and operation stages of the project is separately explained below.
ƒ Planning Stage;
The part of the present line up to the 18th pole will be taken under the ground, but this part is
not on the route of the present aerial line. The areas that the underground cable line route pass
is given below.

For the underground cable line that will pass through Bornova’s street and crossroads,
necessary protocols will be signed with the Municipality of İzmir. The protocols will also be
signed with the Presidency of Ege University for the line that will pass from Ege University
Campus and Resident Area.
Most important subject at the stage of planning the underground cable line is determination of
the route. On the route determined by TEIAS, existence of present infrastructural foundations
and telephone line and the distance to them will be considered. In case where route passes
near present telephone line, probability of disturbing these telephone lines that will cause by the
electromagnetic field arising at operation stage must be taken into consideration.
In addition, the present situation must be well considered for not disturbing the infrastructural
foundations because of the excavations on the route of the underground cable line will pass.
Necessary information for that is taken from the City Directorate of Telekom and General
Directorate of İZSU.
For this reason, planning stage is important to minimize the environmental effects that may
occur during construction and operating stages.
The present map for the underground cable route is given in Appendix-2. The present
telephone line, infrastructure ( clean water, sewer systems ) and critical points for noise
measurement are shown on this map.

ƒ Construction Stage
The precautions that will be taken for environmental effects during construction stage of the
Underground Cable Line and ENH are given below :
1. Dust Formation: At the construction stage of the underground cable line, operations of
canal excavation, loading the soil to trucks, discharging it to the filling places that
Municipality shows and pouring of filling material into the canals will be done. During these
operations, dust formation may occur. At this stage, loading and unloading will be done
paying attention not to cause dust and soil will be sprinkled with water to minimise dust
formation.
2. Solid Wastes: Solid wastes that will occur during construction stage will consist of domestic
waste arising from staff working and the waste caused by the construction operations(
paper, plastic, cement bag, wire, HPE pipe pieces etc.) Waste causing from the
construction operations and domestic waste will be collected separately and will be
transferred to firms licensed for collection or recycling of them.
3. Soil Waste; The soil excavated during the underground cable construction will never be put
back into the cable canal. Special stabilized materials will be used for the filling. Soil taken
out of canals must be sent separately to Excavated Soil Discharge Area, not being mixed
with concrete and asphalt waste. Recycling of asphaltic waste must be transferred to
Municipality’s asphalt production plant. Excavated soil will be loaded to trucks and brought
to the place Municipality permits.
4. Liquid Waste; During the construction stage, domestic waste water will arise from the staff
working. Since the construction will be done in the city, a suitable place whose
infrastructure is completed will be used for the work site/office or a depot area will be
rented. Domestic waste water arising from the work site will be given to the existng sewer
system.
5. Waste Oil; Oil changes of the construction equipment will be done at service stations.
Leakage controls of these equipment will always be done at site.
6. Noise ; At the construction stage, noise will occur due to the construction equipment. This
noise will shift with changing site. Since the work will be done step by step for
underground cable line, noise will only occur during excavation and cable montage stages.
For these reasons, noise will not be a continious problem and also work will be done
during daytime.
7. In order not to damage the existing infrasructral facilities, work will be done at the presence
of a supervisor from the related organisations. This will be determined at planning stage
and necessary informations will begiven beforehand.
8. Magnetic Field: During commissioning stage three points of measurement will be identified
and masured values will be compared with reference values. If measured values are above
the references countermeasured will be taken.

working and be suitable to the standarts. Work machines and equipments used will be
suitable to the ‘’Regulation about Emission of Environmental Noise Occurred by
Equipments Working at Open Areas’’ (2000/14/AT) prepared by Ministry of Industry and
Trade, published at Official Newspaper of date 22/01/2003 and number 25001. Old
work machines must also supply the values given in this regulation.

- Operational procedures must be established and implemented for spill protection and
control must be prepared, approved by the Environment Directorate of TEIAS and be
applied. (Oil changes of the construction equipment that will be done at service stations.
Continious leakage controls and prevention of these equipment will also be done
especially by using leakage boxes at site. ) İn addition, Leakage - Emergency Plans will
be prepared and Staff must be trained.
It is forbidden to purchase any electric equipment containing PCBs, or to purchase any
PCBs for use in any equipment.
- Health and Safety Plan must be prepared by the construction contractor and
submitted to TEIAS for approval prior to any work activity.
- Risk Analysis, Training Plan, Management Plan for Occupacional Health and Safety,
Measurement-Observation Plan, Fire, work accident, environmental accident and first
aid emergency plans must be prepared and controls must be done periodically. Control
check lists to be formed. Must be worked in accodance wit he of ‘’Work Law’’ and
Regulations abot Occupacional Health and Safety, PPE (Personal Protection
Equipment) should be used.
-Contractor can’t begin to work without TEİAŞ Environment Directorate’s approval of
procedures, plan, measurement programme and preodical control lists that will be
prepared as extention of Environmental Management Plan.
-Along the canals to be excavated, public’s entrance to the canal and other dangerous
places will be prevented by barriers, warning signs will be put at visible places and
warning will be supplied by reflector lights at nights. Walker passage must be given at
every 50 meters, passages must be at least 60 cm wide and have strong barriers at the
edges
-Special precaution must be taken for ambulance passage in front of Ege Nephrology
and Dialisis Center
During commissioning stage measurement will be done at identified points and if
measured values are above the references countermeasured will be taken.
System will be operated below ICNRP and TSI (TSE) referance values. In case of
copmlaints measurements will be repeated
Health and Safety Plan must be prepared and applied. The plan must include safety

After 30 years of operation, used spare parts and/or similar materials will be kept in the

B- MONITORING PLAN
Noise ; There are 3 critical points determined on the route. These points are shown on the
current map given in Appendix-2. The current noise level at these points must be measured at
day and night hours before the construction starts. Measurements must be repeated at
construction stage after the work has started. The noise measured must be compared with the
limits given in ‘’The Regulations for the Evaluation and Management of Environmental Noise’’.
Client must be informed if precaution must be taken due to the regulations. The complains that
may come from the local people other than the pre-deteremined critical points must also be
taken into consideration and the reason for complains must be removed by making additional
measurements. Studies done must be included in the Environmental Management Plan reports
that will be prepared every 3 months.
Dust : Dust will form during excavation, , filling , loading and unloading and storage
operations. Dust measurements will be done at 3 points shown on the map given in Appendix2 along the route where excavation will be done before the construction starts and will be
repeated at the construction stage. Measurements must be evaluated due to ‘’ The Regulation
for Industrial Based Air Pollution’s Control’’. Measurement results must not exceed the value of
1.5 /dust-hour due to the regulation. After the evaluation due to the regulation, the contractor
must take the necessary precautions. Among these precautions, sprikling the workplace with
water , paying attention not to blow around and covering the trucks with tents can be counted.
Results of the measurements must be included in every 3 months Environmental Management
Plan reports.
Magnetic Field: During commissioning stage measurement will be done at 3 pre- identified
points and if measured values are above the references countermeasures will be taken.

D- INSTITUTIONAL ARRANGEMENTS
A monitoring program for possible environmental effects that may occur during planning, construction
and operation stages of 154 kV Bornova-Morsan Cable ETL project and precautions to minimize
these effects is prepared and given in Part 2 which also shows the responsible bodies.
In this part, the topics below are mentioned:

Responsibilities of Client for monitoring and precautions, their relation with the
environmental management
Reporting of environmental information and providing data flow,
Organizational structure of Environmental Management,
thr following topics are explained; how monitoring activities will go on, who will collect and analyze the
data, who will prepare the reports, how long will be reporting periods, what will be done according to
the activity for the report and who will be authorized to change or stop the applications.
Precautions and observation activities in the project begin at planning stage and continues at
construction and operating stages. Precautions given in Part 2 includes activities in Monitoring Plans
and responsibilities. Precautions and monitoring to be done by Contractor will be reported in definite
periods to TEİAŞ.
This project is evaluated in EIA Regulation Appendix-II, since it is prepared to renew of present
energy transmission line. For this reason, Project Introductory File which is prepared in accordance to
EIA Regulation Appendix-4 is presented to İzmir and Manisa Environmental and Forestery
Directorates. After the investigations, the decision was taken that ‘EIA was not necessary
After this stage, project works will be awarded to a Firm by TEİAŞ. When the project is prepared
construction works will be awarded to Contractor.
While construction work is done, Client( Group Directorate of TEİAŞ) will inspect if the requirements of
Environmental management Plan are fullfiled and EIA Report is followed.
Contractor is responsible for taking the precautions mentioned in the ‘Project Introductory Report’
which is approved by Environmentalo and Foresery Directorate.
Constructor will report regularly permissions taken according to the works done and beginning-end of
construction to TEİAŞ General Directorate when construction starts. Permissions taken from
beginning to the end of construction and situation of the work undertaken in Project Introductory
Report will be presented to the relevant Environment and Forest Directorates under coordination of
TEİAŞ.
If the constructor fails to fulfill the environmental requirements a written warning note is given. If the
warning is not taken into consideration payments of the constructor is stopped until the environmental
requirements are fulfilled
Environment Management Plan includes ; mitigating plan, monitoring plan and political, legal and
administrative frame of reports prepared according to EIA procedure.

E- CONSULTATION WITH ORGANIZATIONS AND PUBLIC THAT WILL BE EFFECTED FROM
THE PROJECT
Underground Cable Transmission Line Route passes through Kazımdirik, Erzene and Evka-3 regions
of İzmir-Bornova. A consultation meeting has been arranged to which people living there and related
organizations are invited. Meeting was held at Evka-3 where housing sites will be affected most.In
addition, inquiry study was done with the people living at this region and their opinions about the
project were asked. A brochure given in appendix involving introductory knowledge about the project
was prepared and distributed to the people living there, private sector owners and the people joining
the meeeting. Information about this meeting is given below.

Summary of the Meeting (comments, questions asked and answers given )
Report involving the topics that has been discussed is given at Appendix-9
Meeting has been started with the speech of Yavuz EFEOĞLU who is TEİAŞ’s 3rd Group Deputy
Director. Information about definition of the project, aim, the places route will pass, constructionoperation stages and secondary projects is given by Yavuz EFEOĞLU.
Afterwards, a brief description of the project is done by Hüseyin Bilgi who is the Environment Director
of General Directorate of TEİAŞ. Information is given about possible environmental effects of the
project and precautions that will be taken to reduce these effects in the concept of Environmental
Management Plan and period of Environmental Impact Assesment. TEİAŞ’s environmental point of
view and policy is explained.
Then, question-answer part began to take the opinions and suggestions of the participants. Questions,
opnions and suggestion that came from the participants and the answers given to them are given
below :
Bünyamin ŞAHİN (Retired): This service is comfortable for the people sitting at this region.
Appearance will be better when this project is finished.
Hüsnü BARDAKÇI (Emekli) : It is a good project for İzmir, it will have benefit. It will be very useful if
control is established about environmental noise protection. A permanent solution. İs it safe?
Yavuz EFEOĞLU (TEİAŞ’s 3rd Group Director Deputy): There is risk if you get as close as 2 mt. to
the current aerial energy transmission line. But you can walk on the pavement covering this cable. It is
much safer and serious controls will be held about this.
Musa ÇEÇEN (Management Committee’s President of İzmir Electrical Engineers’ Society): Even
though it is well introduced among the public that ‘underground line is good’, we know that there are
aerial lines in Europe and USA. Aerial lines in our country brings bad appearance because of route
choice and operation. In this route, an area of 30 meters will be nationalized by TEİAŞ. You can’t
even plant grass at this region.

Hüsnü BARDAKÇI (Retired) : But it is a good project.
Musa ÇEÇEN (President of Management Board of the İzmir Electrical Engineers’ Society):
Illegal buildings are constructed at these regions. Electricity is also supplied after water by the
Municipality and aerial lines become unsafe. You should inform the public while doing this project.You
can’t expect participation without a prior information. A meaningful work is being done by this project.
Brochures and announcements are very good and as İzmir Electrical Engineers’ Society, we support
this project. Protection of only one person’s life is important to us. The region has high population
density and underground able will be better. There is a subject in the brochure you have prepared. A
154 kV project is not firstly applied by TEİAŞ here. We will have only one demand: we want ferro
magnetic coating at near of housing. There is no electromagnetic coating in the project.
Yavuz EFEOĞLU (TEİAŞ’s 3rd Group Director Deputy): There is red PVC coated 6*6 fence wire as
can be seen on the brochure .
Musa ÇEÇEN (Management President of Management Board of the İzmir Electrical Engineers’
Society): I’m not sure if this kind of wire will be enough for 154 kV at near housing sites. If
electromagnetic current density is calculated and screening will be done at places close to housing
sites, it will be a study that will not cause any trouble to you in the future. We can help if you want. This
subject has not been considered in Turkey yet.
Yavuz EFEOĞLU (TEİAŞ’s 3rd Group Deputy Director): Red PVC plated 6*6 fence wire will be
enough. This subject is searched in detail but we may require your opinions.
F. Gülay IŞIN (Evka-3 District Muhtar): Have you been informed public about the project via media?
Yavuz EFEOĞLU (TEİAŞ’s 3rd Group Director Deputy): We have given advertisement to a local
newspaper. TEİAŞ isn’t an establishment new at these things. We do all the necessary work.
F. Gülay IŞIN (Evka-3 District Director): As an example; there is a pole at the middle of the road
where this line will pass.
Musa ÇEÇEN (Management President of Management Board of the İzmir Electrical Engineers’
Society): A small house may be built in place of these poles.
F. Gülay IŞIN (Evka-3 District Muhtar): For example; BOTAŞ has been doing natural gas pipeline
work here. Can it be combined with the cable line?
Yavuz EFEOĞLU (TEİAŞ’s 3rd Group Deputy Director): These lines can not be passed from the
same place with another substructure line. You can’t bend this line. Natural gas, etc. Lines can be
bend. If you bend like natural gas and pass from the same place, it will explode at first time energy is
given. For this reason, natural gas and alike lines can not be passed under this line. Natural gas line
can not be passed under this line.
F. Gülay IŞIN (Evka-3 District Muhtar): People mostly says ‘’ since excavation is done at winter time,
we are having troubles like mud, etc.
Yavuz EFEOĞLU (TEİAŞ TEİAŞ’s 3rd Group Deputy Director): But this is being done for the safety
of public, brings public interest.
Musa ÇEÇEN (Management President of Management Board of the İzmir Electrical Engineers’
Society): Buildings can not be constructed at the place where aerial line were removed. Let me
suggest this; can these areas be modified to a park ?
Yavuz EFEOĞLU (TEİAŞ’s 3rd Group Deputy Director): We are not owners of these areas. We only
own the pole places and have servitude under the wires. For this reason, we can’t do anything about
that.
Ahmet Avni ATAYOL (Member of Management Board of the Environmental Engineers’ Societyİzmir Branch): I am a citizen living in one of the buildings here at the same time. This meeting is
being done for only World Bank’s project ,beause it was requested be th Bank. Our opinion is not

being asked for the other projects. I was informed of this meeting from the invitation came to our
Society, not as a citizen.
Yavuz EFEOĞLU (TEİAŞ’s 3rd Group Deputy Director): But an advertisement is published at
newspaper, written announcements are given to the district muhtars and written invitation has been
sent to your Society. We have used every kind of communication methods for this meeting to be
heard.
Hüsnü BARDAKÇI (Retired) : Did any study be performed about the Earthquake Fault Line ?
Yavuz EFEOĞLU (TEİAŞ’s 3rd Group Deputy Director): We have been doing detailed studies about
fault lines in all of the studies we do. Therefore, we have also done the necessary studies for this
project.
Ahmet Avni ATAYOL (Member of Management Board of the Environmental Engineers’ Societyİzmir Branch): You have told that the EIA studies have been completed, but we don’t have
knowledge about that. Cable route doesn’t pass from a special area since it is in the city limits.
Intersection can occur with other substructure lines. Did you negotiate with the other instituitons? You
must have some plans for this. What will you do when another line will intersect with yours ? You must
inform the other institutions for such a situation. In addition, it will be better if information about soil
waste arising from excavation is mentioned in the Environmental Management Plan. EnvironmentalOccupational Health and Safety Regulations that will be obeyed are given in the brochure. There is a
need for more information about every regulation for assessment. In addition, we are pleased to hear
that TEİAŞ’s Environment Director is a member of Environment Engineers’ Society. I became very
happy about that. It will be good if staff who will work at field are experts about this subject.
Orkun GÜMÜŞTEKİN (Representative of the firm preparing the Environmental Management
Plan): During the EIA studies, we have taken the coordinates of lines passing near our route from the
related institutions to determine if there will be intersection and showed them on our current map. At
the survey stage of cable line route, studies will be performed considering this subject.
Hüseyin BİLGİ (Environmental Director of TEİAŞ): 46000 km. of energy transmission line has been
built since the establishment of EIA regulation. We are performing these kinds of meetings at various
places. In fact, this meeting is being done for World Bank’s request, but Turkish regulations don’t
recognize these. Also, people don’t show enough interest to these kinds of meetings. Sometimes, we
bring people to these meetings by taking them from their homes. For example, these meetings collect
more interest when arranged at villages. I am bothered from this situation. Citizens see us as
government and tell us us every trouble they have. We have been performing all kind of studies about
electromagnetic field since the year 2000. Please don’t tell us that it’s not being done. We have given
advertisement at newspaper, prepared and distributed brochures, made written announcements. I
wish we could reach everyone. Let me give you the files involving the studies we have done about
electromagnetic field for your examination.

F- CONCLUSION
Results taken from the consultation meeting and questionnare done about the project :
1. All of local people and organizations support the project.
2. Most of the people living at the region were disturbed from the existing aerial line.
3. It is thought that the current aerial line may cause health problems, creates bad appearance, is
dangerous at rainy weather and give rise to corruption of electronic equipment lie TV, etc.
4. It will be efficient if information about the project is given by press (especially radio and TV)
5. Related professional Societies wants to be informed about the project in the beginning and wants
to be asked their opinions.
6. It was thought that Project’s construction stage would supply benefit by indirect employment ( e.g.
Material and Service Supply to the construction ) at the regions it passes through.
7.
During the construction stage, noise and dust formation, damaging of the roads are the possible
effects expected by most of the people.It is requested that the necesaary precautions to be taken
8. Traffic jam is not expected during the construction stage since the traffic is not dense near the
housing sites that route passes.
9. It is thought that in case a worksite is built and the workers stays at the region, economical
contribution will be supplied to th region.

10. People are generally worried of ethic botherings,e.g. theft, etc. if workers stay at the region.
However, most of the people mentioned that they believe the contractor firm will consider this
when choosing the workers to be employed.
11. A general opinion is dominant that there may be negative temporary environment effects during
the construction stage, but if the necessary precautions are taken, they will not be effected much
from the project.
