Jones District Superintendent 1 MAINE DISTRICT ASSEMBLIES The Maine District was organized on June 2, 1960, at Wollaston, Mass., following the favorable vote of the New England District Assembly to accept the recommendation of the Division Committee to set the State of Maine apart as a new district. Dr. D.I. Vanderpool was the presiding general superintendent. Rev. J.C. Albright was the New England district superintendent. Rev. Joshua C. Evans, 95 Swan Lake Ave., Belfast, ME 04915 (207-338-2720) ELIGIBILITY The District Board of Ministry serves ministerial candidates who are properly enrolled in the course of study. Enrollment is open only to local ministers and district licensed ministers preparing for ordination as an elder or a deacon and to lay ministers seeking a lay minister’s certificate (Manual 426.1, 427, 428, 408.1, 410; Sourcebook for Ministerial Development [SMD] 438). The Board of Ministry's responsibility extends to licensees who are enrolled in colleges as well as those enrolled in the directed studies program and retain their membership on the Maine District. Formal written requests to have the applicant enrolled into the course of studies must be sent by his/her pastor to the Board of Ministry Chair and the Director of the Maine Educational Resource Center (MERC). This must include the date the Local License was issued or the date the Board meeting was held that recommended the candidate for District License application. (elder and deacon programs require a local license; the lay certificate requires only a letter from the church). All new enrollees must provide transcripts of any completed college work to the Board of Ministry Transcript Secretary and the Board of Ministry Chair. COURSES The Board of Ministry oversees the preparation of elder and deacon candidates and administers the lay certificate program. Ministers will not be ordained without having completed their respective courses. MODES OF STUDY The recommended modes of preparation for full-time Christian service is by attending a Nazarene liberal arts college or university and advancing to Nazarene Theological Seminary in Kansas City, Missouri. The Nazarene Bible College in Colorado Springs, CO is an equally acceptable residential 47 program to attend. Other modes of preparation include the Maine Education Resource Center (MERC) and on-line education through Nazarene Bible College (either the degree program or the Ministry Preparation Program (MPP). Please go to NBC.edu for further information. MERC offers courses in different locations within the District boundaries. The MERC curriculum is made up of the Course of Study Advisory Committee (COSAC) approved Modular program of 25 courses. MERC will offer all of these courses over a 4 year cycle. MERC will also offer Nazarene Bible College Alliance Courses which are based on the NBC degree curriculum. The courses required of the college/university students are listed in the SMD 437. All colleges/university programs must meet these competency statements. RECOMMENDATIONS FOR ALL ENROLLED CANDIDATES 1. Each candidate is instructed to purchase or download the Sourcebook for Ministerial Development to become familiar the Ministerial Studies process and requirements. 2. All candidates should maintain a full portfolio of their coursework. This will include copies of ALL paperwork involved in any given course (including the syllabus, class notes, assigned papers, tests, grade sheets or evaluations as they are given by the instructor). This paperwork will be kept in the order indicated by the Syllabus for the course. 3. Candidates will be credited for classes (for the District Assembly report) that are completed or in which they are enrolled (pending final grade) by March 1 for that current Assembly year. 4. Candidates should be prepared to appear for an interview as called upon by the District Board of Ministry. Places and times will be announced by the Board of Ministry each year. COLLEGE STUDENTS College students are responsible to submit to the board documentary evidence of academic standing (transcripts) in harmony with Manual 426.3 and the SMD 437 College/university students are reminded to plan their curriculum in harmony with Manual 426.3. Yearly, at least, transcripts should be ordered to be sent to the Chair of the Board of Ministry. . The final transcript at graduation will be evaluated by the Board of Ministry. Requirements stated in the current Manual of the Church of the Nazarene and those particular to the Maine District will not be waived. TIME LIMITS 48 All academic work in the course of study must be completed not later than 10 years after the issuance of the first district license in order to maintain eligibility for ordination (Manual 429.4; SMD 437.11). Local ministers and licensed ministers must complete a minimum two and preferably three courses per year as a minimum to maintain eligibility to hold their licenses (Manual 428.4, 429.3). The local minister’s license is the credential used to enter the elder or deacon track of the Christian ministry. 2. The pastor of the local church will download the application form for the candidate(s) and the interview guide (for the church board members) from the Clergy Development website found at Nazarene.org and look for Clergy Development. 3. The application will be filled out by the candidate and presented to the pastor. 4. The pastor will establish a date and time for the candidate to meet with the Church Board for interview (using the guidelines provided through Clergy Development). 5. The Church Board will discuss and vote on the application and inform the candidate immediately 49 6. The pastor or church secretary then can order a Local Minister's License from the Clergy Development department on their website or by contacting them at the Global Ministry Center in Lenexa KS IV. Daily Proceedings Maine District Church of the Nazarene 51st District Assembly Minutes Wednesday May 11, 2011 7 PM Session Reverend Samuel LaCombe opened the assembly with welcome, prayer, and a season of prayer for Reverend Cecil and Bev Jones. Our District Superintendent, Rev. Jones is out in Ohio at a family funeral. The Portland youth praise team led music for this session and they gave glory to God. Reverend Scott Crothers of the South Portland Church of the Nazarene welcomed the assembly as the host church and extended encouragement and prayer. We celebrated communion together. Dr. Eugenio R. Duarte, presiding General Superintendent, called the assembly to order. Reverend Willis Young, District Secretary, described the organization plan for the 51st Maine District Assembly year 2011 to 2012. It was moved and seconded and approved to adopt this plan as proposed. Rev. Samuel LaCombe was introduced as our Assistant District Superintendent who would serve as our Maine leader for this assembly while Rev. Jones is away. He gave the annual report for the Maine District Church of the Nazarene prepared by Rev. Jones. Included in this report were reports from four new start churches: Pastor Deb Killam gave a report for River of Hope Church of the Nazarene in Detroit. The work has been slow but they are called to “keep plugging away.” Rev. John Evans gave a report for the River Run Church of the Nazarene in Bucksport. After 28 years at the helm of the Belfast Church, Rev. Evans said, “I miss the old but embrace the new.” 50 Rev. Jim Ledoux gave a report for the restart of the Portland First Church of the Nazarene. Speaking of the challenges faced in Portland, Rev. Ledoux said, “I can’t do that. We can’t do that. But He can.” Rev. Thayne Heath and Rev. Dottie Heath gave a report for the new start in Sanford. The New Chance Church of the Nazarene began on April 11, 2011 with 14 people in attendance and a theme of: “Don’t tell God how big your giants are; tell your giants how big your God is.” A motion was made and seconded to accept the report of District Superintendent Cecil Jones as presented by Assistant District Superintendent Samuel LaCombe. Motion carried unanimously. Rev. Sam LaCombe then presented his report as Assistant District Superintendent. He stressed the need to be pliable in the hands of the Lord; in the call, in the work, and in the transformation into the likeness of Christ. Dr. Duarte gave thanks to Rev. LaCombe, to Rev. Willis Young, and extended his blessing to the Assembly and closed the session for this evening. Maine District Church of the Nazarene 51st District Assembly Minutes Thursday May 12, 2011 8:30 AM Session Reverend Samuel LaCombe opened the session with welcome and introduced Reverend John F. Evans who led the assembly in prayer. Reverend Robert Porter led the assembly in songs of praise. Reverend Wallace Staples led the assembly in a time of offering and reported that Wednesday night God blessed Todd and Diane Jones with a love offering of $1501. Dr. Eugenio Duarte gave a message from the Word of God in Ephesians 5:15, 16 to make the most of the time and opportunities to spread the Gospel of Jesus Christ and be used by God to lead people to accept Jesus as Savior. Reverend Kenneth Wish gave partial report number 1 from the Board of Ministry regarding transfers in and out of the Maine District. It was noted that Rena Barnett will be added into the report as a transfer into Maine from Colorado. It was moved and seconded and approved to adopt partial report number one. Reverend Wish gave partial report number two regarding elders for ordination and moved 51 adoption of this report and it was seconded and approved for adoption by the assembly. Reverend Wish gave partial report number three regarding district license renewals and new licenses and registered evangelist actions and moved the adoption of this report. It was seconded for discussion. Rev. Robert Porter asked that the report include that he was retiring. It was approved to adopt the report. Partial report number four regarding continuing education and progress in credentials and partial report number five regarding budget items for the Maine Educational Resource Center were brought to discussion by Dr. Duarte. It was moved and seconded to adopt partial report number four and it was approved for adoption by the assembly. The report from the District Nominating Committee was presented by Reverend Willis Young, District Secretary. Partial report number one was read and moved for approval and seconded for discussion. The assembly also thanked Reverend Scott Crothers and his wife Kathy from the South Portland Church of the Nazarene for leading the church family in South Portland for hosting the 51st Maine District Church of the Nazarene annual District Assembly. Dr. Corliss McGee reported for our Eastern Regional College, Eastern Nazarene College. ENC is the educational arm of the USA/Canada Eastern Region and part of God’s plan for ministry and life working in cooperation with 8 Nazarene districts and hundreds of churches and thousands of Nazarenes. Dr. Stephen Dillman has started working as our new Director of Church Relations and has hit the ground running. ENC is providing a gift of an online course through Nazarene Bible College for churches that paid their ENC budget allocations in full in the past year. Master of Divinity degrees are now offered through ENC as a new collaborative development to bring theological education to ENC through Nazarene Theological Seminary. Dr. McGee reported on campus and student life, summer ministry teams, athletic and performing arts offerings, and academics. The mission of ENC links in vital ways with the ministry and mission fields in Maine and around the world. Dr. Cory McPherson presented to Reverend John F. Evans the annual ENC pastor of the year recognition award. The Eastern Mission Area director Reverend John F. Evans gave an area report for the churches in this area including Bangor with Reverend Damon Hayward, Belfast with Interim Pastor Lestor LaCombe, Bucksport with Reverend John F. During discussion it was noted that contributions to the world evangelism fund and ten percent specials including alabaster are deducted from total income to produce adjusted income. It was noted that during the conventions explanations of the funding the mission system and calculations for adjusted income and also encouragement for how to utilize funding the mission as a stewardship resource. There are eight men now serving in chaplaincy ministry. Reverend Barry Dutton, Reverend John M. Evans, Reverend Eric Larsen, Reverend Wallace Staples, Reverend Jon Twitchell, Reverend Kenneth Wish, Reverend James Cobb, and Reverend Raymond Desrosiers. Reverend Willis Young reported on the Church Action report, the Church Health Board partial report number 1, and the report of the Camp Programming Board. Maine District Church of the Nazarene 51st District Assembly May 12, 2011 7 PM Ordination Service 56 Assistant Superintendent Reverend Samuel LaCombe welcomed the assembly to the ordination service and opened us in prayer. Reverend LaCombe then introduced the South Portland Worship Team that led the assembly in songs to praise the Lord Jesus. Reverend Wallace Staples led the assembly in prayer and an offering for the assembly. Reverend Samuel LaCombe presented first District Licenses to Hazel Seavey, Jolene Starks, Tony Stevens, and The Maine Ministers Choir directed by Reverend Brian Hale led the assembly in Holiness Unto the Lord Reverend Willis Young, Maine District Secretary, led the presentation of the 2011 ordinands Reverend David Suitter and his wife Jennifer, Reverend Ray Desroisers and his wife Betty, Reverend Shawn Emerson and his wife Karen, Reverend, Reverend Karen-Renee Moore and his husband Jim, and Reverend John Bennett and his wife Margaret the assembly. Dr. Eugenio R. Duarte, Presiding General Superintendent, welcome and congratulated the ordination candidates and presented them with five final questions to affirm their call and commitment to serve the Lord Jesus for the rest of their lives. Reverend James LeDoux, representing the District Advisory Board, gave a reading from the Nazarene Manuel section 401.1-5. Reverend Richard Waller gave a reading of Scriptures from Ephesians 4:1-6, 11, and 13 and also from 1 Peter 5:1-4, 6, 11. Dr. Duarte offered prayers of consecration for the ordinands. The Maine Ministers Choir presented songs of praise to the Lord Jesus. Kathy Crothers presented a special song of praise to the Lord Jesus. Dr. Duarte gave a sermon message to the ordinands and to the assembly for encouragement of call and commitment to serving the Lord Jesus as ministers of the Gospel. Dr. Duarte gave the charge to the ordinands and prayed for each ordinand and spouse. Each new ordained reverend also had a reverend of their choice offer a prayer for them. Elders of the Maine District joined in the laying of hands and prayer upon the ordinands and their spouses. 57 Reverend Samuel LaCombe gave final instructions and closed the 51st Maine District Assembly with a procession by the ordinands and a reception in their honor. V. Reports A. District Officers 1. District Superintendent May 11, 2011 Dr. Eugenio Duarte, General Superintendent; Dr. Corlis McGee, Eastern Nazarene College President; Rev. Corey McPherson, Scott Turcott, and Christa Carter who are each representing ENC; Rev. Newell and Ann Smith, District Superintendent from Philadelphia District; and members and friends of the Maine District. I am honored to bring my ninth report to this Assembly. I am very thankful for Bev’s partnership in Ministry! She has been very busy as Administrative Assistant and her work has been invaluable. Eight and a half years ago, Bev concluded twenty-seven years of teaching and school administration in public and Christian schools. During our ministry, Bev has released eight teaching and school administration assignments so we could go where God was sending us – From Maine to Oklahoma. Upon accepting the ministry of District Superintendent, we realized both of us were needed in this assignment, so she started on her new assignment as District Administrative Assistant. Thank you for your ministry to our District. On May 23rd we will celebrate our 47th wedding anniversary. We will be hearing from many of our Maine Team members throughout our Assembly. This year, again, our pastors will report by Mission Areas. Each pastor is asked to keep their report to under a minute. Please include in your report a goal for this year. I want to thank David Suitter and the Sunday School & Discipleship Ministries Board for their work this past year. (Please stand) Sunday School Enrollment averaged a plus 199 over the previous year. Our Sunday School Attendance averaged a plus 291 over the previous year. Let’s keep up the good work in Sunday School and Discipleship. This year our District emphasis in Discipleship and Evangelism. Our Morning Worship took a dip for a minus 66 from the previous year. This is an area of ministry that we must continue to work on. Our church membership was a minus 93 members from the previous year. This is another area of concern that we must work on this year. We can do it as each one of us reaches out to people who need Jesus! This past year, we received 72 new Nazarenes into our churches. Praise the Lord! The life of the church comes from the new Christians whom God brings to our churches through you and me. I want to thank Allen Hamlin, our District NYI President, and our District NYI Council for an excellent job this year. (Please stand) Their convention, along with the NMI and SDMI Conventions, will be this Friday and Saturday. I also want to thank Cheryl Dunning, our District NMI President, who served until January of 2011, John Mark Evans who picked up Cheryl’s mantle as President, NMI Vice-President Hazel Seavey, and the NMI Council for an excellent job this year. (Please stand) Our District Advisory Board has worked very well together. Our three Advisory Board Teams include the following: (Please stand) 1. Spiritual Formation with Jim Ledoux as chairperson and Sandie Kaiser, assistant chairperson. This past year a prayer summit for men and another for men and women went very well and lives were changed by God. 59 2. Church Health with Sam LaCombe as chairperson and Bonnie Porter, assistant chairperson. This past year we restef from our Church Health Seminars because or our year of Jubilee. We are now identifying mentor pastors and mentoring churches. Pastor Sam is our first mentoring pastor and Windham our first mentoring church to be identified. During the weekend of October 28-30, our District is invited to the Windham Church to hear God’s amazing story of what He is doing through His people. 3. Stewardship with Richard Waller as Chairperson and Roger Overlock as assistant chairperson. This past year they have been helping our churches with the new way of Funding the Mission. Richard Waller is chairman of our Finance Committee. He will be giving his report later in this Assembly. Thank you Richard for this important ministry. In the past we have seen our allocations cap lower from 26% of raised for all purposes to 23% and then to 20% where it has been for the last number of years. Last year we began the following: World Evangelism Fund – 5.5% of adjusted income Pensions and Benefits Fund – 2% ENC Fund – 2.5% District Ministries Fund – 6% This is a total of 16% plus NMI, NYI, and SDMI allocations. We are asking each church to send these funds in each week or at least each month. This gives each church the opportunity to invest in these ministries regularly throughout the year. Thank you for being part of a team that extends around the world. I want to thank Bill Young, our District Secretary, and his staff for their excellent ministry to our District. District NMI President Nazarene Missions International President’s Report – 2010-2011 Dear friends and family in Christ, members of the District Assembly, NMI, NYI and SDMI conventions: First of all I would like to praise our wonderful Lord for what He continues to do in the hearts and lives of His children. A very special thanks to the NMI council on our Maine District for their patience, support and help this past spring as we re-structured our leadership. Special thanks go to Cheryl Dunning for leaving such a wonderful legacy of missions and for sharing her passion and heart on the Maine District. Your love for others through missions will always be a part of the “Maine story”. This has been a year of challenge and change, those two “c” words that most Mainers hate! Yet it is through those things that God molds us into HIS image. It is taking that step of faith onto the staircase, even when you cannot see where that step may lead. Some of our greatest challenges this year have been the World Evangelism Fund and the new way we are “Funding the Mission” and let’s not forget the new “Living Missions” education material! But there is no challenge too great for our Lord. As stated in a popular video, “That’s My Jesus”! Thank you to all the churches that chose to rise above their circumstances to meet this challenge and persevered “to give generously out of their poverty”. Without your faith and commitment, more of our missionaries would have been decommissioned and brought back from the mission fields. You are the hands and feet of Jesus to a lost and dying world. THANK YOU! Among this year’s highlights were the Work and Witness Trip to Haiti in September and the Children’s Jamboree in March with our special guests, Stephen and Irene Rieder. The Rieders really showed just how creative one can be in sharing the gospel in areas where it is not easy to do so. With the tragedies in Haiti last January to the earthquake this year in Japan, it is easy to see the signs of the times and how vital it is to pray for and reach out to our world like never before. But out of 62 tragedy there is light and through Crisis Care Kits many were helped with the very basics of life and the hope of Christ. In June at Family Camp, D. Michael Henderson will be our guest speaker. He works in Africa training disciples. What a chance to learn more about becoming a disciple of Jesus and how to reach out to others “One Conversation at a Time”. This summer Rev. Dave Giles (former pastor of our Fairfield Church) and his wife Mary Beth will be available for services on our District in order to raise funds for their return to the mission field in the country of Georgia. Then in October, missionaries will be here from Ecuador. You can be a part of this exciting work across the globe. Don’t miss your opportunity!!! You too can have a missionary at your church. District NYI President Hello to all those who are reading this. I want to tell you how God has changed and blessed the Maine District NYI and also let you know that we are looking forward to an exciting year. This past year has been full of blessing after blessing. In the midst of change, we continue that work to which God has called us here in the NYI and that is ministering to your that we meet. Our camps were filled with fun, from the surprise all-you-can-eat Chinese food stop of summer camp to the sledding at snow camp. All 63 throughout those times we have seen God work in the lives of our teens and adults and have had the chance to share the grace and love othat God has offered to us. I wish we had more time in the year so we could spend it worshiping the Lord together through all the activities that we have here on our District. We have had the support of Eastern Nazarene College and our new enrollment counselor, Christa Carter. She is here somewhere at Convention, so stop and say “Hi!” This year will be an exciting one for us: we will have two teen camps, NYC, Fall Retreat, FOL, snow camps, Tube-a-palozza and many more events that I have not listed. Do not worry though; in all these events, God seems to be just blessing us more and more each time. I thank all of you who have supported us over the years and hope to see you around at some of these opportunities to be involved. District SDMI Annual Report 2010-2011 Maine District SDMI Chairperson’s Report May 13, 2011 To the Saints of the Maine District Church of the Nazarene; Greetings in the name of our Lord and Savior Jesus Christ! This past year I was appointed by our District Superintendent, Rev. Cecil Jones, to complete the term of Rev. Dick Devendorf as SDMI Chairperson. I have been fortunate to serve with such a dedicated and passionate council. I would like to thank them for their hard work this past year. I would also like to express my appreciation to Amy Lane who has been our Treasurer this past year. Amy has been a great help during a year of transition. Amy finished her term and felt it was time for someone else to take on that responsibility, and so we say “Thank You.” We have recently had some new additions to our SDMI council. Todd McKay has been appointed as our new Treasurer and Andrew Ferreira has been appointed as the new Adult Ministries Director. 64 I would like to thank Faith McLeish for her work in gathering our statistics. I would also like to thank our churches for cooperating with her. Those numbers you call in every month represent people who are being discipled; and that is what Jesus has asked us to do. It was Jesus himself who called us to go and make disciples. Making disciples is the never ending mission of every one of our churches. I believe we are all called to teach and model the Gospel to men, women and children until they find salvation in Jesus Christ. I believe we are also called to teach and model the Gospel until men, women, and children are sanctified wholly in Jesus Christ. I believe we are yet still called to teach and model the Gospel until men, women, and children are glorified (gone to heaven) in Jesus Christ. Discipleship is a lifelong process of helping each other be fully formed into the image of Jesus. The role of the Maine District SDMI is to help and equip you to grow in your ability to do just that. The 3 main things we are working on are: 1. To better equip the local churches to make disciples through training. 2. To host inspiring opportunities for discipleship. 3. To build supportive relationships between our churches. Iron sharpens Iron. DISTRICT BOARDS AND STANDING COMMITTEES 1. District Advisory Board Annual Report 2010-2011 65 The District Advisory Board District Advisory Board members include Bonnie Porter, Sandie Kaiser, Roger Overlock, Rev. Cecil Jones, Rev. Samuel LaCombe, Rev. Jim LeDoux, and Rev. Richard Waller. Richard Waller was appointed as Secretary. The District Advisory Board has met for regularly scheduled and specially called meetings during the year to discuss the needs and concerns of the district. Time was spent in prayer for the district, seeking the Holy Spirit’s guidance and direction, teaching holiness, and helping make Christ like churches in Maine. The District Superintendent has kept the Board apprised of all pertinent matters pertaining to the churches and the pastors. The Board has discussed the financial and property concerns of the district. Approval was given for exceeding budgeted line items of the District Ministries Fund. The Board discussed the compensation package of the District Superintendent and made recommendations for changes to the District Finance Committee. The allocations percentages to fund the various district ministries were analyzed and recommended to the District Finance Committee. Approved the sale of the Portland First Church property and the Berwick Church property. The Board received the report of Ron Beaulieu and Company, certified public accountants, regarding all treasurer’s reports of the district for the period ending March 31, 2010. The report stated that, “Based on our review we are not aware of any material modifications that should be made to the accompanying financial statements in order for them to be in conformity with the modified cash basis of accounting.” Approved compensation of Rev. Samuel LaCombe as Assistant District Superintendent effective October 2010. Received the removed ordination credential for Richard A. Devendorf, since he has united with the membership and ministry of another denomination (Manual 435.10). Transfers received into the Maine District for credentials: Pastor Dale R. Braker into Pittsfield Church of the Nazarene as Senior Pastor from the Colorado District in December 2010. Rev. Wish, Director 69 Partial Report #5 The MAINE EDUCATIONAL RESOURCE CENTER (MERC) The Maine Educational Resource Center provides educational opportunities for persons preparing for Christian service and who are seeking ordination in the Church of the Nazarene. MERC, which is sponsored by the Maine District Board of Ministry, also gives to ordained and licensed ministers ways to earn Continuing Education Units. The MERC courses are scheduled in a three year cycle, which can be adjusted to meet the needs of the students. Consideration is given to hold courses in the various southern, central and northern geographic areas of the state. All the courses are on two levels. The first level is called Modular Course of Study which prepares a person for ordination in the Church of the Nazarene. The second level is called Alliance, which not only prepares a person for ordination but also gives Nazarene Bible College credit to the student. The instructors of the Alliance level courses must be approved by the Nazarene Bible College. The tuition for a modular course is $100.00 and the tuition for a NBC Alliance course is $150.00. The tuition to take a course for Continuing Education Units or for personal enrichment is $50.00. A text book is required for each course. The honorarium for instructors is based on $30 per student, with a minimum of $150.00 per course. Respectfully Submitted, Paul Basham Partial Report #6 CENTER FOR MINISTRY DEVELOPMENT Report of the Ministry Development Weekend 2010 This years Ministry Development weekend was held September 24-26, 2010 at the China Lake Conference Center. 12 candidates and their spouses attended: 7 First Time District Licensees and 5 Ordination invitees. The weekend included interviews with the assessment teams in the areas of Spiritual Formation, Praxis, Spiritual Gifts, DISC personality and Pastoral Perceiver. There were a number of special sessions for the candidates, as well as for their spouses. This program continues to be an excellent tool for the preparation of, and assistance to, those in our district who have sensed Gods call on their lives into the Christian Ministry. Many thanks to the entire faculty who served exceptionally well, and whose work extended into the late hours of the night in order to provide adequate feedback to the candidates in their exit interviews. We are thankful for God’s blessing upon the total ministry of our summer camps, and we are confident that all persons and churches have received spiritual dividends in proportion to their participation and support. The direction of the camping program for the Maine District Church of the Nazarene is set forth in the adopted statement of purpose, namely: Mission “To provide extended and intensive opportunities for people of all ages to develop a holiness lifestyle through worship, evangelism, discipleship, fellowship and service.. Goals 1. To awaken, develop, and nurture a full relationship with Jesus Christ. 2. To create an atmosphere that will allow an individual and/or individuals to sense God’s presence, hear God’s voice, and answer God’s call. 3. To develop an awareness of our extended Christian community. 4. To develop a Christ-centered lifestyle. 5. To foster Christian interpersonal relationships. C. We, your Camp Program Board, recommend that: 1. The district departments of youth and Sunday School Ministries continue to cooperate in the total camp ministry to children and youth.. 2. Because the camping program is vital for role modeling the holiness lifestyle, all pastors and/or spouses, along with other laypersons of the local churches, give consideration to volunteering as a camp counselor for one of the weeks of summer camp. 3. Churches provide a Sunday to promote Camp by the first Sunday after Easter 4. That local churches make plans to cancel their evening services and encourage their people to attend the services of Family Camp Meeting. 5. Church Health Board Partial Report #1 72 Partial Report #1 The Church Health Board did not have any sponsored teachings this year. We were observing our year of Jubilee. This year’s event will be held on October 28-30, 2011 at our Windham Church. Every church is asked to participate! Partial Report #2 We, recommend that each church, pastor and member would make every effort to accomplish the following: 1. That each local church would continue to reach your faith projection goals in the area of church membership, Sunday School attendance, worship attendance and New Start Churches. a. That these faith projection goals would be from now to 2013. b. That the goals would include how many new groups, classes, worship services, parking places, etc. would be required to meet the faith goals. 2. That each local church develop a plan to identify, reach, and win new people. a. That these plans include a variety of methods based upon the strengths and context of each local church. b. That our holiness distinctive be emphasized by preaching, revivals, Bible studies, and Sunday School curriculum, as part of these plans. c. That personal evangelism training be a part of our faith goals. d. To effectively incorporate the people into the life of the church through discipleship mentoring leading to involvement in ministry. 3. That all prospective members attend membership classes in which our core beliefs and distinctive are shared before they are brought into membership of the local church, as required by the Manual (par. 107.1) 4. That each local church identify a target area or areas for a New Start church, satellite, mission, or care group that they can sponsor or help to sponsor during this year and by 2009, recognizing that New Starts are statistically the best way to build the kingdom. 5. That this report be distributed and read to our church boards following the District Assembly. 6. That each local church participate in the process of Church . All church officials should carefully examine and, as appropriate, comply with Manual 103-104.2, 235-235.4 and 902.2 prior to entering any new project which would include any or all of the following: (a) entering into any lease agreement pertaining to real property or undertaking any purchase or sale of real property: (b) beginning any program for new construction, expansion, remodeling or major improvements: or (c) incurring any indebtedness (whether or not secured by a mortgage or lien) which would in any way encumber the church, church property, or church members. 2. The district superintendent’s written approval be required for any project whose total cost can be reasonably expected to exceed $5,000, including incurring or extending debt. 3. The district superintendent be authorized to approve, without consulting with the District Church Properties Board, any project or debt whose total cost can be reasonably expected to not exceed $45,000. 4. No project be started, unless pre-approved by the district superintendent or the District Church Properties Board. No project-related expenditure in excess of $5,000?? may be made prior to receiving project approval from the district superintendent and/or the District Church Properties Board. 5. Any local church planning any program for new construction, expansion, remodeling or major improvements, apply for and gain state and local enforcement authorization prior to beginning the project. 6. Any project whose total cost can be reasonably expected to exceed $15,000 shall be subject to approval by the District Church Properties Board. The local church pastor and church board shall meet and consult with the district superintendent and the District Church Properties Board in the early stages of planning for the project. The District Church Properties Board may select a qualified consultant to review proposed plans with the local church pastor and church board. 7. Churches contemplating building programs be required to obtain and follow the Church Building Source Book II and Thirty Steps in Building Program, available through the Nazarene Publishing House, Box 449527, Kansas City, MO 64144. 8. No new church building shall be approved unless plans include provision for the minimum physical accessibility for the physically/mobility impaired worshiper 74 9. Local church boards consider provision for the hearing impaired as funds are available. 10. Local church boards annually consider the accessibility for the physically and mobility impaired to their church buildings: Sunday School rooms, platforms, and when found deficient, that a goal be set to modify their facilities in accordance with current codes as funds are available. 11. In the event of oil spills, toxic waste deposits found or other contaminates that occur on churchowned lands and/or in buildings, the church board take the appropriate steps of checking with the environmental agency in their area to follow proper clean up procedures immediately. 12. That this report be distributed and read to our church boards following the district assembly. 13. That this report stand approved for the 2010-2013 quadrennium. Respectfully submitted, CECIL A JONES, Chairman 6. Christian Action Committee We, your Committee on Christian Action, deplore the continual degeneration of the moral values of our society. It is our conviction that the only truly effective solution to the moral issues of our day is found in the gospel of Jesus Christ. We especially recognize the necessity of experiencing entire sanctification for the Christian to be able to live the holy life in any society. We urge our people to be active in taking a stand for God’s ideal of human life and to confront the social evils of our day. We, therefore submit the following recommendations: 1. That we follow the biblical principals of holy living, no longer conformed to the pattern of this world, but having our lives transformed to reflect the image of Christ. Romans 12:1-2 2. That we rededicate ourselves to the avoidance of evil and the positive practice of our Christian witness as outlined in the Covenant of Christian Character and the Covenant of Christian Conduct in the Manual of the Church of the Nazarene. 3. That we endorse the Christian Civic League of Maine, Focus on the Family, American Family Association, the Right to Life Movement, Family Research Council, Jeremiah Project, Alliance Defense Fund, Concerned Women of Americaand other groups which endeavor to guide Maine and America to paths of scriptural morality and righteousness. 75 4. That we as individuals express appreciation to elected officials, media organizations, and anyone else who upholds Judeo/Christian ethics. In those cases where we find ourselves in direct opposition to a stance taken by one of the above, we recommend that we lovingly and politely express our strong disapproval of their stance. In these cases, we should make the issue known to the congregation and then supply names, addresses, e-mail addresses and telephone numbers of those officials. 5. That our churches develop an educational program to alert our children and youth to the subtle, sensual, satanic forces that are seeking to enslave them in a multimillion dollar empire of illicit sex, drugs, and merchandising. 6. That we encourage our people to become involved in the local educational systems in order to bring a Christian influence to bear on decisions which impact our children’s understanding of right and wrong. 7. That we, as a people, actively oppose all forms of abortion (whether it is early, middle, late, or partial-birth). That we further encourage those who have an unwanted pregnancy to come under the umbrella of our ministry, and that they avail themselves of the many opportunities of adoption through Christian agencies. 8. That we, as a people, actively oppose all forms of euthanasia. We affirm that lives that are seen as imperfecdt, immature or inconvenient in any stage still mirror the image of God. 9. That we view marriage as between one man and one woman. Further that we oppose all attempts to normalize homosexuality. We are to hate the sin, but we are to love the individual, and lead them to Jesus by any means possible. We encourage the people in our churches to vote with this in mind. 10. That we view marriage as permanent; that we, as a people, encourage our people to seek counseling from clergy or professional Christian counselors to reestablish marital harmony. We encourage Marriage Enrichment and Family Life Seminars. 11. That we encourage all of our parents to take an active role in the training of their children in sex education. This would include teaching on the dangers of premarital and extramarital sex and emphasize abstinence before marriage and affirming abstinence until marriage. 12. That we oppose all forms of pornography. With the explosion of pornography on the Internet, we encourage all parents to put parental blocks in place and monitor all activities of the children and youth under our care. 76 13. That we urge our people to refrain from the purchase or rental of Hollywood-type movies, cable channels, and entertainments of a sensual, suggestive or violent nature. 14. That we urge our people to strongly oppose all forms of gambling, including state lotteries, through voting against such measures and by contacting their state legislators. 14. That we speak strongly for abstinence in the area of premarital or extramarital sex, drugs, alcohol, and other abuses of chemicals and medications. It is our responsibility as Christians in the Wesleyan tradition to make a positive difference on our culture. Jesus said in Matthew 25:40-43, we have a responsibility for those who are hungry, thirsty, homeless, sick, and in prison. We suggest that churches make these things a part of our regular ministry. District Chaplaincy Coordinator Maine District Assembly 2011 South Portland Church of the Nazarene District Chaplaincy Coordinator’s Report The chaplains serving on behalf of the Maine District Church of the Nazarene are grateful for the continued blessing of being involved in a great District. Maine Nazarenes continue to prayerfully, administratively, and affirmingly support 7 Chaplains who are called to ministry outside of the church walls. Let me introduce you to those 7 chaplains: 1. Rev. Barry Dutton our pastor at the Bath Church of the Nazarene and as the Wing Chaplain with the Civil Air Patrol Augusta based Wing of CAP (as Wing Chaplain he oversees the spiritual care of 12 squadrons); 2. Rev. John Mark Evans our pastor in Strong and works with the Strong Fire Department as Chaplain; 77 3. Rev. Eric Larsen who is now our pastor in Fairfield had been serving in Auburn. In Auburn he also provided chaplaincy ministry to the Central Maine Medical Center, providing on-call coverage for their Spiritual Care Department. 4. Rev. Wallace Staples our pastor in the Wiscasset Church and as the full time chaplain at the Two Bridges Regional Jail serving Lincoln and Sagadahoc Counties; 5. Rev. Jonathon Twitchell our pastor in Cape Elizabeth and serves as a regular minister for Hobbs Funeral Home in South Portland and Scarborough. He provides memorial and funeral services for families who are without their own pastor. 6. Rev. Kenneth Wish, serving currently as Interim Pastor at Saco Church and is the Protestant Chaplain at Mercy Hospital in Portland; 7. Rev. James Cobb who is in Bethel Church and is providing chaplaincy services to the Veteran’s Home there; 8. Rev. Ray Desrosiers who has been leading the restart work at the Lewiston Church and continues to provide chaplaincy coverage for nursing homes. Of these we have 3 chaplains who have been officially endorsed by the General Church of the Nazarene and one who is a Board Certified Chaplain through the Association of Professional Chaplains. In addition to these who are already serving we also have 2-3 others who are exploring their own call and determining whether or not a chaplaincy ministry is what God has in mind for them. Chaplain Dwight Jennings, our denominational Chaplaincy Consultant has written a handbook for Chaplaincy in the Church of the Nazarene. I would like to share with you a couple of excerpts from his writing: Nazarene Chaplains are making an impact on societies throughout the entire world. They can be found in the areas of the military, business, corrections, hospitals, hospice, law enforcement, fire departments, Civil Air Patrol, and college campuses, just to name a few. Just as the Apostle Paul, they go out into society to hurting and needy people who search for meaning and purpose in life. The world is truly the chaplain’s parish. Virtually every sector of society is served by the presence of a chaplain. As agents of God’s grace, chaplains make contact with people in need. As such, they provide and perform ministry to persons representing a variety of faith traditions. Chaplains bring salt and light to a bland and dark world. They seize opportunities to listen to hurting people, turning moments of desperation into times of hope and light. They are there when people need them. Often at great hardship and risk, they point people in crisis to Christ. They demonstrate God’s love in action. They are spiritual leaders, counselors, and friends to those they serve. The Nazarene Church Manual clearly identifies the character, conduct, roles, and responsibilities of its ministers. Nazarene chaplains perform ministry in accordance with the Manual of the Church of the Nazarene. To share with you how effective your chaplains in Maine are you are invited to hear the collective numbers that are reported to the Clergy Development at the Global Ministry Center in Lenexa, KS Pastoral Contacts – More than 9,800 people have had contact with a Nazarene chaplain who works in Jesus’ Name (This number is a little more than the population of the Town of Wells according to data from the 2010 Census). Professions of Faith – 496 (this is more than the population of the home town of our District Superintendent – Weld also 2010 Census data); Number of people receiving communion – approx. 10 Number of people Baptized – 2 Pastoral Counseling Hours – Approximately 2500 (more hours than one person working full time for a year) The effect that your chaplains are having is significant. Pastor Ed in our Wells church would absolutely love to say that every single individual in the Town of Wells had had some personal contact with the Church of the Nazarene; your chaplains have in fact contacted that many people. Chaplain Staples at Two Bridges Regional Jail though having a captive audience is thrilled to report that they have had to increase the number of Sunday services this year. They are currently conducting 3 services on a given Sunday at the jail. This indicates a desire on the part of the inmates to worship and learn about the Christian faith. At the jail there were about 490 people who accepted the Lord this year. The number of Pastoral Counseling hours also has considerable effect for the 79 Kingdom. The work done in a counseling session opens up the ability of the Holy Spirit to provide healing and grace to a broken soul. As Chaplain Jennings pointed out your chaplains bring the salt and the light of the Gospel to a world that is in need of the seasoning of the Holy Spirit and the Light that reveals truth and God’s love for the thousands of broken persons amongst whom we each live. I am told by friends of mine that I continue to be prayed for on a daily basis. This has been very encouraging for me, particularly as I go into a patient’s room who has just received news that they have just a few weeks to live because of a cancer that they just discovered. It is helpful to know that I have the prayer support of others as I talk with a drug addict who is struggling to get clean or a person who has been trying to cope with chronic pain for years and feels that God has totally forgotten about them. These prayers of fellow Christians are my life line in the chaplaincy ministry. I know that my chaplain colleagues feel very much the same way. So we continue to ask that as we go beyond the walls of the church and into the darker areas of the world that our Nazarene family continues to keep us firmly in your prayers. In this way we will know that we are not going into the crucible of ministry alone and that you are right beside us in your prayers and other signs of support. Remember that almost 10,000 souls have been touched with God’s grace in some small way this past year as a result of the support that you give your Maine District Chaplains. The Church Board review the Pastor’s salary and housing annually, either in September or March, giving consideration to the rising cost-of-living index. This review is a requirement of the 2009-2013 Church of the Nazarene Manual, ¶129.8 2. Each Pastor be paid a salary that will permit him or her to devote full time to the work of the Ministry. Those who are receiving adequate salary should devote full time to the work of the Ministry. 3. Each Church provide a housing allowance for the Pastor; or, alternatively, each church provide a parsonage for the Pastor and pay for its upkeep, including heat, utilities, and replacement of worn appliances, for which the parsonage family will be responsible to keep neat and clean. 4. Each Pastor be directly reimbursed for auto expenses, travel, and related business expenses upon a detailed monthly accounting of expenses incurred. In the event it is not possible for a Church to provide a direct reimbursement, it is recommended that a portion of the Pastor’s salary be designated for that purpose according to IRS guidelines. 5. Each church consider the following minimum salary and benefits package for their pastor if he/she is to be considered a full time pastor: a. A weekly cash salary of $400 (This amount may be allocated as salary, personal housing allowance or Tax Sheltered Annuity). b. Provide a parsonage or housing allowance, utilities, medical insurance, and full SelfEmployment tax reimbursement. c. A reimbursable church expense plan that meets IRS regulations. When a church cannot meet the minimum salary and benefits package requirements, they allow their pastor to be bi-vocational with their permission and blessing, to work enough hours outside 86 the church to meet his/her financial needs. Pastors should not consider working more hours than necessary to meet his/her financial needs. In determining whether the pastor should be considered a full-time pastor, churches should not take into consideration the fact that a spouse works outside the home. 6. An education and training seminar for tax accountability and information be available through the District Office. 7. Each Church assume cost of travel, meals, child care and fees to District Assembly, Ministers/Mates Conference and other District activities for the Pastor and Spouse, and that a minimum of $10.00 per week fund be established to provide funds for the Pastor’s attendance at General Assembly, and that the Pastor’s participation in local, district, and general church activities not be considered vacation time. 8. Each Church allow its Pastor to participate in continuing education as required by the 2009 – 2013 Church of the Nazarene Manual, ¶424.6, at appropriate times, which shall be separate from vacation time, with financial consideration given to underwrite the cost. 9. Each Pastor be given a vacation with full salary, with the Church paying for the supply of the Pulpit. The minimum vacation program for Pastors who have served the Church of the Nazarene be set as follows: - 1 to 4 years of service - 14 days including 2 Sundays - 5 to 10 years of service - 21 days including 3 Sundays - 11 to 15 years of service - 28 days including 4 Sundays -16 and more years of service - 35 days including 5 Sundays. Vacation time is to be based on the Calendar year, and not to be accumulated. Vacation time should be taken at a time of the Pastor’s own choosing and is in addition to national holidays. Pastors moving from one Church to another during the calendar year should prorate their vacation time. 87 10. Each Pastor be allowed and encouraged to take one day per week for personal use at his or her discretion. Personal time should be taken at a time of the Pastor’s own choosing and is in addition to national holidays. 11. Additional time may be allocated yearly by the local Church Board for the Pastor to hold evangelistic services at another Church. 12. Churches give support to full payment of the Pensions/Benefits Fund, which benefits the Pastor toward his/her 403(b) contribution and life insurance for pastor and spouse. 13. Churches provide medical insurance for the Pastor and family and, as required by Maine law, Workers’ Compensation insurance. 14. Churches give special consideration to their Pastor and Parsonage family at Christmas (a minimum of one week’s salary). 15. Churches be encouraged to contribute to the pastor’s TSA as a reduction or addition to salary. 16. Churches provide for food and lodging of evangelists and other special workers. 17. Local churches provide a minimum honorarium for supply preachers of $75.00 for one service and $100.00 for two services on Sunday, plus mileage of 30 cents per mile. 18. Church Members be made aware of the financial position of the local Church on a monthly basis, and that the Church Boards receive a written treasurer’s report each month. 19. Definition and recommendation regarding clergy serving as associate pastor or assistant pastor in the local church: a. An associate pastor is defined as a “partner in ministry”, on staff, receiving compensation. An assistant pastor is defined as a “partner in ministry”, on staff, who does not receive compensation. A member of the clergy serving on staff of the local church cannot be assigned “PSV” unless he/she serves a minimum of 30 hours per week in ministry. b. All paid ministerial staff should be covered by the previous recommendations for the senior pastor 88 when appropriate and negotiated with, and by, the approval of the church board. 20. Copies of this portion of the District Finance Committee report and tax information worksheet for each local Church be sent by the District Superintendent to each Church Secretary to be read to the Church Board no later than the September Church Board meeting. 21. That each church considers a sabbatical for their Pastor.
