I hope you all enjoyed your 4th of July holiday. I am giving my article space this month to an update from OAR on the activities of this past legislative session. This is hard evidence of why your investment in the REALTOR® PAC is an investment in your business!! The following was released recently from the Oregon Association of REALTORS® Public Policy department. Breaking News: 201 3 Oregon Legislative Session Adjourns On Monday, July 8, 201 3 at 2:48 pm, the Oregon State Senate and Oregon House of Representatives officially adjourned the 201 3 Legislative Session. This past session, more than 2,600 legislative proposals were introduced ranging from proposals to limit or eliminate the mortgage interest and property tax deductions to legislation that would mandate energy performance scores at the point of sale. In all, the Oregon Association of REALTORS® tracked more than 375 bills this session that would affect the real estate industry. 2 Access to Seller Financing: On June 4, 201 3, Governor Kitzhaber signed House Bill 2856-Enrolled into law, sponsored at the request of the Oregon Association of REALTORS®. As a result, individuals now have the ability to offer or negotiate up to 3 mortgages in a 1 2-month period on residential properties they own without having to obtain a mortgage loan originators license. Individuals must still comply with all consumer protectionlawsfoundinDoddFrank and the Truth in Lending Act and have a maximum of 8 loans that can be carried at one time. increasing the state’s scarce supply of usable industrial lands. Property Tax Discounts: House Bill 2480-1 attempted to give local counties the option to eliminate the property tax discount for homeowners that pay early. Contractor Licensing Exemption: House Bill 2524 would have required real estate licensees managing property to get a construction contractor’s license when performing routine maintenance. Seller Concession: House Bill 2527 would have modified the definition of consideration as it relates to the sale of real property to require the disclosure of concessions made and negotiated during the sale. Residential Real Estate Loan Tax: House Bill 331 9 would have imposed a tax on residential real estate loans when the loan amount exceeds the real market value of the real property. Residential Real Property Disclosure: House Bill 3299 would have required the seller of residential real property to disclose, if known, whether the property is located within one mile included in the inventory of significant mineral and aggregate resources pursuant to the statewide land use planning goals. RPR® is a nationwide tax program that has information on over 1 47 million properties as well as the MLS data and pictures that go with them. Yet, that information is also provided to us on a more local level through our tax application REALIST. The past few weeks SOMLS trainers have been going to offices to train the brokers about the tools that they have at their disposal through the Multiple Listing Service. The trainers have talked about the tips and tricks when using Rapattoni and REALIST. But, the main tool that has a lot of REALTORS® excited is REALTORS Property Resource® or RPR®. While REALIST is a robust tax program that has some great features it can’t touch RPR® on two specific and important points: Reports: REALTORS Property Resource® collects loads of data on properties, neighbors and nearby communities to generate unique reports that are tailored to the type of client you are representing. These reports take all that information, graphs and charts and REALTORS Property Resource® is put them into a report that is a tool that was created by the conceptually better than what you National Association of can generate in Rapattoni and REALTORS® that combines the REALIST. RPR® has a ‘Refine Value’ tool that allows the REALTOR® to apply any changes into the property and ultimately get a better idea of the value. REALTORS® Property Resource is a robust tool that takes some time to fully comprehend. If you have a minute here or there, then you should spend some time learning more about RPR. You can find more information about the house you grew up in or the first home you owned. The information at your finger tips is vast and wants to be used. A client trusts a REALTOR® to help them find a suitable long term investment that will generate wealth or for the REALTOR® to sell their investment at a price that will maximize their return. In essence the client is paying the REALTOR® for his knowledge and understanding of the local real estate market. Yet, in today’s market the buyer and/or seller is full of knowledge that they gleaned from arm-chair economists on the news or the political sound bites that they heard. This knowledge that they have, even though might be accurate on a national or regional level, might not be fundamentally true for their situation and the REALTOR® needs to explain this to them. And like the quote from John Locke, the REALTOR® needs to understand before he/she can communicate this knowledge to their client. What we find today is that there is a plethora of accessible information out there that can be used to help you in the real estate industry. We have statistics from National and government organizations as well as local statistics that the MLS provides. This can also be accompanied by any statistics that you can generate through Rapattoni, REALIST or RPR®. 10 J u l y/Au g u s t 2 0 1 3 R E C o n n e ct National Association of Homebuilders www.nahb.org The National Association of Homebuilders publishes a few statistics that are great for the real estate industry. The nice thing about their statistics is that they look at the industry from the National level and then break them down to regions and then local municipalities. Like most stats, these show year on year change. Housing Affordability Metropolitan Area Prices www.realtor.org/topics/metropolitan-median-areaprices-and-affordability/data We can find out what the median sales price of a home for most of the metro areas in the US. Existing Home Sales www.realtor.org/topics/existing-home-sales/data This provides data on a national and regional level for the total homes sold and the median price for any given month. www.nahb.org/reference_list.aspx?sectionID=1 35 This statistic shows what percentage of homes is Pending Home Sales Index affordable to a family making a median income. www.realtor.org/topics/pending-home-sales/data NAR measures the change in real estate contract signings by month. They are an instant source of information that can confirm a belief (housing market is getting better) or validate a nagging feeling (the demand for a property is declining). Either way statistics are a great way to put forth lots of information that can be easy to read and quick to understand. Each month Southern Oregon Multiple Listing Service publishes statistics about the housing industry in Jackson and Josephine counties. These stats are a great source of general knowledge for the various areas in those counties. But, a lot of brokers spend a lot of energy and resources farming areas for listings. Rapattoni has some great tools that will allow an agent to create statistics for the area they are farming using the Rapattoni search tools. The search tools allow the REALTOR® to focus on the area or areas that they want to be an expert in. Once you create a search you can hit the statistics button to get the screen that will look similar to the picture on the right. This has basic information on how many sold, how fast they sold and the average sales price they got in relation to the listing price. At the bottom of the picture you will see a drop down menus asking for a statistical format. Pick the format you want and click on submit near the top. The next picture shows a ‘Market Statistics Report’ for East and West Medford. Under the title of the report shows the time and the area that I was searching in. This report has a lot of the same information that the SOMLS publishes each month, but it is a 1 month average instead of the three month rolling average. Finally, you can do the same ‘Market Statistics Report’ by using the various drawing search tools like polygon, radius and rectangle. These drawing tools allows the REALTOR® to focus on neighborhoods to narrow their statistics to target a house or set of houses. Rapattoni allows the REALTOR® access to a database of information that can help in their sales presentation, pricing or gathering information to predict the future course for an area that they are farming. Everett shows them a picture from the 70’s showing people with disabilities blocking inaccessible buses. The kids are inspired to their version of public action to achieve the goal that every new house would have a step-free entrance and wide bathroom doors. Learn how the kids get on the front page of their hometown paper, as their method gets them in trouble – and 16 how they achieve a sweet victory. "Libby and the Cape of Visitability" is the diary of Libby, a KWD (Kid with Disability). Written for children ages 8-1 3, this book raises awareness of the exclusion created when houses are not built with simple features that allow wheelchair users to visit or live in them. For those grownups (teachers, parents and others) that engage in meaningful dialogue with children, this book provides not only a captivating story and relatable characters, but a Reader's Guide with discussion questions and resources as well. Eleanor Smith is a well-known civil rights worker and Nadeen Green is a teacher, writer and blogger on the topic of fair housing.
