band will play at
Womancare fundraiser
DOVER-FOXCROFT - The Foxcroft Academy Alumni Jazz Band
will play a masquerade dance on Friday, October 30 at The Mill Event
Space in Dover-Foxcroft.
A light dinner and cash bar will be available, as well as masks for
those who wish to go incognito in the spirit of Halloween. The dance
runs from 7 - 10 p.m. and proceeds will benefit Spruce Run/Womancare Alliance.
The Alumni Band, including several original members of the acclaimed Foxcroft Academy Dance Band established in 1960 under the
direction of Robert Thorne, has a rich and impressive history. The
semi-professional band traveled the state for many years, playing
dances for high schools and other venues.
The band competed annually at the Maine All-State competition,
winning many first place titles and becoming the dominant force in
high school jazz. They went on to compete at the annual North Eastern Jazz Festival held at the Berkley School of Music in Boston, MA,
winning first place in 1971 out of over 200 bands.
In June of 1974 the dance band and concert/marching band traveled to Romania, giving performances from near the Russian border
to Transylvania, home of Count Dracula, to the Black Sea. They were
the first American high school band to represent the Ambassadors of
Friendship, a New York based non-profit foundation furthering internation understanding through the performing arts.
The band reunited in 1982 under the title of the Foxcroft Academy
Alumni Band, and continues to play for wedding receptions, outdoor
summer concerts, dances, and at the annual Foxcroft Academy Alumni celebration. High school students fill in on occasion, giving them
the opportunity to play with an older generation of great musicians
and learn old-school big band era music.
The dance is made possible by the event’s Gold Sponsors; Will’s
Shop N Save, Pastimes Pub, and Foxcroft Catering Co.. Tickets are
$25 each / $45 couple, and are available in advance at Pastimes Pub,
Foxcroft Catering Co., and the Dover-Foxcroft Town Office.

MAYO WINS “MOST IMPROVED AWARD” FOR WORKER SAFETY Mayo Regional Hospital’s Safe Patient Handling and Mobility Committee accepted the Most Improved
Award for Worker Safety on 10.15.2015 from the Synernet Worker’s Compensation Fund. In the photo

Synernet, Inc is the workers compensation insurance company that insures Mayo Regional Hospital employees. From 2013 to 2015 Mayo Regional Hospital saw a 70% reduction in injury cost due to a reduction
in patient handling claims. “Congratulations to the Mayo employees and the Safe Patient Handling and
Mobility Committee to keeping our patients and employees safe,” said Marie Vienneau, CEO and President of Mayo Regional Hospital.

The headline above expresses the goal of a simple
project launched by the Dover Foxcroft Congregational Church in cooperation with the Dover Foxcroft United Methodist. For a year now, we have
been offering free meals to the community.
Soon the program will hit the 1000 meal mark.
Teams of volunteers have come from within the
church but also from other organizations in the community. The women of St. Thomas Aquinas Catholic Church have joined us in our efforts and have
added another monthly meal to our calendar. Others are considering the same. Thanks also to the
Maine Highlands Credit Union for their support.
The meal is open to anyone. Some come because it
is free and helps on the grocery bill. Some come for
fellowship with old friends. Others come because it
is an opportunity to meet and serve new people. If
you would like to join us, just come.
If you are interested in putting together a team to
host a meal (one time or on a regular basis) I would
love to hear from you. If you would like to support
our efforts in other ways, I welcome your call as
well.
Meals are hosted on the 2nd and 4th Monday of the
Month at the Congregational Church. The first of
these is offered by its own members and friends,
the later by the Catholic Church. The United Methodist Church offers its meal on its campus the 3rd
Monday of each month. All meals begin at 6pm.
Be looking for information about our Thanksgiving
day meal which will be held at noon on Thanksgiving Day. It too will be free and open to all.

East Sangerville Grange will host 40th craft fair
SANGERVILLE - Doors at the
East Sangerville Grange open at
9 a.m. on Saturday, November 7
for its renowned annual Holiday
Craft Fair.
Crafters and artisans from all
around the region will be on hand
with beautiful, unique products
and gifts. Between all the honeys
and jams, wool sweaters, caps,
and gloves, handcrafted jewelry,
soaps, rugs, paintings and pottery, it will be fun and easy to
make a big dent in your holiday
shopping list when you attend
this event.
Admission to the fair, which is
celebrating its 40th year, is still
only $1. Shoppers are invited to
take a break and enjoy lunch. A
variety of fresh made soups, salads, grilled sandwiches, baked
goods, and desserts will be on
sale throughout the day. The fair
closes at 3 p.m.
Those looking for a really full
day can come back to the grange
later that evening for a performance by Gypsy Flamenco Swing
band Amerenouche, the opening
act for the grange’s coffeehouse.
Doors for the show open at 5:30
p.m. and the music starts at 7.
Tickets are available at the door
or two weeks in advance at Bob’s
Farm, Home and Garden in Dover-Foxcroft.

“I would like to use my years of varied experience...”
To the Editor:
I would like to ask for your vote on November 3, as I run for the Dexter Town
Council. I started working for the Town in October, 1976 as a deputy clerk with Helen
Wilkins. I just missed working with George Campbell and Wes Sherburne, but retired
town clerk Eleanor Smith Ronco was an active participant on the council at that
time. In the town office I worked with Margaret McCourt; Nora Cote; Cyril Pooler;
Bill Keyte; Susan Abel; and Phil Richards was town manager. Slim prescott was Fire
Chief and the Red Phone, a direct connection to the fire chief was behind my desk.
We used the siren on the Morrison Memorial Building to call out volunteer firemen.
David Clukey just began as Police Chief but Harold Knox was always around the office regaling us with his adventures as police Officer and chief - including riding his
horse up the steps of the Town Hall.
We worked with a calculator and a typewriter long before any computers were even
thought to be a daily part of office work. It would take a week before EVERY election
to type the entire voter’s list from the registration cards. The daily business of the
town was typewritten or hand written; recording births and deaths; selling hunting
and fishing licenses; and registering vehicles.
When Viola Keyte retired, I became Town Clerk. I love organizing and overseeing
elections. No computers there either and the ballot clerks - Lillian; Marilyn; Carolyn;
Benita; Betty; Helen and Florence - would stay throughout the night counting Yes’s
and No’s until we were al laughed out and giddy. When it became available, I asked
the Council to purchase the first electronic voting machine, and election results became available at the touch of a button in a more timely manner.
Upon retiring after twenty years in 1996, I completed two three-year terms on the
Town Council. The last two years I served as the first woman chair of the council - a
very responsible position I took great pride in holding. I was the Council’s representative to the Mid Maine Solid Waste Association since its inception. Five towns
- Corinna; Dexter; Exeter; St. Albans; and Ripley - joined together to create and run
an innovative trash disposal facility and recycling center. When termed out on the
Council, I did a three year term with the Planning Board. I learned more about “foot
print lake lot sizes”, zoning and landuse regulations, and erosion control methods
than I knew was possible to know.
Since leaving town employment in 1996, I spent the time raising, training and
competing three generations of Distance Horses. We race between 25 and 100 miles
on marked trails with veterinary checkpoints. In 2009, my second generation mare,
Highcountry Piper was the National Distance Horse of the year. From the trails of
Dexter to National Competitions on a homegrown horse- a very rare accomplishment.
I am lucky to have landowners genrous enough to allow me access to the beautiful
trails aroudn Dexter. When the proposed East/West highway talked about coming
through Dexter, I join Concerned Citizens of Dexter to try and protect what I love and
what I enjoy.
In 2015, I served as Chair of theCharter Review Committee. A good group of citizens who worked to bring Dexter’s Charter to a current and more timely document
used day to day in the Town Office. I am currently a member of the Dexter Board of
Appeals. I heard my first tax appeal this summer learning how complicated it is to
hold such a hearing with the information required to make an informed decision.
I would like to use my years of varied experience once again on the Dexter Town
Council. I would appreciate your vote on election day.

No More Welfare for Politicians

Question 1 on the ballot next month asks voters:
“Do you want to change Maine law to allow publicly financed political candidates
to qualify for additional funds under certain circumstances, to improve the disclosure of who pays for political ads, and to increase penalties for violations of campaign finance law?”
The proponents of this bill claim it will take the big money out of Maine politics and restore power to the people. The assumption is that it will accomplish this
by increasing the amount of money taxpayer funded candidates receive, increasing
penalties to those who break campaign laws, and requiring the top three donors to
be listed in all disclosures.
For those who may not be familiar with current campaign funding, here is a brief
overview. Currently, there are two ways a candidate can finance his or her campaign, either traditional or taxpayer funded (“Clean Election”).
In a traditionally funded campaign, the maximum donation a single person or
company can give is $750; all donors’ names are publically disclosed and available
on the Maine Ethics website; and there is no limit to the amount a candidate can
raise as long as one single person does not give more than the maximum $750.
The other way is a taxpayer funded campaign, so-called “clean election”, which
I like to call “welfare for politicians”. To receive this funding, a candidate collects
“qualifying” $5.00 checks, fills out paperwork, and gets a check from the taxpayers
of Maine. The candidate is limited to a predetermined amount and cannot directly
raise or spend any additional money. Funding for a campaign varies according to
the type of race and whether or not it is contested. For example, a House candidate
currently receives around $5,000, a Senate candidate $22,000, and a gubernatorial
candidate $1,000,000. The new law proposes to raise the amount a House candidate
could get to $15,000, a Senate candidate to $60,000, and a Gubernatorial candidate
to $2,000,000.
In addition to direct spending on campaigns, there are also political action committees or PAC’s that spend millions. A PAC is legally required to disclose its donors
just as a traditionally funded candidate is. When a PAC spends money promoting
or opposing a candidate, there is no limit on the amount of money it can use to promote or oppose a candidate. That’s right, there is absolutely no limit on what any
PAC can spend. So I ask you, what possible impact could Question 1 have on big
money in politics? The truth is none at all, since it only impacts a candidate’s direct
campaign spending.
Another effect Question 1 will have is to make it very difficult for a traditionally
funded candidate to find a treasurer, because he or she will be intimidated about
the potential of making a filing error, and as a result be subject to massive fines and
penalties. Most treasurers for traditionally funded campaigns are ordinary citizens
with no special degree in accounting or finance.
Finally, forcing candidates to list the top three donors on their literature and
other advertisements is impractical due to space limitations, and the vagaries of
which donors apply to what advertising.
It is interesting to note that the very group, Mainers for Accountable Elections,
who are promoting these changes, do not practice what they preach. They do not
list their three top donors. This was curious to me, so I looked into the situation
and found that Sean Simka Eldridge, an ultra-wealthy financier from New York,
had written a check to Mainers for Accountable Elections for $100,000. The Proteus/
Piper Fund of Amherst Mass., which is associated with George Soros’ Open Society
Foundation and the Tides Foundation from New York and San Francisco, wrote two
checks totaling $200,000. Ultra-wealthy special interest groups from outside Maine
funding a movement pretending to be against ultra-wealthy special interest groups;
does that feel like hypocrisy to you?
If Question 1 were to pass, it would cost Maine taxpayers an additional $6,000,000
in taxes. If my memory is correct, the last session of the legislature could not fully
fund seriously disabled and elderly Maine people. From where is all this extra
money going to appear?
The way I see it, Question 1 is for politicians who want to vote themselves a pay
raise at the expense of hardworking Mainers. Question 1 will have no impact on big
money spent in politics. Let’s take our money and use it for schools, infrastructure,
and elderly home care. Vote NO on Question 1; no more welfare for politicians.

Hunting buddies spend
49th season in the woods

ABBOT – Ron Geminn and
Bill Strobel became fast friends
when they were stationed at
Brunswick Naval Air Station in
the 1960s.
But chances are they never
thought they’d be hunting partners for the next 49 years.
Strobel, who was originally
from New Hampshire, now lives
in Abbot and has invited Gemmin to come up from his Huntley,
Ill. home every fall since 1966.
This year, they stayed at a
camp near the Twenty-Mile Gate
north of Pittston Farm during
Columbus Day weekend.
This season wasn’t exactly
a banner year for the hunters,
however. “I didn’t cost us anything for ammo,” Gemmin joked.
“We didn’t see anything to hunt
– no birds, no deer, no moose –
nothing. But we still had a good
time.”
Strobel agreed. “It was the
worst season I can remember,” he
said. “The leaves hadn’t fallen off
the trees and the grass was still
green. Even guys with bird dogs
were having a hard time. But we
saw some old friends up there,
shot the breeze and socialized a
bit.”
Geminn said that when both
men were in the process of leaving the service in 1966, “Bill
asked me if we were going hunting next year. I said ‘yes’ and
we’ve been doing it every fall
since then. It’s great to come up
to Maine this time of year.”
Geminn owned his own heating and air conditioning company for many years and Strobel
was a general contractor in Bowdoin before moving to Abbot 14
years ago.
Are they planning anything
special for their 50th year?
“We’re working on it,” said Strobel with a laugh. “Maybe we’ll actually bag something next year.”

Discount Apparel and More in
the vacant storefront next to the
grocery store formerly occupied
by Family Dollar.
If all goes as planned, the new
store will be open by the end of
November, said Mandy Butterfield. “We will have a little bit of
everything, but close to 50 percent of our inventory will be new
clothing and footwear,” she said.
“The rest will be general merchandise like toys and household
items, including some for $1, $2
and $3.”

said Butterfield. “Since Dave and

Mandy Butterfield, a Brownville native, said that it’s been
several years since Milo had a
clothing store. “This is our first
venture in this type of store, but
we’re very excited about it,” she
said. “It seems people in the Milo-Brownville area do like to support locally-owned businesses.”
The new store will also create
two full-time and three or four
-part time positions.

Academy obstacle course dedicated to Jeff Parola

VASSALBORO – The late Jeff Parola’s passion for physical fitness started during his basketball days
at Dexter Regional High School where he played on the Eastern Maine Class B championship team of
1985-86.
Later, as a state trooper, he completed one of the fastest mile-and-a-half runs at the Maine Criminal
Justice Academy physical fitness course.
Parola lost his life on November 13, 1994 when his cruiser crashed in Sidney while he was responding
to a domestic violence call involving a firearm. He was 27 and had been with the state police for five years.
He was also a member of the elite tactical team.
As of Sept. 25, every cadet that goes through the law enforcement course at the academy will see Parola’s name prominently displayed on a new obstacle course that includes a climbing wall, pull-up bars,
balance beams, a rope bridge, steep hill climb and more.
The course construction was actually started last year, but the rest of the stations that requiring using
telephone poles were completed this summer, thanks to Cianbro Corporation. They donated the poles,
machinery and labor needed to install them, according to MCJA Director John Rogers.
Some of the funds for the course came from the Jeffrey S. Parola Foundation which contributed to the
academy over several years to help purchase safety equipment for the tactical teams, according to Parola’s
father, John Parola of Dexter.
“When we decided not to continue the foundation anymore, we divided it up into three different areas,”
Parola said. “Some of it went to the academy, which was used toward the obstacle course; some went to the

DHHS Commissioner hears county residents’ concerns

DOVER-FOXCROFT – When
the state’s largest agency tries
to serve the needs of the county
with the fewest people, sometimes
things fall through the cracks.
That was the message brought
up several times last week at a
town hall meeting at the Penquis
Higher Education Center, hosted
by Department of Health and Human Services Commissioner Mary
Mayhew.
The public forum, attended by
around 40 people, was prompted
by a bill introduced in the last
session of the legislature by State
Sen. Paul Davis, mandating that
DHHS address some issues about
services in the county and report
back to lawmakers by January
2016.
DHHS closed its local office
10 to 12 years ago and installed
a computer kiosk at Penquis for
clients to access services. But the
system isn’t being utilized, according to Davis, because many senior
citizens aren’t computer-savvy.
Mayhew fielded numerous questions from the audience related to
the access issue and some policies
enacted by the agency that they
felt were counterproductive.
DHHS is the state’s largest
agency with a $3.4 billion budget
and 3,400 employees. Mayhew
said that the size of the department “allows us to address – in an
integrated way – the needs of individual and families throughout
the state. Their needs don’t necessarily fit into a single program but
multiple programs.
Mayhew cited the scenario of a
“75-year-old couple with a 50-yearold son with Down’s Syndrome.
His needs are increasing while
their health is deteriorating. And
they’re scared about who is going to help support their son who
they’ve cared for his entire life.”
But the commissioner said that
the biggest challenge is not just
to “meet the demands of today,
but the needs of services longterm. Our goal over the years has
been to create financial stability
throughout the department.”
MaineCare, for example, has
been stabilized, according to Mayhew and is operating more efficiently. “There’s a huge shift from
where the Medicaid/MaineCare
program has been,” she said. “For
years, it’s been more of a transactional-focused operation: claims
come in and payments go out. Now,
we are focused on demonstrating
value and quality of care.”
Often, DHHS regulations are at
odds with federal guidelines and
the state agency has to fight for
reimbursement, Mayhew told the
audience. She cited her department’s goal to provide homemaker
services that allow elderly people
to stay in their own homes “to delay the need for expensive, 24-7
residential programs or nursing
facilities.”
During the question-and-answer period, State Rep. Norman
Higgins noted that the nearest
full-service DHHS office is in Bangor “40 miles from Dover-Foxcroft.
For many others, it’s 60 to 75 miles.
So when we tell them to access
services online, the elderly haven’t
had the training – or the temperament – to use new technology. So
they simply give up.”
Mayhew said that she’ll explore
better ways to partner with community action agencies “and find
out where the gaps are, look at
what the barriers are and come
up with some strategies to bridge
that gap.” She cited the possibility
of a mobile unit or a DHHS staffer
coming to the county “a few times
per month.”
Sue Mackey Andrews, who has
worked with family advocacy
groups for several years, said that
every town in Piscataquis County
“has offered free office space for
DHHS. Our community partners
have also offered to help clients
who need services.”
Other concerns brought to Mayhew’s attention included the new
regulations that limit the amount
of assets a family can have in order to be eligible for food stamps.
Candy Cleaves, who said she has
both mental and physical impairments, said that many people
put money aside for emergencies
“if their car breaks down or their
roof collapses. Rather than to have
them seek support from another
service, let them have access to
their money so they can take care
of the situation themselves.”
Cleaves used the example of a
couple who lost their jobs at the
mill in Millinocket. “Are we going
to ask them to sell everything they
have in a community where many
people are also unemployed?” she
said. “I think there needs to be a
lot more thought put into this.”
Mayhew said that Maine’s asset limit is actually higher than
federal guidelines. “So we are looking at ways to comply with those
requirements and support what
the core function of this program
should be: to help people back on
the pathway to self-sufficiency,”
she said.
