role models.
I am pleased to note that the publication of NIEW’s
2010 Annual Report represents a 5-year milestone in
the journey that NIEW is taking in championing the
cause of women. Within the pages of this annual
report are the records of the numerous activities
conducted by NIEW in the year 2010.
As we look back, I can say that we are indeed on the
right path in our commitment to the development
and advancement of women. NIEW has done
much to create awareness and advocate on issues
pertaining to empowerment of women amongst
NAM Member Countries.
NIEW has consistently spearheaded programmes
and activities that are providing practical solutions
to problems faced by women. It disseminates
invaluable expertise and information by offering
programmes and guidance on vital issues including
women and ICT and entrepreneurial development.
I therefore wish NIEW all the best in their efforts to
make a difference to the position of women in the
NAM member countries.
We acknowledge that women are moving into
positions of leadership across the globe, and a
growing number of female world leaders are shining
role models. We can see that in Malaysia alone,
women have progressed from having access to
just a handful of occupations to gaining entry into
virtually every niche of the economy.
However, even though women take up more decisionmaking positions in the public and private sectors,
we still have a long way to go in realising gender
equality. Thus the Ministry and NIEW encourage the
holding of forums and dialogue to initiate strategies
and action agenda as well as identify opportunities
in order to derive optimum benefits for women.

I truly believe that women play a critical role in the
economy of every nation as women makes up at
least 50% of the human capital of any country. NIEW
will continue with all its activities and programmes
that promote the capacity building of women
leaders, professionals, and decision makers of NAM
member countries so that they on their part will
be able to cascade to women in their own country
the knowledge and experienced gained. This is
imperative for the development of any country that
the talent of all their human capital, male or female
be fully harnessed.

While progress is still painfully
slow, there are signs that the
talents and capabilities of
women are being recognised
and tapped to permeate the
process of development and
nation building.
In an ideal world where women make up at least
50% of the population, women would enjoy equal
rights in every aspect of their lives. The grim
reality is that women in most countries are at
best, second class citizens and at worst, ignored,
neglected or victimised. As we in Malaysia and
other NAM countries race towards development
and globalisation, it becomes more and more
critical for women to take up their rightful place as
true partners in progress.
The subject of the empowerment of women can
sometimes conjure up images of threats and
possible antagonism as women seemingly rise
up against men. However, as we can see from the
advances women have made in recent years, a new
understanding is emerging where more and more
men are advocating the rights of women.
NIEW’s many programmes and activities throughout
the year have served to promote dialogue and
understanding as well as accelerate learning and
training. I am confident that the many little seeds
planted will sprout and bear fruit among the NAM
member nations.
Here in Malaysia, the Government is targeting to
have at least 30% of the positions of key decision
makers to be held by women. Already there are
women who hold the highest offices of our judiciary,
banking and educational bodies. There are more
women than men studying in our universities. While
progress is still painfully slow, there are signs that
the talents and capabilities of women are being
recognised and tapped to permeate the process of
development and nation building. Women truly are
the catalysts of change.
I am proud to note that as an international
institute promoting and acting as a catalyst for
the empowerment and development of women,

NIEW aims to promote lifelong learning as well
as share ideas, strategies, best practices and
recommendations. It is only by educating that we
can break down barriers of ignorance and prejudices
that pervade through much of society.

It has been five years since the NAM countries
stood together and promised to bring about
advancement, development and empowerment
of women in all spheres of life in all the NAM
countries. It’s a good time for us now to review
and take stock of what has been achieved, what
challenges we had to confront and what more we
need to do in the coming years.
While much of the world is embroiled in internal
turmoil and suffering from natural disasters,
women everywhere are called upon to play an even
more pivotal role as we “hold up half the sky”. To
this end, NIEW is not merely equipping women
with nebulous theories and concepts but providing
practical knowledge and solutions that will work in
their respective countries.
I am happy to note that since our inception in
2006, NIEW has witnessed the participation
of more than 50 member countries and more
than 15,000 participants at various conferences,
symposiums and workshops organised. Our
programmes have addressed issues as varied as
poverty eradication and violence against women.
We have also recognised the need for women
to be financially fit to make a difference and in
recent years, our themes have included financial
empowerment and women entrepreneurship.
I do believe that we live in a time when anything
is possible, and NIEW is making possible the
empowerment of women. I look forward to more
positive changes, and a legacy of hope.
When response has been more than encouraging,
we still have a long way to go in realising our ideals
and dreams. In equipping women with the desired
skills to develop their full potential in order to be
self reliant, much needs to be done in the way of
education and training.
2010 for us at NIEW saw a busy calendar packed
with talks, events, visits and other activities.
Highlights include the inaugural First Ladies
Summit with its focus on early childhood
development, and courses such as Financial
Empowerment through ICT. We plan to continue
with such timely and relevant programmes in the
year ahead as well.

NIEW is the NAM Institute established by the
Malaysian Government dedicated to training, research
and knowledge management in collaboration with the
diplomatic community, international bodies, private
sector, academia and civil society to ensure the
empowerment of women and achieve gender
equality in NAM Member Countries.

Statement
To be the catalyst in providing visionary and leadership
roles including setting priorities and broad policy
directions for NIEW and its regional offices together
with NAM Member Countries to promote and enhance
the advancement of women.

NIEW’s overriding objective is to increase public awareness of and commitment
to the empowerment of women. It endeavours to achieve this by:
Conducting relevant training courses and workshops for the benefit
of NAM Member Countries;
Organising luncheon talks and lecture series on gender equality and women’s empowerment;
Conducting international seminars and other programmes on current issues facing women in NAM Member Countries including Malaysia;
Coordinating and carrying out research studies on women and
gender-related issues, with priority given to NAM Member Countries;
Sourcing, compiling and publishing reference materials on women and gender-related issues;
Enhancing skills of government officials, NGOs, the private sector and individuals to help them facilitate gender-sensitive and gender-
responsive legislation;
Supporting NAM Member Countries in their efforts to train and develop their own women;
Strategising, planning and implementing programmes that support NIEW’s mission and vision;
Actively seeking funding and sponsorship from corporations and organisations to help increase the participation of poorer NAM countries.

About
NAM & NIEW
WHAT IS NAM
The Non-Aligned Movement (NAM) is an
intergovernmental group of states that are not
formally aligned with or against any major power
bloc and representing the interests of developing
countries.
Indian Prime Minister Jawarhal Nehru was the first
to coin the term Non-Aligned Movement in 1954. It
was used to introduce his concept of Panchsheel or
Five Restraints, which encompasses:
- Respect for Territorial Integrity
- Mutual Non-Aggression
- Mutual Non-Interference in Domestic Affairs
- Equality and Mutual Benefit
- Peaceful Co-Existence
These five principles would later serve as the basis
of the “Non-Alignment Movement” when it was
officially formed a year later by Nehru and other
prominent world leaders.
NAM is focused on international political and
security issues such as decolonisation, Apartheid,
the Middle East, Palestine and disarmament. It is
also very much committed to the economic growth
and development of NAM Member Countries.
WHAT IS NIEW
The NAM institute for the Empowerment of Women
(NIEW) is constituted at the initiative of Malaysia
but in concurrence with the decision taken by the
first NAM Ministerial Meeting on the Advancement
of Women hosted by Malaysia in May 2005.
Officially established on 1 July, 2006 under the
purview of the Ministry of Women Family and
Community Development, Malaysia, NIEW is
dedicated to work towards the advancement
of women and gender equality. The institute is
equipped with facilities that will provide a wide
range of capacity building programmes including
training and research.
Its core activities are conducted on current issues
related to gender development in NAM Member
Countries in areas that have been identified as
crucial to the empowerment of women such as
politics, economy, education, ICT, health as well as
the eradication of violence against women.
NIEW acts as a focal point to enhance cooperation
among NAM Member States, as well as facilitates
the sharing of information and expertise among
NAM Member Countries in addressing these issues.
Participants to NIEW programmes is equipped
with theories, concepts, modules and approach as
well as the knowledge on practical solutions and
mechanisms on the advancement of women.
Five years after its establishments, NIEW has seen
over 15,000 people from 50 different countries
walked through its door.
Currently, the organisation has 118 members and 20
observer countries.

NIEW Management
Tan Sri Datuk (Dr.) Rafiah Salim, a lawyer by
qualification, brings with her almost three decades
of experience in the academic and human resource
fields. Rafiah was for more than five years the
Assistant Secretary General for Human Resource
Management at the United Nations Headquarters,
New York, the highest post held by a Malaysian at
the international body.

Datuk (Dr.) Rafiah Salim is a lawyer by training,
obtaining LLB and LLM from the Queens University
and Certificate of Legal Profesion in 1987. She was
admitted to the Malaysian Bar the year after.
Rafiah has been active in publishing academic
works and in presenting papers at both local and
international platforms.
In 2003, on returning to Malaysia, Rafiah was given
the responsibility of setting up the International
Centre for Leadership in Finance (ICLIF), an institution
entrusted with the mandate of training corporate
CEOs of the region. In 2006, she was made the Vice
Chancellor/President of University Malaya, the first
woman to be appointed a university president in
Malaysia.
Amongst other posts held by Rafiah was as General
Manager (HR) of Maybank, Assistant Governor of
Malaysia’s Central Bank and as a lecturer and Dean
of the Faculty of Law, University Malaya.
She was awarded the Darjah Kebesaran Panglima
Jasa Negara (P.J.N) by the Seri Paduka Baginda Yang
di-Pertuan Agong XII, Tunku Syed Sirajuddin ibni AlMarhum Tuanku Syed putera Jamalullai in 2004.
She was awarded the Panglima Setia Mahkota
(P.S.M) from His Majesty The Yang Di-Pertuan Agong
Al-Wathiqu Billah Tuanku Mizan Zainal Abidin Ibni
Al-Marhum Sultan Mahmud Al-Muktafi Billah Sahah
in conjunction with His Majesty’s Official Birthday in
2011.
In 2005 she was awarded Honorary Doctorate from

Women and the New
Economic Model

The NIEW Gender Series Talk for 2010 was held to discuss and
obtain feedback on the recently introduced New Economic
Model (NEM) by the Honourable Prime Minister of Malaysia. The
discussion was critical in incorporating women’s roles, needs and
participation into the plans and strategies for the implementation
of the NEM.
NIEW invited three speakers from the National Economic Advisory
Council (NEAC) who are directly involved in the formulation of
the NEM, namely the Hon. Datuk Dr. Mahani Zainal Abidin, the
Hon. Datuk Nicholas Zefferys and Professor Dr. Normah Mansor.
400 women professionals from both public and private sectors
participated in a very constructive discourse.

Work - Life Balance

Now, more than ever, women are recognised as a key component
of the human capital and economic growth of a country. With
women making up half of the population as well as the workforce,
it is imperative that they be given equal opportunities to ensure
their workplace productivity and progress.
The Hon. Senator Dato’ Sri Shahrizat Abdul Jalil, the Minister
of Women, Family and Community Development, called on all
employees, the public and private sectors as well as trade unions
and individuals to support the Malaysian government’s aspiration
to get more women into the workforce.
Conceived with this goal in mind, the Work-Life Balance Conference
2010 was jointly organised by NIEW and NGOs Gorgeous Geeks
and eHomemakers. The conference theme of “Work-Life Balance:
The Way Forward” provided a broad platform to address the need
for both women and organisations to achieve an ideal work-life
balance. Participants also gained invaluable insights that will
enable them to formulate their own work-life balance strategies.
Participants had the privilege of listening to an international
panel of speakers from different backgrounds and sectors. These
distinguished professionals imparted invaluable insights on the
lessons, challenges and experiences in implementing an effective
work-life balance framework within their respective organisations.
About 300 participants from various sectors attended the
conference.
The two-day conference also discussed the three key areas
of WHY, WHAT and HOW in developing a successful work-life
strategy for an organisation as well as a healthy and flexible work
environment for its employees.

Forum on the Impact of the
2011 Budget on Women
The NIEW International Conference on the
Health & Well-being of Displaced Women

In his 2010 Budget announcement, the Hon. Prime Minister of
Malaysia Dato’ Sri Mohd Najib Tun Razak recognised that women
had an important role to play in the nation’s development. This
inspired NIEW to initiate “The Impact of the 2011 Budget on
Women” forum to discuss and identify the opportunities and
impact of this budget.
NIEW has always strongly believed that before women can be
fully empowered, they must first be financially and economically
independent. This forum served to highlight the 2010 Budget’s
contribution towards this objective.
Held on 26 October, 2010 at Auditorium Tun Mohamed Suffian,
Faculty of Law, Universiti Malaya, the forum highlighted the
opportunities and benefits in the budget which acknowledged
women as an integral part of the workforce. The event was officiated
by the Hon. Dato’ Dr. Noorul Ainur Mohd. Nur, Secretary General of
the Ministry of Women, Family and Community Development and

attended by 200 participants from various government agencies,
NGOs and academicians.
The forum panel comprised the Hon. Dato’ Dr. Mohd Irwan Serigar
Abdullah from the Ministry of Finance, Prof. Dr. Norma Mansor
from the National Economic Advisory Council and Assoc. Prof.
Dr. Sulochana Nair from Universiti Malaya, with NIEW Director,
the Hon. Tan Sri Datuk (Dr.) Rafiah Salim acting as the forum
moderator.
Every year, tens and thousands of women around the world
are displaced by wars, conflict, natural disasters and overdevelopment. Many of them share the responsibility of providing
for their family members, so anything that affects their health
and well-being will impact on the health and well-being of their
families too. As such, their needs should be prioritised.
Held at the Mandarin Oriental in Kuala Lumpur, the NIEW
International Conference on the Health and Well-Being of Displaced
Women offered a unique perspective on the issues and challenges
faced by these women. The two-day event helped participants
gain a better understanding of the complexity of displacement
and indentified gaps in healthcare, livelihoods and the treatment
of displaced women.

international speakers including keynote speaker Elisabeth
Rasmusson, Secretary General of the Norwegian Refugee Council.

displaced women during the “Voices of Courage” sessions where
personal stories of adversity were shared.
Various critical issues were identified and discussed in group
meetings, roundtable sessions, workshops and panel discussions.
Concerns of aid workers and policy makers tasked with ensuring
the well-being and physical protection of displaced women were

Forum on Women in Leadership
From An Islamic Perspective

The Women in Leadership from an Islamic Perspective forum was
jointly organised by the Ministry of Women, Family and Community
Development, through NIEW, and the Secretariat of Advocacy
and Empowerment of Muslim Women (SENADA). It was held at
Universiti Malaya’s City Campus in Kuala Lumpur on 2 December,
2010.
Chief Secretary to the Government, the Hon. Tan Sri Mohd
Sidek Haji Hassan officiated the forum and presented
the keynote address. About 400 participants comprising
politicians, senior government officers, academicians,
professionals and NGOs attended the event.
The forum’s main aim was to address the issue of women in
leadership positions from an Islamic perspective, and discuss the
subject objectively based on the Al-Quran and Hadith. Panelists
included the Hon. Professor Dato’ Dr. Mahmood Zuhdi Abdul
Majid, Associate Professor Dr. Raihanah Abudullah and Associate
Professor Dr. Mohamed Azam Mohamed Adil. The forum was
moderated by the Hon. Tan Sri Datuk (Dr.) Rafiah Salim, Director
of NIEW.

The Putrajaya Declaration +5 Roundtable series was organised
by NIEW in collaboration with the National Council of Women’s
Organisations (NCWO). It was held at the Swiss-Garden Hotel
from 20 to 21 July, five years after the Putrajaya Declaration was
officially announced at the first NAM Ministerial Meeting on the
Advancement of Women on 10 May, 2005 in Putrajaya, Malaysia.
The purpose of the roundtable was to review Malaysia’s progress
and achievements in empowering women under the Putrajaya
Declaration, especially in key areas such as Women in Poverty and
Economic Development; Women and Education, Health, Media and
ICT; Women in Power and Decision Making; Gender Mainstreaming;
Violence Against Women; and Women and Disaster Situations.
The roundtable provided a great platform to assess the success of
the Putrajaya Declaration as well as identify gaps and challenges
in its implementation. Through these sessions, critical areas that
need to be addressed by 2015 were also prioritised.

Women for Sustainable Living
Eminent speakers delivered enlightening panel presentations
on the different areas highlighted in the Putrajaya Declaration.
Working group sessions were also organised to discuss the
way forward. All discussions and comments were documented
and presented to the Honorable Minister of Women, Family and
Community Development. The input and information collected will
be used by the Ministry to heighten public awareness of the roles
of women in Malaysia as well as those in NAM Member Countries.
A total of 150 participants attended these roundtable sessions
including academicians and representatives from various
government agencies and NGOs.
One of the most pressing environmental issue that plays a pivotal
role in its impact on the environment stems from the management
of a household. With the awareness that without women’s full
participation, sustainable development cannot be achieved,
NIEW in partnership with the United Nations Association of
Malaysia (UNAM) has taken an initiative to organise a workshop
on empowering women towards sustainable living.
The entire programme is designed to beef up the general
knowledge of women on their impact on the environment and
also to provide action-oriented solutions for them to advocate
and practice at home or n the workplace.
Senator Madam Heng Seai Kie, Deputy Minister for Women,
Family and Community Development has grace the event with
the crowd of 200 participants comprising government officials,
academicians, professionals and NGOs.

NIEW organised a Minister’s Luncheon with various ambassadors
hosted by the Hon. Dato’ Sri Shahrizat Abdul Jalil on 11 February,
2010. Ambassadors from both NAM member and non-member
countries were in attendance, and witnessed the launch of the
NIEW inaugural journal. This international journal captures the
essence of NAM and NIEW as well as the status of women in NAM
countries. It also features a broad mix of articles that reflects a
diverse range of issues in the various NAM countries.

Day & Exhibition, with encouraging response from both the public
and ministry staff. Launched by Hon. Datuk Norhayati Sulaiman,
the then Secretary General, of the Ministry of Women, Family &
Community Development. The event’s theme was “Treasuring
Knowledge through Reading”. Among the many activities were
Poetry Reading, Public Speaking, Spelling Competitions, book
sales, session with cartoonist and a motivational talk by Hon.
Dato’ Dr. Mohd Fadzilah Kamsah entitled “Towards Empowering

This three-day camp was held from 13 to 15 December, 2010 at
Universiti Tun Hussein Onn Malaysia (UTHM) in Batu Pahat, Johor.
It was jointly organised by NIEW and UTHM.
Youth Sustainability Camp (YSC) 2010 offered 300 university
students the opportunity to engage in and share their ideas on
sustainable community building in a creative environment. The
main objectives of the camp included exploring the definition
of sustainability from a youth perspective and increasing the
participation of youths in the protection and preservation of the
environment.

On 16 April 2010, Tan Sri Datuk (Dr.) Rafiah Salim was given an opportunity to brief the Permanent Representatives to United Nations of several
NAM Member Countries on NIEW initiatives.
Tan Sri Rafiah in her briefing, among others, spelled out the 5 years strategic plan that NIEW has in place for women of NAM. Among the
strategies mentioned was the need for an increased international support by other NAM countries especially in terms of financial. It is also
imperative not to view NIEW as solely a Malaysian effort.
Tan Sri Rafiah also stressed on the importance of cascading the information on the service and training provided by NIEW to the relevant
groups back in their respective countries.

Centre
The NIEW Resource Centre (NIEW RC) houses approximately
6,000 volumes of monographs, books, journals, magazines,
annual reports and statistics as well as a wide range of audiovisual materials such as CDs and DVDs. The collection, which
encompasses both print and digital formats, cover a variety
of topics such as women’s rights, suffrage, sexuality, health,
education, reproductive rights, parenting and family, science
and ICT.
Visitors have access to an archive of news cuttings that are
classified by subject. Reports on NIEW activities as well as
annual reports and statistics from other agencies and ministries
are also available for reference and research purposes.
The Resource Centre follows the Library of Congress Subject
Headings and Dewey Decimal Classification System to organise
its collection into categories such as Reference Collection,
Special Collection on Women and Gender Studies, Malaysiana
and Novels. In addition to its reading and loan services, the
Resource Centre also coordinates an exhibition programme to
complement the institute’s activities.
The NIEW Resource Centre is located on Level 2 in Wisma
Sime Darby. It is open to the public from Monday to Friday,
9am - 5pm.

Upgrading of NIEW Computer Lab
NIEW has always strived to keep pace with the latest trends in
technology. From October to December 2010, the institute’s
Computer Lab underwent a major upgrade of its equipment
and facilities. 31 new computers with ergonomic features and
improved seating arrangements ensure the comfort of users.
Located on the 8th Floor, it can accommodate up to 31 users
at one time.
Upgrading of NIEW Website
The NIEW website is constantly being enhanced and updated to
reflect the institute’s standing as an international knowledge
and resource centre. In 2010, the NIEW Information Technology
Unit introduced several new features to it including a foreign
language translation tool offering 55 language options, forum
platform, online surveys and interactive RSS feeds. The website
was also refreshed with a new colour theme and enhanced
graphics to maximise the user experience.

Certification
In June 2010, NIEW initiated its certification assessment
process for ISO 9001: 2008. The certification is to validate
its capabilities in the provision of training courses to
facilitate capacity building and the production of course
training materials. This certification is also an important
step for NIEW towards achieving its vision.
After successfully undergoing two stages of Audit
Processes, NIEW received its ISO 9001: 2008 certification
entitlement towards the provision of training courses
for NAM Member Countries. The certification was
carried out by Moody International Certification, one of
the most reputable international certification bodies in
the world.
