This year’s theme, “Crime Victims’ Rights: Fairness. Dignity. Respect.”, recommits victim advocates to ensuring that all victims know about their rights, and that victims are treated with fairness, dignity and respect. Many years ago, victims’ concerns were not considered in the criminal justice system. Victims of crime therefore suffered unfairness, indignities and disrespect. In recent years, attitudes have changed. As of 2010, every state has passed victims’ rights laws and has compensation funds; there are constitutional amendments in more than 32 states, including Virginia; and more than 10,000 victim assistance programs exist throughout the country. Such changes have made victims participants, rather than bystanders, in the criminal justice system. Crime victims need help but may not know where to turn for assistance. As director of the Fluvanna Victim/Witness Assistance Program, located in the commonwealth’s attorney’s office, I work to ensure that victims are aware of their rights and help them navigate the criminal justice system. The prosecutors then work diligently to ensure that victims are treated fairly when their cases proceed to court. In 2009, our office assisted over 250 victims with offenses including robbery, sexual assault, domestic violence, breaking and entering, larceny, and malicious wounding. These are real victims in our own community. No one wants to be a victim or to have to come to court. But, if you are a victim, you play an important role in the criminal justice process, and you have rights. You have the right to information, to be present in court, to request restitution, to explain the impact of a crime in felony cases, and to advance notification of court dates, among others. Above all, crime victims have the right to fairness, dignity and respect. Sherri L. If one assumes, for example, a census count of about 26,000, and Lake Monticello at forty percent of that (or a bit over 10,000 residents), then that would suggest that residents of Lake Monticello would be entitled to three supervisors, and the remaining county residents five. Add to that a chair elected at-large and the board would have nine members. And what is the point of an at-large chair? The chair, or the chairman/chairwoman for those who prefer clarity, if effective, does more than just run the meeting. A strong board leader can guide the agenda, develop a work program and cajole board members. If elected at-large, the chair also would be a moderating, rather than polarizing, influence on the board. It is no secret that Cunningham is the most conservative of the districts, while Fork Union and Columbia the most liberal. An at-large election would force candidates to take all of those views into account and defend them to a much more politically diverse audience. That would be a good thing and something that would temper the more ambitious. Ideology still could prevail, but there would have to be a more rigorous defense of positions and a greater critical examination of issues. Or so one might hope. In any event, supervisors will have to face these issues after the census data are published. There is an opportunity here to fix something that has not particularly served the public well over the past few years. The census requires that it be fixed every ten years, even if it is not broke. In this case, it is. Obviously, it only takes three votes out of the six to block anything. Now depending upon ones’ perspective, that can be a good or bad thing. But it is not very representative of the people. Electing a pope requires a twothirds plus one vote – passing a county budget should not. So what to do. Fortunately, the 2010 census provides an opportunity to set things right and to increase representation. Because of the one person – one vote principle, it is time to readjust the political boundaries in the county to reflect demographic growth and distribution. Supervisors have the opportunity to make the board not only more representative, but also more democratic. All they have to do is increase the size of the board by an odd number. Increasing by one to seven members would solve one concern, mitigate another, and do nothing to fix a third. Here are the concerns supervisors could correct: The problem of requiring a super majority noted earlier; The issue of proper representation: if estimates are correct, Lake Monticello residents should have about forty percent of the seats on the next board; and, Let the people elect the chair through a countywide vote for that position. GIFFORD CORRESPONDENT Feda Kidd Morton . Fluvannian Feda Kidd Morton spoke to a group of Republicans at a breakfast at Lake Monticello Saturday. Morton is among seven candidates running for 5th district congressional seat held by Democrat Tom Perriello. Morton says she had never considered running for congress until Republican Virgil Goode – who lost to Perriello in the last election encouraged her to take the plunge. “A grass roots woman would have a chance against Perriello,” she said Goode told her. “We need to return to our founding documents and I encourage you to read the Constitution,” Morton told the gathered Republicans. “Government does not control you, you control government.” Morton spoke about her humble roots and how her mother went to work and held together a family of six children after her father died. “Someone told me, God made the bird and the worm, he did not give the worm to the bird. “We are overtaxed and businesses are over-regulated and this hurts those looking for work because companies may not be able to provide the jobs needed,’’ Morton said. “We need a free enterprise system.” She is also in favor of decreasing taxes on families and small business owners so that they can expand and create new jobs. She believes in the need to cut wasteful spending, in a strong national defense, and to stop illegal immigration. She is also opposed to government-run health care. “Government cannot keep expanding and expect revenue when people are out of work.” She then pointed out that a federal employee has $40,000 in benefits while the average American only draws $9,000. Morton has a B.A. in biology from Longwood University and a Master of Education Degree in motor learning and sports medicine. She began her teaching and coaching career in Buckingham County, where she was born and raised, eventually moving to Fluvanna. Von Keyserling Wins Teaching Award Virginia educator Gayle von Keyserling was named as a runner up for the national 2010 Toyota Family Literacy Teacher of the Year award April 11 at the National Conference on Family Literacy in San Antonio. Von Keyserling, who specializes in adult education, GED preparation and English as a Second Language, has worked at Families Learning Together in Palmyra for eight years. As part of the award given by Toyota and the National Center for Family Literacy, she received a scholarship to the NCFL conference and a $500 grant for travel expenses. The vehicle, a pickup truck belonging to James Raymond Sisson, was driven deep into the woods without any indication that its brakes were applied. A short time later, an off-duty Fluvanna County sheriff’s deputy observed the truck in the woods. He called 911 for assistance. When he approached the pickup, he encountered Sisson. At that time the deputy observed a strong odor of alcohol emanating from Sisson, according to a court official. His eyes were bloodshot and his speech slurred. A breathalyzer test administered later showed a blood alcohol ratio of .18%, more than twice the legal limit. Sisson was arrested and charged with felony driving while intoxicated and driving with a suspended license. This was his third intoxicated driving offense within the last five years. His last conviction was within seven months of the November incident. At the jury trial held on April 9th, testimony was presented to establish the offenses, including the breathalyzer results and the time of the 911 call. Breathalyzer tests must be administered within three hours of the accident to be admissible in evidence. Sisson’s attorney countered the prosecution evidence with testimony from the defendant and his girl friend that he was not driving the truck. They attempted to raise doubt about the timing of the accident in order to render the breathalyzer test results inadmissable. Assistant Commonwealth Attorney Frank offered rebuttal testimony using the information obtained from several recorded telephone conversations. While Sisson was in custody awaiting trial, the commonwealth attorney retrieved several telephone communications made by the defendant to his girl friend, his mother and sister. (All telephone conversations involving inmates are recorded.) This information enabled the prosecution to refute the defendants claim that he was not the operator of the truck. After deliberating for approximately 35 minutes, the jury found the defendant guilty of both charges and recommended a total of four years in prison and fines totaling $2, 000. Sisson was remanded to the regional jail pending sentence on June 24th. One of the biggest costs is all the freebies we give out.” At the side entrance to the school Norma Searcy was handing out those freebies—tee-shirts, tote bags, pencils, sticky notes and lip balm. “It’s always a well-attended event,” one volunteer related with a smile, “Last year I think we had about 400 people show up.” It’s not clear how long the annual Celebrating Children Fair has been going on—one source stated, “8 to 10 years,” another remarked “at least 10 years.” What is clear is an extraordinary variety of resources and services are available in Fluvanna to address the needs of local children and their families. As a bonus, those in attendance had a great time. “The fair is a tradition [in Fluvanna]—an annual event held at the middle school,” Angell Husted of Angell’s Dance & Fitness Studio, explained. “Businesses, organizations and agencies that have anything to do with children are invited—there are at least twenty here today.” The cafetorium at Fluvanna Middle School was alive the morning of Saturday the 17th with an exciting variety of interactive exhibits and purveyors of information. “There will be demonstrations too,” Angel continued and pointing to a framework of plastic PVC pipe standing to the left of the stage said, “That’s my portable ballet barre,” (sic) and explained her students would later in the day Face painter Nancy Miner creates a blue Jeff Carr. As a team, they have been raising funds to donate and recently hosted a fundraiser dance at Lake Monticello. The local band Borderline came out to entertain. It was a good time for a good cause. “The turn-out was low but the spirits were high and attending supporters had a great time. Of course, I was highly disappointed with attendance, but for such few people there we actually raised $600 before expenses and ended up with $360.00. My count was 33 people,” said Pamela Johnson, who wept when the band, Borderline donated $110 of their evening’s proceeds. “This has no way discouraged me from doing a similar event again. In fact, supporters at the event said they would like me to do another dance with the same band. So, I'm happy that I raised some money and made quite a few people very happy. That's something,” she said. Some area businesses, local crafters and artists also donated items for the raffle which helped to raise some of the funds during the dance. The local businesses included: Fluvanna Hardware, Salon DeShano, Ashlawn Grille, TJ's Tavern/DoubleTree Hotel, Palmyra Automotive, Joann Oss, Harold and Mary Ann Hayward, Britt Johnson, Wayne and Karen Craig and Alan and Nancy Steward. “We are doing this because our mother died from cancer,” said Pamela Johnson, who believes in the work of the American Cancer Society. This is why she, her husband and siblings have formed a team to raise funds to help others and find a cure. This was certainly an evening for celebrating life and remembering those lost. Many communities like Lake Monticello, host Relay For Life events. Relay For Life is an overnight event, where survivors and families of those who lost their lives to cancer can come together, raise money for research and give support to those fighting the disease. There are many ways to help including volunteering. “Those who couldn’t make it to the dance we will still take donations,” said Pamela Johnson. So far there have been 307 participants making up 58 teams which have raised over $28,000. But more still needs to be done in the next forty one days before the relay on May 22-23, at the Monticello High School. To Advertise Call Lisa Hurdle 591-1000 ext.29 reviewdesign@embarqmail.com CogswellStone Mandy Patchen, owner of Fancy Hill Farm, wants to “give your child the gift of horseplay.” “I have been getting calls from mothers as far away as Ruckersville, Madison and Waynesboro,” said Patchen. “There are not a lot of riding camps for pony and horse crazy kids.” Fancy Hill Farm is located on Fancy Hill in Palmyra, overlooking the Blue Ridge Mountains, the Rivanna River and Thomas Jefferson's Monticello. Sitting on the property is a historic Federal period colonial, built by the founders of Palmyra, including Judge William Shepherd and others. The basis for the camp is to give those who are interested in riding a chance to explore it further and for those already riding to learn more. According to Patchen, the age of campers range from 8-14 and they are grouped by age and level of riding ability. Patchen wants kids to have fun learning to ride. The kids are divided into their respective groups and eventually teamed up with a buddy. In the mornings they have a riding lesson and learn horsemanship and in the afternoon enjoy an art-related project and games. “Everything is horse related,” says Patchen. Parents provide lunch, snack and a drink and the camp provides plenty of water. Once a week, a professional will come out and talk with the kids about horses including a farrier or a veterinarian or an expert in equine nutrition or proper tack for riding. On Fridays, the kids will have a horse show for parents to show off everything they have learned through the week. “Everyone who works with me is qualified and has experience working with kids and horses and has an educational background,” said Patchen. Growing up outside of Baltimore in Butler, Maryland, Patchen came from a horse-oriented family. She began riding lessons at the age of five and has been hooked ever since. She received her first pony at age eight and after lessons and a few years at The Greenspring Pony Club, she discovered her passion was in the show ring where she rode hunters and jumpers. Patchen, who has a degree in education, has had years of experience in a variety of equestrian classes as well as instruction and training. She brings her discipline and knowledge of riding and showing to those eager to learn more and gain a solid foundation. Most of Fluvanna’s business owners would agree. Many of the business people interviewed for this article said the recession hit them hard – though they now see the end in sight. But the Fluvanna business community agrees that customers need to consider buying in Fluvanna first before venturing into Charlottesville or Richmond to spend money. Walter Salanova, the owner of Villa Nova’s Restaurant and Pizzaria, voiced his concerns. "The economy has definitely taken a turn for the worse and this is a delicate period for most businesses in Fluvanna County. Because so many of our residents work in Charlottesville and Richmond, people tend to shop and eat out where they work. Our local Fluvanna economy needs local support. By spending here, our community is helping us to increase employment opportunities and help our local government, schools and churches". Vicki Karabinus, the Fluvanna County economic development coordinator, agreed. “One of the biggest pitfalls, of course, is that so many Fluvanna citizens travel outside the county every day for their jobs. It’s very easy to do some quick shopping or run errands during lunch or on the way to or from work. As we find ways to attract businesses to Fluvanna County and have more jobs for our citizens’ right here, that trend should begin to change,’’ she said. “But, again, many times people shop elsewhere simply because they are unaware of what businesses we have here. Our businesses have to be relentless when it comes to marketing themselves. It takes effort to constantly remind potential customers that our businesses are owned by friends and neighbors, and that shopping close to home benefits everyone.” Karabinus also offered some sobering statistics. Out of a workforce population of about 14,000 people, as many as 60 percent travel outside the county to work, mostly in Charlottesville and Richmond. “By definition we’re a bedroom community. Most probably shop where they work,’’ she said. “They shop in Fluvanna at nights or on weekends. So we’re losing a lot of revenue.’’ Business owners agree that more needs to be done to get residents to shop local, but how to entice them has many scratching their heads. Jeff Craig, co-owner of Do It Best Hardware said, “It is in the best interest of the customer to patronize Fluvanna businesses. Consideration should given to community businesses and be the first choice. All the businesses work together and we patronize each other.” He added that his prices are competitive and that he can match any price out there. In big box stores, customers may feel overwhelmed but not at Do It Best, where friendly staff are welcoming and helpful. Customer service is the one commodity that makes shopping in Fluvanna a pleasant experience and one that cannot be duplicated anywhere else. Mike Hartling, owner of the Dogwood Restaurant and the Eagle’s Nest, has always made the customer a number one priority as does Terry Brown of Mailbox Express. To them the customers, particularly the regulars, are like family and part of the community they call home. The same welcoming local flavor is spread throughout most of the businesses in the county. When customers enter Brown’s business, he’ll greet them with a smile and ask how the kids are and chat for a minute. Marisa Vacca, owner of Marisella’s Restaurant, has had her ups and downs and survived but says she is remaining positive. Dianna Campagna of Blue Ridge Builders Supply & Home Center stated, “We had new customers say they didn’t know we were here.” Bob and Janet Ullenbruch of the Palmyra Country Store, echoed the same sentiment. “We have customers who come here, some live at the Lake, and say ‘I didn’t know you were here,” said Janet Ullenbruch. There are too many to mention. The one I am going to talk about is the bulb gardening. It is fun and easy to do with a few children helping around the neighborhood. You can even invite your friends and family and make it a party. First you check all the bulbs to make sure there not mushy. After they are firm you dig holes depending on the kind of plant bulb it is. Some bulbs need deeper hole and more room. Plant the bulbs around the border of your garden, around trees, in a row, or put them anywhere in the yard for a little bit of color. They adapt to a wide range of growing conditions. They grow at different seasons of the year. Some bulbs are planted in the fall and come up in the spring. Then there are others that you plant in the spring and come up in the summer. There is practically no care needed to be given to flowers bulbs. But make sure you always plant the root part in the ground with the pointed part -- the bud part -- up. That pointed bud part is never covered with soil or fertilizer. For example large tulip bulbs need a hole 6 to 8 inches deep. Spacing is 1 to 3 inches from other bulbs because the flowers need space to spread out. Watering the flowers is important but if you don't have a lot of time it is all right. The plants will survive. The flowers will just be a little smaller. Mulching around the bulbs is important, however because it holds the moisture in the soil and mini- mizes the rapid temperature changes. Mulch helps prevent the shoots from coming up too early and helps summer flowering bulbs like lilies. You can use are cow or horse manure, straw, hay, peat moss, pine needles, and composed bark as mulch. Mixing the soil with organic matter is alright. You don't need fertilizer with bulbs. The last thing we will talk about is dividing the bulbs, which is very easy to do. Examine the main bulb and look for small bulbs. You very carefully remove the little bulbs and store them. When it is time, you can plant them in the ground and then you have more of the same flowers blooming the next year. It can save you money. Bulbs pretty much tell you what they want all year round if you look closely. Some people do forget to dig the bulbs out every year from the ground. So after many years in the ground they do multiply. The best thing to do is to dig each kind of bulb up after they’re done blooming. Put them in a dry paper bag, a shoebox in a garage, a potting shed or someplace where it is dark and dry for the winter. Make sure you keep animals away from the bulbs like squirrels and mice that are looking for food in the winter time. If the bulbs shrivel while being stored, sprinkle a little water on them. Don’t get the bulbs too wet though or it will make it a mushy bulb. Bulbs are low maintenance and fun. So the next time you want to plant flowers think of the bulb. (434)981-6695 | The 15th of April was not only tax day but also the day when Preston Browning, Jr. came to lecture at the Fluvanna Friends of the library and discuss his recently published book, Affection and Estrangement: A Southern Family Memoir. Browning was born in Culpeper, Virginia and grew up there during the 1930s and 1940s. His book echoes the footfalls of that era. Browning received a B.A. in history from Washington and Lee University, an M.A. in English from the University of North Carolina and a Phd in religion and literature from the University of Chicago. He taught English at the University of Illinois at Chicago for more than 30 years. He and his wife, Ann, currently manage Wellspring House a retreat center for writers and artists in Ashfield, Massachusetts. His book had its genesis in sketches he began writing of his relatives and ancestors. He has deep roots here in Virginia and he began writing about some of his eccentric relatives such as his cousin Virgie who was jilted at the altar and became a reclusive spinster. He also wrote about his maternal grandmother Mary Cornelia Cabell Stevenson. She lived in Nelson County at Norwood. She was related to the Cabell family for whom Cabell Hall at U.Va. is named. Her family was quite prominent and as a child she led the life of a Southern belle. Her family founded the prestigious Norwood School. However her married life was far from tranquil. Her husband took her to Rappahannock County which was quite rural. Her siblings lived in Washington, D.C. and socialized with congressmen. She must have felt twinges of envy. Another noted ancestor of which he wrote was one of Fluvanna’s founding fathers John Hartwell Cocke. Mr. Cocke attended William and Mary where he fell under the spell of the enlightenment and was greatly influenced by one of his professors Bishop Madison. Throughout his life he was a foe of slavery, alcohol and tobacco. This did not endear him to his fellow Virginians. He was beside the canal and urged the canal boat men to drink spring water rather than demon rum. (It should be noted that the Fluvanna County Historical Society has lots of information on John Hartwell Cocke and anyone wishing more information on this leading citizen of our county should contact them). Virginia laws at that time forbid teaching slaves to read and write but Mr. Cocke ignored that law and educated his slaves. He was also a friend of Thomas Jefferson and was one of the founders of the University of Virginia. For many years he was active in the Temperance Society. He lived at Bremo and the canal passed by his property. GIFFORD CORRESPONDENT She appears everywhere in the county – she was recently seen at the Fluvanna Middle School for Celebrating Children Fair -- and is a magnet for kids at local events. She doesn’t use canvas for her works of art but transforms children into fantasy beings instead using her skill and imagination as a face painter. Nancy Miner will say that that there is always more to learn about her craft and talked about her recent trip to New Orleans for the fourth annual Living Arts Fete, an annual four-day advanced face and body painting convention. “It was absolutely amazing. For those of you who are Harry Potter fans, like me, it was like leaving the Muggle world and going off to Hogwarts for four days. It was a completely different take on reality and I must say it was very hard to come back to earth again,” said Miner. There are hundreds of face and body painting classes and conventions all over the world, but she chose the Louisiana fete for several reasons. All the instructors were working face and body painters, even the ones who travel all over the world and have won international competitions. It's also a small gathering, limited to about fifty painters. “You get hands on, one-on-one instruction from the best face and body painters in the world. Literally. These are people who have won the World Body Painting Championships in Austria – the rock stars of face and body painting. Since I had never done any body painting and wanted to try my hand at it, these seemed like the best folks to teach me.” Miner’s last, but definitely not least reason was that the conference was held in New Orleans, one of her favorite places to visit. She spent a great deal of time painting and very little sleeping. “This was my first try at body painting; this is cutting edge stuff, used in high-end commercials, print advertising, fashion shows, and so forth. While I don’t see body painting ever becoming a huge part of my business, I do occasionally get requests for it, and I wanted to see what it's like.” Miner says the way it usually works body painting competitions is that there are teams of three or four artists, with a lead artist who comes up with the design and then assistants who help create it. Her team at LA Fete did two full body paintings and entered the second one into a body painting competition at one of the night clubs in the French Quarter. Miner liked the diversity of activities. The first night, her team ate dinner at the home of one of the organizers in the Quarter, painted each other, and then went to the St. Patrick's Day Parade. The second day they had face painting classes during the day, then painted each other like zombies and went on a Zombie Crawl through the Quarter. “That was a hoot – there were about 20-25 of us and tourists kept stopping us and asking to have their picture taken with us. We also scared several small children, which is always fun.” By the third day they had more classes and in the evening her class broke up into teams and did body painting on professional models. 2 0 | F LU VA N N A R E V I E W | A p r i l 2 2 , 2 0 1 0 “It may take six or eight hours to do a full body painting, depending on the level of detail.” The fourth day, after classes in the morning, her team spent the afternoon and evening painting their entries for the body painting show and competition. A panel of judges, plus the audience, was also allowed to vote. Miner adds that the competition is going to be featured in the next issue of Illusion, an international face and body painting magazine. “Every year, the painters from LA Fete hold a fundraiser. Last year it benefited the New Orleans Children's Hospital. This year, the money went for earthquake relief in Chile and Haiti.” “Face painters have to be the most open and most sharing group of people I know. Because LA Fete is small, you get more instruction than what goes on in the classes. Everybody helps everybody. Even though I was new, I could walk up to anybody there and ask for help with anything I was stuck on.” “Some of the things I learned were practical tips, like how to paint a fast snake design using the mesh bag that onions come in, and some were familiar designs painted in a new or different style, like a rose and a spider with a tribal motif. And, in return, I was able to help other painters with designs or products where they were having problems.” Miner says she is already making plans to go to LA Fete again next year. I have been painting since 1996 and I still practice an average of an hour a day.” Miner belongs to a local face painters' guild that meets monthly. “We watch face painting videos, teach each other new designs, and help each other solve problems. Hogg, a well known local artist and watercolorist, has done many demonstrations and has exhibited with the group. She opened with 11 commandments for watercolorists. Many of these never-do-techniques are always reminders handed down through generation of experienced and expert artists and always worth sharing. Hogg also shared some secrets and tips she uses when painting. “I use Ox Gall when painting watercolor portraits,” she said, “a couple of drops of Ox Gall keeps the paint flowing more easily.” One of the questions that always comes up for artists is how not to make muddy colors or mud as we artists call it. “Some watercolors are transparent and then there are those that are opaque and the opaque ones, like cadmium red, should only be mixed with one transparent to avoid making mud.” She then delved into the basics of the Muncell Color System, what she calls the intuitive color wheel. “I’m not going to go through the whole theory behind the system, it’s too scientific,” she said. “This color wheel only uses five colors compared to the traditional color wheel.” She demonstrated-- with the sketch of a stained glass pineapple -- how to use the system for its best effect. She then discussed in the system known as discord colors. These are colors that aren’t negative but actually add interest and sparkle to paintings. It is not unlike the conventional color wheels’ complementary colors. The purpose of the CEF is to “evangelize boys and girls with the Gospel of the Lord Jesus Christ, disciple them in the world of God and establish them in a Bible believing church for Christian living.” One of the divisions of the CEF that helps accomplish this is the Good News Club. This volunteer-run club takes place in communities all over the country, with almost 3,500 clubs nationwide. The goal of the Fluvanna branch is to teach kids of elementary age (5-12). When you swing the club down you should begin to unhinge your wrists just prior to impact with the ball, and begin hinging them back up on the follow through. This hinge, un-hinge, and re-hinge are what cause the “whistling” sound through the hitting area. The faster you can make your wrist action the faster the club will be traveling. Work with a wrist hinge and you will see your distance increase.
