The Canadian Organization of Campus Activities,
better known by its acronym COCA, represents more
than 60 post-secondary institutions from British
Columbia to the Atlantic Provinces.

Typically, school members are student associations or
college departments that are involved with campus
activities programming. COCA also boasts more
than 75 Associates which are entertainers, booking
agencies, artist management companies, and other
suppliers to the campus activities sector. Founded in
1982 as the successor to the Canadian Entertainment
Conference, COCA has now completed more than
thirty years of successful operation.

the Conference Chair:
On behalf of the 2014 National Conference Committee,
I would personally like to welcome you to the COCA
NATIONALS. Since June 2013 we have worked
tirelessly to create a social, interactive and entertaining
conference that provides opportunities for our various
member groups to be successful.
STUDENT LEADERS
The NCC has spent time to ensure that the education
portion of this year’s conference was second to none.
You will be able to take advantage of several education
streams to help hone your skills in various areas
including marketing, campus clubs administration,
programming, and leadership. We know that when you
leave at the end of the conference you will be amazing
social coordinators on your campuses.
FULL-TIME SCHOOL STAFF
This year we have made changes to keep the conference
fresh for the staff who provide continuity on campus
from year-to-year. You will notice that we have
introduced a new special showcase category with a
longer format and a conference which is fully supported

our organization. Thank you for taking the time and
the effort to showcase and provide opportunities for
students and full-time staff to preview your talent and
your services for their respective campuses. We have
endeavoured to create an atmosphere that encourages
business, networking, and opportunity for you, your

Campus clubs take on a form of their own. While many
are governed under the central Student Association
umbrella, clubs have a unique way of governing
themselves - sometimes operating outside of the rules.
This session will be a brainstorming and working
session with the goal of developing a Campus Clubs
Handbook. Having a proper Handbook will allow
campus clubs administrators (both staff and student
leaders) to maintain consistency throughout their
campus clubs while making sure that they are properly
aligned with Student Association policy. Be sure to
bring your existing clubs handbook or other resources
you use on your campus.

Jennifer Hamilton serves as the
first ever Executive Director of
the Canadian Association of
College and University Student
Services (CACUSS). CACUSS
was formed in 1971 as a national
professional association with
over 1400 members serving
student affairs professionals.
Jennifer graduated with a B.A.
from University of Guelph and a
M.S. in Student Affairs in Higher
Education from Colorado State
University. She began her career
in higher education working in
student government, peer support
programs and orientation at
Guelph as an undergraduate.
After finishing graduate school
Jennifer spent 14 years working
in various roles at small and
large universities in the U.S. and
Canada including Portland State
University, University of Toronto,
and OCAD University.
Dave was co-founder of
Remote Control (1979) and The
Illuminations, (1991). He founded
the Parahumans Dance Theatre in
1992 and co-founded the Hamilton
Dance Company in 1997. His work
has been produced in Canada,
England, Sweden, Australia, France
and the USA. He is an Associate
Professor at McMaster University,
Hamilton in the Department of
Kinesiology and Artistic Director of
McMaster Dance Company. Dance
films have included Cast in Stone
(1997), La Danza (1998), Stars of
Sparta (2005), Out of Sight (2006);
Pressing Home (2006). Boy Dancer
(2011) was screened at Colorado,
Mexico, Toronto, and at Long Island
City, New York, received the Best
Short Film – Fan’s Award. Dave
has presented lectures in Toronto,
Brisbane, Glasgow and Budapest
and has an M.A. from York
University. He was a Board Member
with Dance Ontario for 11 years
and initiated the monthly Dance
Expeditions production focusing on
diversity and access.
Sara Palmieri has been employed
as the Marketing and Sales
Manager at the Centre for the Arts,
Brock University in St. Catharines
since 2003. Her energies are
focused on developing community
outreach and workshop programs,
marketing initiatives, audience
development, sponsorship
and programming for young
audiences, contemporary theatre
and dance. She is an active
member of the cultural community
in St. Catharines-Niagara and
beyond as the Chair and cofounder of the In the Soil Arts
Festival, President of Suitcase and
Point Theatre Company’s Board
of Directors, Secretary of CCI

Activities. Dr. Rouse earned
her Ph.D. at the University of
North Carolina at Greensboro in

the University of South Carolina
and a B.A. in Psychology from

Matt Morrin is the Director of

Petersburg. Morrin received his

Michigan University, his master’s

College, and is currently pursuing
a PhD at the University of South
Florida. Morrin has spent many
years as a volunteer with the
National Association for Campus
Activities. He was the Chair of
the Board of Directors for 2013-14
and has also volunteered on many
levels within NACA, including

and Diversity Activities Group

Ken Brill is Associate VicePresident of Student Life at

responsible for the departmental

Campus Recreation, Multicultural

Greek Life. He holds a bachelor’s

science from Augustana College

of Iowa. Brill has been actively
involved in NACA through

the regional and national levels
since 1986 and is currently serving

Dr. John Carlos
Dr. John Carlos is a medaled USA Track and Field
Hall of Fame athlete and Olympian. Competing in the
200 meters, Carlos earned the Gold in the 1967 Pan
American Games, and the Bronze in the 1968 Olympics.
Dr. Carlos made world history during the 1968
Olympics in Mexico City, Mexico, when he took to
the international stage during the medal ceremony
and made a speechless statement, heard and seen
worldwide. John Carlos accepted the Bronze medal at
the Olympic podium wearing black socks and no shoes
to represent impoverished people who had no shoes
of their own, and raised a black-gloved fist crowning a
bowed head to humbly reflect the strength of the human
spirit. Carlos was joined in his statement by teammate
and gold medalist Tommie Smith, and both were
supported by silver medalist, Australian, Peter Norman
who wore an Olympic Project for Human Rights
badge. Headlines were made around the globe and the
photograph of the three medalists standing
peaceably in protest at the ceremonial podium

Continuing his life-long mission to improve human
rights conditions and to increase chances for the
successes of our youth, Dr. Carlos is actively involved
with global and community movements. In April of
2008, he once again took to the international stage and
was a torch-bearer for the Human Rights Torch, which
ran in parallel to the 2008 Summer Olympics torch
relay, and focused attention on China’s human rights
record. In July of the same year, Dr. Carlos accepted
the Arthur Ashe Award for Courage for his salute at the
2008 Espy Awards.

Amanda Lindhout
Derreck Kayongo's journey from child refugee to
fearless visionary is filled with moments of inspiration
that make him one of the most popular — and authentic
— speakers on the circuit today. From Africa to Atlanta
with nothing but a dream and tenacity, Kayongo beat
the odds, earned an education, became a naturalized U.S.
citizen, and has served in leadership roles in some of the
world's most respected NGOs since 1994.
As Founder and Executive Director of The Global
Enrichment Foundation (GEF), Amanda Lindhout has
gained international acclaim for her work supporting
development and aid in Somalia – the country where she
once spent 460 days as a hostage. Formerly a freelance
journalist, Amanda's concern for the humanitarian crisis
in Somalia led her to the war-ravaged nation in 2008
where three days upon arrival she was abducted by
teenage criminals.
In 2009, Kayongo and his wife Sarah started their
own NGO, The Global Soap Project, which focuses on
repurposing partially-used soap from hotels into new
soap for needy populations, particularly in Africa. To
date, The Global Soap Project produces 30,000 bars of
soap per week with capacity to produce over a million
bars annually and has been able to donate over half a
million bars of soap to over 20 countries some of which
include Afghanistan, Iraq, Swaziland, Kenya, Ghana,
Uganda, Haiti, and Malawi.

Dance Ontario Association was founded in 1976 as the
regional arm of Dance In Canada Association (DICA), and
incorporated not-for-profit in 1985. Since the demise of DICA,
our membership-based association has developed into a
dynamic cross-section of all areas of the dance sector from
internationally renowned companies to local dance clubs,
technicians and agents.
Dance Ontario is key to Ontario's dance milieu and central to
the diverse sector's communications and networking, providing
management training, advice and industry information. We
interact with the general public on a daily basis promoting
members' services and events.

The Parahumans was formed in 1992, with an emphasis on collaboration
within a diverse range of performing arts, with dance being central. The
company has performed several times in Toronto’s fringe dance festival
(fFIDA) and at Dance Ontario’s Dance Weekend. Other appearances
include: Series 8:08, Artists Play, Eros, Thanatos and the Avant Garde,
Nuit Blanche, 60x60. The company participated in the 1995 Resolution
Dance Festival (London) and toured England in 2002 and 2003, teaching
and performing in schools, colleges, universities and professional venues.
Selected productions have included: The 16 Piece Dance Orchestra, (2013);
The 60 Minute Dance Improv (2012); Charismatica (2012); Plato Was A
Raver (2011; 2001); D 3 Branded (2011) My Room Was White (2009); My
Mind Is Going (2008); Who Are These People? (2005); As Above, So Below
(2003). In 2003, the company received the ‘Best Dance Company’ Award

to address on campus problems such as Binge Drinking, DUIs, Alcoholism, Assault, and more. This show was well
researched and the 2 presenters are well trained having been through meetings with LAPD, Various Rehab Clinics,
AA, and MADD. This program engages the students with comedy and provides a platform for them to learn the pitfalls
of alcohol. The show also tackles serious issues with a serious tone. It’s a great engaging blend. The goal of this show is
to teach responsible safe behavior instead of barking laws and stories at an audience.

Canadian twins Tegan and Sara have built an avid global
following of fans and fellow musicians over their 13-year
career. Their unique ability to bridge the pop and indie worlds
has allowed their music to cross all traditional boundaries
of genre, from being covered by The White Stripes to
collaborating with superstar DJs such as Tiesto and David
Guetta. Having sold nearly 1 million career albums and toured
with acts from The Killers to Neil Young, Tegan and Sara
have now released their 7th studio album – Heartthrob – as
internationally-celebrated songwriters, performers, and artists.
The album debuted at number three on the Billboard 200
chart, securing the band’s highest US chart position to date.
Though their music is not overtly political, Tegan and Sara
are very politically and socially engaged. They are outspoken
advocates for LGBT equality, and have done countless
fundraisers for youth organizations, music education, literacy,
cancer research and LGBT advocacy.
The sisters enjoy reading, hair, ships, vampires, hot dogs,
talking and relating to elderly people, self-soothing,
rearranging furniture, and giving excellent advice.

OPERATING POLICIES
5Under contracting, good use of supplied promotional
materials is important to the success of an event.
Selling or other misuse of promotional material is
improper. Promotional material should be sent on
time and should be kept updated. Only materials
that will be needed and used should be requested.
Code of ethics
As members of the Canadian Organization of Campus Activities (COCA), we believe and advocate that ethical
and courteous practices are important in their own right and essential to good business. The COCA Code of Ethics
indicates good business practices that generally have the qualities of honesty, fairness, consideration and enlightened
professionalism. We support them in letter and in spirit.
ICONTRACTING
1Negotiations and agreements must be undertaken
only by those properly authorized by the school, by
an agency or by an artist. The agency must make
clear to the school whether it has exclusive rights
with an artist, and is responsible for identifying an
authorized negotiating person from the school.
2When an agency offers an act to a school, the school
must avoid reasonable delays in responding, and if
accepting or declining the offer, should clearly and
explicitly indicate so.
3An agency must be able to fulfill any offer made, and
if the offer is conditional, must make such conditions
clear to the school in advance.
4Contracts and riders should be signed and returned
by both parties without delay.
5Middle agents who sign contracts on behalf of an
artist are as responsible for the provisions of any
agreement as the exclusive agency of an artist
would be.
6Verbal commitments should be honoured,
although written contracts are essential for a clear
understanding between the parties. The agent
should make sure that both the school and the artist
understand all arrangements in the contract.
7Contracts are to be signed only by the properly
and legally authorized persons of the contracting
parties. The agent is responsible for identifying the
contracting authority at the school.
8Contract riders should be agreed upon
before contract signing and are a part of the
contractual obligation.

9Schools must provide complete and accurate
information regarding the facilities and equipment
to be used and intended method of payment.
10Any additional expected activities from the artist
should be in writing. The agent is responsible for
informing an artist of such particulars.
11Schools must be honest, accurate and timely in
attendance and expense reports, where either has an
effect on the artists' remuneration.
12Written permission must be secured prior to any
type of recording of a performance.
13Advertisement and promotional activities stipulated
by contract should be fully executed.
6Artists should be treated as guests on campus.
Artists should treat facilities and campus rules with
respect. Hospitality arrangements, provision of rider
requirements, and payment according to contract are
necessary for the artists well-being and contribute to
the quality of the appearance.
7A campus host or hostess should be on hand before
and during events with campus and community.
Artists should schedule their travel with ample time
to begin the performance at the time stated on
the contract.
8Any infraction of these Business Ethics and
Standards should be referred to the Grievance
Committee Chair to be resolved according to the
terms of The COCA Grievance Procedures Policy.
Alcohol Policy
II COURTESY AND HOSPITALITY
This policy is designed to encourage the responsible use
of alcohol and to promote a safe environment at
COCA events.
1Phone calls should be returned and letters
answered promptly.
1No official event shall be scheduled to take place
after 2:00 AM.
2Schools should return videotapes or films on time
and in proper condition as specified in agreements.
Agreements and promotional information as well
as programming materials, should be sent when
promised by the agency.
2Any event that takes place between the hours of
7:00 PM and 2:00 AM where alcoholic beverages are
served for more than one and half hours requires
service by properly trained bar staff.
3Political or issue oriented reasons for scheduling
a program should be explained to the artist/
manager during negotiation if these special reasons
exist. The agency should inform the artist of all
responsibilities of the contract and rider before
arrival on campus.
4Sharing information concerning quality, success
and level of service received from an act or agent is
important to other COCA members; high quality and
good service should be communicated as well as that
which is unsatisfactory.
Operating Policies
3Under no circumstances shall any official COCA
event allow for attendees to bring their own alcoholic
beverages.
4At any event at which alcoholic beverages are
served, a selection of at least two categories of nonalcoholic beverages must be available to attendees
throughout the course of the event. Categories of
non-alcoholic beverages may include the following:
water, pop, juice, and hot beverages such as tea,
coffee, and hot chocolate. This requirement also
applies to any COCA member who holds an
unofficial event at which there is an open invitation
to COCA members and guests.
Operating Policies
5At any event at which alcoholic beverages are
served, at least 2 sober monitors must be on duty.
This may take the form of venue staff or volunteers
assigned specifically to serve as sober monitors.
6The legal drinking age of the province in which
a COCA event will be held shall be noted in
promotional documents for the event in question.
Underage attendees shall be identified on
registration forms and in any other way deemed
necessary by the Board of Directors which may
include an indicator on the name tag.
7At no time shall COCA, its directors, officers, or
members engage in the promotion of the overconsumption of alcoholic beverages. At no time shall
any COCA member coerce another member or guest
to consume alcoholic beverages against his or
her will.
8At any COCA event, any member who offers a
beverage to another member or guest must clearly
identify if said beverage contains alcohol. Any
member who purposely deceives another member or
guest concerning alcoholic beverages will be subject
to disciplinary action.
9The directors and officers of COCA shall do their
best to ensure that COCA event venues are selected
that allow for access by underage delegates.
10Alcohol is not permitted in the exhibition hall trade
show. An exception to this rule is when a beveragealcohol supplier provides samples of their products
to delegates. In this case, permission to distribute
samples must be given by both COCA and the
venue. All applicable provincial regulations must be
adhered to, and required permits must be displayed
at the booth.
11Any inappropriate behaviour resulting from the
consumption of alcohol by a COCA member that
negatively affects either COCA members or nonmembers will be considered unacceptable.
12Violation of COCA's policies may result in
disciplinary actions by the COCA Board of
Directors. Such actions may include the suspension,
expulsion, revocation of membership or the
expulsion from COCA-sponsored events.

Harassment Policy
COCA views that harassment as defined is unacceptable
conduct, and any act should be reported to the COCA
Harassment Liaison. The aim of this policy is found in
the following statement:
"The Canadian Organization of Campus Activities
endeavors to provide outlets for working and learning
through conferences both regionally and nationally,
that are supportive to the treatment of all its members.
The basis for interaction within COCA is one of mutual
respect, cooperation and understanding. COCA will not
condone behavior that is likely to undermine the dignity,
self-esteem or productivity of any COCA member.
Harassment violates fundamental rights, personal
dignity, and COCA considers this type of behavior to be
a very serious offense."

Natural justice involves a set of rules designed to ensure
that decisions made are fair and that those affected
are given an opportunity to participate in the decisionmaking process. It also includes the requirement that
a disciplinary body be open-minded and free of bias,

to confront witnesses, challenge evidence, summon
witnesses, present evidence, and have counsel.
This policy is not intended as a means of resolving
contractual, copyright or any other type of civil, criminal
or other disputes between members or between members
and associates; nor is it intended to preclude legal action
by COCA in appropriate cases. COCA reserves the right
to determine when an issue merits investigation.
Discipline Policy
All members and associates are responsible for ensuring
that their respective personnel are made aware of
this policy and informed that they are subject to its
provisions. Participation in COCA sponsored events
or activities by members, associates and volunteers are
expressly conditioned upon adherence with this policy.
1 PURPOSE
2.1 SCOPE
The Canadian Organization of Campus Activities
(COCA) establishes policies and procedures that govern
the operation of its programs and activities, and ensure
the ethical comportment of its members. COCA may act
when it becomes aware of a policy violation by one or
more of its members, associates or volunteers.
This policy shall govern the discipline of, and shall apply
equally to, all members, associates, volunteers or,
staff of COCA.
This policy must be published in all conference manuals.

Policy Manual and is reminded to read the Policy on
Discipline in particular.
2.2 AUTHORITY AND LIMITATIONS
This policy shall govern the discipline of, and shall apply
equally to, all members, associates, volunteers or, staff
of COCA.
This policy is subject to the COCA Letters Patent,
By-Laws and Operating Policies, as well as any
laws governing federally incorporated non-profit
organizations in Canada.
2.3 POLICY VIOLATIONS

the use of alcohol, or selling or distributing
alcohol to underage delegates or attendees.
2.3.7Behavior as a result of consumption of alcohol
that causes harm to persons or property;
2.3.8The possession, use, sale, or distribution of any
drug or other substance illegal under provincial
or federal law;
2.3.9Misusing or damaging COCA property by
deliberate or reckless acts;
2.3.10Theft;
2.3.11Sending harassing, threatening, repetitive
and/or abusive e-mails to COCA members,
volunteers and/or staff;
2.3.12Initiating or engaging in furthering of
disinformation or misinformation about COCA,
its practices, members, volunteers and/or staff
through e-mail or other communications;
2.3.13Arranging activities and/or events that conflict
with scheduled COCA activities or events
during COCA conferences, or other COCAsponsored programs or activities;
2.3.14Inappropriate or unauthorized use of COCA's
name and/or logo or any other elements to
imply endorsement, affiliation or for any other
non-sanctioned purpose;
2.3.15Engaging in misleading or untrue
advertising and/or submitting misleading or

2.3.16Engaging in activities that directly conflict with
the services already being offered by COCA or
in services which directly relate to COCA's core
business or some component thereof;
2.3.17Establishment of programs, services or
activities which purport, allege or appear to be
affiliated with COCA, but which are not;
2.3.18Conduct which, in the sole judgment and
discretion of COCA, is contrary and detrimental
to the interests, operations, missions and goals
of COCA;
2.3.19Failure to comply with decisions finding policy
violations and imposing sanctions;
2.3.20Violation of the confidentiality of an inquiry
into alleged policy violations and the discussion
of potential sanctions;
COCA also reserves the right to track infractions and to
levy sanctions against parties who develop a record of
serial infractions over time.
2.4 SANCTIONS FOR POLICY VIOLATIONS
COCA may impose a number of sanctions for policy
violations including, but not limited to the following.

Monetary fines, amount at the discretion of COCA;
Loss of showcase, trade show booth, education
session, or other activity;
Expulsion from COCA events;
Loss of opportunity to apply to showcase for a length

length of time to be determined by COCA;
Suspension of membership; or,
Permanent loss of membership.
COCA may impose such sanctions in any combination
and sequence that it deems appropriate for any of the
violations listed in Section 4 above as well as other
violations of the organization's stated policies.
Any of the violations may result in the suspension,
expulsion, or termination of a member or associate,
or the expulsion or barring of a member, associate or
volunteer from COCA sponsored events or activities.

3PROCEDURE
3.1Any member, including a director, may lodge a
complaint against another member.
3.2All complaints must be submitted in writing
to the Executive Director or the most senior
volunteer leader present at an event within three
(3) days following any alleged violation. Such
complaint must include details of the events
leading up to the alleged violation.

represented by another member at any hearings.
3.12Appeals must be made in writing and filed
within 10 days of the member receiving the
decision of the Disciplinary Committee. No
sanctions can be applied until after the appeal
is heard.
3.4Any witness, whose observations will be taken
into account during deliberations, must submit
his or her observations in writing.
3.13The decision of the Appeals Committee shall
be final.
3.5The Executive Director, the Chair of the Board
of Directors, and one other director appointed
by the Board, shall serve as the disciplinary
committee. Individuals appointed to the
disciplinary committee shall adhere to COCA's
Code of Ethics and its Conflict of Interest
policies and shall recuse themselves from the
committee if they are in a conflict of interest
position.
3.6The Chair of the National Conference
Committee shall not be eligible to serve on the
disciplinary committee should an issue arise
during the national conference.
3.7The Committee will review all written
submissions and set a time for all interested
parties to attend a hearing during which, the
Committee will ask questions based on the
written submissions.
4 AMENDMENT
4.1Any registered contact person from a
COCA-member school, company or artist,
may propose amendments to this policy by
submitting a written proposal to the COCA
chair, secretary, or executive director. Such
proposed amendments must be considered
by the Board of Directors at its next business
meeting. The results of such consideration must
be communicated in writing to the members,
associate or volunteer in question within seven
(7) days of the meeting.
4.2The executive director shall ensure that this
policy is kept up-to-date and posted to the
COCA website within seven (7) days of any
amendments being made.
3.8The member accused, or his or her
representative, may then question witnesses and
challenge the evidence.
3.9The Committee shall then deliberate in camera
and reaches a decision on the complaint. A
unanimous decision is required to impose
sanctions. If sanctions are to be levied, those will
be announced after the in camera session.
3.10Decisions regarding sanctions, other than
termination, suspension, expulsion of
