VIKRAM KUMAR TABLE OF CONTENTS POLAND’S FILM SECTOR IN GOOD SHAPE all over the world thanks to their state-of-the-art equipment and, more importantly, the graphic talent, competence and professional education of Polish animators and special effects experts. 2015 and the beginning of 2016 was the time of further positive changes and important accomplishments for the Polish cinema and the whole film industry. An Oscar for Ida directed by Paweł Pawlikowski and Silver Bears at Berlinale for Polish filmmakers in 2015 and 2016 are important events which attracted audiences in Poland and abroad. Undeniably, our locations remain one of the most decisive factors in deciding to produce foreign film projects in Poland. In that respect, Poland can satisfy every need – she boasts a wealth of landscapes, picturesque mountains and lakes, vast forests and sea coasts, which often resemble beaches from other parts of the world. A serious advantage is also the architecture of Polish towns – providing locations from various epochs and periods. What is important, everything is within reach, close to each others, and in places accessible by trucks. Co-productions with France, Germany, the USA, the Netherlands, the Czech Republic or the Baltic states confirm that Poland is ever more open for international co-operation and prove the positive change in perceiving Poland as a serious production partner. This tendency was decisively supported by the Polish Film Institute, the most important national source of film production financing, which incorporated a minority co-production scheme into its operational programmes. An important element of the Polish film industry is also service for international film projects provided recently for producers from the USA, the UK, Germany, Israel or India. Thanks to professional support, knowledge of foreign languages and competitive prices, Polish companies are able to successfully compete with foreign companies from Western and East-Central Europe. In Poland there are several dozen successfully operating fullyequipped editing and sound studios as well as two big film studios. Professional sound stages operate in Warsaw, Wrocław, Krakow and Łódź. TOMASZ WASILEWSKI TABLE OF CONTENTS FILM PRODUCTION FUNDING TABLE OF CONTENTS 7 POLISH FILM INSTITUTE Financial support of the Polish Film Institute With a budget of 22 million EUR, the Polish Film Institute (PFI) supports annually about 200 feature, documentary and animated film projects. A subsidy granted by the PFI for all kinds of film genres under the Film Production objective may not exceed 50% of the total film budget and the limits set out by the PFI. When applying for production funding, the producer is obliged to contribute a minimum of 5% of the planned costs of the undertaking. This contribution may be financial or a combination of financial contribution and contribution in kind. At the same time, a contribution in kind may constitute no more than 95% of the producer’s entire contribution. 8 FILM PRODUCTION FUNDING International Co-Productions Application Process • Producers may apply for up to three projects per application round, including projects from previous application rounds with a pending decision; • to be eligible for consideration, applications must contain every single piece of accompanying information that is requested (script, director’s explication, synopsis, budget, estimated production costs, script rights agreement etc.); • all applications are to be submitted in Polish; Important: applicants must provide a proof (letters of intent, a memorandum or a co-production agreement) of the remaining sources of financing (i.e. excluding the grant requested from the Institute); • decisions are taken within 90 days; The grant decision remains valid for six months. This can be extended to a maximum of another six months; • during this period, the producer must finalise an agreement with the PFI (having completed the budget and signed the remaining production agreements); • if the film makes a profit, the grant is to be reimbursed (applicable only in the first six years after the film’s premiere). General Requirements for Co-Productions • The project in general must follow the requirements set in the European Convention on Co-production; • at least 80% of the support has to be spent in Poland; • a letter of intent from a Polish distributor is required; • for minority international co-productions, the summary page of the global production budget must be included with the application, with totals converted into Polish zlotys (PLN) and including the exchange rates, as well as a detailed budget of the Polish side, indicating expenditures on Polish territory; • co-production projects are evaluated based on artistic potential and must compete against domestic projects (same funding sources); • the subsidy for a contemporary full-length feature film is set at 4 million PLN (ca. 1 million EUR) or no more than 50% of the total budget; • for international co-productions, the application must include details on the total amount to be spent on Polish territory, as well as a list of creative and production elements contributed by the Polish side. TABLE OF CONTENTS Minority Co-Production Scheme • A separate selection committee is dedicated only to minority co-productions; • up to ca. 470,000 EUR per project; • up to 70% of Polish financing; • the artistic contribution must be adequate to the requested subsidy and meet the minimum requirements listed below: FEATURES: at least one Polish Head of Department (DoP, Set Designer, Editor, Composer); ANIMATION: producing part of the animation in Poland, and at least one Polish artist (Director of Animation, Storyboard Writer, Author of Artistic Project, Composer); DOCUMENTARIES: at least one of the following: use of Polish Archives, a Polish character or subject, a Polish artist (DoP, Composer, Editor). There are three application calls within a year: (usually November/December, April, August). Its annual budget amounts to 300,000 EUR. Eligible for funding are: • development of co-production projects of full-length features, animations and creative documentaries; • production of full-length feature, animation and creative documentary projects as well as productions of full-length low-budget films – here also debuts and innovative films. To be eligible for application, it is necessary to sign a development/co-production agreement by at least one Polish producer with at least one producer based in Central Germany or in Berlin-Brandenburg. Participation of producers from third countries is possible. The funding is granted from the Polish side in the form of a subsidy. The maximum funding is: • 70,000 EUR for project development; • 150,000 EUR for film production. The production total budget shouldn’t be as a rule higher than 750,000 EUR. Each co-producer receives part of the subsidy proportional to their financial contribution in the total cost of the project development/co-production, which has to be determined in the co-production agreement. Financial contribution of each producer in the total cost of the project has to constitute at least 20% of the total cost including the subsidy. During the realization of the project a significant part of the total cost to the amount of the subsidy has to be spent in Poland and in the region of the relevant German fund (regional effects). Decision-making sessions take place twice a year. The next application deadline is: 15 August 2016. More information: Robert Baliński tel. +48 22 421 03 87 robert.balinski@pisf.pl FILM PRODUCTION FUNDING 9 REGIONAL FILM FUNDS There is a well-developed network of regional film funds in Poland and their operations encompass most of the Polish regions. There are currently nine operating funds, but the authorities in the regions not yet covered have declared that more will be launched. In the case of Lower Silesia, Łódź, Małopolska, Mazovia, Silesia, and Poznań, the regional film commissions work alongside the film funds. In general, the Polish regional film funds seek film projects by announcing competitions. One basic condition for entering a project for a competition is that it is related to a city or town in the region, or to the region itself, either in its theme and/ or its setting, or through the participation of local people and companies in its production. Support is also contingent on the expending of at least 100% of the funding within the region; in some cases, the sum to be expended is 150%. The competition organisers are interested in consolidating and enhancing the positive image of the city, town or region, which is why projects intending to use distinctive locations, sites and buildings receive the most favourable assessments. 10 FILM PRODUCTION FUNDING The Polish regional film funds differ in terms of the budgets they manage, the form of support they provide and the sums which must be expended in their cities, towns and region during the production of a film. Support most often takes the form of the institution managing the fund participating in the production as a co-producer with its own financial or in-kind contribution. Other forms of support are non-repayable grants or refunds, in other words, a partial reimbursement of the costs incurred, which is paid after the production has been completed. All the Polish film funds provide support of up to 50% of the film’s budget, although in the case of documentaries and animated films, the funding may be higher. The regional film funds usually announce the competitions once a year, with the assessment of the projects and allocation of funding taking anything from sixty to one hundred and twenty days. Foreign producers are also welcome to submit projects, though preferably as partners to Polish producers. All the requisite documentation must be completed in Polish. international co-productions intended primarily for cinema distribution and with the aim of developing cooperation between the European audiovisual sector and that of other countries. Film projects submitted to the competition must be connected to Krakow in terms of their theme or topic, the authors and, most importantly, the place of production. They must also involve the participation of at least two producers from other countries. The Krakow International Film Fund (Międzynarodowy Fundusz Filmowy w Krakowie) was launched in 2014. PRODUCTION About 40 feature films and several hundred documentaries, animations and shorts are produced annually in Poland. In the recent years, the budgets of the Polish full-length feature films have been fluctuating between 500,000 and 6.2 million EUR the documentary budgets between 35,000 and 660,000 EUR, and the animation budgets between 50,000 and 1.3 million EUR. The average budget of a full-length feature film is about 1 million EUR. Poland has bilateral co-production agreements with five countries: France, India, Israel, Canada and New Zealand. Annually, about 15-20 international co-productions are made in Poland. The Polish Film Institute subsidies for feature co-productions average between 24,000 EUR and 705,000 EUR. 14 FILM INDUSTRY AUDIENCE & CINEMAS In Poland there are 516 cinemas (93 multiplexes and 423 art-house and local cinemas) with the total of 1259 screens (2013). Total admissions in 2015: 44.7 million (while population of Poland is approximately 38.5 million people) • Polish films: 8.3 million – 18.65% • European films: 6.3 million – 14.15% • US films: 28.9 million – 64.64% Average ticket price: 18.41 PLN = 4.32 EUR = 4.72 USD SUCCESSES The most important recent international successes of the Polish cinema: • Silver Bear (2016) at the festival in Berlin for Tomasz Wasilewski for the script to United States of Love • The Lure directed by Agnieszka Smoczyńska awarded at Sundance (2016). • Directing Award: World Cinema Documentary at Sundance Film Festival (2016) awarded to Michał Marczak for All the Sleepless Nights. • Oscar (2015) for the Best Foreign Language Film for Ida directed by Paweł Pawlikowski. • Oscar nominations (2015) for documentaries: Tomasz Śliwiński’s Our Curse and Aneta Kopacz’s Joanna. • Silver Bear for Best Director (2015) awarded to Małgorzata Szumowska for Body. They are based in the regions of Silesia (Śląsk), Lower Silesia (Dolny Śląsk), Mazovia, Małopolska, Łódź and Poznań. Further commissions are currently at the organisational stage. All the film commissions are managed independently, but collaborate closely with Film Commission Poland. As a rule, the commissions work in conjunction with the Regional Film Funds, thanks to which their activities are integrated in nature. They frequently operate alongside institutions with a wealth of experience in cultural activities, an outstanding knowledge of their region’s unique characteristics and extensive local contacts at their fingertips. Some have their own production support systems in the form of reductions in the fees for the use of locations or discounts on hotels and local public transport services. Every commission provides the following services: • location scouting; • administering and updating a database of locations; • assistance in obtaining permits to film, make use of roads, change the flow of traffic and so forth; • reducing the length of time required to obtain permits by applying effectively developed procedures; • assistance in talks with the owners of buildings, facilities and land; • assistance in establishing contact with municipal services and offices; • assistance in arranging accommodation, often with discounts; • providing information and contacts relating to local professionals, specialists and audiovisual production companies in their region; • providing information on the infrastructure and film resources available in their region. GÉRARD PAUTONNIER 39 TV MARKET The television pie in Poland is divided into three more or less equal parts: digital terrestrial broadcasting, cable networks and satellite television. Polish viewers love TV; otherwise they wouldn’t spend on average 4 hours 29 minutes (2015) daily in front of the TV screen. They also have a large variety of choices as the digital terrestrial broadcasting already offers 24 channels, and more will become available soon: Metro, Nowa TV, Zoom TV and WP1. Moreover, in Poland, there are 238 thematic channels (more coming soon); satellite platforms (Cyfrowy Polsat, nc+, Orange TV) and internet television are also available. VoD, catch-up services and mobile technologies have been developing rapidly, while Smart TV services and hybrid television have a wide audience. The latest viewership polls indicate that the four main broadcasters (TVP1, TVP2, TVN and Telewizja Polsat) have now only 42.2% of the market (as opposed to 46.3% in the analogous period in 2015); the rest is shared by the remaining players on the market including, first and foremost, thematic channels (the leaders are: TVN24, TVP Info, TTV, TVP Seriale and TVP Rozrywka). After the recent organizational changes, the shares 40 FILM INDUSTRY of Telewizja Polska may decrease further (currently TVP1 has 11.4%, TVP2 – 8.4%). Poles have been using more readily and more often various ways of accessing the content – though the older audience still prefers more conventional methods, while the younger generations appreciate mobile technologies and the internet – but their tastes have been changing very slowly. Among the top 20 public programmes, the dominating genres are: TV series, news, sport and entertainment. Among the 75 thematic channels whose viewership is monitored, the majority consists of: TV series and film channels (21), children’s channels (11) news channels (6), sport channels (9), lifestyle channels (10) and documentary channels (11). Apart from the classic TV genres, very popular are also quasi-documentaries and docu-crimes. Both public and private broadcasters offer predominantly foreign formats: TV series, soap operas, or talent shows – both original and adapted editions. The list of the viewers’ expectations doesn’t change – they wait for national productions (TV series, documentaries, entertainment), dramas (period costume, social, crime, comedy) and entertainment shows.
