TACLOBAN CITY—An high ranking leader of
a civic organization here has criticized local government officials for ignoring the rising poverty in
the region and has urged politicians to address the
problem in their campaign.
Bimbo Cabidog of the Local Network Forum
said poverty in Eastern Visayas has reached alarming proportions.
He said data from the National Statistical Board
showed that over 1.8 million or 48 percent of the
region’s more than 3.9 million residents were living
below the poverty threshold and added that the
poverty incidence could be at least 50 percent. He
said it was pathetic that while majority of the people
of Eastern Visayas were wallowing in poverty its
leaders have ignored this reality. It just shows they
have no feelings for the poor.
Cabidog insisted that local leaders had been remiss in implementing projects that could have reduced poverty. He said 20 percent of its internal revenue allotment of at least P3.7 billion should have
been devoted to economic development. But claimed
that 20 percent went to infrastructure projects that
become sources of kickbacks instead of pro-poor
projects like micro-financing.

LANTERN PARADE: The Southern Leyte State University recently held the
university’s first Christmas Lantern Parade. First Place in the landmark
contest went to the Supreme Student Council of Sogod Campus, second place to the Arts and Science department while third place was
awarded to the Industrial Technology Student Organization. Lantern
parades were first introduced in university campuses in the country by
the students of the University of the Philippines in the 1950s.

EXCERPT FROM THE MINUTES OF THE REGULAR SESSION OF THE SANGGUNIANG PANLUNGSOD
OF THE CITY OF MAASIN HELD ON JUNE 23, 2009 AT THE SANGGUNIANG PANLUNGSOD SESSION
HALL.
AN ORDINANCE PRESCRIBING THE GRANGTING OF SERVICE RECOGNITION AWARD FOR THE
EMPLOYEES OF LGU-MAASIN CITY.
Be it ordained by the Sangguniang Panlungsod of the City of Maasin, that:
SECTION 1. TITLE. This ordinance shall be titled LGU-MAASIN CITY EMPLOYEES INCENTIVE AWARDS.
SECTION 2. COVERAGE.
2.1. All officials and employees who have an accumulated services for at least 15 years to LGU Maasin City are entitled to the
SERVICE RECOGNITION AWARD.
2.2. All officials and employees who have rendered MERITORIOUS, DEDICATED EXEMPLARY SERVICE who has
served LGU Maasin City for at least five (5) continuous years after thorough evaluation/validation will be awarded Most
Outstanding Employee/Most Outstanding Head of Office.
SECTION 3. AWARDS.
3.1. SERVICE RECOGNITION AWARD:
3.1.1. They shall receive a CASH GIFT of not less than Two Thousand Pesos (Php 2, 000.00) and to increase not
less than 10% every year thereafter or as amended by the Sangguniang Panlungsod in conformity with the prevailing economic
conditions but moreover subject to availability of funds.
3.1.2. In addition to the cash gift, a Plaque of Recognition will be awarded to all qualified awardees.
3.1.3. There shall be an additional cash gift of not less than Php 1, 000.00 for every year of service in excess of the
15 years to be given every birthday of the employee. Moreover, a birthday cake and a birthday card will be handed to greet one’s
natal day.
3.4. OUTSTANDING EMPLOYEE AWARD
3.2.1. There shall be an Outstanding Employee Award who shall receive not less than Php 5, 000.00 and a Plaque of
Recognition of at least 2 qualified awardees in a year (1 regular and 1 casual) for those employees who have shown Maasin City
Hall organization and to Maasinhons in general.
3.2.2. The awardee has to be nominated by his/her head of office; nominations from his co-employees and/or from any
Maasinhon citing thereof the merits why he or she is nominated and to be submitted to the Committee on Awards.
3.3. OUTSTANDING HEAD OF OFFICE AWARD
3.3.1. There shall be an Outstanding Head of Office Award who shall receive not less than Php 7, 000.00 and Plaque of
Recognition for a head of office (regular or designate) who has shown exemplary performance, dedicated service and outstanding
concern for LGU Maasin City organization and Maasinhon community.
3.2.2. The awardee has to be nominated by majority of the elected officials and heads of office of LGU Maasin City. The
Awards Committee shall receive, evaluate and validate nominations.
3.4. PAST AWARDEES
For those who have been awarded the SERVICE RECOGNITION AWARD prior to the effectively of this ordinance, they
are still qualified to receive again the award but the counting of 15 years shall commence on the year after they have received the
Award. However, they are titled to receive what is stipulated in Subsection 3.1.3. of this ordinance. The first birthday gifts shall
commence on birthdays after the LGU Employees Week 2009 celebration.
SECTION 4. FUND SOURCING. This program shall be charged to Employees Incentive Award appropriation. However, in
the event of deficiency of the current appropriation such expense will be charged to LGU Day/Employees Week Celebration.
SECTION 5. AWARDING CEREMONY. Awarding ceremony shall be done during the LGU Maasin City Employees Week
Celebration done every October.
SECTION 6. AWARDS COMMITTEE.
6.1. The Office of the Human Resource and Management shall spearhead in the listing of service recognition “awards” and
in the preparation of nomination forms and receiving the same for evaluation/validation for the Outstanding Awards.
6.2. The Awards Committee shall be composed of the City Mayor as Chairman, Vice Mayor as Vice Chairman and three (3)
members to come from the following offices as nominated by the City Mayor; DILG, HRMO, SP Legislative plus 4 members to
represent the employees as appointed by their Employees association-one (1) from the casual and one (1) from the regular rank
and file employees.
6.3. In the event that one of the members of the Awards Committee is nominated for the Outstanding Award, the Mayor
shall nominate a substitute to sit as one of the members.
6.4. The awards Committee shall formulate the specific guidelines/mechanics especially for the Outstanding Employee/Head
of Office Award in a most competent way that objectivity and integrity of the award will always be upheld.
6.5. The Awards Committee shall convene not later than the 3rd week of August of each year to launch the activity.
SECTION 7. EFFECTIVITY. This ordinance shall take effect with the convening of the awards Committee August 2009 with
the first adoption on 2009 Employees Week Celeberation.

huge tax amnesty
MAASIN CITY – Here’s good news
for Southern Leyte’s financially starved
water districts. Congress has recently
approved a bill providing tax relief of
up to P600 million to local water districts in the country.
The bill was further sweetened with
a clause condoning all their unpaid
taxes since August 13, 1996 thereby
giving the 478 water districts nationwide a fresh start.
The senate panel led by Senator
Panfilo Lacson agreed to adopt the
lower house’s tax exemption bill provided it adopted a provision in the senate version granting financial support
to water utilities.
The reconciled bill which was
authored by Lacson and South
Cotabato Representative Darlene
Antonino Custodio specifies that the
money saved must be used for capital
equipment so that local water districts
can expand their water service delivery system.
Maasin Water District consumers
who were interviewed by SLT welcomed the new bill which they hope
will improve the city’s obsolete water
filtration and piping network.
Local water utilities will be required
to adopt internal control reforms to
improve their financial viability. The
bill also sets a 20 percent limit on personal services, including travel, purchase of motor vehicles and allowances.
Water districts will also be required
to furnish the Ways and Means Committee of both houses of congress with
annual financial statements to ensure
their compliance with the law.

Police confiscate 553 loose firearms
SOGOD - The campaign of the Philippine National Police (PNP) on gun amnesty program which ended last month
has yielded more than 553 firearms in
Southern Leyte.
Although the gun amnesty produced
only about a small percentage of the total estimated 43,00 loose firearms in the
region the PNP described the campaign
as successful.
Random police checkpoints yielded a
number of loose firearms while most were
either registered or their licences were not
renewed.
Polcie authorities are still worried because there were only 8,601 registered
firearms out of the estimated 43,000
loose firearms in the region before the l
government offered the gun amnesty.
The PNP is appealing to gun owners who have not availed of the gun
amnesty program to surrender their
firear ms so that they won’t be
charged with illegal possession of
firearms.
Police authorities have announced
they will intensify their campaign
against loose firearms through the
conduct of multiple random checkpoints.
The campaign is part of the
government’s program to ensure
peaceful elections in Eastern
Visaayas

Are we good Christians?
To many Christians Christmas is a time to reflect on how well they have followed
the teachings of Jesus Christ who died for them at Calvary.
When I think about the sad state of our country which is the only Christian nation
in Asia, I am reminded of what the late Indian Prime Minister Mahatma Gandhi
told a visiting Catholic dignitary who was trying to convert him to Christianity:
“I admire your Jesus Christ,” he told him “but I don’t like your Christians. But if
they would really follow the teachings of Christ as contained in the bible – all the
Hindus in India would convert to Christianity tomorrow.”
Of course Gandhi knew he was asking for the impossible; since he knew no
human being could actually follow the Ten Commandments of Christ.
Yet the question remains valid; how have we Roman Catholics fared in living our
lives as called for in the Bible? One indicator we can use to measure our faith would
be to review the performance of our political leaders.
These are the facts, and they are irrefutable. We have a president who admitted
cheating her way to victory in the 2004 elections. A senate president who was the
martial law administrator during the brutal Marcos era. And a speaker of the House
of Representatives who used his political influence to jail the publisher of a newspaper who reported his sexual liaison with someone else’s wife.
Institution wise; we have a Congress that has abdicated its Constitutional power
over government appropriations to Malacañang. And a Supreme Court that has
legalized the overthrow of a legitimately elected president without due process.
Yet despite all these abuses, we the people, have remained complacent and have
feigned ignorance of our people’s misery.
Fortunately there is now a clamor for moral Reforms. But the bad news is that it’s
being led by the likes of former Speaker Jose de Venecia who was one of the
biggest cronies of former President Ferdinand E. Marcos.
I believe we have already been judged on our Christian faith – and have been
found wanting. For our leaders are the mirrors of ourselves, and in the final analysis,
we have the government we deserve.
Think about this when you vote in the coming elections.

Sexually Harrassed, but Not Abused
I read your article “Student slams child abuse in San Francisco” and would like to
clarify a few points you raised there. In the fourth paragraph of your commentary you
quoted Roxanne Napallacan who is a resident of San Francisco as saying the abuses on
young female students in her town included: “brutal sexual assaults by drug addicted
tricycle drivers and of the indifference of school authorities who she claimed must have
known about the incidents but did nothing about it.” And in the last sentence of your
fifth paragraph you wrote that Roxanne also said that students were afraid to report the
incidents to their principal or parents because they feared they would be punished if
they did so.
I would like to point out that Roxanne in her speech at the Miriam College in Quezon
City did not mention anything about sexual assaults by drug addicted tricycle drivers.
Nor did she claim school authorities were indifferent about it and feared being punished if they reported the incidents to their parents or school authorities. What Roxanne
was referring to was the risk faced by female students who had to travel long distances
to reach their school.

Dear Mr. Bontuyan,
Our report about Miss Roxanne Napallacan’s revelation was based on an article in a
popular national daily which was written by a correspondent noted for her accurate
reporting. As of this writing we haven’t received any comment regarding our article
from the DepEd district office although we called several times and left messages on
what we wanted to talk about. What was particularly shocking was they were apparently
not even aware of Roxanne’s speech which was delivered before 500 international
participants. ED
First Anniversary
Last December 12 marked the First Anniversary of the only armed
attack on a newspaper publisher in Southern Leyte – and we still
haven’t received the PNP official report on the incident.
Although we are aware of the financial handicap of the PNP field
offices, it would have been nice to know the result of the ballistic test
on the 45 caliber bullets and shell casings (we) found in the crime
scene. And the result of their talks with the suspects whose names
we gave them.
This Christmas, it is our fervent wish, that the members of the city
police force realize that their work does not end with the recording of
the incident in the police blotter - but the beginning of the job they
are being paid to perform.
Quo Vadis SP Calva?
Some of our readers are wondering about SP Jason Calva’s political plans since he is now on his third term as provincial board member.
We asked Governor Damian Mercado about this and he said he
didn’t know what Jason’s plans were because he hadn’t discussed
the matter with him. Since all choice political positions at the capitolyo
seem to have been filled, we think SP Calva’s political career may
have come to an end. The good news is there is life after politics and
many other things to do without being a comedian.
Our Coastlines Will Sink
Here’s bad news for coastal resort developers in Southern Leyte.
According to the International Panel on Climate Change, the Philippines is now ranked number nine among the 196 countries in the
world that will be most affected by climate change. The IPCC also
claims 70 percent of our coastal areas would be submerged within
the next three decades if we don’t do anything drastic about it.
The Iceman Cometh
Supporters of former Representative Aniceto Saludo are glad he is
campaigning again for congressman under the Puwersa Ng Masang
Pilipino Party of Ex-President Joseph Estrada. Odong’s biggest problem is he has no organization and must rely on the political machinery of his running mates. Despite our strained relationship I think
Odong he is the only non-traditional politician running for a top post
in 2010.
When he was our representative people here had to make appointments to see him and state the purpose of their visit. I see nothing
wrong with this practice because congressmen are (supposed) to be
busy people. But his disgruntled constituents disagreed and booted
him out of office. Any way, we are happy to know that the “ice man”
has emerged from the cold confines of his ice plant.
Drug Addicted Criminals
Each year the PNP celebrates its Anti-illegal Drug Week which
usually starts and ends with a motorcade heralding the agency’s
achievements in its “war” against the drug menace in Southern
Leyte. Yet in its annual report on the crime situation it attributes 70
percent of the crimes committed here to drug use. The question
we’ve been raising for the past decade is; how can they possibly reduce drug addiction in the province when we don’t even have a drug
rehabilitation facility?

Saint Bernard still “Alive at 55”
SAINT BERNARD: The municipality
of Saint Bernard recently concluded its
activities for the celebration of its 55th
Founding Anniversary.
The anniversary falls on December 9 each year; however activities
started as early as December 6.
This year's theme is "ALIVE @ 55"
ALIVE being the acronym for A-agricultural productivity; L-livelihood
and employment opportunities; Iintegrity & efficiency in public service; V-vulnerability reduction and
E for environment protection.

The provincial government was
one of the honored guests and was
represented by Daisy Gamale,
Sangguniang Panlalawigan Member.

Governor Ber nardo E. Torres, Sr.
who was one of the major players
and who exerted significant effort
to pave the way for the independence and birth of the municipality of Saint Ber nard. Below is a
brief history of the municipality of
Saint Bernard.
Barangay Himatagon, one of the
most progressive barangays under
the jurisdiction of Cabalian, Leyte
(now the municipality of San Juan)
was also considered as the biggest
and the most densely populated at
that time. As the barrio progressed
economically, socially and politically the habitants felt the need for
self-government and independence
from the Municipality of San Juan.
The civic spirited citizens gathered
and discussed the creation of the
barrio into an independent entity.
Graciano H. Capili sent petitions
to higher authorities appealing for
the conversion of the barrio into a
municipality.
It took several years of continuous pleaing for recognition through
his initiative, moving spirit and untiring efforts of former Governor
