While a middleaged army officer, who had sore eyes, insisted he had the flu and demanded he be treated. Tayag assured the public the mystery flu virus was a “mild” one and could be treated at home. He admitted the public’s exaggerated response to the virus was partly the health department’s fault, because in the past they did not know much about the virus. But now they know its a very mild illnes and are toning down on some of their responses. “There is really no magic formula in treating the virus, but it can be managed at home the same way we treat the common flu. I have been visiting your website for quite sometime hoping to find an indepth reportage on issues and concerns of Southern Leytenos. So far, nothing much has surfaced from your end, except for some insightful comments of your publisher. If you review your pages the last couple of months there is a dominance of articles about Maasin City and Representative Oging Mercado and Governor Damian Mercado. Perhaps the time has come for you to make Southern Leyte times to be reflective of the sentiments and aspirations of the people of our province. I certainly look forward to reading features about the 18 other towns and what their officials are doing, investment opportunities and attractions in these places. The website of the provincial government isn’t any better. Except for doses of news articles done by the provincial PIA, there are no interesting features coming out it on a regular basis. Your effort in coming out with a weekly newspaper, however, is highly commendable and here’s hoping you will strive harder to be recognized as an outstanding community newspaper. Although we agree we should have more news from the other towns of the province, as a community newspaper operating on a shoe-string budget, we simply cannot afford to hire enough reporters to cover the entire province. This is why we are encouraging the 18 Municipal Public Information Officers to provide us with regular updates on developments in their towns. But so far only Saint Bernard’s Rosalinda Araneta has responded. If you could share with us your thoughts on the happenings in the province (particularly your home town of Libagon) we would certainly welcome it. I’m sure our readers would appreciate hearing from the renowned Treasurer of Quezon City. Commentary 4 AS I SEE IT MENDOZA ANTONIO REYES Are We Really ndependent? When I was asked before the exact date of our independence, I would quickly answer June 12, 1896. For this was the day we declared our independence from Spain and formed our first revolutionary government at Malolos, Bulacan. Yet if you look back in time, you wonder where we stand as a people today. Are we truly an independent country? For after the US Army stole General Emilio Aguinaldo’s amazing victory over Spain and ruled us for the next 48 years - we were again ruled by another foreign nation. Although the US government formally granted us independence on July 4, 1946 it maintained its economic hold on us through the Laurel Langley Agree- ment, and the military pacts that converted us into a huge military base which served as magnets that would draw enemy nuclear missiles away from the US mainland. The difference between June 12 and July 4 Independence Day is that we that we earned the first through the blood, sweat and tears of our forefathers. While the second was granted to us by a government which was then under pressure from its citizens who had grown tired of war and any for m of foreign adventurism. The first was conclusive because we kicked out the Spaniards who had colonized us for over 400 years. The second was inconclusive for our rulers never left and still dictates our eco- nomic policies through its Embassy along Roxas Boulevard and its representative at our Central Bank . Ambassador Narciso G. Reyes who was then our Permanent Representative to the United Nations believed it was imperative for our leaders to issue a “Second Declaration of Independence” which would free us from the United States. For only when we could stand up for ourselves could we be considered truly independent. He said our relationship with the United States was similar to that of a mother and her new born child who was still attached to her through the umbilical cord. He said the scene was acceptable at the moment of birth, but for the child to remain attached to his mother 63 years afterwards was obscene. As the country celebrates its sixty-third “independence” day its imperative for our national leaders to severe this umbilical cord which connects us to Uncle Sam. It’s time we grew up. editorial Guest Commentary by Bendever Gerona Internet Filtering is senseless “We can follow either the Chinese or Middle Eastern model where all ISPs are required to block online pornography. For me, these people must rot in jail so they will not be able to do any more harm to anybody,” said Senator “Bong” Revilla Jr. The Senator got his chance to get the publics as well as his colleagues sympathy when it came to issues on pornography by riding on the Hayden Kho and Katrina Halili sex video scandal. Perhaps it is part of the Senator’s agenda to railroad the passages of Senate Bill No. 12 otherwise known as the Pornography Bill seeking to punish those who publish or broadcast materials considered as porn. The bill may have won the support of the religious sector, but he still has a lot of persuading to do to convince Internet users who include bloggers, social network enthusiasts and even regular users who may or may not be into online porn. According to No Clean Feed, an Australian movement to stop their government’s attempt to filter Internet content, implementing the bill has a lot of major technical drawbacks such as high cost of maintaining a filtering system which would also slow down Internet access by 80 percent. Such a system could also be bypassed by most tech savvy children. In shor t, Revilla’s proposition is not only expensive but useless. Money spent on filtering the Internet could buy more books for children. Even if the senator would add a provision that Internet Service Providers would shoulder the cost, who would be willing to pay for an Internet connection that’s 80 percent slower than what they used to get? Isn’t filtering the Internet a violation of our basic freedoms? Should we allow our politicians to dictate what information we are allowed to access? Is China, North Korea, and Burma now our models for running our government? This is not what Ninoy Aquino and our national heroes have died for. Filtering the Philippine Internet is like treating pubic lice with chemotherapy. You may kill the lice, but you kill the genital as well. May 26 - June 3, 2009 Another Near Disaster A Maasinhon aboard the MV Filipinas Iloilo of the Cokaliong Shipping Lines whose engine conked-out near the treacherous Camote Straint told SLT the incident nearly turned into another mega-shipping disaster. Climate Change Taskforce With all the disaster coordinating councils in the province, we are surprised we still don’t have a taskforce on Climate Change which the United Nations believes is the Mother of All Disasters. Although the DENR is now organizing its own Climate Change Office in Manila we should not rely on the CENRO office here to prepare a climate change mitigation plan since all they do is denude our forests and grant mining permits. Adulterers Beware Womanizers in Southern Leyte now have something to really worry about. Representative Liza Masa of Gabriela has authored a bill that would punish male adulterers as severely as their female counterparts. The Male Adultery Bill is expected to be passed when the fourteenth Congress reconvenes in July. This landmark legislation not only punishes men who are caught committing the crime, but also punishes those who live with another woman while still married to their spouse. Although we support this legislation, I’m afraid our jails would overflow once it’s imposed. According to DENR Regional Director Regidor De Leon they will be recruiting 4,562 Bantay Gubats in the six provinces of the region; 92 Bantay Dagats and 130 extension workers.. 560 of the Bantay Gubats will be assigned to Leyte, 218 to Biliran, 248 to Southern Leyte, 1,704 to Samar, 1,544 to Eastern Samar and 288 to Northern Samar. In a phone interview with the Southern Leyte Times Representative Roger Mercado said they decided to give the program a new lease on life to forestall the nationwide unrest the program’s sundden stoppage would have triggered. Law makers took only a day to reconcile the lower house and Senate version of the bill extending the Comprehensive Agrarian Reform Program for another five years. “The bicameral conference committee resolved all major differences between Sen- ate Bill 2666 and House Bill 4077 in a marathon session last Tuesday paving the way for the approval of the CARP extension,” said Mercado who is also the chairman of the House Committee on Public Works and Highways. In a surprising move, Congress even increased the program’s budget to P150 billion and authorized additional appropriations for CARP when called for. The funds will be used for the acquisition and distribution of farmlands and for support to land reform beneficiaries to make their land more productive.
