Administration
• Prepared and attended the Board’s August 13 meeting.
• Continued work on the due diligence of the new police department
including various tests, surveys and work on the application to the
Local Government Commission.
• A joint telephone conference was held on the status of the Police
Department with an updated schedule and a follow-up call on
Monday.
• Received outside review on the lighting proposal for the HC Nesbit
Park.
Project Management
• Creating Economic Development and Committees/Boards. Project
Planner to organize and create process improvements for all board
and committees in progress.
• In progress on the action opens items for Strategic BOC Goals and
MS Project plan timelines, final updates received and posted to
SharePoint from Julie Sumek, timeline approved. Milestone tracking in
progress.
• Created and managing PD Administrative project plan updates and
managing progress. Change request log created.
• Project Manager for Waxhaw updating the Board of Commissioners
site page for August 27, maintaining SharePoint site overall.

Planning and Community Development
• Development activity for the week include 16 new residential permits,
1 new residential renovation permit, 16 plumbing permits, 19
mechanical permits, 18 electrical permits, 36 zoning permits and 1 sign
permit. 305 inspections were conducted during the week. Permitting
related fees for the week $28,748.04 and Planning related fees were
$3,476.00.
• Zoning Related:
• The Carolina Thread Trail Grant was finished and submitted to the
CTT officials in Charlotte.
• Provided support in the review of RZ-001327-2013 creating maps,
data tables for the legal description as well as other assistance.
• Worked on creating a map identifying the trails in Cureton.
• Made all final changes for Downtown Code to be heard by the
Planning Board on August 19.
• Downtown Code Rezonings – August 19 Planning Board agenda.
As part of the adoption of the Downtown Code each parcel located
within the boundary of the code will need to be rezoned.
• Completed review of Lawson Phase 2 and 3 CUP revision.
• Continued research on sign ordinances relating to ball field
sponsorship signage.
• Completed review of Lawson Phase 4, Maps 13, 14, and 15 final
plats. Signed Phase 4 Map 15 for recordation.
• Completed review of Millbridge Phase 3 Map 8 final plat.
• Attended Hwy 16 Corridor Plan Advisory Committee meeting.
Plans Review:
• She Homes submitted the second submittal for the Bell Property
conditional rezoning. Staff will review the plan for conformity.
Engineering Related:
• Met with representatives from Wells Fargo Bank to present the
findings from the analysis of Kensington Drive.
• Met with the Homeowners Association representatives from Park
Providence to discuss the proposed development by Shea Homes.
• Continued to inspect and monitor the sedimentation and erosion
control issues in Anklin Forest.
• Began review of the final analysis of Kensington Drive plans from
Land Design.
Miscellaneous:
• CONNECT meeting Friday morning at Hal Marshall August 16.
• Cockinos Façade improvement grant receipts came in, need to take
photos and coordinate the final report with Ann Sutton.

• WHPC Monday August 12 – Visited the former site of the
Rosenwald school. Virginia Johnson provided the committee a
walking visual of the location of the building and other important
factors. She attended the Rosenwald school and shared stories.
She is going to try to find photos of the inside and outside of the
school. It was very interesting and her input will be reflected in the
minutes.
Police
• There were 519 calls for service. Crimes and/or arrest included:
fraud (credit card), possession of firearm by felon, larceny (felony),
resist/delay/obstruct, 2 reports of breaking/entering/theft from motor
vehicles and larceny after breaking/entering. Arrests include:
possession of firearm by felon, 2 arrests for possessing drug
paraphernalia, 2 arrests for possession of marijuana, open
container, and injury to personal property.
• Officer Riley is continuing in his Traffic Law Refresher class online.
Sgt. Lovingood completed his Instructor School on August 9.
Officer Gibson completed Death & Homicide Investigation School
on August 9.
• 45 citations were issued including: 15 registration violations, 5
expired inspections, 4 driving while license revoked, 3 no operator’s
license, 2 possess drug paraphernalia, 2 speeding violations, 2
driving left of center, 2 stop sign violations, 1 each of open
• container, fail to yield to left turn, possession of schedule I
controlled substance, no liability insurance, no motorcycle
endorsement, no mirrors on vehicle, reckless driving, improper lane
change, injury to personal property, and no seat belt.
Public Service
• 9 new Residential solid waste households. Number of new
residents for the week: 38
• Continued to monitor skate park and address issues accordingly.
• Street inspection in The Oaks—preparations to repair sink hole that
has occurred.
Upcoming Events
• Planning Board Meeting – Monday, August 19 at 6:30 p.m. the
Museum of the Waxhaws – The Sign Ordinance and Downtown
Code is scheduled to be reviewed and discussed.

effort to revitalize and improve the downtown's health and image. Results of these efforts over the last four years are evident to both local and out of town visitors to our
downtown. Waxhaw’s Small Town Main Street Program is looking to collect and provide updated information that can be used in discussions with potential businesses
that may be considering opening or expanding in Waxhaw. Participating in this survey
is a way for you to be involved in shaping, defining, and developing our community.
Your input will assist our community leaders as they direct Waxhaw's future growth
and expansion.

COMMENTS: To achieve the vision you just described, where do we need to concentrate our
efforts to make it a reality? Several "don't know", New shops, Blakney like, be friendly to
business, community and youth center, focus on children's needs, need entertainment and
activities, develop highway 16 corridor, better parking, better hours, downtown housing diversity
and choices, parks and green spaces, library, recognize under thirty age group, develop Cureton
Town Center, sidewalks and bike lanes and racks, preserve equestrian character, education
facilities, clean up old buildings. Lot of thoughtful and specific suggestions on both sides of most

Re: Easement Request
Attached is a map of the proposed trails along the east side of the Quellin Subdivision
for the next BOC meeting agenda. The Quellin HOA is asking for Waxhaw BOC to
approve the segments from the Kensington Bridge on the south to the Cureton
Subdivision border on the north. These segments are color coded GREEN, RED, BLUE
and PURPLE. The length of the trail is approx..36 miles. The segments to be built are
generally on the proposed Easement to be granted back to Union County upon take
over by the Town of Waxhaw in conjunction with Kensington Road. Once approval is
obtained from Waxhaw and Union County, construction will proceed as funds become
available. If you need additional information, please let me know.

The Waxhaw Public Service Department is requesting the date for the Fall Clean-up Event
be approved as follows:
Date: October 8, 2013
Time: 7:00 AM until all articles are picked up.
All approved items must be at curbside by 7:00 a.m. the morning of October 8th.
***Please be reminded that once the truck has traveled down each street, it will not
make a second trip back to the same street to pick up items.
Once approved, a flyer concerning the event will be printed and distributed to residents.
This will occur two weeks prior to the event and each resident will receive a copy of the
flyer on their roll-out containers. It will also be posted on the town’s website as well as
Facebook and Twitter.

RESOLUTION of the TOWN of WAXHAW
Whereas, S. Ellis Hankins, Executive Director of the North Carolina League of
Municipalities, a leader in municipal government and leadership for nearly thirty years, has
announced his retirement; and
Whereas, S. Ellis Hankins began his career with the League in October, 1992 as
Assistant General Counsel and was promoted to Associate General Counsel; and
Whereas, S. Ellis Hankins was promoted to General Counsel and chief legislative
lobbyist in 1987 and served in that position until departing the League staff in 1994; and
Whereas, S. Ellis Hankins returned to the North Carolina League of Municipalities as its
Executive Director in 1997; and
Whereas, S. Ellis Hankins is only the fifth full-time Executive Director of the North
Carolina League of Municipalities in the 105-year history of the membership association
representing nearly every municipality in the State of North Carolina; and
Whereas, the work of S. Ellis Hankins benefitted the citizens of the cities and towns in
the State of North Carolina; and
Whereas, S. Ellis Hankins has worked to promote good government in North Carolina
through the League’s offering non-partisan advocacy, insurance, and other services as directed
by the membership; and
Now, Therefore, Be It Resolved, by the Board of Commissioners of the Town of
Waxhaw, hereby honors S. Ellis Hankins, of the North Carolina League of Municipalities for
faithful service and lasting contributions to municipal government
Be It Further Resolved, that this resolution is made a part of the permanent records of
the Town of Waxhaw and that copies be forwarded to S. Ellis Hankins.

Dear Mayor Gardner,
The John Foster Chapter Daughters of the American Revolution, Monroe, North Carolina
works to promote patriotism in our community. The week of September 17-23 is designated as
Constitution Week by Public Law 915 which was signed by President Dwight D. Eisenhower on
August 2, 1956. Therefore every year we want to bring to the attention of our citizens this
anniversary of the signing of the Constitution of the United States of America. I am sending
everything by e-mail this year and have included an attachment of a sample proclamation that I
hope you will complete, sign, and impress with the Seal of the Town of Waxhaw. After the
proclamation has been signed, we encourage you to add it to your website or perhaps add a
statement to your home page that says “Celebrate Constitution Week Sept. 17-23.” In the past I
have taken it to the library, and I will be happy to do that this year if you will let me know when
it is ready.
I have included with this proclamation a short history of the origin of Constitution Week
for you to read.

HISTORY OF CONSTITUTION WEEK
Miss Gertrude S. Carraway, while President General of the National Society Daughters of
the American Revolution, was responsible for the annual designation of September 17-23 as
Constitution Week. The DAR made its own resolution for Constitution Week which was
adopted April 21, 1955.
Members of the United States Congress received the DAR resolution and on June 7,
1955, the resolution was discussed in the Senate. The first resolution to observe Constitution
Week was made June 14, 1955, by Senator William F. Knowland of California. Following
passage of the resolution by both Houses of Congress, President Eisenhower issued his
proclamation on August 19, 1955.
The first observance of Constitution Week was so successful that on January 5, 1956,
Senator Knowland introduced a Senate Joint Resolution to have the President designate
September 17-23 annually as Constitution Week. The resolution was adopted on July 23 and
signed into Public law 915 on August 2, 1956.
For his patriotic aid and interest, Senator Knowland received an Award of
Commendation from the NSDAR Continental Congress in April of 1956.
North Carolina has a special interest in the story of how Constitution Week came to be
signed into law because Miss Gertrude S. Carraway is the only North Carolinian ever to be
elected to the position of President General of the National Society Daughters of the American
Revolution. She served from 1953-1956. She was a lifelong resident of New Bern, North
Carolina.
WHEREAS: The Constitution of the United States of America, the guardian of our
liberties, embodies the principles of limited government in a Republic dedicated to rule
by law; and
WHEREAS: September 17, 2013 marks the two hundred twenty-sixth anniversary of the
framing of the Constitution of the United States of America by the Constitutional
Convention; and
WHEREAS: It is fitting and proper to accord official recognition to this magnificent
document and its memorable anniversary, and to the patriotic celebrations which will
commemorate it; and
WHEREAS: Public Law 915 guarantees the issuing of a proclamation each year by the
President of the United States of America designating September 17th through 23rd as
Constitution Week
NOW, THEREFORE I, Daune Gardner, by virtue of the authority vested in me
As Mayor of the Town of Waxhaw in the State of North Carolina do hereby proclaim the
week of September 17th through 23rd as
CONSTITUTION WEEK
AND ask our citizens to reaffirm the ideals the Framers of the Constitution had in 1787
by vigilantly protecting the freedoms guaranteed to us through the guardian of our
liberties.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the Seal of the
Town to be affixed this 27th day of August of the year of our Lord two thousand and

RESOLUTION
Recognition of the Volunteer Work by Professor/Students
Of the University of North Carolina at Charlotte, NC
WHEREAS, students from University of North Carolina at Charlotte, NC have shown
leadership and group dynamics when approached by Mayor Gardner of the Town of Waxhaw,
NC with a proposal to study and provide a recommendation for a business park and:
WHEREAS, Mayor Gardner worked with the professor and students on the project ; and
WHEREAS, the students were responsible for coordinating all necessary design and
engineering work for the proposed business park as well as obtaining the necessary guidelines
and
WHEREAS possible future construction work for the business park preliminary work was
presented to Mayor Gardner and
WHEREAS, the students provided regular updates to Mayor Gardner throughout all
phases of the proposed design project, and;
WHEREAS, the new proposed business park was completed in accordance with the
proposed guidelines for future development.
NOW, THEREFORE, BE IT RESOLVED that that Mayor Gardner of the Town of Waxhaw s
hereby commends the students of University of North Carolina at Charlotte, NC for the
leadership and group dynamics showed by their class and all participating community
volunteers for the successful completion of the future proposed business park.

TOWN OF WAXHAW, NORTH CAROLINA
RESOLUTION AUTHORIZING TOWN MANAGER
TO APPROVE SURVEYING SERVICES
WHEREAS, the Town of Waxhaw is in the process of purchasing and/or
constructing a new Town Hall, a Police facility and other municipal improvements;
WHEREAS, N.C.G.S. 143-64.32 authorizes the Town of Waxhaw to exempt
surveying projects from the public bidding procedures;
WHEREAS, with smaller surveying assignments it may be quicker and more
efficient to utilize designated companies without going through a bidding process;
WHEREAS, the Waxhaw Board of Commissioners believes that it will be proper
for the Town Manager to obtain surveying work without a bidding process for smaller
assignments; and
NOW, THEREFORE, BE IT RESOLVED that the Town of Waxhaw Board of
Commissioners hereby authorizes the Town Manager to hire surveyors for the projects
set forth above provided that no single assignment have an estimated cost more than
$5,000.

Re: Fund Raiser-“Fill the Boot”

I’m writing on behalf of the Muscular Dystrophy Association (MDA) and would like to request
any concerns that the town may have for collection in the streets for our Fill the Boot program
this year. We are partnering with the Waxhaw Fire Department and Kristen Bright is my person
of contact. These are state road and contact has been made with them. They do not require
the ninety day notice, as the streets are not being closed. Also I will be in contact with the
Waxhaw Police Department to notify them of the event.
The event date is attentively set for Saturday, September 28, 2013, and we are looking to
collect funds to benefit our organization at North Broom Street and South Main Street. Below is
a breakdown of the event details.
Event Type: Fill the Boot
Event Description: The Fill the Boot campaign for MDA is a 59 year tradition that takes place
in busy street intersections in thousands of cities across the United States. Firefighters join
together to collect donations in their boots. The funds collected help the Muscular Dystrophy
Association provide comprehensive health care services like clinic visits, assistance with the
purchase and repair of wheelchairs and leg braces, summer camp, communication devices,
support groups and help fund research projects.
