Baban Singh central member of Federal Socialist Forum Nepal led a team

Weigh the words of
ruling parties
The Maoist and Congress collation government has been
seen failed addressing the 3 point agreement. According
to the leaders of the Unified Democratic Madheshi
Front, leaders of ruling parties promised to fulfill the
issues within a week. But it was not seen addressed.
The leaders have been seen pressurized to join
government. Some arliamentarian of the Unified
Democratic Madheshi Front have been pressurizing their
leadership to join government. They argue that in
parliamentary system after voting the government party
joins government. Another side, activists of Madhesh
and people have warned the Madheshi leadership not
to join government. Previously leaders of Madheshi
Front joined government but could do nothing for the
implementation of agenda. Madheshi people were not
made empowered. But leaders of those parties earned
money by breaking party and joining government. The
top leaders have been continuously saying that they will
not join the government before the agenda are met.
Recently after taking oath Prime Minister Prachand held
discussion with leaders of Front and asked to join the
government. Leaders of front refused to join the
government and urged Prime Minister Prachand to fulfill
the 3 points agreement as soon as possible. Government
has to take time to fulfill the agenda. The amendment
bill should be prepared by garnering supports from
different parties. Without support the amendment bill is
impossible passed in the House. So let Prime Minister
time for pushing the amendment bill fast in Parliament.
Till then keep the promise made before people not to
join the government. It will enhance their credibility lost
in past. Now it is time for the leaders of the Unified
Democratic Madheshi Front as well as the Federal
Alliance to weigh the words of ruling parties on the basis
of political measurement.

Traffic orientation for Tempo and
auto-rickshaw drivers
Jaleshwar. Traffic Police Office Mahottary has organized
traffic orientation training for Tempo and auto rickshaw drivers
at Jaleshwar. According to assistant traffic police inspector
Ramkumar Yadav more than 50 auto rickshaw drivers were
given orientation. Drivers learnt the issues to be obeyed during
driving vehicles.

The Baseless budget – A
critical Analysis - 2
All the top ranks have resident’s
health transportation, clothes,
provident, pension, education
and other facilities. But these
lower ranks are forbidden from
all these benefits. So this budget
will create huge gap between
ranks and files. Which definitely
discourage the moral of the lower
ranks. In Nepal, since we have
no welfare benefit system, these
lower ranks will have to suffer a
hellish life. Therefore, this
budget is for the top ranks only.
Even in the capitalist country like
UK and Germany they have
progressive tax system supper
led by welfare benefit system.
Therefore, the society is in the
equilibrium. In Nepal this budget
will definitely will encourage
another violent Maoist
revolution lead by NetraBikram
Chand (Biplov).
In the budget Mr.Paudel has
increased the salary of the
governmentemployees. But in
Nepal, 80% of workers are from
the private sector.If the private
sector does not increase their
salary in the same ratio, there will
be disturbances from the private
sector workers. If it is increased
as businessman Golcha says
private sector cannot cope with
that expenditure so that they are
forced to close their industries.
B) This budget is mainly focused
for the urban areas such as
Kathmandu, Pokhara, Jhapa and
Bhairwa but the backward place
like Humla,Dolpa, Kalikot are
totally deprived from its benefit,
where people are diving due to
starvation. In the same way this
budget is focused on urban elites
not for the poor, such as, in Tarai,
Mushar, Tharu in the meddle part
Rautes and Chepang similarly in
the Himalayan regions no
education, nohealth, no shelter,
no property, no medicine and not
even social safety. Therefore, this
budget cannot reflect the whole
expiration of the Nepalese public.
C)The budget is allocated for the
near expectation for impossible
things we call it fishing
expedition.Now Nepal is
suffered with the earthquake and
blockades and floods. From last
one year the government has not
built even a single home for the
homeless, just one single bridge
was constructed which is
extremely less than the
achievement of an individual
couple
such
as
SitaramKatel(Dhurmus) and
KunjanaGhimire(Suntali) who
created an integrated
settlement of 20 houses.
D) The budget is
allocated
for
purchasing of ship
whereas we have
neither sea nor any
separate
transit
agreement
with
neighbouring countries like
India and China. People have
no place to stay but the budget
to build a big villa accommodate
5000 people in Lumbini just for
a day pilgrimage. A huge budget
is allocated in the name of the
foundation
such
as
MadanBhandari foundation,
Pushpalal Foundation, Grija
Prasad Koirala foundation,
KrishanaSen foundation and
so on. These foundations have
opinion superior to the
advantage we should reap
from it, We have determined
not to proceed to violent
measures with the Rajah so
long as he shall leave the Bahar
Districts undisturbed And
shall pay the annual Tribute
for those Pergunnahs as an
acknowledgment of their
dependency on the Zemindary
of Trihoote.
We however desire that you
will endeavour fully to inform
your- selves of the Revenue
which those Purgunnahs
would yield were they
reannexed to the Tirhut
Province And that you will not
be neglectful of keeping up our
claim to the annual Tribute
hitherto paid by the
possessors of them. We are

The eight documents printed
above deal with two
pointsýÿthe history of Tirhut
from the time of Akbar to that
of the English occupation and
delibera- tions, in the middle
of the year 1771, on the policy
to be adopted towards the
Gurkhas. In Raja Sitab Rai’s
report, the river Gandak
mentioned appears to be the
BuriGandak. The names of nine
Hindu Rajas of Tirhut occur in
the account, six of whom
ruledsuccessively from father
to son. There are also several
names of Imperial officers in
the province of BeharSubadars, Dewans and Nazims
from the time of Aurangzeb
onwards with occasional
dates. The chequered history
o relations between the
frontier principality of
Muckwanpur
and
the
Zemindari of Tirhut is
described in detail. The bone
of contention was the Tatar
Parganas
(round
aboutJanakpur) which were
seized by Muckwanpur about
two centuries before the date
of the report.
From the time of Aurangzeb a
tribute was exacted for this
occupation
which
by
successive increases was
raised to 12,500 rupees and
was paid in elephants. The
Gurkha conquerors overthrew
the Muckwanpur family
whose appeal brought forth
the futile expedition of Mir
Kasim. After the withdrawal of
Kinlock, the Gurkhas remained

I like to quote Sheakspear’s
famous sonnet where he
says,”No
marble
no
monument will save thy name
but only the good faith of the
public ‘’. Here Mr Paudel has
tried to create big foundations
but without the faith of the

budget
is
vagueand has neither goal
nor structure just a volume of
digits which will not at all
benefit the Nepalese public.
Madhesh during Akabar regime- 6
in possession of both
Muckwanpur and the Tatar
Parganas and paid the
customary tribute for the
second. The later history
of the Parganas is mentioned
in O’Malley’s History of
Bengal, Behar and Orissa
under British Rule (p. 639).
Many reasons are advanced
by local officials for the
desirability of the annexation
of the Tatar Parganasýÿfor
example the ancient rights of
Tirhut,the wealth of the district,
the low and irregular tribute,
the wisdom of weaken- ing the
Gurkhas in anticipation of
future troubles. These reasons
were however outweighed by
the certainty of increased
military expenditure and the
difficulty of subduing the
Gurkhas. The claims over the
disputed district were.it was
resolved, to be kept in reserve
for any suitable occasion.

Government’s step of sending envoys is positive
Past government blamed India of creating Madhesh movement. But the government didn’t solve the problems of
Madhesh. The government would have to address issues
instead of sending envoys. If the government addresses
signed issues it will create permanent peace in country. After
that the constitution will accepted by all. The constitution
will be for all. All will accept the constitution. The current
government will not do as former government. Sending envoys to China and India is a positive step of the current government. But problems will not be solved just by sending the
envoys. It requires to solve the issues internatlly.
The leaders of the
Unified Democratic
Madheshi Front have

situation of the tree
point agreement?
- The issues of Madhesh
based parties are not
new. The issues are
accepted in the interim
constitution. The issues
accepted in the interim
constitution are not
accepted in the declared
constitution. In the
reaction of that
ignorance Madhesh
Movement was waged.
The
constitution
declared in 2015 has
c o n t i n u e d
discrimination with
different communities
of country. The
discriminations must be
rooted out. It is demand
of people. The issues
were established by the
Madhesh Movement.
During the Madhesh
Movement especially
Prime Minister KP
Sharma Oli’s period, Oli
himself
attacked
Madheshi agitators. Oli
created insensitive
statement about the
killing of Madhesh. Oli
termed killing of
Madheshi people as ripe
mangoes
falling.
Statement of Oli hurt
Madheshi. About the
issues of Madheshi,
Nepali Congress, CPN
(Maoist Centre) and
CPN (UML) are not
honest. These three big
political parties have
declared constitution.
But among three UML
was seen more extreme
against Madheshi issues.
For Madhesh based
parties, the alliance of the
tree was required to be
broken. The 3 point
agreement contributed in
breaking the alliance of
three big parties. The
ruling parties must
address the 3 point
agreement. If they are
addressed, the trust of the
Madhesh based parties
will be increased. This
will create positive
environment.
Unofficial it was
accepted that the 3
point agreement would
be addressed within a
week of formation of
government. But it
could
not
be
implemented. What do
you say about this?
-We can hope but not
believe in them. In past
several agreements were
signed. In constitution
the issue was included.
But that was not
implemented. They
didn’t implement the
issues of Madhesh so
Madhesh
waged
movement. So we are in
between of doubt and
trust about the 3 point
agreement. We are in
movement. We will run
movement till our issues
are not addressed in the
constitution.
In the 3 point
agreement issues are
not clearly mentioned.
What do you say about
the saying?
-Certainly the issues
included in the 3 point
agreement are not clear.
They are vague. We agree
that. The intension of the
agreement is seen that
past signed agreements
will be implemented.
Now the question is of
honesty. The big parties
have been cheating
Madheshi people. So it is
right to doubt in their
behavior. But only doubt
in them is not only way of
doing. We will have to run
our programs
of
movement. By the
statements made by the
leaders of ruling parties,
we can learn how deep
their
thought
of
discrimination is running
in them. We can do
maximum efforts for or
issues to be addressed.
Congress and Maoist have
been seen now flexible
about the issues of
Madhesh based parties. If
the demarcation is
changed, the situation
will be to go together.
You are youth leader. It
was good to do or not.
What do you think
about the 3 point
agreement?
- Intension of 3 point
agreement is same of 22
point and 8 point. The
current government dares
to implement the 3 point
agreement or not. People
have space in the
implementation of 3
point agreement. It is be
clarified as the current
government moves to

agreement it is said
that it was made
mistake of ignoring
time bound provision

do you say about that?
-Well. It is not written in
the agreement. But an
understanding was made.

1 month. If the ruling
parties
ignore
implementing the issues,
we will wage movement.
The country can’t run
without addressing
agenda of Madhesh. All
must be clear about this.
If the government also
ignores the issues,
movement and rebel will
be waged in Madhesh.
Government will be
toppled. The issues of
Madhesh have been
enrooted in the grass
roots of Madhesh. The
Madhesh movement
established the issues of
Madhesh. If the issues
are not addressed, the
permanent peace will not
be established.
Government

talk of talking to the
Baloch insurgents
and about a dialogue
with “extremists” in
the “border land”.
All
parties
conceded

avoided mentioning
that the mission was
bungled from the
very start because

about “peace within
and
without”
enshrined in the
adopted at the
meeting was totally
out of sync with
what was happening
along the Line of
Control (LoC) in
Jammu and Kashmir
even as the APC was

Sharif ’s low-key
handling of the
ceasefire violations
by the Army and his
harping on Kashmir

terrorism by nonstate actor jihadis.

peace of GHQ,

through its ISI has
an understanding

drones can target

Madheshi leaders have clarified that they must take aside in parliament. They

so they voted them. But they will not join the government till the demands are
met and implemented. Leaders of Madhesh based parties said ‘’We are in
movement. We only supported the new government based on 3 points
agreement.’’
Finally the Front has submitted the list of injured and killed to government. They
hope that the agreement will be addressed soon. It is true to say that government
failed its verbal promise but hope it will be capable of addressing them within
reasonable time.
Blood donation on the establishment
day of student front
Janakpurdham. Blood donation program has been held on the
establishment day of Nepal Student Forum affiliated to Nepal
Sadabhawana Party. The blood donation program was organized in
the presence of Rajiv Jha and Arun Madheshi. 50 persons donated
blood. The Forum has decided to plant tree on 12th August and cleaning
program on 13th August from Janachowk to Bhanuchowk.

Kathmandu. Federation of Nepalese Indigenous Ethnic Journalist
(FONIEJ) has celebrated its 17th establishment day on Thursday.
Journalists participated in the program said that policy of mass
communication and information based on diversity of Nepal. The

Kathmandu. Madheshi Youth organizations have
demanded of implementing proportional inclusive
principle in Teaching hospital. IOM Madheshi
Student Association, Madheshi Youth Think Tank,
Nepal Medical and Dental Student Association and
Nepal Dhanuk Youth Society have jointly demanded
to apply proportional inclusive principle in
Teaching hospital issuing a joint press release. They
said that Teaching is not inclusive.

Kathmandu: Nepal’s first animated feature film
‘Shankhadhar Yaa Baakha’ (The Legend of
Shankhadhar) has released a promotional music video.
The music video was simultaneously released in Nepal,
UK and USA.
The film written, produced and directed by Sanyukta
Shrestha, tells the story of national hero Shankhadar
Sakhwa who initiated the Nepal Sambat calendar.
Bishwo Shashi and Ganga Thapa have given the music
for the video that features the voice of Nisha Deshar.
The lyrics are penned by the director. At the launch event, culture expert Satya Mohan Joshi
said that the movie is important for Nepal as it depicts
Nepal’s cultural heritage. The movie will be released in November of this year on
the occasion of Nepal Sambat New Year. Alia Bhatt wants to make babies

IS expands presence in restive south
of Afghanistan bordering Pakistan
US military officials have said that
there are between 1,500 and 3,000
IS-linked militants in the eastern
region, most of them former
operatives for the Afghan and
Pakistani Taliban groups.
The Islamic State group, which has
been building a presence in
Afghanistan for more than a year,
has established a recruitment and
training camp in a restive southern
province bordering Pakistan,
Afghan officials said.
Last year, hundreds of insurgents
fled to Afghanistan from
neighboring Pakistan, where the
military launched a campaign to
clear militants from the lawless
tribal regions in the country’s north.
Among them were members of the
Islamic Movement of Uzbekistan,
who joined forces with local Taliban
fighters to attack northern Afghan
cities such as Kunduz, which was
briefly overrun in September.
The Pakistani military campaign
also caused around 400 families
loyal to the Islamic State group to
in the east of the country, backed
by US forces and air strikes.
This week, the US Department
of Defense confirmed that the
leader of IS in Afghanistan and
Pakistan, Hafiz Saeed, was killed
some weeks ago in an American
drone strike in the eastern
province of Nangarhar.
US military officials have said that
there are between 1,500 and 3,000
IS-linked militants in the eastern
region, most of them former
operatives for the Afghan and
Pakistani Taliban groups. They
have direct links with the
leadership of IS in Iraq and Syria,
and for some months earlier this
year held control over a number
of districts near the Pakistan
border.
The commander of American and
NATO forces in Afghanistan, US
Gen. John Nicholson, has said that
dozens of IS commanders and
hundreds of fighters have been
killed since the Afghan military
declared its offensive in late July.

of them Arabs and Chechens,
settled in the southern province of
Zabul, in the district of Khak-eAfghan, a former Taliban
stronghold with a history of militant
violence that has made it a no-go
area for Afghan security forces.
The long-term intentions of the IS
loyalists in Khak-e-Afghan were
initially unclear. Locals said they
kept to themselves but appeared
wealthy, purchasing expensive
properties and never bargaining
down prices in the bazaar.
Now officials say the IS operatives
have established a headquarters in
the district, and are actively
recruiting and training locals to join
the group as gunmen.
“They have a lot of money. People
here are very poor, and that makes
them very easy targets for these
foreigners,” said Atta Mohammad
Haqbayan, the director of Zabul’s
provincial council. He said that he
asked central authorities in Kabul
for help to drive the IS operatives
out of the province _”but no one
is listening to us.”
