As of the United States 2010 Census, the township population was 18,210. Aberdeen Township is part of the Bayshore Regional Strategic Plan, an effort by nine municipalities in northern Monmouth County to reinvigorate the area's economy by emphasizing the traditional downtowns, dense residential neighborhoods, maritime history, and the natural beauty of the Raritan Bay coastline. History Those who settled in this area developed into the Lenape Native Americans. About the year 1000, an agricultural society developed, and small villages dotted what was to become New Jersey. The Lenape began a westward retreat in the face of European settlement and disease beginning in the late seventeenth century, beginning in Monmouth County by the mid-eighteenth century. Although the Lenape presently live in Ontario and Oklahoma, their legacy survives in such names as Mohingson, Luppatatong and Matawan Creeks and Raritan Bay. The earliest known attempt at European settlement was in 1650 when the south side of Raritan Bay was purchased from the Lenape by the New Netherland Colony. Origins of Aberdeen Township On November 8, 1977, the residents of Matawan Township voted to change the name of the Township to create a community identity separate from that of Matawan Borough. The residents voted to call their community Aberdeen Township. Officials believed the new name would draw attention to the Township, as it is listed first alphabetically among New Jersey's 566 municipalities. Today, Aberdeen is a suburban Township of 5.5 square miles of land containing a mix of residence, light industry and shopping centers. Sections of the Township include Cliffwood, Cliffwood Beach, Freneau, Oakshades, River Gardens, Strathmore and Woodfield. There are three postal ZIP codes which service the Township: 07721, 07735 and 07747. The Township is served by two volunteer fire companies, the Aberdeen Township Hose and Chemical Co. No. 1, organized in 1918, and the Cliffwood Volunteer Fire Co., organized in 1927. Two volunteer First Aid Squads respond to the community's emergency medical needs; the Aberdeen Township First Aid and Rescue Squad, organized in 1954, and the South Aberdeen Emergency Medical Service, organized in 1970. A Full time Police Department was established in 1935. Geography According to the United States Census Bureau, the township has a total area of 7.8 square miles (20.1 km²), of which, 5.5 square miles (14.3 km²) of it is land and 2.2 square miles (5.7 km²) of it (28.61%) is water. 3 Cliffwood Beach (2010 Census population of 3,194) and Strathmore (6,740) are censusdesignated places and unincorporated areas located within Aberdeen Township. The Henry Hudson Trail is a 9-mile (14 km) paved trail built on a former Central Railroad of New Jersey right-of-way and extends from Aberdeen Township east to Atlantic Highlands. Demographics At the 2010 United States Census, there were 18,210 people, 6,876 households, and 4,923 families 2 residing in the township. The population density was 3,343.0 per square mile (1,290.7/km ). There 2 were 7,102 housing units at an average density of 1,303.8 per square mile (503.4/km ). The racial makeup of the township was 76.63% (13,954) White, 11.87% (2,161) Black or African American, 0.23% (41) Native American, 6.43% (1,171) Asian, 0.04% (8) Pacific Islander, 2.77% (504) from other races, and 2.04% (371) from two or more races. Hispanics or Latinos of any race were 10.43% (1,900) of the population. There were 6,876 households, of which 32.5% had children under the age of 18 living with them, 56.0% were married couples living together, 11.7% had a female householder with no husband present, and 28.4% were non-families. 22.5% of all households were made up of individuals, and 6.0% had someone living alone who was 65 years of age or older. The average household size was 2.64 and the average family size was 3.13. In the township, 23.1% of the population were under the age of 18, 7.4% from 18 to 24, 29.3% from 25 to 44, 29.6% from 45 to 64, and 10.6% who were 65 years of age or older. The median age was 39.0 years. For every 100 females there were 94.9 males. For every 100 females age 18 and over, there were 92.0 males. The Census Bureau's 2006-2010 American Community Survey showed that (in 2010 inflationadjusted dollars) median household income was $89,365 (with a margin of error of +/- $4,048) and the median family income was $101,174 (+/- $5,850). Males had a median income of $65,488 (+/$5,575) versus $52,615 (+/- $3,635) for females. The per capita income for the borough was $39,830 (+/- $3,017). About 2.6% of families and 5.0% of the population were below the poverty line, including 4.6% of those under age 18 and 9.0% of those age 65 or over. Local government On November 3, 1964, the citizens of Aberdeen Township voted to change from the Township Committee form of government, in force since 1857, to the Council-Manager form, under the Faulkner Act. In this Council-Manager form, all policy making power is concentrated in the council. The Mayor is a member of the Council and presides over its meetings. The Manager, appointed by the council and fully accountable to it, is the municipal chief executive and administrative official. Aberdeen Township is one of over forty municipalities in New Jersey with this form of government. A seven-member Township Council is elected at large for staggered, four-year terms of office in partisan elections held in November. 4 Education Aberdeen is part of the Matawan-Aberdeen Regional School District, together with the neighboring community of Matawan. Schools in the district are Cambridge Park Preschool, Cliffwood Elementary School (Grades K-3), Ravine Drive Elementary School (Grades K-3), Strathmore Elementary School (Grades K-3), Lloyd Road Elementary School (Grades 4-5), Matawan Aberdeen Middle School (Grades 6 - 8) and Matawan Regional High School (Grades 9- 12). Central Offices are located at 1 Crest Way, in Aberdeen. Matawan Borough Our Community Matawan is a borough within Monmouth County, New Jersey. It is a close-knit suburban area with easy access to NJ Transit and area highways. Matawan was founded around 1686 by Scotch Presbyterians who settled at the crossing of two Native American trails and was originally known as Middletown Point. Today, Matawan appeals to a wide variety of residents, partly because of an excellent transportation network but also for its wealth of natural resources, including two lakes and the Matawan Creek. Just 2.4 square miles in size, Matawan is informally divided into several neighborhoods largely defined by its two lakes, Lefferts and Matawan, and the two major highways that bisect Matawan, Routes 79 and 34. The Matawan-Aberdeen station serves most of western Monmouth County, offering a direct line to New York City, with commuting times ranging from 59 to 70 minutes. Matawan is also just off Exit 117 of the Garden State Parkway, which — traffic depending — gets you into the city in 50 to 60 minutes. New Jersey Transit’s 133 Line provides bus service to Port Authority. History The Lenape Native Americans called the area "Mechananienk", a Lenape language word meaning "where two rivers come together", which gave rise to the area being called "Matovancons" by Dutch settlers, from which derives the name "Matawan" which may derive from a Lenape word also meaning "where two rivers come together". It may also originate from the Southern Unami Matawonge, "bad riverbank" or "bad hill", a possible reference to bluffs along Raritan Bay which were subject to erosion and collapse prior to the construction of a seawall in the 1970s. Another possible source is Matawan, Northern Unami for "bad fog", which may have referred to fog generated on Raritan Bay. Other possible meanings are "magician", "charmed skin" or "it arrives in a lake". The community was established by Dutch settlers in the 17th century (Matawan celebrated a tricentennial in the 1980s). Scotch-Irish settlers from New Hampshire later named the town New Aberdeen. Neighboring Matawan Township reused the historic name in the 1970s when it changed its name to Aberdeen Township. 5 Matawan was formed as a borough on June 28, 1895, from portions of Matawan Township (now Aberdeen Township), based on the results of a referendum held that day. Matawan expanded with portions of Matawan Township in 1931 and 1933, and from Madison Township (now Old Bridge Township) in 1939. Despite being 11 miles (18 km) from the Atlantic Ocean, Matawan was the site of three shark attacks on July 12, 1916, in Matawan Creek, causing two deaths. They closely followed an attack in Beach Haven on July 1 and one in Spring Lake on July 6 that were all part of the Jersey Shore shark attacks of 1916. Matawan played an important role in aviation navigation history. In 1944, the first operational Visual Aural Range (VAR) was installed at Matawan. Designed in 1937 at the Bureau of Air Commerce's research center, this system operated in the VHF band around 63 mHz and was an incremental improvement over prior aviation navigation systems such as the four-course radio range. VAR was later redeveloped into VOR. Geography According to the United States Census Bureau, the borough had a total area of 2.403 square miles (6.225 km2), including 2.261 square miles (5.856 km2) of land and 0.142 square miles (0.369 km2) of water (5.92%). Unincorporated communities, localities and place names located partially or completely within the borough include Freneau and Oak Shades. The borough borders Aberdeen Township and Marlboro Township in Monmouth County, as well as Old Bridge Township in Middlesex County. Demographics At the 2010 United States Census, there were 8,810 people, 3,358 households, and 2,280 families residing in the borough. The population density was 3,896.6 per square mile (1,504.5/km2). There were 3,606 housing units at an average density of 1,594.9 per square mile (615.8/km2). The racial makeup of the borough was 80.98% (7,134) White, 7.04% (620) Black or African American, 0.11% (10) Native American, 6.41% (565) Asian, 0.01% (1) Pacific Islander, 2.77% (244) from other races, and 2.68% (236) from two or more races. Hispanics or Latinos of any race were 10.77% (949) of the population. There were 3,358 households, of which 32.3% had children under the age of 18 living with them, 53.0% were married couples living together, 10.6% had a female householder with no husband present, and 32.1% were non-families. 24.7% of all households were made up of individuals, and 7.7% had someone living alone who was 65 years of age or older. The average household size was 2.59 and the average family size was 3.15. In the borough, 22.6% of the population were under the age of 18, 8.1% from 18 to 24, 29.7% from 25 to 44, 28.0% from 45 to 64, and 11.7% who were 65 years of age or older. The median age was 38.3 years. For every 100 females there were 94.5 males. For every 100 females age 18 and over, there were 90.8 males. The Census Bureau's 2006-2010 American Community Survey showed that (in 2010 inflationadjusted dollars) median household income was $68,375 (with a margin of error of +/- $7,318) 6 and the median family income was $85,677 (+/- $6,353). Males had a median income of $57,376 (+/- $10,034) versus $42,255 (+/- $14,121) for females. The per capita income for the borough was $39,773 (+/- $5,834). About 3.5% of families and 5.2% of the population were below the poverty line, including 9.6% of those under age 18 and 5.4% of those age 65 or over. Local government Matawan is governed under the Borough form of New Jersey municipal government. The governing body consists of a Mayor and a Borough Council comprising six council members, with all positions elected at-large on a partisan basis as part of the November general election. A Mayor is elected directly by the voters to a four-year term of office. The Borough Council consists of six members elected to serve three-year terms on a staggered basis, with two seats coming up for election each year in a three-year cycle. The Borough form of government used by Matawan, the most common system used in the state, is a "weak mayor/ strong council" government in which council members act as the legislative body with the mayor presiding at meetings and voting only in the event of a tie. The mayor can veto ordinances subject to an override by a two-thirds majority vote of the council. The mayor makes committee and liaison assignments for council members, and most appointments are made by the mayor with the advice and consent of the council. Public transportation In the late 20th century, Matawan became known for its heavily-used train station at AberdeenMatawan on New Jersey Transit's North Jersey Coast Line, which attracts riders from all over western Monmouth County and provides service to New York City's Penn Station, either directly or via Secaucus Junction. NJ Transit also provides bus service to the Port Authority Bus Terminal in Midtown Manhattan on the 133 and 135 bus lines. Education Matawan is part of the Matawan-Aberdeen Regional School District (MARSD), which also serves students from the neighboring community of Aberdeen Township. As of the 2011-12 school year, the district's seven schools had an enrollment of 3,871 students and 307.0 classroom teachers (on an FTE basis), for a student–teacher ratio of 12.61:1. Schools in the district (with 2011-12 enrollment data from the National Center for Education Statistics) are Cambridge Park Preschool; Cliffwood Elementary School (K-3), Ravine Drive Elementary School (K-3), Strathmore Elementary School (K-3), Lloyd Road Elementary School (4-5), Matawan Aberdeen Middle School (6 - 8) and Matawan Regional High School (9 - 12). 7 Cliffwood Beach Cliffwood Beach is an unincorporated community and census designated place (CDP) located within Aberdeen Township, in Monmouth County, New Jersey, United States. As of the 2010 United States Census, the population of Cliffwood Beach was population was 3,194. History Matawan Township was incorporated on February 23, 1857. This included the village of Middletown Point, Mt. Pleasant, and Matawan including Matawan beach. The beach area of Matawan was later renamed Cliffwood Beach. A "Cliffwood Beach" directional sign is seen briefly in the 1939 documentary The City (with music by Aaron Copland). An unending traffic jam getting to the beach is used in the film as an endemic problem of unplanned growth. Cliffwood Beach was a popular resort up until 1960, with a boardwalk, saltwater swimming pool, dining and dancing at The Cat n Fiddle, and other amusements. The beachfront facilities were destroyed by Hurricane Donna in September 1960. All that remains is the swimming pool, though it is currently buried in a sand dune that helps support part of the sea wall. Cliffwood Beach was an early recipient of aid through the New Jersey Department of Environmental Protection's Green Acres Program, which was established in 1961. The township received funds to build a park near the Cliffwood Beach waterfront. The tennis courts have since been converted to an enclosed in-line skating arena, although the arena was damaged during Superstorm Sandy in 2012 and has not been replaced. The original playground equipment and two basketball courts have been upgraded and there is a volleyball court in the sand adjacent to the basketball courts. The township also installed a ⅝-mile long sidewalk with rails on top of the seawall which is accessible from Beach Drive in Cliffwood Beach. It was featured in Weird NJ Magazine Issue #28. The article, "Cliffwood Beach: A Forgotten Resort", recounted the abrupt manner in which the town was forgotten. Nothing remains for any of the boardwalk amusements, except for the large swimming pool, which lies abandoned and filled with debris. Demographics At the 2010 United States Census, there were 3,194 people, 1,127 households, and 854.3 families 2 residing in the CDP. The population density was 3,516.4 per square mile (1,357.7/km ). There were 2 1,165 housing units at an average density of 1,282.6 per square mile (495.2/km ). The racial makeup of the CDP was 75.77% (2,420) White, 13.68% (437) Black or African American, 0.22% (7) Native American, 3.16% (101) Asian, 0.03% (1) Pacific Islander, 4.29% (137) from other races, and 2.85% (91) from two or more races. Hispanics or Latinos of any race were 14.43% (461) of the population. There were 1,127 households, of which 31.8% had children under the age of 18 living with them, 55.9% were married couples living together, 15.4% had a female householder with no husband present, and 24.2% were non-families. 18.4% of all households were made up of individuals, and 5.1% had someone living alone who was 65 years of age or older. The average household size was 2.82 and the average family size was 3.21 In the CDP, 23.2% of the population were under the age of 18, 8.7% from 18 to 24, 27.6% from 25 to 44, 31.4% from 45 to 64, and 9.1% who were 65 years of age or older. The median age was 38.4 8 years. For every 100 females there were 96.8 males. For every 100 females age 18 and over, there were 94.3 males. Education Cliffwood Beach, as a part of Aberdeen, is served by the Matawan-Aberdeen Regional School District. Everything in Cub Scouting is designed to have the boys doing things. Activities are used to achieve the aims of Scouting: citizenship training, character development and personal fitness. Within the results are many creative ideas in which the community can be more involved with our students and other very important and valid points made by survey respondents. Some issues cited by multiple respondents include concerns about classroom size and pressures on the schools related to impending development in the townships, a need to try to keep students who are involved in athletics and extracurricular activities to remain here in the district as opposed to going to other high schools, a need for more access to the public libraries whether it means extending library hours or having satellite programs near the Cliffwood side of town, a need for the district to repair its negative reputation in the local area and a need for the district to better accommodate the schedules of two income households. Many respondents praised the district and staff and see a great need for more community ties with seniors, local businesses and local government and an increase in recreational venues for the students, whether it means keeping schools open at night and on the weekends or more recreational fields in the townships. A full summary of all survey results is listed by question and bulleted below. 1. Please list any areas of concern or feedback regarding community demographics (population size/growth, diversity, socioeconomic factors, etc.) that you would like the State of Community Committee to consider in the strategic planning process. Concerns include: ● MARSD schools do not have a good reputation so efforts should be made to advertise strengths of our school system. ● Overbuilding in townships will strain the school system, bussing and resources (3) ● Elementary schools should be rezoned in order to equalize diversity and economic backgrounds at all three schools and due to overcrowded classrooms. (2) ● Affordable senior housing should be available in order for residents to age in place. ● Placement in honors programs seems biased against Cliffwood students. Placement into Academies is sometimes unfair and not entirely by the book. ● Would like to see involvement by senior citizens more: when lower grades study community, during career days/sessions at MAMS and HS, as volunteers. ● Do more to reach lower income and lower performing students: satellite library times and/or other activities at Cliffwood and/or other locations? Involve community volunteers (seniors, scout groups, athletes, businesses). MAMS has students who make straight Fs. Are we trying to reach them? At risk for drug problems. ● Expand YMCA ● Expand library times/offerings ● Offer English classes for Spanish speaking children before they enter school. 19 2. Please list any areas of concern or any feedback regarding student population (decline, increase, development, migration, etc.) and the implications on the local school district that you would like the State of Community Committee to consider in the strategic planning process. Concerns include: ● Increase in class size and other pressures due to impending township development (8); would like to see class size capped at 24 maximum (2). ● Overbuilding of schools. ● MARSD schedules do not accommodate families with dual-full time workers: too many workshops, roundtables, summer school offerings during day; too many half days. ● Admires district for academies but is concerned district loses students due to lack of or insufficient level of sports/extracurricular programs at high school level. Would like to see more mentor/apprenticeship opportunities for all students, adequate coaching staff for sports, full time strength training/conditioning and advisors to clubs. (2) ● Need to be more accommodating to Spanish speaking population: advertise more programs in Spanish, etc.., increase program promotion to Spanish speaking population. ● Expand YMCA. ● Increase library hours/programs. ● Does preschool adequately represent township diversity? 3. Please list any areas of concern or any feedback regarding community factors (business influences, quality of life, societal influences, expectations, changes, relationships with local government, school boards, community members) affecting the school that you would like the State of Community Committee to consider in the strategic planning process. Concerns: ● Community needs to come together as a whole to help our students grow together. Bridge the ―divide‖ between Cliffwood and rest of district. (2) ● Increase exposure of students to local businesses and politics as ambassadors, volunteers to help local parks, etc. (2) ● Need more soccer, baseball fields with lights in community, including Matawan. ● High turnover within administration of schools and school district. ● Likes the attempts of current board to reach out to community and offer workshops/programs. Keep it up. ● Feels there is a stigma against Cliffwood people and it is reflected in PTOs, even at MAMS among teachers. ● Feels district is not taking advantage of natural resources; Cliffwood Beach is site of horseshoe crab visits and monitoring. Why isn’t this a part of curriculum? 20 ● ● ● Could provide excellent cross curricular opportunities (evolution, medicine, geography, conservation) from K-12. District should take advantage of impending park creation [Freneau Park]: real world applications of the formation of the park, efforts of local citizens, lawmakers and activists as well as planning and getting it ready for the public. Lower school taxes. Too high compared to state. Need uniforms for students. 4. Please list any areas of concern or any feedback regarding issues on the local, state and/or national level regarding mandates, societal pressures, taxes that you would like the State of Community Committee to consider in the strategic planning process. Concerns include: ● Unfavorable opinion of PARCC and dislikes test prep (5). Need to administer tests infrequently; ensure that the tests are strong and powerful. Likes Common Core. No testing at K-3 level. ● Too many rentals being built in town; doesn’t like renters being able to take advantage of school system without contributing taxes. ● How can the district keep/strengthen balance between testing and real learning activities/performance? Survey respondent commends district for good balance. ● Would like to see more of a community effort to beef up drug prevention. Liked County Sheriff program on drugs. Would like to see more of that/programs. Concerns include: ● Offers highest praise for teachers and counselors at HS, in particular Mrs. Andrea Grasso, Mrs. Hitchman, Mrs. Nunziante, Mr. Tyburczy, Mrs. Friscia and Principal Ruscavage. Depression, anxiety, and low self-esteem are real problems for children, especially girls. MAMS teachers holds low expectations of students. Need SS and Science honors programs at MAMS. Not challenging higher students. Word on the street: LR is okay, MAMS is horrible, HS is good. Feels talked down to by district; most of population is college educated or higher. Treat parents as such. Dual working parents feel that district does not accommodate their schedules and caters to one income families. Hire former students. Encourage parental and community involvement. Understands need to keep children safe but not at expense of shutting everyone out. Communicate better to middle and high school students what the future may hold for them; communicate opportunities/scholarships. Counsel students. Create connection/partnerships with local churches, alumni, create mentorship programs, local recreational organizations, pool club. Create library satellite for Cliffwood community. High turnover among administration within district and schools. Expand YMCA. Expand library hours/programs. Need free play, recess, centers, exploration in Kindergarten. Too much change from year to year in curriculum which doesn’t allow for consistency and building of strength within programs. 6. Create a film festival where the student created documentaries are shown. Make the film festival a really big deal, with red carpets, lights, cameras, tuxedos, gowns and press coverage. Show the entries on public access television and also put them on YouTube and other social media. Have the students show their work at local houses of worship and to civic organizations. ● Create a way for parents who cannot attend meetings to voice opinions and ask questions. ● Create more opportunities for students to become involved at community events; "it's a snow day so let's shovel driveways" group or the "it's a school holiday but mom has to work babysitters club" or the "Saturday detention is now Saturday community service/clean up group" (2) ● Make a big deal out of Homecoming, open up the schools on weekends & have movies for kids &/ or families to attend, make a Super Senior Citizen Day district wide & have outreach to the assisted living and retirement communities here in town. ● Use newspapers. ● Advertise strengths. 8.
