Energy Waste reduction Urban Design Urban Environment Transportation Environmental Health Water The main 7 sectors are further divided into 21 sub-areas and 152 indicator measurements. www.melakagreentech.gov.my • Melaka and Asian Development Bank (ADB) produced the Green City Action Plan (GCAP) for Melaka to further enhanced the planning for green development in Melaka. • GCAP has been develop under the IMT-GT Green City Initiatives and Economic Planning Unit (EPU), Prime Minister‟s Department. www.melakagreentech.gov.my • www.melakagreentech.gov.my • GCAP focused on 4 thematic area. – Green Tourism www.melakagreentech.gov.my MAJOR ONGOING GREEN TECHNOLOGY GREEN TECHNOLOGY PROJECTS & PROGRAMS PROGRAMS/PROJECTS IN MELAKA IN MELAKA www.melakagreentech.gov.my MELAKA WORLD SOLAR VALLEY • Melaka World Solar Valley (MWSV) situated in Rembia sets to be a sustainable city and the catalyst for solar industry. • Gazetted area of 7,248.43 hectares which comprises of various solar development sectors. • Being gazette under national MPFN in 2012 by JBPD. • Key projects are: – AUO Sunpower Solar manufacturing facility (completed) – KMB 5MW Solar Farm (completed) – RDIC Center (planning) – Solar Mosque (planning) – Solar lamps, roads, building and many more. MELAKA WORLD SOLAR VALLEY HANG TUAH JAYA GREEN CITY • Set to be Sustainable Development Green City. • All developments and buildings shall comply with building rating certifications i.e. GBI,LEED, Green Star, Green Mark and Melaka Green Seal. • Allocated area of 324 hectares. • Key Projects; – PERKESO Rehabilitation Centre (Complete in June 2014) – 8 MW Solar Farm Project (Dis 2014) – Rumah Citra Pontian (June 2014) – Green Restaurant (July 2014) • Planing to increase the gazette area up to 700 hectares of land. ORIGINAL PLAN 324 hectares HANG TUAH JAYA GREEN CITY LATEST PLAN 700 hectares • Melaka river is becoming a benchmark for river rehabilitation and beautification projects in Malaysia • The effort taken by Melaka Government to beautify the Melaka river has not only managed to turn the river as commodity for tourism but also help mitigate flood issue. • First Phase: 4 km (completed) • Second Phase: 6 km (complete in Dis 2014) • Received Green Apple Award for the achievement • 1.2 million tourist ride the Melaka River Cruise boat. • Melaka First Solar Farm • Owned by Kumpulan Melaka Berhad (State GLC). • Land area ; 17.29 acre in Rembia, Melaka World Solar Valley. • Feed-In Tariff for 5MWp; – 1.30 MWp = RM0.98 / kWh – 1.22 MWp = RM0.9016 / kWh – 2.48 MWp = RM0.9016 / kWh • REPPA agreement with TNB = 21 years www.melakagreentech.gov.my • Melaka was selected under „IMTGT Green Cities Initiative‟ alongwith Medan (Indonesia) and Songkhla (Thailand) • Collaborated with EPU and Asian Development Bank (ADB). • With the establishment of Green City Action Plan (GCAP), Melaka has been selected as the Green model city and currently embarking several initial key projects. www.melakagreentech.gov.my Key Projects: • Green City Action Plan (completed) • Green City Benchmarking and Baseline Indexing with ADB – CSIRO. • GHG Carbon Inventory calculation using HEATPlus Software by ICLEI • Energy efficient (EE) State Owned Government Buildings with Danish Energy Management • International Green Training Center (IGTC) • Installation of Energy Management Unit on Street Lamp www.melakagreentech.gov.my MELAKA ELECTRIC BUS • First fully operated electric bus in Malaysia. • Successfully completed 3 month trial in March 2014. • Travel in Melaka World Heritage City. Owned by Panorama Melaka Sdn Bhd. • Can travel up to 280 km fully charged. Charging station in Melaka Sentral. • Planning for 40 electric bus operating in Melaka. • Latest: To received 5 electric bus by January 2015. www.melakagreentech.gov.my MELAKA ELECTRIC CAR CHARGING STATION NETWORK • First charging station outside KL, launched on 11 Oct 2013 • A network of 2 electric charging stations around Melaka city at Seri Negeri, Ayer Keroh and Hatten Square, Bandar Hilir. • To establish Melaka as the centre of the electric car connectivity between KL and Singapore. • State Government is buying 8 electric car for official use. • Latest: MOU between COMOS and KMB for electic mobility in UNESCO World Heritage Zone www.melakagreentech.gov.my MELAKA GREEN SEAL • Known as Meterai Hijau Melaka • Developed by Melaka Green Development Organisation (MGDO), a Melaka Green NGO and PTHM. • Act as an interim green building rating tools for Melaka and directly embedded to local council regulatory. • Focus on UBBL and Malaysia Energy Efficiency standards ; MS1525 • To be install in Melaka by 1 January 2015 • Voluntarily to whole Melaka until 2018 • Compulsory in Melaka World Solar Valley & Hang Tuah Jaya Green City www.melakagreentech.gov.my Our Recommendations Engagement with Chief Minister of Melaka on 11 June 2014 • To establish National Smart Community Programs for Melaka with coordination with MIGHT, PMs Office together with Melaka Green Tech. Corp. • MIGHT to be key delivery partner for GCAP (Green City Action Plan) • Focus on industry driven projects • 6 projects for 1 Phase for 2014 – 2015 before widen nationally in 2016. Copyright MIGHT 2014 | 49 SOLAR COMUNITY PROJECT – TAMAN REMBIA PERKASA • First in Malaysia Building Integrated Photo-Voltaic (BIPV) Solar Community Project . • Situated at Taman Rembia Perkasa, Rembia, MWSV. • To install Solar Panel to 400 houses. Home owner only provide the roof and rest provided by the vendor (Green Energy Design Solutions Sdn Bhd). • 10 houses already completed and feed the electricity to TNB. www.melakagreentech.gov.my MELAKA BIODIESEL PROGRAM • A community program to collect Waste Cooking Oil to be recycled into biodiesel • To reduce the distribution of recycled cooking oil back to the market. • Collaboration with license Biodiesel manufacturer. • Currently all fuel pump in Melaka already using Biodiesel B10. • Potentially for nationwide using multi-feedstock production of Biodiesel. www.melakagreentech.gov.my • Melaka has been selected to initiate the Smart Grid Pilot Project by Tenaga Nasional Berhad (TNB) alongwith Putrajaya. • First ever to be implemented in Malaysia. • 800 building and residential will be involve in MITC City, Ayer Keroh Melaka. • Will be installing smart meter, data center and networking facility. • The program has taken off in August 2014. ENERGY AUDIT & GREEN BUILDING PROGRAM • Several government buildings embark into EPC contracts for energy savings and green building retrofitting • No capital investment from building owner and repayment will be from savings. • 9 Government building has been undergo Energy Audit for the IMT-GT Green City Initiatives Project. • This program conducted by Danish Energy Management funded by EPU under the IMT-GT Green City Initiatives. • Completed detail audit and in process for final proposal to the state government for the first 4 building for embarking EPC Projects.. www.melakagreentech.gov.my GREEN TECHNOLOGY ACTION COMMITTEE IN ALL 4 STATE LOCAL COUNCIL • All local council instructed to setup Green Technology Action Committee since 2011. • All the green activities will be reported to Melaka State Green Technology Council. • List of infrastructure being develop and monitor:– LED Lamp Installation – Electric and Hybrid Car Parking Lots – Pedestrian Walk (by kilometer) – Bicycle Lane (by kilometer) – Number of certified Green Building – Rain Water Haversting System in new development – Solar Bus Stop www.melakagreentech.gov.my KNOWLEDGE TRANSFER PROGRAM (PEMANDU – MOE) • Melaka has been selected for Knowledge Transfer Program (KTP) from PEMANDU and MOE for Green Technology. • Objectives to transfer the technology from the university to the public . • Currently 3 project has been identify: – Energy Audit for 30 secondary school. – Vermicomposting in Central Market, Melaka Sentral – Air quality and detoxification in Melaka General Hospital. www.melakagreentech.gov.my MELAKA-KYUSHU ENVIRONMENT PROTECTION, RECYCLING & GREEN TECHNOLOGY JOINT PROGRAMS • Collaboration with METI-Kyushu and Kyushu Recyle Industry Plaza (K-RIP) • Propose for a specialized facilities in recyling technology in Melaka similar to Kitakyushu Eco Town. • To encourage business collaborations. • Focus on 4 key projects • Waste, Recycling, Energy & Water. • Reported to GSIAC meeting chaired by PM in New York 2 + 1 MUNICIPAL WASTE COLLECTION SYSTEM • Introduction of 2 + 1 Municipal Waste collection system from previous 3 times a week • Introduced in Sept 2013 by PPSPPA and SWM • 2+1 System means the organic and unrecyclable waste collected twice a week.
