2 010 ANNUAL REPORT www.NBLT.org 2 NORTH BRANCH LAND TRUST • WWW.NBLT.ORG Mission The North Branch Land Trust works in partnership with landowners and their communities to conserve the scenic, natural and working landscapes that sustain us. Dear Friends: It is hard to believe that the first decade of the new millennium is behind us. Where did the time go? As I look back at this past year and reflect on the land conservation efforts put forth by the staff of North Branch Land Trust, I can’t help but think about a few significant events that are unfolding and will unequivocally shape the direction of our region and land conservation in northeastern Pennsylvania for many years to come. Luzerne County voters approved the Home Rule Charter allowing county government to operate independently of the state mandated County Code and under a charter proposed by the Luzerne County Government Study Commission. The adoption of the Charter is significant for land conservation efforts as it will offer opportunities for county residents to approve funds specifically for the protection of open space. NBLT will be working with the new government to investigate county funding options. Did you know that other Pennsylvania counties, with the help of the land trust community, have raised over $365 million for the protection of their woodlands, farmlands, watersheds and scenic viewsheds? Statistics clearly show that public dollars spent on protecting natural lands result in greater economic benefits leading to more vibrant communities for all of us. The Marcellus Shale natural gas deposits located under much of northeastern Pennsylvania are now being tapped by a plethora of resource extraction companies, and the industry will expand exponentially in the years to come. NBLT is doing conservation work at the leading edge of this new industry to ensure that critical wildlife habitat and significant natural lands are protected. We are currently working with a number of natural gas companies on a variety of conservation projects and will continue to do so. We have found that the best way to facilitate land conservation efforts in the face of resource extraction and industrial operations is to work with all stakeholders. Whether for public or private use, the protection and conservation of our natural lands and waters that we enjoy and rely upon for a variety of recreational activities and eco-services is up to us — all of us. As a region, we need to work together to ensure that our natural heritage is protected for future generations to enjoy. All of us at NBLT are working toward that goal. No one will do it for us, and the stakes couldn’t be higher! We are an experienced community-based nonprofit organization partnering with landowners and municipalities to conserve thousands of acres in eight counties. All the best, Paul Lumia Executive Director Cover photo: Red Fox NORTH BRANCH LAND TRUST • WWW.NBLT.ORG 3 Maple-leaf Goosefoot Towering Tulip Trees WEINTRAUB PROPERTY It wasn’t until the natural gas rush literally came knocking on the door of Dr. Harvey and Judith Weintraub that they realized their 35-acre parcel of land located in Dallas Township in the Back Mountain area of Luzerne County could be impacted by natural gas drilling. The Weintraub family made a decision to protect their property by donating a conservation easement to North Branch Land Trust. With this gift, NBLT has finally conserved a property in its “home” territory, more than 15 years after its founding as the Back Mountain Regional Land Trust! “We’ve always felt that we’re just borrowing this land,” Judy Weintraub stated to a Times Leader reporter during an interview. “We actually only thought about (conservation) when gas exploration came into the area.” Located near Harvey’s Lake in Luzerne County, the property is entirely forested, comprised of deciduous and coniferous trees that blanket steep slopes Square-stemmed Monkey Flower Cedar Waxwing and ridgetops. Unique to the property, as NBLT naturalist Rick Koval discovered during wildlife inventories, were several large cucumber magnolia trees — the most easterly distribution of this species currently known in Pennsylvania. “The existing forest will be managed as an old-growth preserve and will be spectacular when the already 80foot tulip poplars, sugar maples and red oaks become fully mature,” Koval said. Additionally, the property offers prime habitat for a variety of plant species with peculiar names like square-stemmed monkey flower, rattlesnake orchid, sneezeweed, and the locally uncommon maple-leaf goosefoot. Animals are plentiful including colorful monarch butterflies, sleek cedar waxwings, majestic pileated woodpeckers, slithering eastern garter snakes, and wandering red efts. The Weintraubs’ gift of this easement means that the Back Mountain area will — in time — have a splendid old-growth forest for all of these species to call home. The surrounding forest is comprised of mature trees and shrubs in- Spicebush-Maple-Aspen Forest Red-tailed Hawk Hanover Crossings Marsh Wildlife Sanctuary NORTH BRANCH LAND TRUST • WWW.NBLT.ORG MONTAGE MOUNTAIN WILDFLOWER SANCTUARY North Branch Land Trust has accepted fee title to 18.27 acres of land located on Montage Mountain in Glenmaura, in Pittston Township along the Lackawanna/Luzerne county boundary. By owning the property, NBLT will protect critical habitat for a wildflower considered endangered in Pennsylvania called Appalachian sandwort. Nearly one thousand plants occur on this site and are being studied by biologists through an agreement between Hemingway Development, the Pennsylvania Department of Conservation and Natural Resources (DCNR), the Pennsylvania Department of Environmental Protection (DEP), the Western Pennsylvania Conservancy (WPC), and NBLT. The majority of the property contains a mixed oak forest that borders and protects Spring Brook Creek. Within the forest are impressive rock formations deposited by the last glacial retreat over 10,000 years ago, adding a unique geologic character. Most importantly, the Sanctuary hosts exposed rocky openings necessary for plants like Appalachian sandwort, pitch pine, scrub oak, black huckleberry, wooly blue violet, and earth star mushroom. The property is also home to a variety of animals such as field sparrow, common yellowthroat warbler, rufous-sided towhee, black racer snake, and common basketball dragonfly. The Sanctuary will be available for public access only by guided nature tours. Black Huckleberry Common Baskettail 5 Appalachian Sandwort Habitat Appalachian Sandwort Earth Star Mushroom Wooly Blue Violet Rock Outcrops Rufous-sided Towhee 6 NORTH BRANCH LAND TRUST • WWW.NBLT.ORG DCNR GRANT AWARDS FOR 2010 North Branch Land Trust was delighted to learn in the fall of 2010 that the Pennsylvania Department of Conservation and Natural Resources (DCNR) awarded it three land acquisition grant projects totaling $895,700. “We’re very pleased in these tough economic times that we are going to get these grants,” stated North Branch Land Trust Executive Director Paul Lumia during a Times Leader newspaper interview. The state grant money will provide North Branch Land Trust the financial resources to purchase three Luzerne County properties totaling approximately 263 acres. Each parcel of land is unique and protects watersheds, fragile ecosystems, rare natural communities, and endangered plants and animals. The largest property — Butler Enterprises Hazleton, owned by Butler Enterprises — is approximately 123 acres in size. Located along Stockton Mountain Road in Hazle Township, the property hosts globally rare scrub oak barrens but is equally important from a recreational standpoint because the Hazleton Rails-to-Trails intersects this property for more than one-half mile. According to Hazleton Civic Partnership Executive Director Bob Skulsky, the trail is used by nearly 30,000 people each year. The second property, Bear Creek Lake View, is approximately 75 acres of forested watershed land that will be added to 65 adjoining acres already conserved by North Branch Land Trust; many thousands of acres of other conserved land — much of it also protected by NBLT — are nearby. The property is located in Bear Creek Village along Route 115. Among the conservation values and benefits are protection of the Bear Creek watershed (an important source of the Lehigh River), habitat preservation for globally rare fly-poison borer moths, scenic viewsheds, and passive recreation opportunities for the public. The third property, the 64-acre Valmont Bog, located in the middle of the CANDO Industrial Park in Hazle Township and West Hazleton Borough, is “one of the highest ranked conservation lands in Luzerne County,” according to Rick Koval, North Branch Land Trust Director of Land Conservation and Naturalist. “The property is teeming with rare plants and animals from orchids to dam- selflies.” The land is currently owned by the local economic development organization CANDO, Inc. The sale to NBLT demonstrates a remarkable partnership effort to bring together economic development and conservation. For example, we held a number of education and outreach events including elementary school environmental awareness programs, informational nature walks, seminars on regional flora and fauna, a tree planting at our Howland Preserve, canoe and kayak paddles on local waters, signature conferences on the benefits of land conservation and smart growth strategies, members-only hikes and cross country ski trips on conserved properties, and a volunteer appreciation party. Most importantly, we worked diligently for the conservation of important natural areas bringing our protected lands total to nearly 11,000 acres. The pie charts provide a glimpse of how the Land Trust operates financially. We rely almost completely on gifts and grants (95% of revenue) to balance our budget, and most of our time and resources are spent on conserving land, education and membership activities (including fundraising) (95%). The item on the balance sheet, “Property, Plant and Equipment” primarily represents improvements to the Lehigh Valley Railroad Depot in Noxen, PA and the continued improvements to our Howland Preserve in Vosburg on the Susquehanna River. Temporarily and permanently restricted funds are gifts segregated by donors. Temporarily restricted funds are released to the income statement after their restrictions are met, i.e. the money has been spent on the purpose for which it was given. Permanently restricted funds are what they suggest; the dollars can never be used by the Land Trust. Typically, permanently restricted funds provide a source of revenue to the Land Trust from their earnings. Our policies on investing and accessing restricted funds are also available in our office as are complete financial statements.
