Winter 2014 Saluting Employer Partners A Le Roy business is the recipient of the Innovation Spirit Award for developing a distinctive work model with Genesee ARC. Bessey Tools approached ARC in September 2012, with news that the business wanted to move an assembly operation from Long Island to its headquarters in LeRoy and wanted to know if ARC could supply the work force. Our answer was “Absolutely!” “Thanks to Bessey Tools, between five and seven people are employed on a full-time basis at Bessey Tools and to date the group has assembled more than 53,000 clamps,” Executive Director Donna Saskowski said. Quality and inspections meet Bessey Tools’ exceptional standards, she added. (Rocco Laurienzo/Daily News) NYSID Outstanding Performer Jeff Mayeu, an employee of Angelica Textile through ARC’s Supported Employment program was named one of 59 Outstanding Performers through New York State Industries for the Disabled’s (NYSID) annual people-centered awards program. NYSID is a not-forprofit business which administers Preferred Source contracts for goods and services in support of state and local government procurement budgets, to achieve its mission of “Turning business opportunities into JOBS for New Yorkers with disabilities.” Mayeu joined Genesee ARC’s work force in 2006 and tried a number of jobs, landing a position at Angelica in 2009. When asked about his work performance, Angelica supervisors praised Mayeu. “He comes to work every day knowing exactly what has to be done, pays close attention to his work and does everything that is asked of him,” the supervisor said. All Outstanding Performers receive a certificate of achievement and cash award, and are featured in the annual NYSID yearbook. Looking Back on 2013 by Donna Saskowski Executive Director Dear Friends and Families of ARC: In the chill of December 2013, it’s great to be inside reflecting on the past year. At the same time I am looking forward to 2014 and all it may bring. The past year was one of the busiest I’ve experienced in my 24 years at Genesee ARC. Much of this was due to a prolonged negotiation related to the Trash and Recycling Contract with the City of Batavia. While we weren’t able to maintain the contract as it had been we were able to capture 65% of our former customers. While that experience seemed to capture the public’s attention and much of our energy, more important and impactful things happened in 2013. At the Federal and State level, legislative changes and budgetary negotiations had significant impact on all services for individuals with intellectual and other developmental disabilities. The Centers for Medicare and Medicaid Services (CMS) have scrutinized the Medicaid services in New York State. Their assessment resulted in a payback to CMS from New York State. This assessment has been passed along to providers throughout the state. These actions led to significant cuts to all OPWDD (Office for People with Developmental Disabilities) service providers including our agency. A strong advocacy movement occurred which led to a partial reprieve but only if the state could recoup funds elsewhere. The final result of negotiations between CMS and OPWDD is still unknown. We continue to receive at least weekly updates from OPWDD regarding their “Transformation Agenda”. These changes are their response to CMS and the recommended changes from the state wide Medicaid Redesign Team. We all need to keep a close watch on how these new rules/programs will impact what ARC is able to offer the individuals we serve. So far we are seeing little to no residential development as we know it and the eventual closure of work centers. I encourage every family, staff, and individual to review the OPWDD Transformation Agenda at www.opwdd.ny.gov. Genesee ARC has embarked upon a number of initiatives that help diversify our funding options. The first was to maintain a reasonable share of the trash and recycling business in the area. Secondly, we were awarded a contract to provide special needs pre-school transportation in both Genesee and Orleans counties. Thirdly, we’ve recently added a data management and document destruction component to our Vocational Department. All of these help to further our mission of supporting people with disabilities and their families in our region. So even though 2013 was very challenging it was also a time of opportunity. In 2014 we will continue to stay the course of maintaining the strength of our legacy programs but also seek new opportunities for growth. The consistency and stability of the families involved with ARC are our greatest asset. Also our community partners who remain involved in many ways with ARC are invaluable to us. Throughout 2014 we will be asking everyone involved with Genesee ARC to educate themselves about the changes in our field. We will provide information to staff, families, and people served regarding any anticipated changes. While these changes seem inevitable we have faced changes before and successfully adjusted. The critical component to success is that all members, families, staff, and individuals work together as a team. It is designed to educate and inform our Membership, families and the community on issues pertaining to disabilities and events at Genesee ARC. Protection of People with Special Needs Act and The Justice Center An important New York State law known as the Protection of People with Special Needs Act, went into effect June 30, 2013. The legislation follows a series of articles in The New York Times that described widespread problems in the care of people with developmental disabilities and chronic and unexplained deaths as a result of abuse and neglect. “This new law will help us protect the civil rights of the more than one million New Yorkers with disabilities and special needs who for too long have not had the protections and justice they deserve,” Governor Andrew Cuomo said. He added the new agency “gives New York State the strongest standards and practices in the nation for protecting those who are often the most vulnerable to abuse and mistreatment.” A new organization was created as a result of this law: The Justice Center for the Protection of People with Special Needs. The Justice Center is a law enforcement agency, which operates a toll-free hotline, called the Vulnerable Persons Central Register (VPCR). The hotline is available to receive reports of allegations of abuse, neglect, and significant incidents 24 hours a day, 7days a week. It also serves as an advocate for people with special needs. The center has jurisdiction over six agencies: The Department of Health (DOH), the Office of Mental Health (OMH), the Office for People with Developmental Disabilities (OPWDD), the Office of Children and Family Services (OCFS), the Office of Alcoholism and Substance Abuse Services (OASAS), and the State Education Department (SED). Genesee ARC Day Habilitation and Residential Services fall under the auspices of the Justice Center; the remaining programs continue to be under OPWDD. The legislation also denotes individuals who are mandated reporters and who must report abuse, neglect, or significant incidents involving vulnerable persons to the VPCR hotline. “Custodians” and human services professionals are mandated reporters. Custodians include employees, volunteers, directors, and operators of covered facilities and programs and external staff who have regular and substantial contact with the people being served. Mandated reports must be made when a reporter has reasonable cause to suspect a reportable incident involving a vulnerable person. The report must be made to the VPCR hotline immediately upon discovery. When a call is made to the hotline, a call center representative will record all details of the incident and classify reports of alleged abuse and neglect. All reported incidents are assigned a case number and are entered into an automated case management system. Reports are routed to the appropriate entity for investigation. The Justice Center has legal authority to investigate all reports of abuse and neglect and prosecute allegations that rise to the level of criminal offenses. Cases of less severity may be delegated to the appropriate state or voluntary agency for investigation. Each case is tracked to resolution, with state agencies required to report back their findings on delegated cases, which are reviewed by the Justice Center. Other important developments from the act include: • The center’s adoption of a code of conduct, which must be read and signed by custodians who have regular and substantial contact with individuals receiving services. • The establishment of a database, which includes central register reports, investigation results, and corrective actions taken. • A consolidated and centralized procedure to conduct background checks for facilities or service providers overseen by the OMH, the OPWDD, and the OCFS. The center includes a Criminal Background Check Unit, which reviews criminal history for prospective employees and volunteers and makes the initial determination regarding an individual’s suitability for employment. • A requirement that private facilities and programs licensed or certified by the state to serve individuals with disabilities and special needs follow transparency guidelines based on the Freedom of Information Law for information requests. (Sources: NYS Justice Center, New York Times, OPWDD) 3 ARC Now Offering Private Trash & Recycling Services After 30 years as the sole trash and recycling contractor for residents of the City of Batavia, Genesee ARC is now offering private trash collection and recycling services. This new venture came as a result of many months of very vocal and public debate centered within the Batavia City Council Chambers. The issue came to light when it was revealed that the City was putting the service out to bid with the specifications that the new vendor use wheeled trash and recycling totes AND, the cost for the service would be taken out of the tax rate and paid for by individual homeowners. The reaction from many city residents centered on three issues: They did not want the totes, wanted to keep the cost for the service in their taxes and wanted to maintain Genesee ARC as we have an exceptional service record and provide Trash Disposal and ARC drew a lot of interest at Batavia City Council. Community members overwhelmingly expressed their support for ARC to continue as the local trash and recycling vendor turning out en masse at Batavia City Council Meetings. The issue continually made local headlines in The Daily News, on WBTA radio and the online news source The Batavian. TV outlets from Buffalo and Rochester also picked up on the story and a group of concerned residents started a Facebook page entitled Batavians Want to Keep ARC Trash Collection which grew to nearly 500 members overnight. The City of Batavia overhauling its trash collection system was such a hot topic that The Daily News named it the #1 story of the year in its 2013 Year in Review. Managing Publisher Mark Grazcyk said the top 10 stories of 2013 were chosen by The Daily News Editorial Staff. “We felt it was the top story of the year because the issue definitely created a lot of interest among city residents, many of whom came out in force to several council meetings and made their feelings heard,” Graczyk said. (Continued on page 7) ARC Awarded Preschool Contract Genesee ARC’s new preschool transportation contract serves more than sixty-five children in Genesee and Orleans Counties and according to Transportation Manager, Andrew Reeb, the list is growing. “We travel from Lyndonville to Pavilion, Kendall to Darien and all points in between,” Reeb said. The Genesee and Orleans County Legislatures approved the contract during the summer and Genesee ARC worked hard to coordinate the routes and recruit and train drivers and attendants. Under New York State Education Department that oversees the Preschool Transportation program, additional training is required for transportation staff. “We transport children to seven different locations in four counties,” Reeb said, “There are 28 routes that stagger throughout the whole day, to meet the students’ transportation needs.” Andrew Reeb is heading up the Transportation Department following the retirement of longtime Director of Operations, Joe Sacco. Andrew is a lifelong resident of Genesee County and comes to Genesee ARC from the Pembroke School District transportation department. 4 ANNUAL APPEAL UNDERWAY Donations are still being accepted for Genesee ARC’s 2013-1014 Annual Appeal. A Taste of Community Theater Hank and Emily experienced community theater for the first time, appearing in Shrek the Musical produced by Encore Theatre Arts. They were encouraged to audition for the part by their Medicaid Service Coordinator Linda Conroy, who knew they had enjoyed being involved in school productions. “Hank and Emily were thrilled with their individual experiences in Shrek and have requested to audition for future community theater productions,” Linda said. “The cast truly embraced Emily and Hank as being part of their Shrek family.” She added, “Several cast members assisted behind the scenes and were very helpful.” Hank and Emily were cast as members of the Fairytale Ensemble and Linda, a member of the ETA Board, was the Props Mistress, Photographer and Concessions Manager for the production. A group of Emily’s and Hank’s friends attended the show at Stuart Steiner Theatre at Genesee Community College, thanks to a donor who purchased their tickets. Special Olympics Athlete of the Year Sending a “touch of home” to American men and women who serve our country is the perfect way to express appreciation and support during the holiday season. This year Individuals and Staff at the Genesee ARC Day Habilitation Center participated in Holiday Mail for Heroes. This program began in 2007 when the Walter Reed Army Medical Center in Washington, D.C. approached the Red Cross to distribute thousands of holiday cards for wounded troops. Holiday Mail for Heroes’ popularity continues to grow, providing opportunities to extend holiday greetings and thanks to service members, veterans and their families around the world. Maria, Cheryl, Wilma, Scott and Jesus (pictured) are among dozens of people at Day Hab who helped make a difference this year! Josh Derrick has been named a 2013 Special Olympics Athlete of the Year. The Area 21 awards dinner was held November 22 at the Glendoveer Banquet Hall in Penfield. Josh’s coaches describe him as an inspiration and say he is always willing to help his fellow athletes become better competitors and is always the first one on the sidelines to cheer his teammates on. Within the last year, Josh has trained for and competed in Special Olympics Snowshoeing Track and Field, Softball and Bowling at both regional and state levels, earning medals in all. Congratulations Josh! 5 Genesee ARC Happenings DAY HAB FLOAT Elba Onion Festival Walk Across America The 2013 float had a camping theme and sported the message “Camping is ‘SMORE’ Fun with Friends.” GREAT JOB DAY HAB! In July, one hundred Genesee ARC Staff Members set out to walk across America during an agency sponsored fitness challenge. At the start of the summer, it was hard to imagine reaching that goal. A short few months later, team members not only walked across America...but around the world almost 2 and a half times! Congratulations to Beth Hopkins and Bill Sofia the top female and male challenge participants. Beth Hopkins, Kim Stisser and Donna Ostrander were a part of the top team. BLIZZARD of 2014 Genesee ARC’s first-ever Health Fair was held October 9 at the Community Center. The fair idea came from the agency’s PACE Committee which focuses on wellness initiatives for staff. PACE is an acronym for Participation, Awareness, Commitment and Education. The mission of PACE is “To strive to improve quality of life for staff by promoting a healthier workforce, to create role models, and celebrate success. PACE is committed to encouraging Staff to make personal choices that promote optimal health and also create a culture of total wellness. Its vision is “A healthier workforce in body and mind.” 6 Heartfelt thanks to everyone who pitched in for coverage during the Blizzard of 2014. As our weather topped the national news, Staff here in Genesee County were arranging for transportation or extending their shifts to ensure coverage at Genesee ARC’s eleven residences in the City and Town of Batavia and Oakfield. Dozens and dozens of people spoke out on our behalf at meetings and in the local media) talking about the importance of employment opportunities we provide and the service we offer the community. In the end, City Council opted out of the trash business altogether, leaving residents to find their own local provider. This created its own set of challenges as Genesee ARC for the first time had to develop pricing, options and an entire new system to bill for the services. And, while a few new providers sprang up overnight, Genesee ARC proudly has about 65% of City of Batavia residents as its customer base, and NOW, ALSO offers a transfer station that ALL area residents can use for trash disposal and recycling, located at 3785 West Main Street Road, Batavia. Latest statistics from Trash & Recycling Coordinator Mike Smith show the transfer station sees as many as 400 customers/month. That number is expected to grow as a few area villages recently closed their transfer station service. ARC transfer station customers pay $0.10/lb. for trash disposal and regular household and electronics recycling is free. There are fees to dispose of larger items like dehumidifiers and refrigerators; the transfer station is open 6 days/week. While it was a challenging 2013 when it came to our trash and recycling service, we met a lot of new friends and supporters and heard firsthand the difference we are making in Batavia and surrounding communities. The honor is in recognition of the partnership between the Office for the Aging and ARC for the Genesee County Meals on Wheels contract. ARC Executive Director Donna Saskowski said the contract employs people we support while at the same time providing nutritious meals to seniors in our community. “We are producing more than 100 meals daily and this contract maintains employment for four people who are also doing something they love,” Saskowski said. Ruth Spink, services administrator for the Office for the Aging, thanked ARC, saying, “We love partnering with you.” The Office for the Aging is exploring ways to expand the meals program in the future, Spink said. Genesee ARC Culinary Arts training program has had the Meals on Wheels contract since July 2012. Bessey Tools and Office for the Aging received their awards during a National Disability Employment Awareness Month appreciation breakfast. Coming out on top in the golf portion of Genesee ARC’s 37 th annual tournament was Willie Waters who shot a 74, followed by Randy Traugott and Craig Schenck with 77s. Low gross honors for women went to Tina Lambert with a 92. In the low net category, Dennis Buckley came in with a 62. Katie Houseknecht won low net for women for a third year in a row with a 68. In the blind bogey competition, Ted Houseknecht matched the blind bogey number drawn of 75. Castilone Chrysler-Dodge-Jeep sponsored a hole-in-one contest on 8 for a 2013 Dodge Dart. Unfortunately, no one shot an ace to drive away with the new vehicle! The big winners in golf were: Willie Waters, Tina Lambert, Top score in tennis went to Steve Dennis Buckley, Katie Houseknecht, and Ted Houseknecht. Friends & Family 5K Fun Rain posed the biggest challenge during the 9th Annual Genesee ARC Friends & Family 5K/Mary Anne Graney Memorial, but according to Race Director Sandy Konfederath, “The sunny disposition of event participants and volunteers prevailed!” About 200 5K runners and walkers and 100 additional fun walkers participated in the 9th Annual event. In the end, Elba Resident Michael Richenberg made good on his 2012 promise to return this year for a fifth straight win on the course. Richenberg crossed the finish line at 18:24. The 24 year-old holds the course record of 17:45 set in 2011. The first female across the finish line was three-time winner Jill Graney of Buffalo with a time of 22:46. Placing in the top three in the 5K walk division were: Matt Addona, Newark, 40:27; Moira Glidden, East Bethany, 41:43 and Lisa Tangent, Elba, 43:23. Funds raised in the Genesee ARC Friends & Family 5K helps fund the Mary Anne Graney Memorial Scholarship for area high school students interested in pursuing a career in human services, special education or related fields. Graney was a dedicated parent, a longtime supporter of Genesee ARC, and an advocate for persons with developmental disabilities. Special thanks to Ashley McCormack of Darien Center, the top fund raiser in the Challenger Bowl-A-Thon to benefit Genesee ARC. Ashley worked hard to collect $1,575.00 in donations , and is the top Challenger fund raiser for a second year in row. This year a total of $11,030.00 was raised in the event that is open to youth league bowlers across the region. The top youth league fund raiser was Jerry Menzie Jr. who raised $1,796.35. Thank you staff, families and community supporters for your generosity. 2012 Genesee ARC Financial Summary Condensed Statement of Public Support, all revenue and expenses for the year ended December 31, 2012. 10.23% 89.77% Program Support Revenue Total Program Expenses Deficiency $12,621,370 $12,858,585 $ (237,215) From Financial Statements as audited by Bonadio & Co., LLP Genesee ARC depends on individual, corporate and in-kind donations, United Way, fund raising support, sponsorships, bequests, memorials and grants to further its efforts. Donors can take pride in knowing they are helping people with disabilities achieve! Genesee ARC receives funding from Medicaid, the New York Office for People with Developmental Disabilities, New York State Education Department and Genesee County. Additional revenue comes from Work Center contracts, Meals on Wheels and Janitorial contracts. NYSARC Trusts Grant The Trustees of the NYSARC Trusts provided Genesee ARC a $6,000 grant to support recreational opportunities for Chapter consumers. Genesee ARC will use this grant for Go Pro cameras and for a kiln and molds for ceramic and glass slumping. The NYSARC Trusts administer supplemental needs trusts that enable people who have disabilities to remain in their home and community and retain their Medicaid eligible services. The Trustees utilize remainder funds to benefit other persons with disabilities including unfunded Chapter guardianship programs as provided by statute. In addition to the recreation grant, the Trustees awarded $1,225,500 to support Chapter Guardianship programs.
