Title „Local Accountability for Kyoto Goals”
Goals of the project:
- To increase of the awareness and accountability of local authorities, public and
private institutions, business and citizens for actions which contribute against
climate change,
- to undertake activities to reduce GHG emission from city’s territory by 20% till
2020, what will contribute to fulfilment of EU commitments in this scope.

ECONOMIC IMPACT REPORT
The aim of Report was to select necessary activities, which would
enable to reduce GHG emission from Bydgoszcz territory.
Selected actions were then put into the M&AP.

* Sum of costs to be incurred by Municipality of Bydgoszcz till 2013 and 2020. Kwota ta nie obejmuje
kosztów poniesionych przez KPEC oraz zaplanowanych działań związanych z termomodernizacją,
źródłami odnawialnymi wśród społeczeństwa oraz działań w transporcie na które są już
zabezpieczone inne środki według WPI. Uwagę należy zwrócić, że największy koszt, ponad 600 mln
zł stanowi budowa spalarni odpadów oraz zachodnia obwodnica Miasta Bydgoszcz, której koszt
szacowany jest wg Generalnej Dyrekcji Dróg i Autostrad na 200 mln zł.

Activities of M&AP – Community Segment
Organizing information meetings with interested parties to show economic, social and
environmental benefits – increase of energy efficiency (EE) and using RES (renewable energy
sources)
Support of organisations to promote information on benefits coming from activities which
cause the increase of energy efficiency and using RES
Setting up cities info – web page (portal) on RES and EE, practical information for citizens (e.g.
where to buy biomass), best examples in the city

PLAN OCHRONY KLIMATU: Działania
Działania Planu Ochrony Klimatu-Segment Społeczeństwa
Construction of small fotovoltaic energy plants <20 kW
Financial support in purchase of energy saving tools, which would enable saving in energy
consumption in buildings (bulbs, energy efficient tools) to eliminate heat realise in buildings
Promotion of collective transportation - schools and industrial companies
Information campaign – to increase the awareness on recycling
Liquidation of coal furnaces and connection to the city’s heating distribution network,
repalcement of old coal furnaces for gas, biomass, oil etc., using RES, termomodernisation
(insulation) of buildings

Further plans:
- realization of adopted policy on climate protection (e.g. modification of the
Municipality structure, carrying out information-education campaign)
- continuation of activities - the City submitted the expression of interest in
participation in future strategic projects in the Central Europe Programme in the
range of project concept 5 „Demonstration of Energy Efficiency and Utilisation of
Renewable Energy Sources through Public Buildings” (in the process of assessment)
- realization of ecological education – project 3x20 Network: a European approach
towards CO2 emissions reduction through awareness raising actions (Europe for
Citizen’s Programme)
