Jessica Sferrazza on
Reno Roots and Reno
Revival

I
t’s a crisp, sunny November morning when I meet Jessica
Sferrazza, a Caughlin Ranch resident who grew up not far
from the café where she’s about to have her morning coffee. Even
pre-coffee, she’s witty, warm and sharp as she shares about her
family’s roots in Reno and her own deep connection with the city.
“The skyline has grown up and evolved a lot,” she says, peering
out the window towards downtown. Sferrazza has a passionate
and very personal perspective on Reno’s evolution. “It really is the
biggest little city,” she says, “and it’s full of big stories.” She explains
that Reno has undergone tremendous changes in the past decade,
and that the pace of such dynamic change shows no sign of slowing in 2014 and beyond.
Telling Reno’s stories comes naturally to Sferrazza, whose father
Pete Sferrazza was Reno’s mayor from 1982 to 1995. He served as
Reno’s mayor for the longest term on the record books—it was an
unprecedented 12 consecutive years. Growing up as the daughter
of Reno’s mayor instilled in Sferrazza a deep sense of civic pride
and a sense of community responsibility. It also shaped her goals
for the future and understanding of Reno’s problems and Reno’s
possibilities.
As Sferrazza shares her vision of Reno’s future, she reflects on
her two younger siblings. What will Reno be like for their future?
Gianna, 14, is an Honors student at McQueen High School where
she participates in choir and gymnastics. Giovanni, 12, is in the
seventh grade at Billinghurst Middle School where he is active
in student government and planning to run for class president.
Gianna adores fashion and excels academically, while Giovanni
is bright, outgoing and determined. Sferrazza envisions a future
Reno where her siblings can enjoy a city that exudes style while
providing sustainability and stability.
With Giovanni’s designs on running for class president, it is evident that political participation runs in the family—a gene that
certainly didn’t skip Sferrazza, who is running for Reno mayor in
2014 with an energetic campaign under the slogan “Reno Revival.”
Jessica Sferrazza is filing to run for mayor in March of 2014, in
time for the June primaries. She was the youngest councilwoman ever to serve on Reno’s city council, where her career spanned
from 2000-2012. The hallmark of her extensive work as councilwoman was her work in revitalizing previously blighted areas of
Reno’s downtown. “A kind of rebirth happened over those years,”
says Sferrazza. “Over the course of those 12 years, Midtown was
born and downtown was comprehensively revitalized.” Sferrazza
explains that her initiatives as councilwoman provided stepping
stones for Reno to thrive again based on sound foresight and planning. “We focused mostly on the revitalization of the Wells Avenue
area and the heart of the business district, aiming to preserve the
historical character and remove blight. We had to start attracting
investors again and empowering small businesses through attention to details like landscaping and lighting that erase blight and
result in beautification.” She shares that this all happened incrementally—a “block by block” philosophy that became a formula

for success.
Inventive Initiatives
During her time as councilwoman, Sferrazza’s initiatives also
included the creation of a bond question to consolidate a regional
animal shelter in 2002 and she helped to revitalize the Wells Avenue and Oliver Montello neighborhoods. She explains that the
details were important in the physical beautification and financial
reconstruction of Reno’s previously dying downtown corridor.
During her term, her initiatives also resulted in the new Moana
soccer fields which replaced a dilapidated stadium and have become a major hub for youth sporting events in the city. “Things
like rehabilitating vacant buildings, activating retail storefronts
and creating green and leisure spaces all merge together in the bigger vision, “ says Sferrazza, likening downtown Reno’s resurgence
to that of the Gaslamp District in San Diego. “We want to retain
the original character and create an inviting, evolving downtown.”
Jessica’s expertise resulted in her being chosen in 2012 as a delegate by the American Council of Young Political Leaders on a
trip to Vietnam and Thailand that focused on the world’s emerging cities. Representing Reno was an honor for Sferrazza, whose
hometown pride and passion shone through. I asked her how one
would represent the City of Reno internationally. “Obviously the
natural beauty of the Reno/Tahoe area shines through, but I like
to draw attention to the uniqueness of our community. The intersection of the hospitality and tourism sectors and Reno’s burgeoning business climate creates a dynamic sense of local community,” explains Sferrazza. In fact, Reno recently had some larger
scale exposure when the New York Times ran an article on Reno’s
Midtown Revival—in which Sferrazza played a key role. The OcJanuary 2014
tober 2013 article drew attention to Reno’s
efforts to battle a “sleazy reputation” and
called them a success based on Midtown’s
tidy historic buildings, trendy restaurants
and stylish lounges.
The political passion and community
involvement of Sferrazza’s family also include her husband, Jon Ralston, himself
an award winning journalist and political
commentator with a high profile statewide. Ralston authors a successful political newsletter, RalstonFlash, and currently has a daily TV show on the states
NBC affiliates called Ralston Reports. He
has appeared as a commentator on FOX
news, CNN and MSNBC. When I ask how
the two of them met, I am amazed by the
sweet, cinematic element of their paths
crossing: they actually met on an airplane
flight. The two began dating and Ralston
began to split his time between Las Vegas
and Reno. Reno’s energetic resurgence,
charm and epic natural landscape grew on
Ralston, and he’s become quite a fan of the
Biggest Little City, even known to share his
affection for Reno via social media.
Family and Future in the Biggest
Little City
Sferrazza and Ralston support one another in their respective careers and enjoy
their time home in Caughlin Ranch. Sferrazza noted with a smile that Ralston had
actually written a column critical of her
father, Pete, who is currently serving as
a Judge in Reno Justice Court. The smile
proves that politics doesn’t interfere with
their family, and in fact their mutual passion for public service strengthens their
bond. Their careers keep them on the go,
but they cherish their down time at home.
Sferrazza enjoys running Reno’s many
trails and the couple enjoys hiking and
excursions to shows and dinners in town.

ing 12 years, Sferrazza has enjoyed a taste of what it’s like to
run a small business in Reno. She merges her love of entrepreneurship and her business sense as the Director of Operations for Clothes Mentor, an upscale clothing store in Reno.
She enjoys the role that puts her into contact with the people
and gives her the perspective of the daily needs and challenges of a small business in the Biggest Little City. Running the
franchise gives her hands-on experience in growing a business
in a business climate she actually helped create. “In a way, it
gives me access to the community in a way that deepens my
understanding,” she says, noting that her heart is still within
local government. “Local government is always going to be
the closest to the people,” Sferrazza shares, “and the people
are where the progress and possibilities are.” She adds that local government is the key to the day-to-day quality of life for
those who actually live in and work in Reno. “Local government, local people…are who defines the quality of life here.
Local government provides the tools to create and recreate our
quality of life in the future.”
“Reno’s skyline will continue to grow as long as economic
vitality is maintained,” says Sferrazza. “Arts, open spaces, infrastructure and schools all play a role—but it comes down
to the people who live day to day—the biggest little stories in
the Biggest Little City.” As she looks forward to the campaign
trail ahead in 2014, she again turns her attention to Gianna
and Giovanni. “This is all about Reno revival that will last, and
everyone can participate in the renewal—it’s about us—it’s our
community.”
When peering into the possibilities for Reno’s future, Sferrazza is an optimist. Inspired by her family and in service
to her roots in the city, she envisions a Reno with a thriving
downtown heart, an increasingly esteemed university and a
diverse, collaborative and close-knit community.

Access to Healthcare

A Unique Non-Profit Connecting Nevadans in
Need with Quality Healthcare Options
basic and emergency medical needs are met. Access to Healthcare
has operated since 2007, providing this vital community service
designed specifically for low and moderate income Nevadans.
As the Senior Director in the Member Services Division, my
role is to liaison between Access to Healthcare and the members
we serve. Our services are unique in several ways. The first is that
our Non-Profit operates on what is known as a Shared Responsibility Model. This is essentially a core principal of how we operate. The Shared Responsibility Model is the idea that everyone
contributes something, and that no one particular group is overly
burdened. So, how does this translate into what we actually do?

ith the Affordable Care Act coming into law as of January 1, 2014, we are in a new paradigm of healthcare. The

A Profile of High School Math
Teacher, Mandy Holback

T
he hallways of Bishop Manogue High
School are teeming with teenagers decked
in forest green and navy colored uniforms.
About two dozen are heading to a math class
taught by Mandy Holback.
Holback began teaching freshmen, sophomores, and a few juniors in her Algebra and
Math Foundations classes at Bishop Manogue
in the fall of 2013. The typical animated chatter
of adolescence begin to quiet down as students
take their seats and settle into class. Holback
exchanges friendly greetings and starts to discuss the homework assignment from the night
before.
Prior to teaching math at Bishop Manogue,
Holback spent about 17 years as a civil engineer.
Tackling challenges and scaling new heights are
nothing new for Holback. She’s the type of person that thrives at demanding the most of herself.
Holback grew up in Santa Rosa, California
and her father worked as an engineer. “I spent
a good amount of time in his office, meeting his
clients and going to job sites with him,” Holback

recalls. She has an older brother who chose the
family path and pursued engineering. “When my older brother followed
suit, it seemed like the right thing for me to do as well. I felt I should make
the most of the confidence I had in math and science.”
Holback attended the University of Colorado, Boulder and graduated
from the civil engineering program with an emphasis on structural engineering. Upon reflection of her choice for that career track, she admits, “
I have always been a bit of a glutton for punishment and thrive on overcoming challenges. I knew I could do it, but I also knew it wouldn’t be
easy going.”
Right out of college, Holback worked for five years as an engineer. While
Holback enjoyed the analytical nature of her work, she felt something was
preventing her from career fulfillment. “I loved solving problems, but felt

I was ignoring my humanitarian side.” She believes
education has the potential to profoundly change the
lives of people and decided to teach. She held several
teaching positions throughout the country.
The positions were located in environments that
also enabled her to enjoy her love of nature. Holback
taught in Vermont at a school that trained Junior
Olympic skiers; she also worked at schools in Colorado and California. Holback discovered she had a natural connection with students. She also developed an
appreciation for the significance teachers had on the
lives of their students. “I worked with amazing educators and really started to believe that the academics,
although rigorous, were secondary to coaching students in their development of character and integrity,”
Holback explains of what she valued from her teaching
experiences.
Although Holback enjoyed contributing to the field
of education, life circumstances led her to take a break
from teaching. She moved to Truckee, California with
her husband, Kory Holback, and started a family. They
had been friends since their sophomore year in high
school; they met while playing competitive soccer.
Remaining friends throughout the years, they began
dating after college. After getting married, they lived in
Truckee for several years and have two children. Their
son, Davis, is eight-years-old and daughter, Shelby, is
six.
Holback decided that working on engineering
projects part-time was the right choice for her while
raising young children. “My engineering career was a
good fit for part-time work at home during that stage
of life.” The Holback family eventually moved to Reno.
“We were ready for a little more culture and variety.”
Holback continued to work on engineering projects,
but as the children were getting older, she contemplated whether she was back on the right path. “When my
youngest started kindergarten in 2012, I found myself
reluctant to jump back into engineering full-time. I
spent some time reflecting on what I was truly passionate about.” Her interest in education beckoned...
again.
In January 2013, Holback enrolled in the Master of
Education program, specializing in secondary education and mathematics at the University Nevada, Reno
(UNR). “The more I considered education, the more
I believed I could make a difference, the more excited
about my future I became.”
The decision was not without careful consideration.
Holback is methodical and analytical; it’s not surprising that she plotted the pros and cons of going back
to school and pursuing a new career on a spreadsheet.
“I second guessed myself about leaving a career I had
worked so hard to develop. I had to consider the short
and long term financial consequences of changing
gears and taking on a profession I know is notoriously
under-compensated.”
Holback acknowledges it might have been easier
on everyone—her family and herself included—had
she just stayed on course with engineering. However,
she finds her decision to educate young minds much
more personally rewarding. “I’m putting my time and
energy into something that I believe in! I’m honored
to take part in something so big and impactful to our
local and global society.”
Although she was taking graduate courses in education, Holback was itching to get back into the classroom this fall. She values the hands-ons experience of
working with students. Holback especially enjoys witnessing what she refers to as, “ah-ha moments,” when
students understand a new concept she has taught.
“It’s rewarding to watch the smirk come over their faces when they realize how smart they are.” Confidence
and active participation are qualities Holback champions in her students. “I love it when we’re solving math
problems and the students catch my errors and point
them out.”
Holback describes her educational philosophy as
“progressivism.” The hallmark of progressive education is an emphasis on an integrated curriculum focused on learning by performing hands-on projects.
She also believes that an integrated approach combining multi-subjects as one of the best ways for students
to learn. “This method requires teaching with context
and relevance. It’s more interesting to students and
they’re more excited and motivated about learning,”
Holback says.
Outside of the classroom, Holback’s first priority is
spending time with her family. The Holback family
enjoys an active lifestyle and the fresh air of the outdoors. They spend time together on hikes, camping
trips, and backpacking. “We love to cook together as
well.” (It’s likely that family time in the kitchen involves
her children learning about measurements!)
The delight of overcoming a challenge pervades
Holback’s life. As an avid mountain biker, Holback
previously raced in the expert division when she lived
in Colorado and California. “I love mountain bike racing and road riding. I prefer the climbing (uphill) portion—it’s my downtime and when I feel most present.”
The students in Holback’s classes tackle math problems and other academic pursuits—hoping to prepare
themselves to face the real-world obstacles that eventually awaits everyone. Their teacher understands the
importance of pushing through challenges—she’s passionate about it. She’s the epitome of perseverance.
My family and I have recently moved to Reno and we couldn’t be any
happier. We thoroughly enjoy the area as a whole and especially the
Somersett community we reside in.

some that are. Bud explained that I probably was not truly “skiing.” I learned that
skiing is not about the defensive starting
and stopping mechanism taught by most
ski school and instructors, but about riding on your edges in control and gliding
over the terrain, “skiing a slow enough
line, but skiing around that line as fast as
you can”. Skiing is about feeling free, not
constantly worrying about braking to stay
in control. After talking with Bud and
picking his brain for about a half an hour,
I agreed to follow thousands of other skiers to go through Synergy Coaching and
Alignment program. Boy am I glad I did!
I figured if Bud could align local legend
Shannon Bahrke’s equipment en route to
winning a Silver Medal as an underdog in
the 2010 Salt Lake City Winter Olympics,
he was certainly the right choice for me.
I came into SnoWind Sports in the Robb
Drive Scolari’s plaza and Bud thoroughly
measured my feet, ankle and arch flexi-
bility and various other measurements.
He talked about the science of boot fitting. Feet can move in sagittal, frontal,
and transverse planes. These movements
can be influenced or affected by a variety
of physiological issues, from being duck
footed to bow legged to flat feet. None of
us are the same, and we all have our quirks.
Bud explained that we need to fit and balance the boot ensuring proper sizing, angles, and insoles to make sure the boots are
flat when you stand in your natural stance.
This alone will affect the ability to balance
and gain equal access to both inside and
outside edges of the skis. It wasn’t necessary for me, but he can make full custom
insoles to support the foot in a neutral
position. He called it “subtalor neutral. It
was amazing how much we accomplished
just with the proper boot fitting. The ski
selection was easy based on my height,
skill level, and style of skiing I prefer. The
equipment selection process is imperative
in achieving optimal performance on the
mountain.
The next step in Bud’s professional
Synergy process was to hit the slopes for
some coaching. We headed to the world
renowned Squaw Valley Olympic Village.
As we transcended up mountain in the
gondola Bud explained that he wanted
to just watch me ski for a couple runs to
see what kind of movement patterns I had
developed over the years. Bud instantly
diagnosed that I was simply working way

too hard. There was far too much movement in the upper and lower extremities,
putting extra pressure on my joints and relinquishing a bit of control. “Keep a quiet
upper body,” Bud said. He suggested a
slight tilt of the ski in the direction of the
turn and you’ll be turning easier than ever.
“Tip the right ski right to go right”. He was
right! I was over turning my skis early in
the turn and braking more than turning.

commandeered the mountain with ease
and control as I did after just 3 hours with

All tours will begin at 5:00 p.m. and will depart from the Cross Country
Ski, Telemark & Snowshoe Center. During the 2 to 2.5 hour tour your
guides will lead you through some of our snowshoe trails. There will be 2
to 3 different routes ranging in difficulty and distance so you can chose the
group you’re most comfortable with. After conquering the terrain you’ll
returning to the Cross Country Ski, Telemark & Snowshoe Center for
some live acoustic music, smores and hot chocolate around one of our fire
pits.
