A Short Guide for the Student Pass Application Form ITU-2 ........................................................................... 23 This document indicates the procedures that foreign students wishing to study in Turkey must complete as regards visas, entry into the country, and residence permits. 1. Before coming to Turkey (obtaining a visa) Foreign nationals must apply for a student visa at the Turkish consulate or embassy in their home country. The following documents are required for the visa application: a) Letter of acceptance from the institute of higher education to which the student has applied, or an equivalent document. b) Valid, long-term passport. c) Documentation of sufficient financial means for the period of studies in Turkey (bank statement, documentation of scholarship, etc.). d) Payment for visa fees; this fee differs for each country. e) The consulate or embassy may also require additional documentation. 2. After arrival in Turkey (obtaining a residence permit) After obtaining a student visa, students must enter the country through a recognized border crossing. Within 30 days of arriving in Turkey on a student visa, students must then apply to the local Foreign National 3 Division of the Directorate of Police (Emniyet Müdürlüğü Yabancılar Şubesi) with the following documents to apply for a residence permit. a) Letter of acceptance from the institute of higher education to which the student has applied, or an equivalent document. b) Valid, long-term passport. c) Student visa issued by the embassy or consulate in the student’s home country. d) Documentation of sufficient financial support for the period of studies in Turkey (bank statement, documentation of scholarship, etc.). e) Payment for residence permit fee, the amount of which is stipulated each year in the Official Gazette. f) The Directorate of Police may also require additional documentation. 3. After obtaining a residence permit (notification of changes in status) a) Students who have been issued a student residence permit must then obtain a Foreign National Identity Number, which can be acquired from the website of the General Registry Directorate: https:/tckimlik.nvi.gov.tr/AnonimSorgu.html b) Foreign students who wish to renew their residence permits must do so before the date of expiration indicated in the residence permit, or within 15 days following the date of expiration, by applying to the Foreign National Division of the Directorate of Police. c) Students must notify the Foreign National Division of the Directorate of Police within 15 days in the case of any of the following: completion of studies, expulsion from the institution of higher education, termination of studies, or discontinuation of studies due to absenteeism. Students are also required to notify the Foreign National Division of the Directorate of Police within 48 hours of a change in residence address. d) If a student’s residence permit is lost or damaged, the student must apply immediately to the Foreign National Division of the Directorate of Police for a replacement. 1. INTRODUCTION Dear Incoming Erasmus Students, We are very happy to welcome you at Beykent University. In the following you will find information about Beykent University and some tips about the life in İstanbul. We hope the information in this booklet can answer some of your questions, as well as support you with the practical side of preparing your study abroad. 2. ABOUT BEYKENT UNIVERSITY: Beykent University, founded by Adem Çelik-Beykent Educational Foundation, is a private university with public entities. 4 Beykent University, starting with the 1997-1998 academic year, grows up every day with experience of education and continuous to present a world standard education quality to their students. Beykent University offers education service with its world standard technical equipment and practice area and its well-chosen academic staff, in which every year 50% of over 15.000 students become scholarship students. Our University has 3 different campuses, 8 Faculties, 4 Vocational Schools, a Distance Learning System, 2 Institutes, 3 Research Centers and a Continuing Education and Career Center. Beykent University has 66 Bachelor’s Degree Programs (3 Programs in Distance Learning), 63 Associate’s Degree Programs (2 Programs in Distance Learning). GENERAL INFORMATION FOR THE EXCHANGE STUDENTS 4.1. Becoming An Erasmus Student In Beykent Who can apply? How? All students from partner Institutions’ departments can apply to their pertinent home student office for studying one or two semesters at Beykent University; for a list of partners visit http://www.beykent.edu.tr/WebProjects/Web/egitim.php?CategoryId=1191 . Once selected by their home Institution, students should fill in the online Application Form displayed at http://www.beykent.edu.tr/WebProjects/dosyalar/erasmus/12_06_2013_incoming-erasmus-students-applicationform-2013-2014.pdf and submit it for approval. Upon acceptance by Beykent, Erasmus paperwork begins. Erasmus Documentation Accepted students should complete the Learning Agreement (form LAG-1) in consultation with their home coordinators, submit it and receive the approval of Beykent coordinators. It is essential that students possess a completed LAG-1 in order to register as an Erasmus student. Changes to LAG-1 can be made using the form LAG-2 and is subject to the same approval procedure as LAG-1.4 4.2. BEING AN ERASMUS STUDENT IN BEYKENT a.) RESIDENCE PERMIT When you enter Turkey with a student visa, you need to apply for a residence permit within 30 days latest (it may take longer to actually get the permit but the application must bedone within this time limit). The permit is issued by the Police and you first need to get an online appointment in order to apply. Please note that you cannot leave Turkey before you receive your Residence permit. Otherwise you will need to pay a fine and your visa will be cancelled. All formalities have to be carried out at the Istanbul Foreigners’ Police Department. To get an appointment for your first application, visit: http://yabancilar.iem.gov.tr/. The following documents are needed: Declaration of residence permit document should be filled and printed in color, 6 photographs, paper indicating that you are a student of Beykent University (is given by IRO). Extension If you already have a residence permit, you will have to extend it before it expires. For extension, you shouldget certain documents including certificate of education taken from the Student Affairs after you complete your registration for the respective 7 semester. Finally you will have to go to the local police station (you might want check with our Office about which one you should visit. ) * Also please do not go out of the country unless you got your residence permit! B) HEALTH INSURANCE Starting in Fall 2014 Turkish authorities will ask for a proof of minimal health insurance coverage to issue student residence permits. Beykent University does not provide incoming students with insurance cover. Students must have health insurance of their own which is valid in Turkey. The minimal coverage requirements are announced as: Contracted Institutions Coverage Limit Contribution of Coverage Inpatient Unlimited None Treatment Outpatient 2,000 TL 40% Diagnosis & Treatment Non Contracted Institutions Limit of Coverage Contribution 20,000 TL 20% 2,000 TL 40% You can also buy such an insurance policy while in Turkey through various insurance companies. If you are bringing your own health insurance from your home country or if you have an insurance policy that you/your home institution bought outside of Turkey you should show written certification in Turkish that your coverage is sufficient. This document is required for your residence permit application. In order to get this certificate; If your insurance company has a local branch/agent operating in Turkey, they can provide you the certification letter in Turkish. Please check before coming to Turkey whether this applies to you. The certification should have the following statement: "İşbu poliçe 6/6/2014 tarih ve 9 sayılı İkamet İzni Taleplerinde Yaptırılacak Özel Sağlık Sigortalarına İlişkin Genelge'de belirlenen asgari teminat yapısını kapsamaktadır." It states that your insurance policy is in compliance with the minimal requirements of the mandate for obtaining residence permits in Turkey. If you cannot provide this certification you will need to buy health insurance while in Turkey from an insurance company that operates in Turkey and sells health insurance policies for non-Turkish citizens. Otherwise you will not be able to obtain a residence permit. If you cannot obtain a residence permit during your exchange period you will pay a fine on your way out of Turkey and legal authorities can deport you We hope that you are working with an insurance company who has a local agent in Turkey. Here is a list of insurance companies operating in Turkey: http://www.tsb.org.tr/non--‐life--‐ companies.aspx?pageID=965 8 C) REGISTRATION OF ERASMUS STUDENTS AND STUDENT ID CARDS In order to complete the registration process, Erasmus students should fill in the Erasmus Registration Form ERF-1 conferring with their Erasmus departmental coordinator listed in Form IDF-2 and submit ERF-1 to the Student Affairs Office. To have a student ID card issued, the form should be submitted together with two photographs and copies of the passport. D) ADD AND DROP WEEK The week following the registration week is the Add-Drop week during which, students may add or drop the courses by consulting their departmental coordinators (Form IDF-1). However, students may not add or drop courses merely for the purpose of changing their sections. The students wishing to add or drop courses do so by filling the Erasmus add and drop form ADF-1 and submitting it to the Student Affairs Office. F)COURSE ATTENDANCE A minimum attendance of 70 % to lectures is required; if not met the student fails the course and receives the grade “FF”. Grades System and Average Calculation The Letter System is used to evaluate the success of the students. WHILE A STUDENT IN BEYKENT a.) STUDENT AFFAIRS: The Students Affairs Office carries out different types of duties such as; registration and acceptance of students, preparation and announcement of lesson and exam programs, ID cards, scholarship and daily student procedures, all types of office procedures coming from faculties and vocational school programs, dealing with registration and withdrawal from lessons stated in the academic calendar, preparation of class and exam lists, storing exam documents and mark sheets, conducting transcript, diploma and office procedures after graduation. This unit assists students in experiencing a happy and successful period of study. It also tries to help them in their private lives. It functions as a bridge between students, parents and other units of the university. The Student Affairs Office also provides necessary guidance to all faculties, vocational schools, programs of the university which are related to its field and function. b.) STUDENT ASSOCIATIONS: The Dean of Students at Beykent University is a unit that acts as a bridge between students and the university administration. Students can share all their personal issues, general concerns, wishes, requests and suggestions with the university administration through the Dean of Students. The most important mission of the Dean of Students is to ensure students are well equipped and informed in terms of personal, social, cultural, artistic and physical development, in addition to their academic progress, and to create an environment in which they acquire both the professional and social skills required to become successful and active individuals through activities in these areas. With the goal stated above, the Dean of Students encourages the launch of new clubs, and supports their activities. These clubs are categorized into three main groups, namely ‘academic’, ‘culture and arts’ and ‘sports’ clubs. Students Dean Assistant: Mehmet Çetin 1st Floor 10 Students Club: Student clubs packed with activities in social, cultural, artistic and sporting areas stimulate university academic life. They make the leisure time of students more enjoyable, help to increase their self confidence and play an important role in their intellectual development. Clubs receive professional support and advice from experts outside the university as well as our university lecturers acting in conjunction with the Students dean office. The clubs are grouped into three main categories which include 'academic', 'cultural-artistic' and 'sport' content. The presentations of the clubs are held in the first weeks of the academic year, and students may join these meetings to become members. Department of Sports The Sport Coordination Unit at Beykent University which is responsible for the organization and execution of sports events. The Sport Coordination Unit undertakes the responsibility of both forming school teams in several categories every year and organizing the work that needs to be done in order to participate in intercollegiate competitions as well the Cup of the Rector's office within the university. All students who wish to participate in sporting activities can use the university's sport facilities (fitness centre, indoor swimming pool, indoor sports hall, table tennis) free. The semi-Olympic, indoor swimming pool (25x12.5m) has five lanes, a drain filtration system, an automatic computerized batching system, a heating system, ground heated swimming pool edges, a disinfectant foot pool and pool dehumidifiers functioning constantly. In the standard-size indoor sports hall, students can play basketball, volleyball, indoor soccer (Futsal), handball and tennis. In the table tennis area in our facilities, there are three table tennis tables available to use at any time and an extra five tables that can be used when needed. You will be able to use the Sports Hall and the pool within the following hours & under such conditions HEALTH CENTER Students may apply to the Health Center when they have health problems. The Health Center provides treatments, performs necessary examinations and tests, and helps the patients get further treatment by transferring them to suitable healthcare Centers. INFORMATION RESOURCES Library and Documentation Center Using the Library The only prerequisite to make use of the library is to be a member of Beykent University, either as a student, or as a staff member. All students automatically become members of the Library as soon as they register in one of the programs of Beykent University. At the beginning of the fall semester there is a “Using the Library” presentation offered to new students in groups. This service can be also given to groups on demand. Borrowing Library members may use the information resources in the library, ask for library assistants’ help for their research, and borrow the resources in the General Collection using their student IDs. Items borrowed by others can also be booked via internet. When the items are not returned on time, 50 Kr late return fee is charged per day for those in the general collection, and per hour for those in the reserve collection. Online Services The library website http://www.beykent.edu.tr/WebProjects/Web/kutuphane.php can easily be accessed and used for library services via any internet service provider. Dates of birth and passwords are required for logging in to personal accounts. Further information on this issue is presented in the orientation program. You can access the web mail service through the link “Information System / Student” at the bottom of Beykent University home page. Web mail users can directly access their accounts if they are connected to the system via the computers of Beykent University. e-mail addresses for students are created as in the example, “username@Beykent.edu.tr”. Like any other mail account, Beykent web mail storage is limited to 100MBs for students. Therefore, you are requested to check your account and your limit regularly. Beykent Wireless at Beykent University premises, all users have access to Wireless connections. In order to use this service, Password is beykent1997. BEFORE YOU LEAVE! Final Document Erasmus students should get the necessary signatures required in the final document CDE-1 and submit it to the International Student Office right after the final exams. Erasmus Participation Certificate A certificate indicating the study period of the Erasmus student is given to all Erasmus students at the end of their study period. Transcript of Records The International Student Office sends the Erasmus Students’ transcript of records to their home universities via post within the month that follows the end of their study period. 5. LIFE IN ISTANBUL a.) TRANSPORTATION Public transportation in Istanbul varies greatly. Municipality busses, public busses, inner city and general ships, car ferries, the tunnel, metro and suburban train systems all vary in price and have either tokens to pay. It is essential that you obtain an " Istanbul Card", a smart ticket key. The travel cards are Issued by the IETT --‐ the metropolitan transportation authority.You need the following during your application: 1. Student Certificate (document from our university confirming that you are a student,) 2. 2 Photographs 3. Bank Receipt (two copies) You need to deposit 10 TL to Vakıf Bank. They will give you a receipt (two copies) showing that you deposited the money. You should not lose that until you get your travel card. WORK HOURS AND HOLİDAYS Banks are open weekdays from 9:00 AM until noon or 12:30 PM , depending on the bank, and from 1:30 PM until 5.00 PM . However, there are some banks which continue to serve during lunch breaks. 13 Museums are generally open Tuesday through Sunday from 9:30 AM until 5.00 PM or 5:30 PM and closed on Monday. Palaces are open the same hours but are closed on Thursdays. Shops and bazaars are normally open Monday through Saturday from 9:30 AM to 1.00 PM and from 2.00 PM to 7.00 PM, and closed all day on Sunday. But most stores in shopping malls and crowded streets are open seven days a week, including lunch breaks. You can find restaurants or cafes open virtually at any time of the day or night. c.) MONEY The national monetary unit is the Turkish Lira (TL). The exchange rates for foreign currencies are published daily in exchange offices or banks. For updated information, please go to Turkish Central Bank website. You may exchange travellers' checks at Post Offices in some tourist places. Eurochecks can be cashed immediately as can travellers checks upon producing identification. The most widely accepted cards are: Visa and MasterCard, American Express, Eurocard and Diner's Club. Exchange offices are called Döviz Burosu and are widely available in touristy places. They are generally open until midnight. Please mind that it sometimes happens to get a fake money, especially in bazaars and tourist places. It is advisable to carry a small amount of money with you when you arrive in Turkey because you will for example need to take a bus or the metro to go to downtown Istanbul. d.) ACCOMMODATION Beykent University does not have hall of residence. LANGUAGE The Turkish language belongs to the Ural-Altaic group and has an affinity with the finno-Hungarian languages.Turkish is written in the Latin alphabet and is spoken by some 150 million.
